<p><em>This paper examines to study institutional change of the State Islamic University (SIU), Malang. This study gets some summaries: First, that institutional change of SIU indicates that social sphere of higher education coloured with struggle for implementation of Islamic universality in education field.   Struggle in social sphere of higher education cannot be discharged from spirit of Islam people to make a "more active" social sphere in Indonesia society. Spirit of universalization of Islamic values cannot be discharged from event pushing universitization of SIHE in the early 21 C. Second, successness of institutional change in SIU, Malang because: (a) its elite actors able to mobilize its modalities both economic, social, culture, symbolic, spiritual, political, and leadership capitals; (b) there is braveness from elit actors to put a window of opportunity as institutional actor for implementation of MoU between Minitry of Religious Affairs, Indonesia and Ministry of Education, Sudan by transform State of Islamic College of Malang (SICM) become Indonesia-Sudan Islamic University (ISIU).  This Institutional change from SICM to ISIU, actually as an opportunity transformation from institutional problem toward international problem. </em></p> <p><em> </em></p> <p><strong><em></em></strong><em></em></p>

In the restructuring and reforming of European education, e-learning has become one of the priorities of the Ministry of Education, Higher Education and Research in France. Since 2001, e-learning virtual campuses have been promoted by the state. Within the context of Economics and Management, the CANEGE project (CAmpus Numérique en Economie-GEstion) was created. Identified as a form of network organisation, this virtual campus will be explored in this chapter in relation to its functioning and its management. Through the academic literature covering network organisation, the main purpose of this chapter is to make recommendations and establish best practices regarding the management of e-learning virtual campuses based on the CANEGE experience. This chapter explores what the authors consider to be the most relevant aspects that need to be considered in relation to the establishment and implementation of virtual campus initiatives that comprise several partners.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

<p>Indonesia currently faces multidimensional threats, from small to large, concerning all aspects of the country's life, from ideology, politics, economics, social, culture, defense, and security. The nature of contemporary threat has a human security aspect rather than only state security. As such, a thorough effort is needed to deal with those Threats, Disruption, Obstacle, Challenge (TDOC). State defense can be the answer to such problems because state defense itself can be interpreted as an obligation and responsibility of citizens to maintain the existence and sovereignty of the state. State defense will be optimal if disseminated through formal education. In this case, the formal education in question is at the level of higher education. This paper proposes that state defense can be held at higher education level in the form of university compulsory course, and is organized under the name State Defense Education. This State Defense Education is not military education or conscription, but an education that is adjusted to the condition and nuance of higher education.</p><p><strong>Keywords:</strong> Threat, Human Security, State Defense, and State Defense Education</p>

This article analyzes the results of the Saber Pro, the state exam for students completing higher education, during 2007–2017 concerning the English language section. This analysis uses the reports and databases from the Instituto Colombiano para la Evaluación de la Educación (ICFES) repository and explains the policy in its historical context. The results warn of a quite worrying picture between the goals established by the Ministry of Education and the final achievements. The level of English of future Colombian professionals is not only very low but also without improvement from its beginnings in 2007 to 2017. As a conclusion, it would be necessary to review, from the universities’ perspective, the language educational policy and propose bottom-up structural alternatives that allow a sustained impulse in teacher training, methodology, and curricular and pedagogical organization.

The higher education of China has achieved significant results in recent years. Therefore, it is important to study management of this system and basic mechanisms used by the party and state institutions. The article is based on the analysis of open data sources, including official documents on the development of the higher education (laws, national programs, projects and plans), and the results of the Russian and Chinese scientific research. The authors consider state and party institutions as a unified system of the education system management: central and local party institutions, party organizations of the central and local government and primary organizations of the party (CPC), central and local executive authorities of the state. Party institutions of the higher education management include executive bodies of the CPC and the local provincial party committees, party organizations of the central and local governments (Ministry of Education and other State Councils structures, local peoples governments) and primary party committees of universities. State administrative bodies in the higher education include central (State Council of the PRC including Ministry of Education and other institutions) and local administrative bodies (local peoples governments, including education committees of provinces, autonomous regions and municipalities under the central government). The main mechanism that determines activities of the party bodies and the state university management system consists of special projects and plans. The authors present five main plans for the development of the higher education system in China and identify their features and goals.

This paper purpose to discuss matters of state defense, methods and techniques of presentation in the book of Islamic Higher Education level. The values of state defense include proud of the homeland, the awareness of the nation and the state, convinced that  Pancasila as the state ideology, the willingness to sacrifice for the nation and state and have basic ability to defend the country. This research approach uses an analytical approach to analyze the value of state defense in the book of Islamic Education published by the Ministry of Education and Culture, Erlangga, and Yudhishthira. This research produces some important things about the values of state defense which is presented in the book of Islamic Education and its presentation technique. Nilai-nilai bela negara meliputi kecintaan terhadap tanah air, kesadaran berbangsa dan bernegara, yakin Pancasila sebagai ideologi negara, kerelaan berkorban untuk bangsa dan negara serta memiliki kemampuan awal bela negara.  Pendekatan penelitian ini menggunakan pendekatan analisis isi  untuk menganalisa nilai-nilai bela negara dalam buku Pendidikan Agama Islam terbitan Kementerian Pendidikan dan Kebudayaan, Erlangga, dan Yudhistira. The interest in education is the cornerstone of the civilized growth of the State of Qatar, because of its great impact on preparing the human resources that the nation needs for its progress in various fields, in order to achieve the Qatar National Vision 2030. In 2003, the State of Qatar launched an ambitious initiative to develop public education known as “Education for a New Era”. A bilingual system that started with teaching Math and Science subjects, so that both Arabic and English are used in the educational process, followed by a decision to teach the two subjects in Arabic in all government schools. Therefore, this research aims to focus on the performance in government schools in the country, which shows the rates of student achievement in specific educational stages and in specific subjects, where the improvement of achievement in government school students in basic subjects (Arabic, English, Mathematics and Science) in the three educational stages, is considered to be one of the objectives of the Ministry of Education and Higher Education to realize the Qatar National Vision 2030, and accordingly the Ministry of Education and Higher Education sets and develops many strategies, procedures and decisions with the aim of achieving this goal.

The article considers the need for the introduction of university autonomy, which will allow higher education institutions to be independent, self-sufficient. The state and tools of introduction of organizational autonomy in higher education institutions of Ukraine are analyzed. It is established that higher education institutions have the right to: independently develop the procedure for electing the head, within the legislation; determine the academic structure (scientific, educational-scientific, research, research and production institutes, faculties, departments); to create legal entities (to form innovative structures that will ensure the implementation of its statutory tasks and the implementation of innovative projects); adjust the number of external representatives in supervisory and academic boards (including the involvement of potential employers in their governing bodies and in the development and modernization of educational programs). The article identifies measures to expand organizational autonomy in domestic higher education institutions: the spread of decentralization of higher education; development of normative legal acts to increase the legal field of practical activity of universities; termination of participation of representatives of the Ministry of Education and Science of Ukraine in the election of the rector; weakening the procedure for participation in the governing bodies of representatives of civil society and commercial organizations. The state of implementation of organizational autonomy in Ukrainian higher education institutions is determined through the adaptation of the domestic legal framework on higher education to the indicators of its level assessment, defined by the Association of European Universities.
