Stimulating the Development of "Greening" of Ukrainian Industry

The object of this study is the further development of eco-innovations for the rise of industry and the economy. Emphasis is placed on the growing relevance of "green" incentives in line with climate challenges, the economical use of natural resources, as well as the need for a systematic vision of environmental issues and the implementation of international requirements. The study is based on the work of foreign scientists, international rankings and world best practices for the introduction of modern economic mechanisms of state incentives for greening the economy, green modernization, the transition to a circular model of the economy. There is a difference in the implementation of environmental policy - some local projects in Ukraine and the European approach - with the assessment of eco-innovation, systemic change, the formation of ecosystems, scaling technological solutions. The main methods used in the study are: methods of system-structural analysis, analysis and synthesis, grouping - for preliminary analysis and selection of appropriate tools in the study of the implementation of eco-innovation in Ukraine and EU countries; index valuation method and method of comparative analysis - used in the analysis of public policy to stimulate the company to "green" growth; abstract-logical method - used to establish the relationship between the need to introduce new instruments of public policy in the environmental sphere with elements of large-scale reform in the context of climate modernization of industry and to form a systematic vision of major achievements in implementing international requirements for eco-modernization of industrial enterprises. The paper analyzes the forms of international assistance that can compensate for the lack of available financial resources for the purposes of green modernization of the economy in conditions of limited financial capabilities of the state, intensification of competition for European and international environmental investments. The obtained result - a set of possible tools to stimulate Ukrainian industry - allows more systematic implementation of "greening" of Ukrainian industry, and their implementation and combination in a specific mechanism will determine the success of an industrial socially-oriented economy.

In modern economic realities, information technologies are considered the main resource of technological and socio-economic development of the country, because they are used in all spheres of society and the state, and directly affect the overall national situation. Therefore, the study and analysis of the conditions for their attraction are relevant both in Ukraine and around the world. The purpose of this study is to identify the features of attracting investment in information technologies and search for methods to improve the investment environment for this industry. For the furtherance of this goal, the following methods were used: analysis and synthesis, induction and deduction, comparison, scientific abstraction, and modelling. Within the framework of this study, an interpretation of the concepts of “investment” and “information technologies” are provided and their role and functions at the macro and micro economic levels are highlighted; the main aspects of financing and attracting money in the field of IT are considered; the main problems and prospects of investing in this area in Ukraine are identified; the dynamics of attracting investment in information technologies are analysed; methods for improving the investment environment in the field of IT are proposed. The study also analysed the financial sources of attracting investment, listed the advantages and disadvantages of each type of financing, considered the dynamics and structure of innovation at industrial enterprises of Ukraine in 2019, and established the relationship between the volume of attracted monetary investments and the introduction of innovations. In the course of the study, methods for evaluating the effectiveness of investments in the IT field were also considered, the essence, advantages and disadvantages of each of the methods were identified. The practical significance of the work lies in the fact that the results of the study can be used to develop a plan and methods for improving the investment climate in the industry, based on the analysis of its strengths and weaknesses

The article describes specific features of project financing in the Russian Federation. It is stated that in Russia in recent years new investment projects have been launched, which are expected to be implemented using the project financing method, which indicates a favorable investment climate and the state's readiness to develop and improve this mechanism. Most of the projects are related to the industrial sector; in this regard, the analysis of projects and a synthesis of experience in the application of project financing have been conducted. Projects that were not always successful were analyzed, as well as an example of a project implemented with the assumption of design errors, in which the basic principles of project financing were not applied, but the result of its functioning turned out to be positive. According to the results of the analysis, the author grouped the general trends of project implementation, formulated the conditions that confirm the use of project financing, and identified key errors in the implementation of large-scale investment projects involving industrial enterprises. Priority sectors of the economy are defined, in which large-scale investment projects are most often developed and implemented (oil and gas extraction, processing and transportation). A review of Russian experience of project financing made it possible to understand the level of prevalence of this method and the effectiveness of its use, as well as to identify the main factors constraining and stimulating the use of project financing by industrial enterprises. Taking into account these factors will contribute to the formation of new directions and the development of methods for stimulating project financing for their successful use in the implementation of large-scale investment projects.

