The paper presents characteristics of lilac flowering duration in the South-Ural Botanical Garden-Institute of Ufa Federal Research Center of the Russian Academy of Sciences. When selecting prospective species and sorts for landscaping purposes for each region, it is necessary to obtain a comprehensive assessment of decorative features. Lilac is now widely used in green building and is one of the most popular ornamental shrubs. The duration of flowering is one of the most important characteristics of ornamental plants and determines the decorative effect of the entire landscape composition. The paper presents the study results of the flowering duration of 11 species and 33 sorts of lilacs of the botanical garden collection for the last 7 years (2011-2017). The results obtained are shown in comparison with the data of earlier studies (2005-2009). The data analysis showed that in 2011-2017 the average lilac species flowering duration was 7-15, and that of varieties 13-15 days, which is 5-6 days shorter than the flowering period of the same taxa in 2005-2009. It is established that such a result is a consequence of changes in the climatic situation in the region. The obtained data on the lilac species flowering duration in Ufa, as well as the influence of climatic conditions on it, make it possible to successfully apply the studied species and varieties of lilacs for landscape design purposes in the Republic of Bashkortostan and adjacent territories.

Representatives of the genus Hortensia (Hydrangea L.) are ornamental shrubs that are highly valued in landscape construction. Today, it is important to create new and reconstruction of existing recreational areas for the recreation of the population. This leads to an increase in the demand for ornamental trees and shrubs as a material for green building. In the Middle Urals, the species of Hydrangea are still rarely used due to the poor knowledge of the bioecological characteristics of various species and varieties under the given growing conditions. The paper gives a characteristic of varying degrees of adaptability to unfavorable abiotic and biotic environmental factors of 14 species and varieties of Hydrangea (Hydrangea) from the collection of the Department of Plant Introduction and Acclimatization, which was planted on the territory of the UdmFIC UB RAS in Izhevsk in 2017. For decorative features, a technique developed by the staff of the Botanical Garden of Ufa was used. Methodological developments on decorativeness of various cultures are taken as a basis. The characteristics of meteorological conditions during the years of research (2019-2020) are given. According to the research results, 7 representatives of the Hydrangea genus were noted as the most promising candidates for green construction in the cities of the Middle Urals. Hydrangea paniculata (H. Paniculata): ‘Lime Light’. ‘Pinkie Winky’, Weems Red ’, Vanilla Fries’. Hydrangea serrata (H. Serrata) 'Bluebird', Hydrangea petiolar (H. petiolaris) and hydrangea tree (H. arborescens). According to the results of two years of observation (2019-2020), these taxa had a decorativeness rating of 50 to 73 points and were assigned to the II group of decorativeness, winter hardiness (5 points). It was noted that unfavorable climatic conditions (moisture deficit, cool May and June 2020) reduced the average decorative score of the entire collection of representatives of the genus Hydrangea by 10 points. This was mainly due to the quality of the flowering.

Abstract. The research presents the results of the study of introduced varieties of dwarf bearded irises (Filippok, Deep Lavender, Bright White, Cherry Garden, Clash, Well Suited, Banbury Ruffles, Skip Stitch, Inscription, April Accent, Lace Caper, Double Lament) on the basis of the South-Ural Botanical Garden-Institute UFRC RAS. The purpose of the study: to replenish the collection of the genus Iris L. with new varieties from the classes MDB (miniature dwarf bearded irises) and SDB (standard dwarf bearded irises), their introduction variety study, selection of the most valuable cultivars suitable for introduction into green building. Methods. Seasonal rhythm of plants was studied by the method of phenological observations. The evaluation of ornamental features was carried out according to the generally accepted methodology, and also used the scale of comparative variety evaluation developed by the Main Botanical garden. Results. In the course of phenological observations revealed that the timing of flowering irises all investigated attributed to the early flowering – the beginning of flowering is observed in May. The earliest onset of the flowering phase was observed in the variety April Accent (May 21); at the latest – in the variety Skip Stitch (June 03). The duration of the flowering phase ranged from 10 (Inscription) to 27 (Lace Caper) days. It was found that in the forest-steppe zone of the Bashkir Ural half of the studied varieties undergo a full cycle of development: they bloom and bear fruit, the remaining varieties are limited to flowering. As result of the conducted evaluation of ornamentality, the studied irises received 90 or more points. The Clash and Well Suited varieties were characterized by highest ornamental qualities, which scored 98 points. Scientific novelty. As a result of the introduction study revealed that high resistance to the conditions of the forest-steppe zone of the Bashkir Urals have all studied varieties of irises from classes MDB and SDB. In the future, they can be recommended to replenish the zonal range of cultivated plants of the Republic of Bashkortostan.

