The review notes the intellectual richness of the national science of constitutional law, the creators of which, on the eve of the anniversary of the Constitution of Russia, entered into a dialogue: a dialogue of generations; a dialogue of scientific schools; a dialogue of worldviews; a dialogue of individuals gifted with talent, an inquisitive mind, the ability to set nontrivial scientific problems and brilliantly solve them, involving statesmen, public leaders, politicians, practicing lawyers in the co-creation of the legal space of Russia. The constitutional dialogue initiated by the Saratov School of Constitutional Law has become an evidence that Russian state scholars are ready for the challenges of our time. They understand the full measure of responsibility that is assigned to the rulers of scientific minds in the era of large-scale changes, the era of choosing the path of further development of civilization. Reflecting the identity of representatives of various scientific schools, the continuity in the assessment of science as a path of service to the high truth, the novelty of ways to find answers to the burning questions of the modern constitutional construction of Russia, the reviewer draws attention to the fact that it brings together different positions, makes us look for a common denominator. This is the philosophy of the constitutional worldview, constitutional ethics, which has become the basis for the existence of public.

The article draws attention to the risks associated with the loss of national research traditions in political theory. It is shown that non-creative borrowing and imitative reproduction of foreign concepts and theories does not contribute to the scientific rise, especially if the Russian heritage and scientific schools are pushed aside and forgotten. To attract the attention of academic circles to the existing potential of Russian socio-political thought and discuss opportunities for further development, the article analyzes and compares the concepts of “Autocracy of the people”, “Holy Russia”, “Moscow - the Third Rome”, and “Spiritual Vertical”. Their philosophical and political significance for the development of the Russian state in modern conditions is determined. Conclusions are drawn that due to the alienation of citizens, especially young people, from the national intellectual tradition (together with economic and political reasons), emigration moods, spiritual decline, and pessimism are expanding in Russian society. The problem could be a funded study, support and promotion oriented to the spiritual development of the adherents of the concepts of "Holy Russia" and the likes, which have a long history, formed in the domestic tradition, belong to the history of the first and the second Rome have religious and philosophical and political justification provide the basis for social and national consolidation of many peoples of the Russian state.

AbstractPublic trust is paramount for the well functioning of data driven healthcare activities such as digital health interventions, contact tracing or the build-up of electronic health records. As the use of personal data is the common denominator for these healthcare activities, healthcare actors have an interest to ensure privacy and anonymity of the personal data they depend on. Maintaining privacy and anonymity of personal data contribute to the trustworthiness of these healthcare activities and are associated with the public willingness to trust these activities with their personal data. An analysis of online news readership comments about the failed care.data programme in England revealed that parts of the public have a false understanding of anonymity in the context of privacy protection of personal data as used for healthcare management and medical research. Some of those commenting demanded complete anonymity of their data to be willing to trust the process of data collection and analysis. As this demand is impossible to fulfil and trust is built on a false understanding of anonymity, the inability to meet this demand risks undermining public trust. Since public concerns about anonymity and privacy of personal data appear to be increasing, a large-scale information campaign about the limits and possibilities of anonymity with respect to the various uses of personal health data is urgently needed to help the public to make better informed choices about providing personal data.

Chaotic Neural Network, also denoted by the acronym CNN, has rich dynamical behaviors that can be harnessed in promising engineering applications. However, due to its complex synapse learning rules and network structure, it is difficult to update its synaptic weights quickly and implement its large scale physical circuit. This paper addresses an implementation scheme of a novel CNN with memristive neural synapses that may provide a feasible solution for further development of CNN. Memristor, widely known as the fourth fundamental circuit element, was theoretically predicted by Chua in 1971 and has been developed in 2008 by the researchers in Hewlett-Packard Laboratory. Memristor based hybrid nanoscale CMOS technology is expected to revolutionize the digital and neuromorphic computation. The proposed memristive CNN has four significant features: (1) nanoscale memristors can simplify the synaptic circuit greatly and enable the synaptic weights update easily; (2) it can separate stored patterns from superimposed input; (3) it can deal with one-to-many associative memory; (4) it can deal with many-to-many associative memory. Simulation results are provided to illustrate the effectiveness of the proposed scheme.

The review of the III International historical and legal congress “Legal traditions of the formation of Russian statehood", dedicated to the 300th anniversary of the proclamation of the Russian Empire, is given. One of the main tasks of the event was to bring together representatives of science from different states, different scientific schools and directions to solve topical historical and legal problems of the state and law. Following the results of the congress, a declaration was adopted, in which the importance of continuing legal research of domestic state-legal traditions was noted, the main directions for the further development of historical and legal science were outlined.