Purpose – The purpose of this paper is to focus on the development of definitional standards for research information as a wicked problem. A central solution strategy for such problems, increasing transparency by argumentation visualisation, is being evaluated. Design/methodology/approach – Qualitative formal content analysis is used in order to examine whether the process of definition standardisation in the project can be characterised as a wicked problem. Action Research is used to assess the effect of argumentation visualisation in the project. Findings – The results of the content analysis confirm the interpretation of the standardisation process as a wicked problem. The implementation of argumentation visualisation shows to increase the meetings’ focus and effectiveness. Research limitations/implications – The relationship between information exchange, transparency and acceptance of the development result should be addressed in future empirical analyses. Visualisation solutions require further development in order to accommodate needs of the stakeholders. Practical implications – Argumentation visualisation is of high value for finding a consensus for definitional standards and should be considered for managing and exchanging information. Originality/value – Applying solution strategies from design research on wicked problems to large-scale standardisation efforts opens up new possibilities for not only handling such projects but also providing new avenues of research for both the design and research information communities.

In today's complex conditions of enterprise operation, innovation processes in most of them are characterized by a set of complex complex organizational measures, which can be implemented only in the implementation of sequentially parallel information-saturated stages of making various management decisions. The article improves and further develops the criterion evaluation of economic decisions on innovation and investment development of the enterprise under conditions of uncertainty and conflict of production and financial and economic processes while taking into account the peculiarities of investment and innovation processes. Based on research papers, the article improves the classification of decision criteria based on the methods of potential theory and the principles of maximum uncertainty functions and inaccuracy functions, which are related to the values of the estimation functional, characteristics of Bayesian sets and Bayesian surfaces.It is proved that for the formation of criteria for certain aspects of ensuring the appropriate level of innovation and investment development of industrial enterprises in modern economic conditions it is advisable to use decision criteria based on methods of obtaining point estimates of the unknown vector of a priori probability distribution in a set. It is proposed to use the Khomenyuk criterion, as well as the Rosenbluth and Herfindahl-Hirschman indices, which are used in determining the indicators of evaluation of the results of economic activity of mining and processing enterprises of Ukraine. The calculations allowed to determine the company with the most stable level of innovation and investment development during the study period. Based on the research, it is concluded that the results of assessing the level of stability of sustainable innovation and investment development of mining and processing enterprises taking into account the risk obtained using the proposed methodological approach can be used for further development of methodology for criterion evaluation of business decisions and conflict in the course of production and financial and economic processes.

The standard story in public policy and constitutional circles on the relationship between the Constitution and the Canadian Economic Union is a story of constitutional failure: that the Constitution has proven to be ineffective at furthering the integration of the Canadian economy.1 As a consequence, securing this goal requires either constitutional amendment or, in the face of the impossibility of large-scale constitutional change, the use of non-constitutional policy instruments such as the Agreement on Internal Trade, an intergovernmental agreement designed to remove barriers to interprovincial economic mobility.2 In this paper, I challenge this view. My argument is that constitutional litigation under the Charter’s3 mobility rights provisions can serve as an effective alternative to the various mechanisms (adjudication and negotiation) established under the AIT to further the integration of the Canadian economy. Moreover, I suggest how constitutional litigation can actually strengthen the AIT, rather than simply serve as an alternative to it.

The subject. The author examines the criteria of creation of service permanent establishment (PE) in Russia and possibility of creation of this type of PE in providing R&D services in Russia by foreign specialists.The aim of the paper is to confirm or refute the hypothesis that the provision of R&D ser-vices by foreign specialists in Russia creates a service permanent establishment. The author also analyzes the current science legislation of Russia and suggests ways of its improvement to reduce tax risks.The methodology. The author used general scientific dialectical method of scientific knowledge, the formal-logical method, in particular analysis and synthesis in examining criteria of creation of service permanent establishment. The author also uses a systematic method and a simulation method to establish the relationship between the science legislation and tax legislation.The main results. The activity of foreign scientific specialists in Russia potentially originates the risk of creation of a permanent establishment on the territory of the Russia for the foreign organization, which sent that specialist to provide the relevant services. However, when comparing the international and domestic law enforcement approach, the author revealed a feature of the latter, which consists in applying the criteria of the physical type of permanent establishment to a service permanent establishment, which in turn gives rise to legal uncertainty and the risk of double taxation in some situations. There is no relevant judicial practice on the topic. Budgetary scientific organizations have a certain priority over commercial scientific organizations when involving foreign specialists in R&D activities in Russia.Conclusions. The criteria for the creation of service permanent establishment (including the provision of R&D services) in domestic practice have an ambiguous, evaluative interpretation. However, the risks of discretion in assessing the criteria for creation of service permanent establishment can be eliminated by clarifying these criteria in the Tax Code of the Russian Federation. Amendments to the science legislation can also eliminate above and fore-going risks.