The paper deals with the study results of the Hydrangea species reproduction by green and lignified cuttings based on the collection of the South-Ural Botanical Garden-Institute of the Ufa Federal Research Centre of the Russian Academy of Sciences. The purpose of the work is to study the reproduction by cuttings of species and varieties of the genus Hydrangea and to identify optimal environmental conditions for the most effective result of cuttings. During the experiments green cuttings were rooted in 5 different types of substrates (sand, peat, a mixture of sand and peat, a mixture of sand and perlite, a mixture of peat and perlite). As rooting stimulants Kornevin and Heteroauxin were used. The reproduction of Hydrangea by lignified cuttings was studied after various storage methods during winter. It was found that the maximum rooting percentage is obtained when peat is used as a substrate (rooting reaches 96,7%). The maximum root-forming ability when reproduced by green cuttings using rooting stimulants (Kornevin and Heteroauxin) was observed in H. arborescens (86,6-93,3%) and its varieties (79,8-96,5%). High results were obtained when tree hydrangea was reproduced by both green and lignified cuttings. The root-forming ability of lignified cuttings increases when they are stored during winter under snow.

The article deals with one of the most relevant topics of the modern city and ecology - the problem of landscaping in Volgograd. The city is characterized by an industrial urbanism, with a high concentration of population, saturation of production facilities and vehicles, which contributes to a high level of negative impact on the environment. The pace of greening of the city lags behind the pace of construction of the residential sector, and the existing green spaces do not meet the sanitary and hygienic, aesthetic requirements. The prospects of this problem are determined, the existing green spaces are considered, data on the climatic conditions of the city and the ecological situation are given. Improvement in the field of landscaping is associated with the scientifically sound placement of green spaces, taking into account all the factors that affect the growth and development of plants in the urban environment. Unfortunately, due to the uneven distribution of the assortment of trees and shrubs, the species composition of the central streets and squares of the city is extremely poor. The study focuses on the role of the botanical garden in urban landscaping and aims to create recommendations for the sorting of tree and shrub plants for urban landscaping. As a result of the analysis of the assortment of ornamental plants of the open ground of the botanical garden, the article proposed species and varieties of woody and shrubby plants that have passed the introduction tests for more than 5-10 years. Recommendations for sorting are aimed at improving the ecological situation of the city and greening the recreation areas of citizens. The proposed list of tree and shrub species cannot fully solve the problem of greening the city, but it will help to significantly enrich the composition of tree and shrub plants.

According to the results of 2020, in the rating of the subjects of the Russian Federation for the production of gross agricultural output, the Republic of Bashkortostan came in 6th place and 2nd in the Volga Federal District. The long-term leadership of the republic in terms of the development of the agro-industrial complex is largely explained by the presence of large areas of agricultural land (more than 7.2 million hectares), sufficient labor resources and relatively favorable soil and climatic conditions for the development of many branches of agriculture. However, in the XXI century, without the introduction of agro-innovations and the development of high-tech agriculture, processing industry, an effective system for the sale of manufactured products, it is becoming increasingly problematic to ensure the long-term competitiveness of the agro-industrial complex of the region both at the All-Russian and global levels. Current trends in the development of agribusiness in the world and in our country clearly show the priority of using the latest achievements of scientific and technological progress and significant investments in new agricultural technologies at the regional level in order to ensure high quality products and compete with domestic and foreign companies. Within the framework of this study, the need to improve the interaction of agribusiness with the scientific and educational sphere and the formation of the regional innovation infrastructure of the agro-industrial complex in the Republic of Bashkortostan with the coordinating role of the Ufa Federal Research Center of the Russian Academy of Sciences and the Government of the Republic of Bashkortostan is actualized. The authors conducted a comprehensive analysis of the key problems in the creation of a regional agro-industrial scientific and production cluster in the Republic of Bashkortostan and outlined priorities in its development.

