Abstract. Current issues of international and national guarantees of economic security and some proposals for their improvement outline the developments set out in this article. It is stated that economic security is one of the most important components of national security of Ukraine and is its material basis. The concept of economic security is formulated and its components are singled out. The main international guarantees of economic security are analyzed. It is stated that, according to the main international documents, the state guarantee of social, economic rights, economic security in particular, is carried out gradually, within the maximum limits of available resources. It is stated that the case law of the European Court of Human Rights is an effective guarantee of protection of economic, social and other rights of citizens of Ukraine, economic security of the state. The main national guarantees of economic security of Ukraine are described. In order to more effectively guarantee economic security, a proposal has been formulated to adopt the Law of Ukraine «On Economic Security of Ukraine», which should clearly define its concepts, components, principles of provision, etc. The main threats to Ukraine’s economic security have been identified. It is stated that at the present stage of Ukraine’s development, the greatest threat to Ukraine’s economic security is an armed attack by the Russian Federation and the temporary occupation of part of Ukraine’s territory. Proposals for Ukraine to take measures to more effectively guarantee economic security (ensuring the functioning of the economy on the principles of legality, rule of law, stability, freedom of entrepreneurial activity, priority of national interests of Ukraine; cessation of armed aggression of the Russian Federation against Ukraine and return of temporarily occupied part of Ukraine; real and maximum provision of social and economic rights of citizens, improvement of mechanisms for removing the economy from the shadow sphere, elimination of corruption in economic and other spheres of public life, etc.). The state policy in the field of ensuring the socio-economic development and national security of the Russian Federation should contribute to the implementation of effective protection of national interests and strategic national priorities. At the moment, a stable basis has been created for building up the political, economic, spiritual and military potential of Russia, strengthening its positions in the formation of a polycentric world. The modern market economy, in a rapidly changing environment, poses solutions to important issues related to economic security, the importance of which is important to underestimate. This is due to the fact that the economy is the basis of the existence of the public, its social relations, as well as world politics. Therefore, the state policy is based on economic security. The complexity of the structure of international relations, the redistribution of resources in the world economy and changes in the development model have determined the changes in the customs sector. Thus, an assessment was made of the contribution of customs authorities to the situation associated with the possibility of economic threats in Russia, and the strengthening of foreign economic ties. In order to ensure economic security, the priorities of the customs authorities in the external environment and the need for their improvement by the customs service of the Russian Federation in all areas of its activity were determined.

The article presents an analysis of the state and problems of implementing the socio-economic rights of population of the Khabarovsk territory as a priority area for reducing poverty. Attention of the authorities was drawn to the situation of poverty in a number of northern municipalities, where the population is experiencing difficulties in realizing their socio-economic rights due to the lack of jobs. Concern was expressed about the socio-economic rights of persons released from the places of deprivation of liberty. The Commissioner for human rights in the Khabarovsk territory, taking into account the study of situation in the region, sets out his vision for solving the problem of reducing poverty in the Khabarovsk territory and makes proposals that, in his opinion, can be used by the regional state authorities to achieve the indicators set by the President of the Russian Federation.

The problem of ensuring the economic security of the state is quite urgent. This study examines theoretical approaches to defining this definition, as well as the structural elements of the concept of economic security. The aim of the study is to identify the theoretical and methodological substantiation of the economic security of the state and the development of strategic directions for ensuring the economic security of the Russian Federation in the face of modern global challenges. The stages for assessing the level of economic security of the state are determined. Based on the existing methods for assessing the economic security of the state, a methodological approach to this assessment is proposed, taking into account the totality of macroindicators, industry, financial and social indicators. The calculation of the indicators of the economic security of the Russian Federation showed that the indicators do not go beyond the threshold values. The results of constructing an econometric model made it possible to determine the indicators of national economic security that have the most significant impact on the level of economic development of the state, as well as to identify internal and external threats to the Russian Federation. Thus, we can conclude that the economic security of the state can be represented as the state of protection of the national economy from external and internal threats, which ensures the progressive development of society, its economic and socio-political stability, despite the presence of unfavorable external and internal factors; ensuring national economic security and neutralizing all possible threats is the fundamental task of the state government. The level of economic development of the country as a whole and the quality of life of its citizens depend on the success and effectiveness of countermeasures.

