This research is to find out and understand the legal status of the delegation of government regulations to other government regulations and the juridical consequences of Government Regulation Number 24 of 2016 concerning Amendments to Government Regulation Number 37 of 1998 concerning Land Deed Official Position Regulations that are formed not in accordance with statutory regulations. This research is a normative legal research. Normative legal research is legal research that places law as a norm building system. The norm system in question is about the principles, norms, rules, and regulations. Using the legal approach and conceptual approach. The technique of collecting legal materials using document study techniques is then processed by legal materials and analyzed normatively prescriptive using deductive logic. Based on the results of the study it can be concluded that the legal status of the delegation of authority to form government regulations delegated from other government regulations is invalid, because government regulations are formed to carry out the law as it should, not to carry out the provisions of other government regulations. Juridical consequences of Government Regulation Number 24 of 2016 concerning Amendments to Government Regulation Number 37 of 1998 concerning Land Deed Official Position Regulations that are formed not in accordance with statutory regulations are null and void because they cannot provide legal certainty. This is because the formation of these government regulations is not in accordance with the principles of establishing the rules of law stipulated in Law Number 12 of 2011. The impact of this Government Regulation can be revoked because it does not comply with the principles of the formation of laws and regulations.

<div class="WordSection1"><p align="center"><strong>Abstract</strong></p><p><em>Th</em><em>e idea of regulating of governor’s authority as representative of central government to the regency/ town government after the amendment of 1945 constitution is aimed at answering two legal problems. They are: (1) How is the regulation of the authority of governor as representative of central government after the amendment of 1945 constitution, (2) How is the idea governor as the representative of government. In order to answer such a questions the research   conducted by using legal/normative research. The approach that used is statue approach and conceptual approach. The regulating of governor’s authority as representative of central government as stipulated in Art. 32 of Act No.32 year of 2004 do not have firm validity in 1945 Constitution. Such the authority of governor is conducted as the implementation of principle of de-concentration, while such a principle does not clearly formulated in 1945 constitution. Besides it does not have constitution’s validity, the regulating of governor’s authority in Act No.32, 2004 does not have clear concept since on one hand such authority is attribution, an on one hand that authority is a delegation and even in practice it is a mandate. According of Unitary state’s point of view the authority of governor as direct representative of central government  after the amendment of 1945 constitution should be in delegation form. Therefore it is not directly enumerated in Act regarding the Local government (attribution).The president that would transfer that authority in government regulation (pp). The delegation of authority to the governor should cover the affair of general government in province, so it is not just limited to a certain affair.Besides in conducting the authority, the governor as representative of central government needs certain organ that assist the governor in performing his authority and as the organ of central government.</em></p><p><strong><em>Key word: </em></strong><em>The idea, governor’s authority, government’s representat, unitary state.</em></p><p align="center"><strong>Abstrak</strong></p><p>Gagasan penaturan kewenangan gubernur sebagai wakil pemerintah terhadap kabupaten/ kota setelah perubahan Undang-Undang Dasar 1945 bertujuan menjawab 2(dua) problem hukum, yakni :   (1) Bagaimana pengaturan kewenangan gubernur sebagai wakil pemerintah setelah perubahan UUD 1945, dan (2) Bagaimana gagasan kewenangan gubernur sebagai wakil pemerintah. Untuk menemukan jawaban pertanyaan yang muncul dilakukan penelitian hukum normatif dengan pendekatan perundang-undangan (<em>statute approach</em>) dan pendekatan konseptual (<em>conceptual approach</em>). Pengaturan kewenangan gubernur sebagai wakil pemerintah dalam Pasal 38 UU No. 32/2004 tidak memiliki validasi yang tegas dalam UUD 1945.Kewenangan gubernur tersebut dilakukan dalam rangka pelaksanaan asas dekonsentrasi, sementara asas dekonsentrasi tidak dirumuskan secara tegas dalam UUD 1945.Selain tidak memiliki validasi konsitusi, pengaturan kewenangan gubernur dalam UU No. 32/2004 tidak jelas konsepnya karena satu sisi kewenangan tersebut berupa atribusi, pada bagian lain berupa delegasi dan bahkan dalam praktek berupa mandat. Menurut sudut pandang sistem negara kesatuan (<em>unitary state</em>) kewenangan gubernur sebagai wakil pemerintah langsung setelah perubahan UUD 1945 haruslah berupa delegasi kewenangan.Jadi tidak ditegaskan (dirinci) langsung dalam UU mengenai pemerintahan daerah (atribusi). Presiden yang akan melimpahkan kewenangan tersebut nantinya dalam Peraturan Pemerintah. Pelimpahan kewenangan kepada gubernur tersebut ruanglingkupnya haruslah mencakup urusan pemerintahan umum di provinsi jadi tidak dibatasi pada urusan tertentu saja.Selain itu dalam menjalankan kewenangan gubernur sebagai wakil pemerintah perlu organ tertentu yang membatu gubernur dalam menjalankan kewenangannya dan merupakan organ pemerintah.</p><p><strong>Key word: </strong>Gagasan<strong>, </strong>Kewenangan Gubernur, Wakil Pemerintah, Negara Kesatuan.</p></div>