Since the end of the 20th century and the beginning of the 21st century, as a result of the large-scale implementation of the industrialization policy in Azerbaijan, a large number of industrial enterprises with powerful potential have been created. Based on this, the volume of industrial production over the past 10-15 years has increased 2.7-3.0 times. The current state of the country's economy has created ample opportunities for the development of the non-oil sectors along with the oil sector. At the same time, attention is drawn to the variety and speed of work on the extraction of precious metals. Azerbaijan International Mining Company (AIMC) is one such company and is currently engaged in exploration, production and processing at the Gadabay deposit. The high technology used here and the associated equipment and tools emphasize the need to apply and update recovery technologies, as well as various improvements over time. One of the main directions of scientific and practical work carried out here is to increase the resistance of grinding balls to corrosion. The article is devoted to determining the relationship between the wear rate of grinding balls of a semi-autogenous grinding mill and the parameters that control the process. The purpose of the study is to identify the relationship between the values of major international rankings and the volume of foreign direct investment for 20 leading countries in involvement FDI. The following rankings were examined: the index of ease of doing business, international and global ratings of competitiveness, the index of economic freedom, tolerance for corruption. Analysis of the places occupied by Ukraine in the relevant rankings. The statistical processing of information on 20 leading countries in terms of foreign direct investment and the corresponding place of these countries in the main international rankings, the use of the correlation method to identify the relationship between these indicators, methods of analysis and synthesis, comparing the level of foreign direct investment with the corresponding values of known international indices. In addition, countries were classified into three different groups depending on the relationship between the values of the main international ratings and of foreign direct investment. Another research method was the abstract-logical method to find new additional factors that determine the investment attractiveness of countries. The analysis of the relationship between the inflow of foreign direct investment and the corresponding place of the studied countries in the main international rankings did not show a significant dependence. At the same time, it was found that a number of countries that hold leading positions in attracting the highest volumes of foreign direct investment have correspondingly high-ranking positions in international indices. However, this sample of countries turned out to be the smallest. The largest number was the sample of countries, it was half of the list of countries for which there is no correlation between the volume of foreign direct investment and the rating values in major international indices. The analysis showed a fairly close relationship between the volume of foreign direct investment, on the one hand, and the size of the country, which is characterized by GDP and population, on the other hand. However, in our opinion, international ratings should not be ignored in general: achieving high places in international rankings to some extent forms a positive investment image of the country, and ignoring the results of ratings can lead to financial isolation of the country. At the same time, the study of new factors that cause the desire to make foreign direct investment in a country is a very interesting object of further research.

The purpose of the study is to consider the works of V. Poltavets on the historical and heroic themes of Kуivan Rus and the Hetmanate in the context of the development of the historical genre in Ukraine. The methodology of the article is based on the scientific method of historical research, the chronological and department comparison of related works of art, the temporal and logical method of analyzing periods and styles in art. The scientific novelty of the work lies in the systematization and comparative analysis of works of the historical genre in different branches of art for a significant period of time, identifying the relationship between these branches, defining this direction of art as an important component of Ukrainian culture, researching the significance of the personal contribution of the creator to its development. Conclusion. The analysis shows a high level of development of the historical genre of art in Ukraine, confirms the importance of the artist's work and other creative professions, shows the need for further development of the raised topic in view of its relevance for the young state, raises the problem of insufficient scientific research of the topic and the need for its popularization.

The purpose of the work is to consider the relationship between the current economic situation and the pace of development of coronavirus infection, which has had a direct impact on various spheres of society. Doctors around the world are calling on citizens to be vaccinated, because only the formation of the so-called global immunity will allow to resist the further development of the pandemic. The situation with the wave-like development of morbidity, which causes the announcement of more and more restrictive measures and, as a result, a decrease in the economic activity of the population, also testifies in favor of universal vaccination. The prospects for future economic development at such rates of infecting the population in various countries are rather vague, so the promotion of vaccination is gaining momentum. However, the choice of a particular vaccine often becomes a difficult issue for most citizens, since all vaccines were developed in a fairly short time, their adaptation took place at an ultra-high pace, and many citizens question the side effects of vaccines. It seems to us that the problem can be solved by the common "elimination of illiteracy" in the field of vaccination against coronavirus and formation of a collective understanding of the need to join the vaccinated on the basis of explanatory work among potential patients of vaccination offices, based on scientific facts and submitted in a popular scientific form.