Due to high prevalence of rheumatic diseases, which are often characterized by a chronic, progressive course and early patient disability, the problem of health care quality in rheumatology remains extremely relevant. The purpose of the study was to analyze patient satisfaction with availability and quality of rheumatological outpatient care provided by health care facilities of the Republic of Bashkortostan. A survey of 289 adult patients who visited a rheumatologist for outpatient care at health care facilities of the Republic of Bashkortostan was conducted from May,1 to December,1, 2019 The study results show that in general patients expressed high satisfaction with the services provided and conditions of health care facilities (77% and 78%, respectively). At the same time, satisfaction with doctors’ professional skills was moderate (54%), while satisfaction with the organization of making a rheumatological appointment and official website of the facility was low (37% and 29%, respectively). In general, the data obtained indicate that patients highly appreciate quality of rheumatological outpatient care in the Republic of Bashkortostan. However, the need to further improve professional competencies of doctors, organization of scheduling appointments and official websites of health care facilities call for a special attention.

The paper presents the results of enzyme immunoassay (ELISA) of the presence of potato viruses S (PVS), M (PVM), Y (PVY), X (PVX), and Potato Leaf Roll Virus (PLRV) in tubers of various potato varieties grown in 2019 in the Republic of Bashkortostan. PVS, PVM, PVY, PVX were detected, the VSLK virus was not detected. The greatest infection with PVS, PVM, and PVX was observed in samples of tubers of early-maturing varieties. Tubers of mid-early and late-maturing varieties were more often affected by PVY than early-maturing ones, and PVX was not detected in plants of those varieties. Ribonuclease (RNase) activity in potato tubers of 14 varieties depended on the earliness of the variety, regardless of the soil and climatic conditions. A statistically significant positive correlation (P<0.05) was found between the abundance of PVS and PVM viruses and RNase activity in tubers of medium-early and late-maturing varieties, whereas, on the contrary, a negative correlation between PVM and RNase activity was revealed when analyzing tubers of early-maturing varieties. It is concluded that the prevalence of potato viruses in the territory of the Republic of Bashkortostan and the activity of RNase in tuber seedlings depend on the potato variety and the type of viruses.

Subject. We analyze the effect of the tax system on the social policy of the State. Objectives. The study aims to assess the tax system as a factor of government’s social policy. Methods. We employ methods of systems analysis, including qualitative, quantitative, factor analysis, generalization methods, comparison, as well as economic and statistical methods. Statistical reporting of the Federal Tax Service of Russian Federation, the Ministry of Finance of the Republic of Bashkortostan, and laws and regulations served as empirical and information basis of the study. Results. We considered the classification of tax instruments for implementing the social policy of the tax system, and indicators of social policy efficiency; identified areas for stirring up the social function of taxes. They include the use of personal income tax as a tool of State social policy through the separation of taxpayer income to apply progressive tax rates based on the analysis of statistical data on taxpayers’ size and per capita income behavior. The paper defines the main factors of changes in the modern social policy of the Russian Federation. Conclusions. At the present stage of tax system development, the paper highlights the increased level of social awareness. It is manifested in increased social control over effective functioning of State institutions. This control focuses on the quality of public services, cost effectiveness, and improved living standards.

Modern urbanization processes lead to the need to introduce new approaches to urban gardening in the practice of green building, which in turn requires the renewal and expansion of the range of ornamental plants that are used, characterized by their compactness and high resistance to environmental factors. An important role in this is given to plant introduction, designed at the first stage to assess the prospects of introductions and draw conclusions about the advisability of their further use in gardening. This article presents the results of primary introductory tests of 10 cultivars of 4 species of the genus Juniperus L., conducted in 2008–2018. It is established that the cultivars studied are characterized by a stable rhythm of shoot growth, which begins in late April and ends in the first half of September, which ensures the success of their wintering in the open ground. The evaluation of the regenerative capacity of stem cuttings made it possible to identify among the objects as hard-to-root forms (J. horizontalis ‘Emerald Spreader’ and ‘Monber’, J. sabina ‘Tam No Blight’ and J. chinensis ‘Gold Coast’) and medium- (J. horizontalis ‘Prince of Wales’, ‘Limeglow’ and ‘Glacier’, J. conferta ‘Shlager’) and easily rooted (J. horizontalis ‘Winter Blue’ and ‘Yukon Belle’). Satisfactory ability of stem cuttings to root formation allows to organize the production of planting material on the territory of the republic.