Research on legal certainty the amount of basic capital establishment of limited liability company based on the norms of conflict between article 32 paragraph (1) of the limted liability company law concerning "the limited liability company capital of at least Rp 50,000,000.00" with article 1 paragraph (3) of government regulations The limited liability of the company's capital of limited liability concerning "the founding capital of the company is determined by agreement”. 2 problem are formulated: (1) What is the form for deposit of stock capital on the provisions of article 33 of the limited liability company law, (2) How is the legal certainty of the number of basic capital of the limited liability After the validity of government regulation change of the limited liability company. This purpose research is finding form of the deposit of stock capital and the basic capital of the limited liability company before and after enforcement of government regulation of limited liability of the company. The legal research method used normative legal research method with statute approach and conceptual approach. Capital deposits of shares can be made in the form of money and other forms of immovable tangible objects such as land and intangible objects in the form of bill of Rights; and arrangements regarding the underlying capital applicable in the establishment of the limited liability company is Article 1 paragraph (3) of government regulation of the limited liability of the company.

Hal ini menimbulkan masalah hukum terkait status hukum kontraktor tersebut mengingat belum jelasnya aturan yang ada.Metode penelitianyang digunakan adalah penelitian hukum normatif dengan <em>statute approach</em>, <em>historical</em>, c<em>onceptual </em>dan <em>comparative approach </em>yang disajikan secara deskriptif analitis. Lawsuits submitted by patients or their families to the hospital and / or their doctors can take the form of criminal or civil lawsuits by almost always basing on the theory of negligence. This paper seeks to explore the application of the values of restorative justice in resolving cases of medical malpractice in Indonesia. This research is a qualitative research using normative legal research and uses a statute approach and a conceptual approach. The results showed that settlement of medical malpractice cases through a restorative justice approach or which is known in the culture of the Indonesian people as a consensus agreement as contained in the 4th Precepts of Pancasila is one alternative settlement that is to restore conflict to the parties most affected (victims, perpetrators and interests community) and give priority to the interests of all parties. The conclusion showed that the restorative justice emphasizes human rights and the need to recognize the impact of social injustice and in simple ways to restore the parties to their original condition rather than simply giving formal justice actors or legal actors and victims not getting any justice. Hence, restorative justice also strives to restore the security of victims, personal respect, dignity and more importantly is a sense of control so as to avoid feelings of revenge both individual or family or group.

The purpose of this paper is to identify, analyze and elaborate legal protection for anime characters based on Indonesia Law Number 28 Year 2014 concerning Copyright, as well as preventive efforts that can be taken by other parties who want to use anime characters. This is a normative legal research using a statutory approach, conceptual approach and analytical approach. The technique of tracing legal materials uses document study techniques, and the analysis of the study uses qualitative analysis. The results of the study show that anime characters are images that are protected under the copyright regime, which will be protected automatically once the work is transformed into work expression and business actors wishing to use anime character images for commercial use are required to have a license. Tujuan penulisan ini adalah untuk mengidentifikasi, menganalisis dan mengelaborasi perlindungan hukum atas karakter anime berdasarkan Undang-Undang Nomor 28 Tahun 2014 tentang Hak Cipta, serta upaya pencegahan yang dapat dilakukan oleh pihak lain yang ingin menggunakan karakter anime. Tulisan ini menggunakan metode penelitian hukum normatif dengan menggunakan pendekatan peraturan perundang-undangan, pendekatan konsep dan pendekatan analisis. Tehnik penelusuran bahan hukum menggunakan tehnik studi dokumen, serta analisis kajian menggunakan analisis kualitatif. Hasil studi menunjukkan bahwa karakter anime merupakan gambar yang dilindungi dalam rezim hak cipta secara otomatis dan bagi para pelaku usaha yang ingin menggunakan gambar karakter anime untuk penggunaan secara komersial wajib memiliki lisensi.

