A FAMILY WITH MANY PROBLEMS IN THE SOCIAL SUPPORT SYSTEM

The contemporary family is subject to significant transformations, which forces its members to adapt in new conditions of social functioning. Changing socio-economic conditions, difficult financial situation, helplessness, occurrence of addictions and social pathologies often make families unable to properly fulfill their tasks and functions. Social support can refer to taking action in any difficult situation in which a person is - a family who can not cope independently under the circumstances. The family is one of the most important values in human life, therefore the possibilities of its support should be broad, varied and generally available.The aim of the study is to present selected aspects and forms of social support for the family, which experiences many problems in everyday functioning. Supportive activities concern, among other things: the form of social assistance that the family will receive in the light of legal acts, the types of benefits a family can get in a difficult life situation and diversified forms of assistance and support from specialists for working with family - social workers and family assistants. The study uses the method of analysis of existing data (desk research), the research has been given a diagnostic and descriptive character. In the presented article, the analysis covered the subject literature on the subject matter covered, applicable legal acts, statistics, government reports and reports on social assistance benefits. The collected material was supplemented by an expert interview conducted with social workers and family assistant.  Undertaken assistance activities should support families not only in the traditional social role, but also be open to the dynamics of socio-economic and cultural changes and new areas requiring assistance. Therefore, when undertaking supporting activities, one should focus both on preventing negative phenomena that may threaten the proper functioning of the family and effectively eliminate the effects of their occurrence.

The purpose of the article is to describe selected ethical dilemmas in the work of a family assistant, based on the typology of ethical dilemmas of Frederic Reamer. In accordance with the typology adopted in the article, in the area of cooperation with families, ethical dilemmas regarding direct work with families, implementation of social assistance programs and relationship between representatives of the profession arise. The information presented in the text is based on publications, studies and reports on family assistantship. The first group of ethical dilemmas is revealed when constructing supportive and helping relationship between assistants and families. It refers to such areas as: voluntary cooperation, limits of cooperation, the right to self-determination or limits of responsibility. The second group of ethical dilemmas is related to the planning and implementation of various solutions in the field of social policy and also support and assistance programs offered to the family. The last group of ethical dilemmas results from a different understanding of family assistantship in the structures of the social assistance system. They are also revealed in the construction of relationships with social workers. The text also includes solutions how to cope with these dilemmas.

AbstractOut of 296 mothers of twins interviewed about difficulties encountered while rearing twins, 49% mentioned inadequate sleep, 18% financial strain, 39% emotional disturbance, 22% disturbance in the marital relationship, and 43% lack of time to take care of other children. With the growth of twins, the problems gradually decreased, except for emotional disturbance, the most difficult period being the first year. Only 15% reported leaving the babies in the care of relatives during the day time. Overall, 68.2% felt the support from the father, but 39% of them felt the support was useless; 49% felt support from the mother-in-law, but 43% of them regarded the mother-in-law to be of no help; 36% were supported by their own mothers, but 54% mentioned that they had received little help. One must conclude that social support from relatives was inadequate. Public policy should take this fact into account and provide public health nurses and social workers to help the mothers of twins, especially during the first year.

This research deals with the work of the Muslim wife, and the consequent disagreement between the spouses regarding it and the salary of the wife, and her entitlement to the joint money. This is because there is an urgent need at this time to rooting the saying about this issue, given the rapid developments that characterize this age. As the current life has made the exit of women to work essential in light of complex social and economic conditions, this issue has become one of the most serious issues that cause conflict and discord between spouses. The research uncovered the origin of marital disputes that may occur due to the wife's work and salary, and the money earned during marriage, and I followed the comparative analytical inductive approach in it. She divided it into an introduction, a preface - in which it clarified the objectives of Islamic law in marriage - and three topics: the first presented the rights and duties of the spouses, while the second came to explain the impact of a woman’s work on the family and society, then she allocated the third to the effect of her work on her entitlement to joint money. The research concluded that knowing the two parties to the marital relationship of each of their rights and duties works to stabilize the spouses, and defuse the discord and conflict between them. Women and men are partners in the architecture of human life and succession on earth. The woman is the basis of the family, the family is the most important human institution, and the good of society is subordinate to the good of the family. The more a society is based on respect and appreciation for women, the easier it will be in establishing their rights and the further from harming them. Good cohabitation requires that the wife not do anything except with the consent of her husband, and on top of those matters is her going out to work. The development occurred - negatively or positively - in Muslim societies led to the mixing of the spouses' money. The wife's contribution to her financial and intangible effort is the motivation behind establishing her share in the joint money. Therefore, the researcher recommends that the work be undertaken to restore the correct religious concepts to society, as the man learns fatherly experiences and the experiences of living within the family, and Islam's honor to women in order to eliminate the tendencies to reduce them and their humanitarian work. Women are made aware that work is not limited to material work with pay only, and that motherhood is the ultimate in work. Limiting the issuance of public fatwas regarding the wife’s work and salary, and looking at the outcome of judgments, and the purposes of Sharia when issuing a fatwa in which no Sharia text is mentioned. Fiqh councils and the role of fatwas should bring the reality on the table to research and fatwa. The use of reason and not rigidity on the rulings decided by our venerable jurists, as long as it does not deny an opinion on the subject of Ijtihad.

