The government requirements toward digital content acquisition and use in libraries have been changing. The standards and regulations comprising the indicators of library activities in the digital environment are characterized. The findings of the study of the official websites of the central libraries of 85 subjects of the Russian Federation (22 republics, 46 regions, 9 territories, 4 autonomous districts, 1 autonomous region, and three cities of federal status), are cited. The goals of the study were: to examine the structure of local history digital content on the websites of central libraries of the RF subjects; to identify typical errors in acquiring the local history digital content that actually breaks down the barriers for remote users. The Russian libraries’ experience in generating local lore electronic information resources available to remote users, is discussed. The most popular types of electronic information resources are analyzed. The lack of unified terminology for digital content and the polysemy of the type names are emphasized. The presentation of local history digital content in the headings of websites of the RF central libraries of various federal status, is considered. Prospects for research of local history digital content optimization on the websites of RF central libraries are outlined.

Volunteering is actively developing in the Russian Federation and around the world. Society that takes part in volunteer projects has a high level of civic identity, morality and forms humanistic values among young people. Volunteer movement is a tool to reduce the level of antisocial and extremist behaviour.Approximately 15% of the population of the Russian Federation is involved in volunteering activities at the present time. Thanks to the volunteer organizations created in educational institutions, the government creates positive image of a volunteer. At the same time, there is a problem of public distrust in this type of activity due to the lack of awareness of volunteer organizations and their projects. Organizers of the volunteer movement face the problem of lack of information about volunteering that entails the difficulties in setting goals and objectives of the volunteer organization. It is necessary to identify the information needs of volunteers, as well as to create an information field where they can meet these needs.There is no resource with comprehensive information about volunteering activity in Russia. Information needs of participants in such type of projects cannot be fully met. The main source of information is the portal “Volunteers of Russia”. It allows you to get e-book of a volunteer, register a volunteer organization, create an event and apply for participation in an existing project. However, the system has a number of factors that make it difficult to keep accurate records of volunteer activities; it is more designed to attract attention to projects.In 2018—2019, the study was conducted using the online survey (questionnaire). The survey involved volunteers (451 respondents) and their leaders (43 respondents) of the St. Petersburg Volunteer Movement “Our Future is in Our Hands”. The purpose of the study was to identify the information needs of volunteers and their managers. The survey results led to the conclusions: the availability of information resources on volunteering is not too high; the most interesting information is related to the experience of implementing volunteer activities, project development and management, the development of supra-professional skills. Volunteers prefer to use electronic documents.It is necessary to develop special programs and organize training courses on the formation of information culture of volunteers, to create a wider range of information resources for volunteers. One of the possibilities is to create a unified public resource that reflects different aspects of volunteering activities. It is important to form a comprehensive information support for volunteers.

This paper discusses one of the actual problems of examination and quality management of education in a pedagogical university - evaluation of its electronic information and educational environment (EIEE). The analysis of this problem is carried out in the light of the digitalization of the Russian Federation economy, which could not but affect the sphere of education. The current steps in the development of electronic educational environments of pedagogical universities and the construction of a single electronic educational space of pedagogical universities in Russia are primarily the result of this process. The authors consider traditional approaches to the development of complex distributed social engineering systems, which can be divided into two large groups descending (from top to bottom, developed under the auspices of the government of the Russian Federation) and ascending (from bottom to top, developed by individual universities or associations of universities) design. The paper describes eight integrated parameters (consistency, mobility, openness, informality, completeness, freedom/determinism, accessibility, security (information security)), by which it is possible to assess the state of a particular EIEE. The authors propose how to evaluate the current state of a university EIEE by machine learning methods. The obtained materials can serve as a basis for the development of EIEE monitoring system of pedagogical universities in Russia.

