Informing further development: International initiatives on measuring financial flows for green economy

Relevance of research topic. The global economic trend is characterized by the “greening” of investment processes in order to ensure sustainable development. One of the instruments of attracting green investments in the economy is green bonds. In this regard, there is a need to create and operate a green bond market in Ukraine. Formulation of the problem. Ukraine has joined the global institutions promoting sustainable development and has declared the transition to a “green” economy, so analysis of foreign experience is needed to develop recommendations to a regulatory framework that will help solve the problem of attracting “green” investments in the Ukrainian economy. Analysis of recent research and publications. Among scientists and practitioners dealing with the problems of green investments, we should mention O. Veklic, Y. Podvisotsky, K. Markevich, M. Grityshina, A. Frolov. Selection of unexplored parts of the general problem. The issue of using green bonds to finance environmental projects in Ukraine remains poorly understood. Setting the task, the purpose of the study. The purpose of the study is to analyze the global trends in the green bond market and to develop recommendations for using this type of bond to finance environmental projects in Ukraine. Method or methodology for conducting research.  The theoretical basis of the study is the dialectical method of cognition and a comprehensive approach to the study of economic processes in the financial sphere. The following special methods of research were used: historical and economic analysis; statistical and economic analysis; abstract-logical analysis; graphic methods. Presentation of the main material (results of work). The article reveals the positive dynamics of the global green bond market development, and determines that this type of investment is an important segment for Ukraine, which is a member of the world institutions for sustainable development. The state of the regulatory framework in Ukraine, which regulates the circulation of green bonds, is considered. The concept of introduction and development of the green bond market in Ukraine is recommended. The field of application of results. The results of the study can be used in the national financial system. Conclusions according to the article. Analysis of the global market for green bonds has led to the conclusion that this financial segment is characterized by a progressive and positive development. Green bonds have created a new way of attracting investors to green assets, the advantage of which is that investors are involved in the issue of these financial instruments, which put environmental responsibility first. Creating a market for green bonds in Ukraine will allow us to accumulate and direct financial flows for the development and financing of domestic green projects.

Introduction. In modern Russia, even today, the process started back in the 1990s continues to gain momentum – the emergence of state-monopoly capitalism. This phenomenon always includes such a feature as centralization in the economic and political spheres of public life. The concentration in the hands of the state of the mechanism for the regulation of economic processes in a country is not always negative. There are enough examples in history to prove this thesis. The purpose of this article is to show a positive example of competent centralization of the economic sector, referring to the experience of reforming the credit system in the Soviet Union during the period of industrialization. The authors of the article strive to demonstrate an example of an effective mechanism for maneuvering means, as well as to evaluate the results of this process. Materials and methods. This research is based on traditional methods used in Russian historical science: problem-chronological, systemic, and comparative-historical. Results. The reform of the credit and banking sector carried out in the Soviet Union was a logical conclusion to the centralization of the country’s internal economic management system, which enabled the state to take a more precise approach to planning, distribution and, most importantly, to accounting for funds. Discussion and Conclusion. The result of the reform was that all financial flows concentrated in the hands of the state proceeded in the order strictly established by the party, in accordance with a single political line. In turn, this made it possible to create a base for maneuver with the means that went to strengthen the defense – industrial complex and qualitatively re-equip the army. The development of centralization, in fact, became the basis for the further development of the military economy with the beginning of the Great Patriotic War.

The problems of preserving the natural environment are relevant for unique natural complexes of territories, such as the Baikal region (Russia). There are few studies devoted to forecasting the green economic development of the eco-socio-economic system of the Baikal region. The previous studies are mainly dedicated to the theory of forming the green economy in the Baikal region. This study aimed to forecast and determine future trends in the Baikal region’s eco-socio-economic development based on the green economy. The methodological approach to assess the Baikal region development prospects is based on determining the factors affecting the relationship between various eco-socio-economic components using multiple regression models. We constructed the forecast using the artificial neural networks method, and we assessed the possible impact of anthropogenic factors on the Baikal region’s eco-socio-economic system in the future. Based on the obtained forecast, we proposed a mechanism for regulating the green economy formation in the region. The regional governments of the Baikal region should perform the management function. This requires establishing a special interregional Green Development Fund to restructure incoming public funds by redistributing financial flows from contaminating brown to green industries and develop a state program for the Green Development of the Baikal region. The constructed forecast is informational support for decision making for the long-term development of the economy during the transition to the green economy, the development and justification of program activities, and the future’s main strategic priorities.