Abstract in English: In the article 46, the Algerian Family Code stipulates the following: "Adoption is prohibited by both the Sharia and Law". Therefore, it is clearly understood that the interdiction of adoption doesn’t contradict the Islamic law (Sharia). But due - on one hand - to the confusion in Algerian society with regard to the conception of adoption with all its consequences, and on the other hand the difficult situation of many abandoned children and the suffering of many families who are not blessed with the fertility or the capacity of reproduction, the Algerian legislature has been forced to find solutions to such difficult cases. Therefore, a child support legislation (guardianship or sponsorship) has been established under the following Articles 116 and 125 of the Family Code. The study was based on the Algerian laws on the issue of the termination of child sponsorship and applied by the Algerian judiciary. The problem of the study is to know the cases of termination of child sponsorship in the Algerian family law, and the position of the Algerian judiciary on this issue. This study aims to mention the cases in which the sponsorship of the child ends in the Algerian family law, and to discuss some of the Algerian judicial decisions issued by the Supreme Court, related to the subject of the study in question. The study relied on the analytical method, in order to analyze legal texts and discuss judicial decisions. The study concluded that the Algerian family law stipulated some cases in which the sponsorship of the child ends, and neglected to mention other cases.   Abstract in Arabic: لقد نص المشرع الجزائري في المادة 46 من قانون  الأسرة على  ما يلي: "يمنع التبني شرعا وقانونا".يتضح من تحليل هذه المادة أن المشرع منع الآخذ بنظام التبني تماشياً مع أحكام الشريعة الإسلامية. لكنه، ونظرا للمشاكل المترتبة على قضية التبني في المجتمع الجزائري من أخذ وردو كذلك بالنسبة للوضعية الصعبة لبعض الأطفال المهملين، وكذا معاناة بعض الأسر التي لا تنعم بالإنجاب، التجأ المشرع الجزائري إلى حل يتجلى في الكفالة، فنظم أحكامها في المواد من 116 إلى 125 من قانون الأسرة. استندت الدراسة إلى القوانين الجزائرية الخاصة بموضوع انتهاء كفالة الطفل والمطبقة  من طرف القضاء الجزائري. تتمثل إشكالية الدراسة في معرفة حالات انتهاء كفالة الطفل في قانون الأسرة الجزائري، وموقف القضاء الجزائري من هذه المسألة. تهدف هذه الدراسة إلى ذكر الحالات التي تنتهي بها كفالة الطفل في قانون الأسرة الجزائري،ومناقشة بعض القرارات القضائية الجزائرية الصادرة عن المحكمة العليا،والمتعلقة بموضوع الدراسة محل البحث. لقد اعتمدت الدراسة على المنهج التحليلي، وذلك من أجل  تحليل النصوص القانونية ومناقشة القرارات القضائية. لقد توصلت الدراسة إلى أن  قانون الأسرة الجزائري نص على بعض الحالات التي تنتهي بها كفالة الطفل،وأغفل عن ذكر الحالات الأخرى

ABSTRACTThe changes and challenges have become every day in our contemporary societies, where the acceleration, the immediacy and effectiveness of technology have been imposed as a role model in all areas of human life, this has led to new crises in it and agencies responsible for their training, such as family and school. The family as a host structure has been affected by these changes and has failed to respond to the disintegration experienced by subjects, expressed in emotional crisis, psychosomatic illnesses and chronic degenerative steadily increasing. Although the function of shelter and protection that the family has, has been tackling the problem very complex, and in many cases, part of it due to the forms of relatedness that promotes, which are a reflection of the forms of interrelation predominant culture, far from being neutral provoke emotions that impact on the bodies of the subjects, which have been ignored, silenced because the subject does not know how to channel them and processes result in deteriorating health. The pedagogy is challenged to build a prevention proposal, focused on training students in basic education, from a profound reflection about the emotions of everyday living, and have been rescued through a process research in Mexican schools, which has revealed the importance of the family in the subjects' body construction and the possibility of becoming a space of emotional warmth, need to take care of life.RESUMENLos cambios y retos se han vuelto cotidianos en nuestras sociedades contemporáneas, en donde la aceleración, la inmediatez y la eficacia de la tecnología se han impuesto como modelo a imitar en todos los ámbitos de la vida del hombre; ello ha provocado nuevas crisis en él y en instancias encargadas de su formación, como son la familia y la escuela. La familia, como estructura de acogida se ha visto afectada por estos cambios y no ha podido dar respuesta a la desestructuración que padecen los sujetos; expresada en crisis emocionales, enfermedades psicosomáticas y crónico-degenerativas en aumento constante. A pesar de la función de amparo y protección que la familia tiene, le ha sido muy complejo enfrentar esta problemática, y en muchas ocasiones, participa de ella, debido a las formas de relacionalidad que promueve; las cuales son el reflejo de las formas de interrelación predominantes en la cultura, que lejos de ser neutrales provocan emociones que impactan en los cuerpos de los sujetos, mismas que han sido ignoradas, acalladas porque el sujeto no sabe cómo encauzarlas y derivan en procesos de deterioro de la salud. La pedagogía, tiene el reto de construir una propuesta de prevención, enfocada en la formación de alumnos de educación básica, a partir de una reflexión profunda en torno a las emociones que viven de forma cotidiana, y que se han rescatado a través de un proceso de investigación en las escuelas mexicanas; el cual ha revelado la importancia que la familia tiene en la construcción corporal de los sujetos y en la posibilidad de convertirse en un espacio de calidez emocional, necesario para cuidar de la vida. Contacto principal: [email protected]

