Local wisdom is seen as something that contains goodness for the lives of the people who embrace it. With the development of local industries, local excellence will become the potential for specific resources that are part of the scope of regional development planning. In one regional community in Gresik district, the community weaves traditionalist sarong and strongly holds local traditions which it considers as a legacy from their ancestors. From a tradition within a group / community comes the character in the group, this trait gives rise to local wisdom, namely; religious Islam, Mutual Cooperation and Panggungan (souvenirs) are inherent in the hospitality of the community in Gresik Regency which is pursued as a terminology in driving Small businesses in Gresik that continue to develop with the help of the Gresik district government

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning

This study sheds some light on the regional development planning and regional disparity in Bangladesh and also analyzes spatial disparity of development through several factors to picturize the poverty situation in different regions of the country. In fact, this paper tries to represent the scenario of planning in micro-regional level. Findings from the paper reveal that, some regions of Bangladesh are still underdeveloped because of the fact that they continuously receive marginal share of public expenditure and national budget of the country. Gini Index for the total budget shows an incompatible level of income inequality to the people across various regions in Bangladesh. Northern and West regions of the country are mostly deprived of proper development planning and allocation of efficient budget. Overall, this article deeply provides a briefing for field people involved in regional planning processes in the rural areas. Bangladesh is yet to decentralize empirical power to the local government authority to ensure proper budget allocation and distribution. Allocation in ADP for health, education and agriculture sector should be enhanced urgently. Generating regional data will be much effective to fabricate more dynamic development planning and to understand the current situations of the lack-lusture regions of the country. This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

How is an urban area influencing regional development? Urban area development policy with the primary purpose of driving its surrounding area development found a shift in meaning under the latest development. It initiates a complex relation between cities as network dots, which is not globally separable. This study aims to provide a theoretical analysis regarding its considerations and implications in practice through a study case of the Mebidangro urban area (Medan City-Binjai City-Deli Serdang District-Karo District) in North Sumatra Province, Indonesia. By using a content analysis method, the study evaluates the regional development policy. The result shows that Mebidangro urban area plays a role in influencing regional development through four entities: i.e., reducing income disparity, the centrality of productions and services, urbanization under the mobility context of labor and knowledge, and regional and international cooperation. The study also found that there is a tendency in which nowadays cities are not seen as a hierarchy. However, cooperation functions and its limits are global (world cities networks), not administrative or region. The fact supports an argument that the current area planning context is not only creating its surrounding area development but also as a part of the global city network. Mebidangro is one of the cases that illustrated this concept of operationalization practice. Through existing policy, this urban area was in such a way created to be able to become global city networks as a shifting of regional development planning paradigm from increasing surrounding area development to a region globally compete.

The purpose of the study is to determine planning and budgeting impact partially on as performance indicator of the regional organization in Regional Development Planning Departement of East Kutai Regency in East Kalimantan Province. This research using quantitative approach, with responden survey method, which was conducted on 58 State Civil Apparatuses (ASN) with qualification minimum hold bachelor degree as responden. Data analysis using descriptive and inferential statistics. The results describe that there ware positive and significant correlation between planning and budgeting impact in partially with performance of regional organization in Regional Development Planning Department (Bappeda) East Kutai Timur.

Bungo Village, Subdistrict of Wedung Indonesia, is one of the regions that still upholds the traditions of the region as a form of preserving culture. Along with the development of technology and science, there are many traditions in the village that are considered not modernist by the people. Therefore, some village government and community heads in the village of Bungo, Wedung District, are trying to maintain traditions in their area as a form of preserving local traditions or culture and when developed can have potential for regional income. Coastal traditions in the Bungo Village area that are still carried out include Apitan, Syawalan, and Alms of Earth, the meaning of this tradition as a form of community gratitude to God. There is a Nyadran tradition, the Panji Kusuma Cultural Kirab is a tradition carried out as a form of respect for coastal communities and in memory of the services of heroes who have established villages in the coastal region. There is also the tradition of Keong Keli, Barian, Kembang Sayang, which basically implies a form of community effort to avoid doom and danger. This research was conducted using ethnographic methods, data collection using in-depth interviews and observation. From the coastal traditions carried out by the Bungo people, it is shown that coastal communities depend on the sea for their livelihoods and the wealth of natural resources to survive.
