A distinctive feature of the modern period is the large and not fully satisfied need of the subjects of the Russian Federation in all types of information on the background of the termination of the previously existing medical information bodies, responsible for working with the regions. The most important task of the regional medical information subsystem, which is becoming increasingly important, is information support for all activities, on which the improvement of the health of the population of a particular administrative-territorial unit depends.

The article presents the results of a study of one of the components of typical scientific electronic libraries – electronic information resources. The structure of electronic scientific information and educational resources allocated to their structure. The distribution of electronic information resources for the essential attributes: their properties, typology, for the creation, formation and storage technology. Based on the fact that the most promising way of information support of science and education is the use of digital libraries, it is proposed to create a scientific digital library to take advantage of the above article results such studies as a representation of the structure, classification and types of scientific and educational electronic information resources.

The purpose. With the rapid development of the information society and information technologies executive authorities of the Russian Federation feel the need for high-quality, prompt, objective coverage of their activities, and for the information support of all areas of public policy, through traditional communication channels and modern media. In this sense, issues of information support of the state policy of the Russian Federation in the field of physical culture and sport occupy a special place. Research methods and organization. The paper focuses on comparative analysis of the most significant authorities in the field of information activities of the Ministries of Sport of Russia and the Republic of Tatarstan. Research results and discussion. The study demonstrated a high level of information coordination between federal and regional executive bodies carrying out state policy in the field of physical culture and sports. At the same time, the study revealed abundance of structural departments responsible for information activities, and the lack of the central body for processing and distribution of information. Conclusion. It is necessary to develop social understanding of a long-term program for modernization of the infrastructure for physical culture and sports in Russia. At the same time, the Ministry of Sport of the Russian Federation and other executive bodies representing state authority should demonstrate their willingness to continue this activity. Today, the Ministry should deliver a wide information anti-crisis campaign in mass media.

National information resources are an important component of the resource base of the education space. Features of their development in Belarus pose a number of pressing challenges for the library community of this country.The article covers the main types of information resources that were created in Belarus in the last decade and have become an integral part of resourcing for the educational process. It shows the specifics of how the aggregated collection of national printed publications, collections of fulltext electronic information are formed.Possibilities for the development of the national segment in the information support for various entities in the education space involve creating National Electronic Library and implementing a number of other national projects that aim to cumulate separate information units and design information and analytical tools based on them.

The work of the FSBI Central Scientific Agricultural Library (CSAL) on library and bibliographical service of scientists and information support to researches in agriculture and food industry was analyzed. Electronic information resources including bibliographic, abstract and full text databases, electronic library posted in the Library website, mainly in open access and meeting various information demands are being created. The main information product is the AGROS database comprising above 1.9 million records from all the agrarian sector branches. Virtual forms of service applying internet technologies are used.

The waves of dynamics for 1970-2020 are revealed. by categories of land cadastre in the Volzhsky region of the RME. The first two terms out of eight forms Weibull's law, showing a decrease of 3292 hectares in the area according to Mandelbrot's law. Since 1970, the decline has been 3.60%. For 50 years, there have been two leaps in the reduction of the total area. After the first jump, 20 years have passed from 1978 to 1998, and after the second jump - 21 years from 1999 to 2020. For agricultural lands, the trend shows a steady decrease in area. This trend is noticeable for the country's municipalities. The first component of exponential growth reflects the desire to expand the habitat. And the second term, according to the law of the power function, gives the counteraction of nature to people. This fact shows that there is no ecological balance between agriculture and nature. In territorial planning and forecasting in the conditions of the Russian Federation, arrays of tabular data are urgently needed for all municipalities of the country since 1970. Agricultural lands have especially strong dynamics in 18 components in the form of fluctuations. In Finland, an ecological balance has long been formed, even at the farm level. In Russia, in the legalized minimum territorial unit (municipality) in the total area, strong fluctuations have occurred. A sharp surge in the land fund of the Volzhsky region occurred during the socio-economic crisis from 992 to 2005. This proves the lack of awareness of decision-makers in land policy. Next, you need a conscious behavior in the distribution of the land fund of municipalities of the Russian Federation by categories and types of land.

Universitas Gadjah Mada Library provides various information resources either in printed or electronic formats. The Library has subscribed to electronic information resources in the form of ejournal databases. The availability and utilization of these resources need to be evaluated. This study is a citation analysis of theses of the students from science and technology cluster of Universitas Gadjah Mada in 2015. It is aimed at identifying: 1) types of information resources used by the students in thesis writing, 2)intensity of the utilization of e-journal information resources by the students, and 3) the availability of the required information in the databases subscribed by UGM Library. The object of the study consisted of 7,925 citation derived from 222 theses of the students from science and technology cluster UGM. Data were obtained from documentation. This study used citation analysis to analyze all citations. The result of the study showed types of information resources used by the students in thesis writing were books, journals, theses, websites, proceedings, government regulations/acts, others (maps, learning materials, guides to laboratory practice), research reports and dissertations and papers. Books were information resources mostly used. Journals utilized in thesis writing comprised as much as 25% (1,997 citations) and 84% (1,685 citations) of the journals were English. As many as 1,078 citations (64%) were available and 607 citations (36%) unavailable in the journals subscribed by UGM Library.

The government requirements toward digital content acquisition and use in libraries have been changing. The standards and regulations comprising the indicators of library activities in the digital environment are characterized. The findings of the study of the official websites of the central libraries of 85 subjects of the Russian Federation (22 republics, 46 regions, 9 territories, 4 autonomous districts, 1 autonomous region, and three cities of federal status), are cited. The goals of the study were: to examine the structure of local history digital content on the websites of central libraries of the RF subjects; to identify typical errors in acquiring the local history digital content that actually breaks down the barriers for remote users. The Russian libraries’ experience in generating local lore electronic information resources available to remote users, is discussed. The most popular types of electronic information resources are analyzed. The lack of unified terminology for digital content and the polysemy of the type names are emphasized. The presentation of local history digital content in the headings of websites of the RF central libraries of various federal status, is considered. Prospects for research of local history digital content optimization on the websites of RF central libraries are outlined.

On the multifaceted problem of preserving electronic information. The experience of the past to preserve the printed information on paper is analyzed. At present the whole information environment has become more complex and diverse, a lot of new kinds and types of information and its mediums have been appeared, but the philosophy and realistic purposes of long-term preservation of digital information is still missing. The author highlights that the preservation of electronic information can be achieved only through effective policy and successive actions at global and national levels. The primary task of preserving electronic information resources are defined in the paper.

The article is devoted to the multidimensional problem of preservation of electronic information. There is analyzed the experience of the past to preserve the printed information on paper. At present all the information environment has become more complex and diverse, a lot of new kinds and types of information and its media have appeared; however, the philosophical basis and realistic objectives for the long-term preservation of digital information are still missing. It is highlighted that the preservation of electronic information can be achieved only through forming and implementation of effective targeted policy and sustained activities at global and national levels. There were defined the first priority tasks for preservation of electronic information resources.
