The article discusses the new conditions for the functioning of the hotel enterprises, due to the state policy of import substitution, which is carried out under the influence of economic sanctions on European countries and the United States against Russia. Focusing on domestic producers can have a positive impact on the efficiency the hospitality industry through the development of direct cooperation links. The most urgent needs of the hotel, the satisfaction of which by domestic producers faced with certain organizational and financial problems, require the development of public-private partnership. Small farmers are regarded as the main suppliers of foods to hotels in the regions. The necessity of government support measures for farmers as key strategic partners of the hotel enterprises in the regions is justified. The experience of the pilot project for the integration of farmers in the Internet space, which provides rapid remote communication of small farmers and hotel companies in the process of cooperation, is represented.


Significance However, the COVID-19-related lockdown was a heavy blow, especially in the Buenos Aires Metropolitan Area (AMBA). Despite government support measures, the assistance has not offset the fall in sales, while those in the informal sector do not qualify for support. As a result, many retailers will not reopen and bankruptcies will rise. Impacts The number of retailers that close permanently will rise if relaxation measures are postponed, especially in the AMBA. The impact of the pandemic on shopping centres’ earnings will discourage new construction projects in the medium term. Retail recovery will depend on government’s ability to stabilise the economy following the successful foreign debt swap.

Abstract. The main goal of our research is to consider the main economic factors that prevent the introduction of advanced technologies and to justify the need to change the state's approaches to supporting investment processes for the formation of advanced machine systems in flax industry, including on the basis of automation and digitalization of process management. Methods. In the work, based on the using of a wide range of analytical methods for studying economic phenomena in the flax growing industry, the using of computational-constructive and abstract-logical methods, using computational-constructive and abstract-logical methods, system analysis, recommendations were developed for the implementation of state support measures focused primarily on the complex system of machines in agriculture, independently of the financial and economic condition of economic entities. Results. The article shows that the complex mechanization of flax production is hindered both by the remaining insufficient level of financial and economic opportunities of commodity producers, and by the imperfection of state support. According to the analysis of data from the electronic information-analytical system testfirm.ru, it was revealed that only 34 % of the flax producers examined in 2018 were profitable, whose revenue exceeded 10 million rubles. It was revealed that the limited ability to update the main links and elements of the machine system leads to significant economic losses during the cultivation of flax, due to non-compliance with the execution of technological operations in the optimal time. Scientific novelty. The article presents the idea of the need, based on the recommendations of the Ministry of Agriculture of the Russian Federation and the Russian Center for Agricultural Consulting on the formation and use of specialized resource-saving technologies for cultivating flax for fiber and seeds, to expand the scope of government support measures for flax-growing farms not only to financially sustainable enterprises. The article substantiates the general need for investments for the use of advanced machine systems in the combined technology of cultivation, harvesting and primary processing of flax in the amount of more than 114 million rubles per 1000 hectares of sown area of flax.

The problem of age discrimination in the labour sector has become even more relevant, as the increase in the retirement age and the COVID-19 pandemic in Russia reinforce ageism. The article aims to assess the incidence of age discrimination in the labour market of the Sverdlovsk Region and examine employers’ behaviour towards people nearing retirement. The mixed methodology includes quantitative (analysis of statistics, questionnaire survey, content analysis) and qualitative (in-depth interviews with employers) research methods. While in the 1990s age discrimination was evident and expressed in the exclusion of older workers from the employment sector, now age discrimination is latent and has different manifestations. The results showed that people aged over 45 have less job opportunities in the labour market. Thus, most of them choose to maintain employment. This strategy, however, does not protect against other discriminatory practices such as displacement to less paid positions, reduced pay rate, etc. This situation leads to the decrease in the average wage of workers aged 50-55 by approximately 25%. We can conclude that employers did not change their behaviour and continue using discriminatory practices to maximise the return on human capital, shifting the risks of pension reform to employees. The government is trying to smooth over the differences between the effectiveness of the regional economic system, focused on maximising the use of regional human resources, and the effectiveness of individual organisations by protecting labour rights and promoting the employment of people nearing retirement. However, the government support measures mainly focus on training or retraining of people aged over 50, while employers lack economic incentives to reconsider their attitude towards older workers. Thus, we recommend developing governmental mechanisms for encouraging employers to change their personnel policy concerning employees aged over 50.

The restrictions imposed by the governments of different countries for almost all business entities have become new conditions for their functioning for a period of one quarter or more, and led to the emergence of new economic relations and a corresponding recession up to an economic crisis in some industries. To avoid the economic crisis and to pay compensation, to allocate subsidies and other support measures, the governments of different countries used various methods of saving public resources, which further exacerbated the situation for citizens and enterprises, forcing them to seek and use new ways of doing business, which was the beginning of the “COVID economy”. State support measures in the Russian Federation were not applied to all sectors, but only to some types of activities (according to OKVED). Therefore, some enterprises had the only way to postpone the fulfillment of their obligations under the contract - to issue a certificate of evidence of force majeure circumstances according to the RF CCI. Because of the large number of contracts, the process of obtaining the certificates was lengthened; in addition, in some cases, such certificates were to be paid for. Most experts assess government support measures for the “COVID economy” in the Russian Federation as useful, but not effective enough. According to the operator of online cash registers “Evotor”, 19% of the enterprises in the Russian Federation did not continue the work after July 1, 2020. As of July 30, 2020, the second wave of the pandemic is expected in the world; and regardless of its arrival, a recession passing into the economic crisis will continue with possible intensification.

The article examines an investment contract in relation to other types of civil contracts. The types, classifications and methods of concluding investment contracts are investigated. The author analyzes the new institutions for the Russian legal field - “investment partnership” and “agreement on the protection and encouragement of investment”. The latter is considered, inter alia, as a tool for the implementation of investment projects using government support measures.

The most important document regulating the use of natural resources in the territories adjacent to the lake Baikal in Russia became the federal law No. 94 “On the protection of the lake. Baikal” from 1 May 1999. A list of prohibited activities has been approved for the central ecological area which now again discuss. Taking into account the categorization of objects that have a negative impact on the environment, the energy objects of the central ecological area are assigned to categories II and III. And in case of changes concerning of categorization in the list of prohibited activities, it means that operation of energy objects will prohibited. The main environmental problem of the energy sector is the use of coal and the presence of a hazard class 1 substance in the emissions. To achievement environmental requirements, it is necessary to replace coal with alternative environmentally friendly types of energy carriers (natural gas and electricity). In order to implement the increased requirements for energy objects, it is necessary to develop a special package of normative legal acts and government support measures, including significant financial costs, focused on this territory.

The article considers the сhallenges for small and medium-sized businesses in obtaining government support during the pandemic and post-pandemic period. The reasons preventing people from obtaining support measures, as well as tangible and non-tangible state support measures for businesses in the Moscow region and the support measures provided by banks and lending institutions have been reviewed. Data from reputable source studies on identifying the difficulties caused by state and non-state support measures, in particular the problem of banks refusing to allow small and medium-sized businesses to defer accrued interest at a concessionary rate have been presented. The problem has been the distribution of support to small and medium-sized enterprises according to the type of economic activity, as not all enterprises fit the required activities. Examples have been given of sectors that have restructured their business in the new environment. A list of support measures for small and medium-sized enterprises has been proposed.
