In this regard, the importance of an adequate efficiency assessment of the training system in general and in higher education is growing.Aim. In the context of the initiated discussion on methodological improvement of efficiency assessment of universities, the aims of the present article are the following: to discuss the existing criteria and indicators (proposed by the macroregulator) of the expertise; to justify the inconsistency of such criteria and indicators to obtain real information on the innovative potential and the quality of human potential of graduates.Methodology and research methods. The research work was carried out on the basis of a systematic approach and inductive research method. To confirm the hypothesis, the method of comparative analysis and the following general scientific methods were applied: analytical review of scientific literature and normative documents, generalisation, comparison and analogy.Results and scientific novelty. Based on the performance monitoring data, the author presents the results of the evaluation of some universities, recognised as centers of innovation, technological and social development of the regions according to the indicators proposed by the Ministry of Education and Science. The conducted analysis indicates the complexity of the formulation of conclusions regarding the innovative potential of universities due to the incorrectness of the approach proposed by the macro-regulator. The shortcomings of the new project proposed by the Ministry of Science and Higher Education to assess the effectiveness of universities and their leaders are revealed. It is necessary to revise the methodology applied. When assessing university efficiency, principle focus should be emphasised on: a) identifying the fact and the dynamics of the increment of knowledge and skills of trainees (primarily, the degree of formation of abilities to learn and independently gain new knowledge); b) assessment of the economic component of the human potential of graduates, involving the introduction of indicators, by which it is possible to judge their demand in the labour market. Three measurement control points are proposed: the level of remuneration at the initial stage of career, in five and ten years after graduation. As a basic indicator of the university innovation activity, it is proposed to consider the share of the profits derived from the use of intellectual activity results in the total income of the organisation. In technical universities, this indicator can be used with additional indicators: number of patents per 100 scientific and pedagogical workers; the number of patents per 100 published articles indexed in the world scientometric databases. In order to maximise the potential of in-service teachers, the principles of financing universities should be changed, as well as the target rates should be introduced to attract young scientific and pedagogical personnel.Practical significance. The research results can be used to improve the methodology for efficiency assessment of universities, as well as to avoid the institutional traps in higher education and science.

The purpose of the student scientific society is to organize student research, promote the quality of scientific and practical training of students, expand their general and professional worldview, meet other needs and interests, which is an integral part of the successful development of the institution. Therefore, students of the faculty are active participants in All-Ukrainian competitions of scientific works, student Olympiads, where they constantly certify a high educational, methodological, and scientific level of training, receiving victories and prizes. The purpose of the study is to cover and analyze the student scientific society in higher education and at the Faculty of Social and Psychological Education of PTUSPU, in particular, as the main centre of organization and involvement of students in research. Methodology. The features of the student scientific society have been revealed using methods of analysis, synthesis and generalization of regulations and documents, its research work at the faculty. Results and practical significance. It has been found that the activities of the faculty of the Student Scientific Society contribute to the intensification of the student's research work as one of the most important means of improving the quality of training with higher education and the development of scientific thinking and creativity. It is determined that due to the activity of the society students develop skills of independent scientific activity.

The article is devoted to the problems of the development of the innovative potential of regional economic systems, which determines the vector and the intensity rate of the formation of competitive goods, services and innovation environment. The object of the study is the factors of regional influence on the change in the innovation potential. The purpose of the study is to determine the role of the human factor in the system of transforming and transforming innovative potential as a driving force of socio-economic development. The research objectives are related to the increasing importance of human capital in solving complex strategic problems. The main research methods: system and situational approaches, analysis of statistics on the development of the intellectual potential index. Determining the conditions for the favourable development of the innovation process of the economic system was carried out on the basis of determining the factors that contribute to the effective development of innovations, conditionally divided into transformational and transactional. The greatest importance in this study is given to intangible assets created as a result of human intellectual activity: the foundations of intellectual potential. The active realization of intellectual potential in various socio-economic spheres creates opportunities for regional development, intensification and innovative progress. The analysis of intellectual activity was carried out on the basis of indicators of the Southern Federal District, as a result, a weak level of development and influence on the domestic product was established. Despite a sufficient number of favorable factors, the district can provide high growth rates with the participation of state support for human potential. The technical factor that affects the development of the innovative potential of the economic system is situationally manifested in high-tech industries that depend on the modernization of industry elements, which may differ in the rate of re-equipment and determine the directions of integration of the regions of the district in different ways. The results of the innovation process and the success of their integration into the real sector of the economy determine the effectiveness of digitalization of various types of economic activities and the development of more flexible innovative approaches