The social role of social worker: its shaping and acting in Erving Goffman’s dramaturgical perspective The subject of the work is shaping and playing the social role of a social worker in the dramaturgical perspective of Erving Goffman. The article is based on the author’s own research carried out for the purposes of the BA thesis. A qualitative method was used, namely an in-depth interview and participant observation. The aim of the article is to describe and explain how the social role of a social worker is shaped and played in the light of Erving Goffman’s dramatic concept on the basis of research carried out at the Municipal Social Welfare Center. Social workers and students of social work participated in the study. The main hypotheses adopted in this work are the assumptions that the social role of a social worker is shaped and played by participation in performances with a defined interactive order, and that each of the performances contains a defined interactive order to which certain, constant elements are subordinated. The collected data was analyzed using the Atlas.ti qualitative analysis software. The research shows that social workers shape and play their social role by preparing in the backstage and during performances on stages, which are: studies, internships and professional work both in the center and in the field.

This text explores the issues of (in)visibility of fathers in the process of helping and supporting the family, little recognized in the Polish reality of social work with children and families. Despite the ongoing discourse about the engaged fatherhood, fathers in social work are still seen from the perspective of absence, danger and exclusion. They are much less involved in the family support process than mothers. The reason why so few men are actively involved in these activities is not only because of their physical absence in their families, but also because of the difficulty in involving them in the interventions experienced by social workers. There are few studies on this issue in the Polish literature. More data on the reasons for the situation is provided by research conducted by scientists from other countries - they show the reasons why cooperation with men is difficult. These studies are the subject of the analysis of the presented considerations. The analysis was carried out taking into account three perspectives: social workers, fathers and mothers. The whole inquiry is complemented by reflections on the change in the organization of the helping process so that fathers become visible subjects in social work with the family.

Esse artigo parte de reflexões produzidas na pesquisa Serviço Social e famílias: análise das demandas postas aos assistentes sociais do Brasil e de Portugal, iniciada em 2017. Países da América Latina e da Europa têm enfrentando uma gama de desafios frente às tensões sociais decorrentes da ofen­siva neoliberal. O objetivo desse artigo é levantar algumas preocupações de assistentes sociais em vista da redução de direitos sociais. Existe a necessidade de capacitação e de reflexões dos profissionais com as mudanças nos processos de reorganização dos arranjos familiares e com o aumento da desigualdade. Em paralelo, assistiu-se, sob o signo da austeridade, a uma viragem das políticas sociais para modelos mais assistenciais e focalizados.Palavras-Chave: austeridade; assistência social; famílias.  Abstract – This article is based on reflections produced in the research “Social work and families: an analysis of the demands placed on social workers in Brazil and Portugal” started in 2017. Countries in Latin America and Europe have a range of challenges facing the social tensions arising from the neoliberal advance. The purpose of this article is to raise some concerns of social workers about the diminishing social rights. There is a need for training of and reflection by professionals with the changes in the processes of reorganization of family arrangements and increase of inequality. In parallel, austerity was seen as a shift in social policies towards more assistencialized and focused models.Keywords: austerity; social assistance; families.

The subject of the article refers to parental kidnappings and abductions as a phenomenon which constitutes a family efficiency crisis. The chosen subject implies the necessity to analyse the described problem from two perspectives: violation of a legal norm and disturbance in functioning of a family seen as an educational environment. The second aspect is followed by a need to indicate the possibilities of overcoming the crisis, ways of help, persons and organizations capable of providing such help, as well as the chances of eliminating the effects of the difficult situation for the future. As a special form of reparative actions taken in the described situation, the family mediation was indicated, which may constitute a way to a profound analysis and understanding of the conflict by the parties – the fact that may influence the efficacy of preventing repetitiveness of the phenomenon.

Custody investigations by social workers of the home circumstances of children soon to be the subject of a custody order in a divorce case usually provide psychological and socioeconomic data about the family and other adults interested in the children's welfare. Reports of such investigations are used by judges in arriving at decisions about custody. The author's research has led him to conclude, however, that such institutionalized custody investigations can be defended only if they help spouses to resolve disputes that otherwise would be tried. Further, he suggests that safeguards be instituted to protect spouses from inaccurate and biased reporting.