<p>This work applies a ultra large scale topology optimization method to study the optimal structure of bridge girders in cable supported bridges.</p><p>The current classic orthotropic box girder designs are limited in further development and optimiza­ tion, and suffer from substantial fatigue issues. A great disadvantage of the orthotropic girder is the loads being carried one direction at a time, thus creating stress hot spots and fatigue problems. Hence, a new design concept has the potential to solve many of the limitations in the current state­ of-the-art.</p><p>We present a design method based on ultra large scale topology optimization. The highly detailed structures and fine mesh-discretization permitted by ultra large scale topology optimization reveal new design features and previously unseen eff ects. The results demonstrate the potential of gener­ ating completely different design solutions for bridge girders in cable supported bridges, which dif­ fer significantly from the classic orthotropic box girders.</p><p>The overall goal of the presented work is to identify new and innovative, but at the same time con­ structible and economically reasonable, solutions tobe implemented into the design of future cable supported bridges.</p>

The object of this study is the further development of eco-innovations for the rise of industry and the economy. Emphasis is placed on the growing relevance of "green" incentives in line with climate challenges, the economical use of natural resources, as well as the need for a systematic vision of environmental issues and the implementation of international requirements. The study is based on the work of foreign scientists, international rankings and world best practices for the introduction of modern economic mechanisms of state incentives for greening the economy, green modernization, the transition to a circular model of the economy. There is a difference in the implementation of environmental policy - some local projects in Ukraine and the European approach - with the assessment of eco-innovation, systemic change, the formation of ecosystems, scaling technological solutions. The main methods used in the study are: methods of system-structural analysis, analysis and synthesis, grouping - for preliminary analysis and selection of appropriate tools in the study of the implementation of eco-innovation in Ukraine and EU countries; index valuation method and method of comparative analysis - used in the analysis of public policy to stimulate the company to "green" growth; abstract-logical method - used to establish the relationship between the need to introduce new instruments of public policy in the environmental sphere with elements of large-scale reform in the context of climate modernization of industry and to form a systematic vision of major achievements in implementing international requirements for eco-modernization of industrial enterprises. The paper analyzes the forms of international assistance that can compensate for the lack of available financial resources for the purposes of green modernization of the economy in conditions of limited financial capabilities of the state, intensification of competition for European and international environmental investments. The obtained result - a set of possible tools to stimulate Ukrainian industry - allows more systematic implementation of "greening" of Ukrainian industry, and their implementation and combination in a specific mechanism will determine the success of an industrial socially-oriented economy.

This is a review of the bibliographic index “Bibliographic Activity of the Russian State Library” released by the publishing house “Pashkov Dom” in 2021. The new index has been drawn up by the experts from the Research Department of Bibliography of the Russian State Library (RSL). This unique book serves as a social memory of one of the largest libraries both in this country and worldwide. We might regard this information resource as a kind of chronicle of the RSL Reference and Bibliographic Service, which celebrated its 100th anniversary in 2018. The structural and substantive analyse of the methodological features of the index as well as the criteria for the selection of material have been carried out. The publication consists of two parts (“Literature on the bibliographic activity of the library” and “Publications of the library on bibliographic theory and practice”) and includes 1709 bibliographic records.The book can be used as an example for creating similar works, and it is a comprehensive toolkit for scientometric analysis of the library’s bibliographic activity.

The unsteady boundary layer behavior on a turbine cascade is experimentally investigated and the results are presented in this paper. To perform a detailed study on unsteady cascade aerodynamics and heat transfer, a new large-scale, high-subsonic research facility for simulating the periodic unsteady flow has been developed. It is capable of sequentially generating up to four different unsteady inlet flow conditions that lead to four different passing frequencies, wake structures, and freestream turbulence intensities. For a given Reynolds number, three different unsteady wake formations are utilized. Detailed unsteady boundary layer velocity, turbulence intensity, and pressure measurements are performed along the suction and pressure surfaces of one blade. The results presented in the temporal-spatial domain display the transition and further development of the boundary layer, specifically the ensemble-averaged velocity and turbulence intensity.

Metabolomics is the study of small molecules called metabolites in biological samples. Application of metabolomics to nutrition research has expanded in recent years, with emerging literature supporting multiple applications. Key examples include applications of metabolomics in the identification and development of objective biomarkers of dietary intake, in developing personalized nutrition strategies, and in large-scale epidemiology studies to understand the link between diet and health. In this review, we provide an overview of the current applications and identify key challenges that need to be addressed for the further development of the field. Successful development of metabolomics for nutrition research has the potential to improve dietary assessment, help deliver personalized nutrition, and enhance our understanding of the link between diet and health.