Сформулированы рекомендации по развитию приграничных территорий Монголии с другими странами на основе принципов зеленой экономики. The article discusses the current state of development of the border territories of Russia, Mongolia and China in the implementation of the free trade zone, as well as the possibility of their further development and cooperation. Recommendations for the development of border areas of Mongolia with other countries on the basis of the principles of green economy are formulated.

The paper aims to determine the role of energy efficiency of buildings to achieve sustainable development goals. The study objects are the mechanisms, tools and principles of state regulation of energy efficiency, construction of buildings and houses, the green economy development. The materials and methods of the study are data information on energy efficiency principles in the EU and Russia, government programs in the im-plementation of mechanisms and approaches for the green economy development, as well as methods of comparative and system analysis. The authors conclude on the need for further development of the principles of energy efficiency and resource conservation, the importance of sustainable development in order to ensure a high standard of living of the population.

As the world economy attempts to move towards a circular economy, the Republic of Belarus has adopted its “National Strategy for Sustainable Development for the period to 2030” and “National Plan of Action for the Green Economy”, thereby taking the first steps towards creating a circular economy. The purpose of this article is to understand the potential of applying the principles of the circular economy to the economy of the Republic of Belarus. This is the first known article that has directly studied the state of Belarus’ transaction towards a circular economy. This article’s findings are based on analyzing the main articles and reports related to the circular economy literature and by analyzing the state of Belarus’ economy in the context of transitioning from a “green” to a “circular” economy. In Belarus, there are some successes in areas of their circular economy transition, such as recycling plastic and construction wastes; however, other areas require further development. A potential limitation of this study is that it only analyzed the main works on the definitions and principles of the circular economy, and therefore wider research may be needed.

This article presents the historical progression of changes and arguments indicating the need to move from fossil energy sources to the green economy in the European Union (EU) countries. It shows trends in the EU’s climate and energy policy compared to the rest of the world. At the same time, it points to the elements of the necessary compromise between the climate requirements and the energy security of countries and their economies. The aim of the article is to present the main quantitative challenges for the development of the green economy in the EU, which are analyzed from the perspective of the year 2030. For this year, specific values have been established to be achieved by European countries in several fundamental areas. On the other hand, the strategic goals and further development perspective are included until 2050. This undoubtedly indicates the complexity of the issue, which is intensified as a result of the various economic and political strategies of many European Union members. At the same time, as part of the analysis carried out, efforts are made to develop concepts and practical recommendations for the development of a green European economy.

Ceramics, such as Al2O3 and SiC have numerous current and potential uses in applications where high temperature strength, hardness, and wear resistance are required often in corrosive environments. These materials are, however, highly anisotropic and brittle, so that their mechanical behavior is often unpredictable. The further development of these materials will require a better understanding of the basic mechanisms controlling deformation, wear, and fracture.The purpose of this talk is to describe applications of TEM to the study of the deformation, wear, and fracture of Al2O3. Similar studies are currently being conducted on SiC and the techniques involved should be applicable to a wide range of hard, brittle materials.

The issue of strong flux pinning is crucial to the further development of high critical current density Bi-Sr-Ca-Cu-O (BSCCO) superconductors in conductor-like applications, yet the pinning mechanisms are still much debated. Anomalous peaks in the M-H (magnetization vs. magnetic field) loops are commonly observed in Bi2Sr2CaCu2Oy (Bi-2212) single crystals. Oxygen vacancies may be effective flux pinning centers in BSCCO, as has been found in YBCO. However, it has also been proposed that basal-plane dislocation networks also act as effective pinning centers. Yang et al. proposed that the characteristic scale of the basal-plane dislocation networksmay strongly depend on oxygen content and the anomalous peak in the M-H loop at ˜20-30K may be due tothe flux pinning of decoupled two-dimensional pancake vortices by the dislocation networks. In light of this, we have performed an insitu observation on the dislocation networks precisely at the same region before and after annealing in air, vacuumand oxygen, in order to verify whether the dislocation networks change with varying oxygen content Inall cases, we have not found any noticeable changes in dislocation structure, regardless of the drastic changes in Tc and the anomalous magnetization. Therefore, it does not appear that the anomalous peak in the M-H loops is controlled by the basal-plane dislocation networks.
