Purpose: the purpose of the study is to develop a methodological toolkit for reindustrialization in the branches of the material sphere of lagging and underdeveloped regions based on the use of information, communication and digital technologies.Methods: the study is based on the use of the methodology of the systems approach, the methodological apparatus of the information society theory, the use of methods of economic and statistical analysis, scientific abstraction, analogies and scientific generalizations. In the course of developing the proposed topic, classical and modern works of domestic and foreign scientists, statistical and empirical material prepared in the process of field research were used.Results: regions with different levels of development function in the country's economy. The greatest problems are associated with underdeveloped and problem regions, which, given their certain potential, cannot yet cope with their difficulties. The situation in which such regions are located requires the search for new mechanisms that will allow us to overcome unfavorable circumstances and embark on the path of highly stable development. Many problems can be solved on the basis of reindustrialization. This requires a transition to continuous digitalization processes, the use of digital technologies and software products that can ensure the development of production systems in the direction of creating a new technological order.Conclusions and Relevance: issues of digital and programmatic reindustrialization of the economy are especially aggravated in lagging and underdeveloped regions, where, due to the poorly diversified sectoral structure of the industry, there is a weak reaction to the formation of investment demand for the production of competitive goods. Such regions, to which the North Caucasian Federal District (NCFD) belongs, can solve problems when using digital and information technologies. The implementation of the proposed measures will allow the region to leave the zone of problems and depression.

Purpose: the purpose of the study is to analyze the state of technological development and technological structures of the region, identify the features of knowledge management and develop a model for using new knowledge using digital technologies.Methods: the research is based on the use of the methodology of the system approach, the use of methods of economic and statistical analysis, scientific abstraction, analogies and scientific generalizations. During the development of the proposed topic, classical and modern works of domestic and foreign scientists, statistical and empirical material collected in the course of field research were used. In the part concerning the technological development of the region, aspects of the theory of technological structure are used in the interpretation of domestic and foreign researchers. The experience of determining the integral indicator of the state of technological structure in the region's subjects was used.Results: the study showed that in the economy of the studied district there is a high lack of demand and immunity of scientific results from the real sector, as well as significant demand constraints, which in turn are associated with the fact that the conditions for competition are insufficiently developed here. The district subjects have not developed strategies for switching to a new format of development using innovation and digital technologies.Conclusions and Relevance: it is necessary to change the existing practices and policies, each region needs to develop its own mechanism and approach to the digital economy and technology transfer, depending on its characteristics. The proposed model of knowledge management based on the use of digital technologies and artificial intelligence can become one of the tools for realizing the potential that the district has. Using new technologies and technological developments, it will be able to fit into the new technological order and ensure economic growth.

The article examines the competencies of entrepreneurs that are necessary in modern conditions for young people to ensure their successful career, analyzes the areas in which business initiatives of young people are most often used. The competencies necessary for graduates, specific areas of employment in modern conditions of digital transformation are analyzed. Special emphasis is placed on the dynamics of changes in key competencies that are important for business success in modern conditions of economic development. The results of an operational survey of managers are presented, which make it possible to identify new requirements and new qualities: digital development management, data management and use, application of digital technologies, "adoption and implementation of employee initiatives". The groups of transformations that have occurred due to the introduction of digital technologies in small businesses are highlighted. The aim of the work is to highlight those of them that have received the greatest development in the context of digitalization, and to establish the impact on them of the COVID-19 pandemic. To conduct the study, the methods of systemic, comparative and morphological analysis and synthesis of the general set of factors that determine changes in the business competencies of youth were used. The basic elements of the article can be offered as practical recommendations to state and municipal authorities on the development of youth entrepreneurship in the North Caucasus Federal District and the improvement of youth policy in the regions. The formed problems in the studied area can become the basis for the formation of a system of stimulating youth business. The study showed that in a crisis it is not individual qualities that are important, but their totality, with complementary characteristics.

The objective of the article is to analyze the share and the amount of farm households in the regions of the North Western Federal District of Russia. The period chosen for the analysis makes from 2005 to 2019, excluding to year 2020 due to particular circumstances connected with COVID-19. We assume, that development of farm households, in case it takes place, should be supplemented by the creating different kinds of non-importables connected with agricultural industry. Those non-importables can be promoted and sold with the help of Internet and to diversify the main product farms, so to raise their incomes. All those suggestions are the main goal to contribute in rural poverty eradication which leads to outmigration, dying of the countryside and serios ecological problems. Those ecological problems cannot be solved by poor people, but we assume that farmers getting profit from their territory are interested in preserving the environment, and we find the confirmation of this statement on our field research.

The topicality of the study is explained by the inevitability and necessity of including information and digital technologies in the process of education at all levels. The aim of the article was to analyze information and digital technologies as applied in students' individual studies management in general, and in teaching ESOL — in particular. The authors examined the role of individual study as part of the educational process, showed the importance of its correct and effective management, and identified the contemporary issues that teachers and students have to face. Having studied the most up-to-date information and digital technologies and analyzed their applicability in teaching ESOL, the authors proposed a ready-to-use list of the most interesting, effective and user-friendly resources, services, and software products as classified according to the levels of students’ individual study organization.

The most progressive and promising model of spatial organization of food markets of the North Caucasus Russian Theatre is a cluster model. In the proposed methodology of the process approach to develop a structural model of agro-food cluster in the NORTH is cluster analysis. The regional food market as a single system, which combines production, marketing and consumption of foods with a specific hierarchy, is characterized by different relationships and proportions between its components and is an important an indicator of a country's economic development, achieving food security. Disclosure of potential in a market system, its effective use, taking into account regional particularities and specificities of the economy, improvement of the spatial organization and improving the efficiency of such a complex system as the regional food market is impossible without knowledge of its essence, principles of formation and operation. In this connection there was a need to develop modern methods of research, evaluation, analysis, improvement of structure and functional organisation of the regional food markets as an important factor for the socio-economic development the country. The novelty of the research lies in the fact that the clustering of agribusiness implemented taking into account the peculiarities of regional AIC on the basis of strategic management zones: industrial, conventional and organic. To determine the effectiveness of the cluster algorithm of its evaluation, which is based on the criteria of usefulness and survival in the conditions of the cluster in the region, which are defined using evaluation scales and weights the main factors utility and survival in the cluster.

The relevance of the study of individual psychological characteristics of employees of criminal investigation departments in transport in the North-Western Federal district of the Ministry of Internal Affairs of Russia (hereinafter referred to as the NWFD) in relation to indicators of professional deformation is due to the specific features of their official activities. Despite a significant amount of research on the phenomenon of professional deformity of police officers, there are few thoroughly developed and completed works on the prevention of professional deformities of police officers. The purpose of our research was to study the individual psychological characteristics of employees of criminal investigation departments in connection with the risk of professional deformation. The results of the empirical study were processed by correlation and factor analysis (49 parameters). The results of the initial analysis showed that the overall assessment of job satisfaction among employees of the studied departments is average with a downward trend. The results of the study on «professional burnout» revealed that a number of employees surveyed are close to emotional exhaustion. It is established that empathic abilities, social intelligence, and constructive coping strategies play an important role in the structure of individual psychological characteristics of police officers. Low ability of employees to learn behavior determines non-constructive strategies and models for coping with stressful situations, which leads to deformation of relationships with other people, i.e. to professional deformation. The obtained data can be used as the basis for the program of psychoprophylaxis of professional deformation of criminal investigation units in transport in the northwestern Federal district.