Presentation of information resources of the Russian archives in global information networks is an actual task of the current stage of archives management development. This task is a part of the Program of archives management informatization in the Russian Federation. The report highlights results of a project on creating an information portal „Archives of Russia“. Infrastructure of the portal, its main aims, formation of information resources are considered in it. Basic methodical approaches to the portal’s structure, forms and methods of work on filling the resource and support it in a working order are also reflected in this report. The main purpose of the portal is to give users additional opportunities to get access to archives, finding aids, specific records and their collections based on modern information technologies. The author describes principal methods for enhanced interaction of archives and their users in the process of obtaining necessary new information, legal basis for such cooperation, fulfillment of social and legal, and case requests of users. Major forms of archival records’ usage: central fund catalogue, state register of unique records of the Russian Federation Archival fund, guides to the Russian archives, electronic inventories of federal archives, online - projects exhibitions, electronic library, services to users in electronic form are mentioned in the report. Portal „Archives of Russia“ gives an opportunity to provide direct access to 85 regional archival resources and allows for a possibility of its expansion and additions. The author also presents a related project for creation of a virtual reading room in federal archives. As a part of this project it is expected to provide online - user access to archival records, including possibility of copying them. These projects will greatly enlarge the abilities of users to archives’ access by using modern information technologies and enable greater participation of the Russian archives in the world information space.

Digitization and mediatization of information raise the issue of user access to electronic information resources. Given the need to form and strengthen the regional and national identity, study and promote historical and local lore information and providing access to it, the integration of such information into educational practices to master it by young people has become more important. The article is devoted to the coverage and substantiation of effective approaches to using local lore electronic resources in the educational process. During the research, the descriptive method, methods of comparison and generalization concerning the experience of use in the field of education of local lore electronic resources of libraries were used. The methods of included observation and periodic monitoring, applied during the development and maintenance of the functioning with the participation of the author of the local history resource "Kraeved" (kraeved.od.ua) (starting from 15.03.2020), proved to be effective. An analytical and survey method was used to analyse the available theoretical work on the research topic. The novelty of the obtained results lies in the coverage and substantiation of the specifics of the use of electronic local history information resources in the educational process in different countries, in particular during the study of students of historical specialties, and some countries – students majoring in cultural studies and art history. The most comprehensive electronic local history information resources are used in the United States, where their historical and local history content attracts not only teachers and students but also a wider range of users: genealogists, writers, engineers, urban planners, architects, realtors and documentary filmmakers. The obtained results of the research testified to the tendency to use library local lore electronic information resources in the educational process. Their creation, interest of users in the information presented on them and its use during training testify to the importance of local lore content designed to promote the formation of the historical and cultural identity of the region in the context of national history and the formation of national historical memory in combination with historical thought. The generalization of foreign experience and perspective domestic practices of using local library electronic resources in the educational process allows substantiating effective approaches to the organization of such activities, intensification of involvement of domestic library local lore electronic information resources in solving information problems related to educational activities. The intensive development of digital library projects in the educational environment will open additional ways to implement the tasks of libraries to ensure wide access of users to local history information sources and the maximum disclosure of their information potential.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.

The advent of information and communication technologies (ICTs) has revolutionised how library resources are made and transmitted to end-users. It has effectively improved the standard of education and research in tertiary institutions worldwide by providing various essential resources, including e-books, journals and databases. However, it has been observed that students still abstain from making the best usage of the digital library, instead using search engines rather than institutional digital libraries. This study investigated the factors influencing the behavioural intention of postgraduate (PG) students to use electronic information resources (EIRs). The Unified Theory of Acceptance of Technology (UTAUT) model was adopted. A cross-sectional research design was used to assess the factors influencing the use of EIRs. A sample of 362 PG students was determined using a Monte Carlo simulation approach. Data were collected from participants via the administration of 400 copies of the questionnaire. Confirmatory Factor Analysis (CFA) and the Covariance-Based Structural Equation Modelling (CB-SEM) were used to analyse data collected. The findings revealed that performance expectancy (PE) and effort expectancy (EE) were the two constructs that influenced PG students’ behavioural intention to use EIRs. In contrast, social influence (SI) and facilitating condition (FC) did not change the PG students’ behavioural plan to use EIRs. The study recommended the need for adequate training for postgraduate (PG) students on the obligation to accept and use EIRs.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The article deals with the problem of collecting, preserving and researching the disappeared names of localities in the subjects of the Russian Federation, which for centuries have become an integral part of the historical and cultural heritage of the peoples of our country. The author believes that only a comprehensive analysis of the past oikonyms in nominational, lexical-semantic, historical-cultural, historical-ethnographic, local history aspects will restore the linguistic and cultural systems of different time periods in different microareals of the Russian Federation. The author comes to the conclusion that in order to preserve the historical memory of the disappeared names of geographical objects, local researchers need the support of regional state authorities and local self-government.