Развитие инновационного потенциала студентов в высшем учебном заведении является актуальной задачей современного образовательного процесса. Для ее осуществления необходима развивающая образовательная среда, которая во многом определяется культурой вуза, целевыми и ценностными установками, ориентацией на инновационные технологии обучения. Эффективное функционирование инновационной инфраструктуры вуза невозможно без психолого-педагогического сопровождения образовательного процесса. Оно должно быть направлено на формирование инновационных компетенций студентов, становление их личности, расширение возможности самообразования, помощь в приобретении опыта участия в разработке, распространении и внедрении инноваций. При развитии инновационного потенциала студенты переходят на качественно новый уровень с помощью саморазвития, профессионального совершенствования. The state’s development vector is currently aimed at innovative transformations. To create an effective innovation system in the country, it is important to prepare University students for professional activities and develop their innovative potential. An important condition in preparing students for innovation is psychological and pedagogical support. Support should be aimed at the formation of innovative competencies of students, personal development, expansion of self-education, assistance in the development and implementation of innovations. It is important that psychological and pedagogical support is focused on the design of the author’s system of student activity when mastering the basics of the profession. Psychological and pedagogical support in the educational process takes into account the logic of the natural development of the student at this age and socio-cultural stage. The model of psychological and pedagogical support for the development of innovative potential of students includes several components: motivational, informative, practical, evaluative, and diagnostic. The model combines the goals, objectives, and features of innovation in the educational environment. It should be focused on the development of innovative thinking, improving motivation, improving the quality of independent and team work, and selfdevelopment of students. When developing the innovative potential of students, it is necessary to use active forms of education: training, project activities, discussions, modeling, roleplaying and simulation games. Active forms of education help to develop students communicative competence, creative and organizational abilities, personal and professional identity. Psychological and pedagogical support for the development of innovative potential of students should be based on the principle of transition of opportunity to relevance. With the development of innovative potential, students move to a qualitatively new level through self-development and professional improvement. Scientific and research work, which is focused on the practical implementation of the results of intellectual activity, is of great importance in the preparation of students.

Purpose The article analyzes the mechanisms of institutional regulation of government policy on the establishment and development of the research-innovative potential of youth in the higher education system. Design/methodology/approach The concepts of this paper are focused on the research of innovation within transformation of education, studying youth as a subject of innovation, analyzing the socio-cultural points of youth innovation activity in the professional area and revealing the theoretical and methodological foundations of personal creative development. Findings The article provides analysis of research-innovative practices offering their own methodological basis for the research of public regulation of the establishment and development of the research-innovative potential of the person. The analysis made it possible to conclude that an important short-term objective is to create competitive and convenient conditions for scientific research, opportunities for self-development and self-control of the national scientific-technical system, forging relations between actors at all stages of the knowledge cycle. Originality/value It is substantiated that the young people who should provide an innovation breakthrough and development of an innovative economy plays a crucial role in taken development measures. We managed to identify three types of student attitudes to scientific and research-innovative activity and, respectively, support and stimulation measures for each type (young research workers, formalists (or officially involved in R&D), passive observers).