The goal of this research is to outline e the vectors for reducing the scale of “shadow” economy, improving control over legalization of the income of small and medium businesses in the constituent entities of the Russian Federation, and determining tax potential of the regions in separate sectors economic sectors in the current context. The subject of this research is the role and place of legalization of shadow business as the factor of stimulating the economic activity of the regions. The article examines various approaches of the experts towards the concept of “shadow” economy in the modern conditions. Analysis is carried out on the peculiarities of development of “shadow” economy in certain economic sectors (such as construction, wholesale and retail, alcohol production, etc.) in Russian regions (using the example of the Republic of Dagestan). Comparative study is conducted on various indicators in the constituent entities of North Caucasus Federal District and the Russian Federation. Special attention is given to the measures aimed at reduction of the scale of “shadow” economy and improving control over legalization of the income of entrepreneurial activity with regards to increasing tax revenues from small and medium businesses and determining tax potential of the regions. Recommendations are made for reducing the scale of the “shadow” economic sectors, increasing tax revenue from small and medium businesses, determining tax potential of the region in separate economic sectors, stimulating economic activity of small business within the limits of economic security. Based on the acquired results, the author makes  suggestions on legalization of the “shadow sector” in separate branches of the economy, as well as improvement of the effectiveness of measures of interdepartmental cooperation of tax, law enforcement and registering bodies aimed at determination of tax potential of the regions in the current context.

The aim is to propose measures to increase the level of economic security of the Russian Federation based on improving the strategic management system. Research methods: analysis of theoretical sources, analysis of statistical indicators, comparison. The article discusses the concept of economic security, the current strategy of economic security of the Russian Federation, the existing threats to the economic security of the Russian Federation, as well as ways to improve state strategic management to increase the economic security of the state.

Economic security is an important system-forming element of the country of laws and the well-being of the population. The negative phenomenon of crime has a significant impact on all processes taking place in the socioeconomic sphere. The purpose of the study is to determine the degree of influence of criminal activity in the economic sphere of society on the state of economic security of the Russian Federation and the southern regions of the country in particular. The study is devoted to the search of ways to prevent crimes in the economic sphere, as well as ways to improve the investigation methodology. The methodological basis of the study is presented by the methods of formal logic (analysis, synthesis and analogy), general scientific (comparison), and specific methods of cognition (statistical method, typology method). As a result of the structural analysis of the state of economic and corruption crime in the Russian Federation and Krasnodar Krai in particular, the specific vectors of its influence on the living standards of the population and accordingly on the economic situation in the country have been determined. The trend in recent years, on the one hand, is characterized by positive dynamics in the form of a decrease in the total number of committed crimes. On the other hand, the proportion of economic and corruption crimes in the structure of the total number of officially registered crimes in Russia is characterized by growth. In addition, the damage caused by crime types under analysis also grows annually. This negative trend of illegal acts in the economic sphere damages the entire organizational and managerial activity of the government and negatively affects the state of national business. On the basis of the results of the study, specific measures which prevent economic and corruption crimes are proposed, the use of which will help to achieve the necessary level of economic security of Russia as a country with a well-developed infrastructure and an attractive socio-economic climate. Besides, the use of these measures will contribute to the normal functioning of the government machine and achievement of a high level and standard of living of the population.

Abstract. The existence of threats to economic security can become a factor in the development of an imbalance in the functioning of economic entities of any level of activity. Support and patronage of constant indicators of economic security today is one of the main tasks of state policy, since the economic sphere has both direct and indirect impact on various types of national security. Only under the condition of full provision of all aspects of security is it possible to implement a programmed economic growth, improve the standard of living of ordinary citizens, as well as the all-round development of all spheres of the state. For today's economy of the state, in the context of the desire to be a full-fledged member of the world economic society, it is especially important to solve the problem of ensuring continuous socio-economic development, creating mechanisms to counter exogenous and endogenous threats, improving the welfare of citizens, as well as developing a powerful system of international economic relations. The degree of influence of exogenous and endogenous threats on the level of the country's economic security is variable, taking into account the dynamic conditions of the life of society, the national and world economy. The task is to form a model of countering the main threats to economic security in the context of protecting national interests. The main purpose of the study is the formation of a methodological approach to countering the main threats to economic security in the context of protecting national interests. The research methodology includes the use of a graphical method to reflect the main results of the study. Also, from the general methods, the abstract-logical method should be distinguished, which was used to form appropriate conclusions based on the results of the study. Of the specific ones, let us single out the modeling method, which made it possible to form an appropriate composition of the main ways to counter the main threats to economic security in the context of protecting national interests. <p>The current paper features some results of theoretical and methodical justification of selection process for priority national projects that would ensure the economic security of the Russian Federation and its regions. The role of economic security is reflected in the system of national security of the state, the interrelation between the priority national projects and the system of economic security of the Russian Federation in the context of the challenges and threats formulated in domestic standard acts of strategic character. It is shown that the current strategy of sustainable development of regions is formed and implemented through a prism of priority national projects, but optimum ensuring economic security at the regional level is impossible without a scientifically and methodically reasonable regulation from the state. To provide methodically reasonable selection criteria for priority national projects in certain regions from the perspective of economic security, the author proposes to use the cluster approach, which allows one to define development priorities in the region and the direction of its economic security ensuring. Some theoretical and monographic generalizations have made it possible to correct the region clustering potential assessment technique in the context of economic security. Approbation of the developed technique has shown a possibility of its application to assess the level of priority of national projects at the regional level.</p>