Perkembangan pandemi Covid-19 saat ini sangat mengkhawatirkan dimana terjadinya suatupeningkatan kasus corona khusus di Indonesia. Penelitian ini bertujuan untuk mengetahuidan menganalisis kebijakan yang diambil pemerintah dalam penanganan pandemi Covid-19serta langkah-langkah yang diambil pemerintah untuk menganggulangi dampak-dampak, terutama dampak dari segi ekonomi dan sosial akibat pandemi Covid-19. Metode penelitianhukum yang digunakan yakni metode penelitian hukum normatif. Adapun pendekatan yangdigunakan dalam penelitian ini adalah pendekatan perundang-undangan dan pendekatankonseptual. Penelitian ini berlandaskan pengaturan perundang-undangan yang mengaturmengenai penanganan dan penganggulangan pandemi Covid-19 serta analisis atas konseppenetapan peraturan perundang-undangan tersebut. Hasil dari penelitian ini adalah dalamrangka penanganan Covid-19, berawal dari pemerintah tmengeluarkan kebijakan tentangPembatasan Sosial Berskala Besar yang merujuk pada Undang-Undang Nomor 6 Tahun2018 tentang Kekarantinaan Kesehatan. Peraturan pelaksanaannya yaitu PeraturanPemerintah Nomor 21 Tahun 2020 tentang Pembatasan Sosial Berskala Besar, sertaKeputusan Presiden tentang Kedaruratan Kesehatan sampai dengan saat ini pemerintah telahmengeluarkan kebijakan PPKM yang dimana dilakukan secara berkala. This study aims to identify and analyze thepolicies taken by the government in handling the Covid-19 pandemic and the steps taken bythe government to mitigate the impacts, especially the economic and social impacts of theCovid-19 pandemic. The legal research method used is the normative legal research method. The approach used in this research is a statutory approach and a conceptual approach. Thisresearch is based on the legislation governing the handling and handling of the Covid-19pandemic as well as an analysis of the concept of establishing these laws and regulations. Government Regulation No. 60 of 2014 on Village Fund sourced from the State Budget that is the commitment of the current government to build Indonesia from the periphery to strengthen the regions and villages. But it is not easy in terms of implementation, which qualified regulations, the ability and readiness of the village administration has not been up to make the Village Fund as a dilemma in dealing with financial issues the village to the regression or independence in the village itself in financial terms. The purpose of this research that using a qualitative approach is to approach the budget cycle theory according to Mullins is as follows; (1) To describe the implementation of the program of the Village Fund in Fiscal Year 2015 (2) To determine the progress in implementation of the Village Fund in Fiscal Year 2015 (3) To determine the readiness of regional government regulations and the document is the village planning in the implementation of the Village Fund, (4) To determine the impact of the Village Fund in overcoming the financial problems the village, (5) To know the considerations made by the village government in determining spending priorities aspect penggunanaan village of Village Fund, and (6) To determine the best model of financial planning villages in rural development. The results obtained are the Village Fund is a solution in overcoming the financial constraints the current village. However, there are still shortcomings in optimizing the utilization of the Village Funds, such as the lack of regulations that should be issued by the district / city governments and the late planning documents, the conflicting priority policies of village use that are sometimes different from the needs of the village community, so the choice and pragmatic way becomes dominant. So,it still needs an effective village’s planning model in the optimization of the various sources of income to the next village.

The problems in this research are: First, how is legal protection, legal compliance and overcoming problems regarding the management of ports in the regions according to Law Number 23 of 2014 concerning Regional Government and its relation to Law Number 17 of 2008 concerning Shipping. The method used in this research is normative legal research, namely research that refers to legal norms and principles contained in statutory regulations and government regulations. The result of the research is that Law Number 17 of 2008 concerning Shipping contains articles that regulate ports which require further regulation in the form of a Government Regulation. The law establishes a system of port authority that will carry out a regulatory role, end state-owned monopoly control over port services, and require the development of national and regional port master plans. Legal protection in implementing regional autonomy is in accordance with the enactment of Law Number 23 of 2014 concerning Regional Government, legal protection for the implementation of various government affairs in the framework of serving the community and managing natural resources. The problems that have arisen in the management of ports in the regions so far are conflicts of use and power. It is hoped that the efforts to deal with these problems can be carried out reactively, meaning that local governments can carry out conflict resolution, mediation or deliberation in dealing with these problems.

Tujuan penelitian ini untuk menganalisis perlindungan hukum terhadap produk wine salak desa sibetan berdasarkan Peraturan Pemerintah No 51 tahun 2007 tentang Indikasi Geogerafis. Tulisan ini menggunakan metode penelitian hukum empiris. Pendekatan yang digunakan dalam penelitian ini yakni pendekatan perundang-undangan (statute approach) dan pendekatan konseptual (conceptual approach). Hasil penelitian menunjukan bahwa perlindungan hukum terhadap wine salak produksi desa Sibetan, kecamatan Bebandem kabupaten karangasem ditinjau dari Peraturan Pemerintah Nomor 51 Tahun 2007 tentang Indikasi-Geografis belum mampu meningkatkan perekonomian masyarakat setempat terbukti belum terdaftarnya sebagai indikasi geografis dan hal ini berdampak pada nilai jual wine tersebut yang terbilang murah seukuran produksi wine serta pemasarannya belum luas hanya sebatas wisatawan yang berkunjung saja. The purpose of this study was to analyze the legal protection of salak wine products in the Sibetan village based on Government Regulation No. 51 of 2007 concerning Geographical Indications. This paper uses an empirical legal research method. The approach used in this research is the statute approach and the conceptual approach. The results showed that the legal protection of salak wine produced in Sibetan village, Bebandem sub-district, Karangasem district in terms of Government Regulation Number 51 of 2007 concerning Geographical Indications has not been able to improve the local economy, it is proven that it has not been registered as a geographical indication and this has an impact on the selling value of the wine. which is relatively inexpensive about the size of wine production and its marketing is not extensive, only limited to visiting tourists.