One of the most important tasks of higher education is to transform the research potential of higher educational institutions into a factor of economic development of Russia. According to the requirements of the Federal State Educational Standard for Higher Education and qualification requirements of the Unified Qualification Directory of positions of managers, specialists and civil servants, the organization, management, participation, and conduct of research work is one of the job responsibilities of lecturers, associate professors, and professors of the department, especially workers of science. Meanwhile, the results of research activities should be implemented in the educational process - only then the process of creating new knowledge and the process of its assimilation will be well-balanced, and the cycle of updating knowledge itself will be shorter. The article examines the experience of the Moscow University for the Humanities in the organization of work related to the implementation of the results of research activities in the educational process. Research work is considered in the article as a scientific activity that includes the formulation of a research task, scientific search, collection and analysis of information, its systematization, conducting research and experiments, identifying patterns that manifest themselves in nature and society, scientific generalizations, determination and justification of the scope of implementation of the obtained results. The final result of scientific activity should have practical significance and novelty. The article considers the experience of the Moscow University for the Humanities in terms of integrating research work into the educational process.

The article defines the role of innovative potential in the innovative development of companies. The purpose of the article is to consider the theoretical and methodological aspects of the formation of the innovative potential of the company, its economic essence, the content of elements and structure, as well as to identify the influence of factors on the development of the innovative potential of the company. The problem posed in the article made it necessary to study the publications of foreign scientists and economists in the field of innovation. The relevance of the article is due to a different understanding of the term “innovative potential of the company” by foreign scientists and practitioners, as well as the lack of comprehensive methodological research in this area. Existing approaches to the economic essence of the category of «innovative potential» of the company are considered. The positions of specialists in the interpretation of this concept are determined. The conceptual approaches to the study of the innovative potential of the company are analyzed. The economic essence and significance of the innovative potential are determined based on its genesis and role for the innovative development of the company. The basic elements of the innovative potential of the company are considered. The general, special and specific characteristics of this concept in the system of socio-economic relations are presented. The ambiguity of the analyzed approaches to this category is determined and the author’s interpretation of the “innovative potential of the company” is proposed. The key factors affecting the formation of the innovative potential of the company are identified. The direction of their impact is established, the features of the formation of the innovative potential of the company as a way to increase its competitiveness are disclosed based on the hermeneutic approach. Based on the analysis of theoretical provisions, the structure of the innovative potential of the company as a unity of components (resource, managerial, internal and effective) that coexist mutually, suggest and condition each other is improved. The classification of the components of innovative potential is improved and the directions of their influence on the formation of the innovative potential of the company are systematized. The morphological classification has been improved which allows optimizing the complex of existing approaches to the formation of the innovative potential of the company. The practical significance of the results obtained is that the proposals for the development of innovative potential developed in it can be used by companies to increase innovation activity and competitiveness.

Students' Independent Professional Activity in Pedagogical PracticeThe topicality of the research is determined by the need for changes in higher education concerned with implementing the principles of sustainable education. The article focuses on teacher training, highlighting the teacher's profession as an attractive choice of one's career that permits to ensure the development of general and professional skills and an opportunity for new specialists to align with the labour market. The empirical study of students' understanding of their professional activity and of the conditions for its formation is conducted by applying structured interviews (of practice supervisors, students, academic staff); students and experts' questionnaire. Comparative analysis of quantitative and qualitative data and triangulation were used in case studies. As a result, a framework of pedagogical practice organisation has been created in order to form students' independent professional activity. The criteria and indicators of independent professional activity have been formulated and suggestions for designers of study programmes and organisers of the study process have been provided.

The article discusses information sources in assessing the effectiveness of innovations, types of cash inflows, cash outflows in the context of the organization's operational, investment and financial activities. The problem of insufficient relevance of accounting data in the analysis of the effectiveness of investment in innovation is reflected. The need for systematization of the current regulatory legal acts of the Russian Federation to integrate information on the results of intellectual activity into a single mechanism for effective management of the development of innovative potential of the Russian Federation is noted. The experience of foreign companies in the investment and innovation sphere is summarized. The factors influencing the development of the scientific potential of Russian companies and the need to introduce economic incentives for innovation entities are presented. The functions of the RF authorities in the field of legal regulation of innovations for the successful development of mechanisms for interaction between business entities and the state, the protection of intellectual property and the growth of the effectiveness of the practical application of innovative developments are generalized.
