El diseño y formulación de las políticas públicas destinadas al uso y/o promoción de lenguas extranjeras o políticas lingüísticas públicas no contempla un ejercicio participativo de los estamentos de la sociedad que se verían beneficiados o afectados por la implementación de lamisma, ya que se ha dejado en manos de los expertos en el tema la responsabilidad de elaborar ese tipo de políticas (como el Plan Nacional de Bilingüismo). El papel de los ciudadanos comoparticipantes en la elaboración y/o evaluación de las políticas lingüísticas públicas para la promoción y enseñanza de lenguas extranjeras es prácticamente inexistente y el Estado colombianono ha establecido unas estrategias de participación sobre el tema de políticas lingüísticas relacionadas con las lenguas extranjeras; por ello, sería interesante utilizar el Diálogo Democráticocomo una herramienta participativa para el diseño de una política aterrizada en el contexto, involucrando a todos los actores que puedan beneficiarse o verse afectados por la implementaciónde una política de este tipo.Palabras clave: políticas públicas, políticas lingüísticas, promoción, lenguas extranjeras, participación ciudadana, diálogo democrático.AbstractThe design and writing of public policies aimed at the use and/or promotion of foreign languages or public linguistic policies does not take into account a participatory effort from the differentgroups of society that will by benefitted or affected by their implementation; on the contrary, the responsibility of developing these policies (such as the Colombian National Bilinguism Plan) hasbeen left in the hands of experts in the topic. The role of citizens as participants in the development and/or evaluation of public linguistic policies for the promotion and teaching of foreign languagesis practically inexistent and the Colombian State has not established participation strategies. This paper proposes the use of democratic dialogue as a participatory tool for the design of morecontextualized policies, that involve all the agents benefitted or affected by their implementation. The most appropriate way for the government and society to come together is through the exerciseof those essential rights that allow and guarantee optimum conditions for dialogue, debate, criticism, dissent, and open discussion among parties.Key words: public policies, linguistic policies, promotion, foreign languages, participatory citizenship, democratic dialogue.

IHC is one form of community-sourced health efforts (UKBM) managed from, by, for and with the community, to empower the community and provide facilities for the community to obtain basic health services. Efforts to improve the role and function of IHC are not merely the responsibility of the government, but all components in the community, including cadres. The role of cadres in the implementation of IHC is very large because in addition to being a provider of health information to the community to come to the IHC and carry out clean and healthy life behaviors. Linggasari is one of the villages in Ciamis Sub-District, Ciamis Regency, which has good potential about the existence of IHC. The number of IHC in Linggasari Village are 8 units. Cempaka Putih is one of the IHC in Linggasari Village. The IHC is still in progress, which requires assistance. Based on the situation, it is necessary to have assistance for the development of it by conducting community service, namely through fostering and counseling cadres on the management of IHC that is carried out from November 27, 2017 to January 03, 2018.

As a background of this research, the oral tradition is an ancestral heritage that influences various aspects of a society's life as an identity of local wisdom. Apart from containing moral messages, oral traditions are often linked to the original character. Also, oral traditions cannot be separated from their role in the tourism industry. Many tourist objects are offered because they have fascinating oral traditions to attract tourists. The role of oral traditions in the tourism industry should be mapped to develop various sectors. This study aims to identify the role of oral traditions in developing ecotourism in Indonesia and Japan. The method used in this research is literature study and interviews. The result shows that in Indonesia and Japan, oral traditions still immensely attract tourists to come to the tourist spot. Many tourists who come to ecotourism spots want to enjoy vacation or to recover from any disease. This condition makes the government and the local civil conserve their ecotourism spot. In conclusion, this study indicates four roles of oral traditions in the development of ecotourism, namely as a means of attracting tourists' interest, as a means of developing tourist areas, as a means of developing tourism products, and as a means of developing human resources.

Conflict against the backdrop of the dissemination of hoaks information, accompanied by elements of racism repeated and targeted papuans. In 2019, a riot led to an alleged racist slur by a teacher, to his student on September 18, 2019. The unrest resulted in various humanitarian problems, such as civilian casualties and destruction of public facilities. As a result, a wave of problems related to the exodus of citizens continues to come. This research aims to discuss the news frame of two media, namely Republika Daily and Kompas with discussion of the Tragedy of Riots in Wamena City, Papua Province (September 24, 2019 - September 30, 2019). Meanwhile, the concept of a crisis of manness and responsibility to protect both media, agreed to package it in the same point of view. The frame of republika and kompas daily news in the concept of humanitarian crisis is classified in the complex emergencies category, and the facts presented about the role of the Government in accordance with the concept of responsibility to protect.

O meio ambiente não é só palco, mas, ao mesmo tempo, reflexo da (in) ação humana ao logo do tempo, compreendido, portanto, a partir da dialética das questões de ordem físico-natural, sociocultural, econômica e político-institucional, sob uma perspectiva transescalar e transdisciplinar. O papel das políticas públicas de turismo deveria ser o de propiciar o desenvolvimento, garantindo a distribuição equitativa dos benefícios gerados com o turismo para todos os atores socioambientais presentes na destinação turística. Acontece, porém, que, na maioria das vezes, tem-se uma visão reducionista sobre os elementos e relações que o compõem, não se tendo muita clareza sobre o que é efetivamente uma política pública de turismo, inclusive dentro dos próprios órgãos governamentais responsáveis pelo planejamento e gestão do turismo. O objetivo deste trabalho consiste na apresentação de conceitos desenvolvidos na nossa pesquisa, buscando elucidar algumas questões relevantes referentes ao tema ora identificado no contexto da pós-modernidade e propondo um novo conceito de meio ambiente e de política pública de turismo. Para a realização deste objetivo foram feitas leituras convergentes dos principais autores que tratam da temática e chegou-se à conclusão de que o meio ambiente e políticas públicas de turismo exigem um tratamento complexo, ultrapassando as visões fragmentadas e limitadas. A B S T R A C TEnvironment is not just a stage, but at the same time a reflection of the human (in) action during the time, understood based on the dialectic of physical-natural, socio-cultural, economic and political-institutional issues, under a trans-transverse and transdisciplinary perspective. The role of tourism’s public policies should promote development, ensuring the equitable distribution of the benefits generated by tourism among all socio-environmental actors in the tourist destinations. However, it occurs, frequently, a reductionist view of the environment as well as there is not a holistic view of tourism’s public policy, including the government agencies responsible for the management of tourism. The objective of this work is to point out some concepts of development, seeking to elucidate some relevant issues related to the subject in the context of postmodernity and propose a new concept of environment and tourism’s public policy. Searching for carrying out this objective, we consulted the main authors who dealt with the theme, and we concluded that the environment and tourism’s public policies require a complex treatment, going beyond fragmented and limited point of view.Keywords: Environment; Tourism; Public Policy

<p><em>Corruption is a crime against humanity which is classified as an extraordinary crime. The reform movement that took place in 1998 was motivated by public distrust of the ruling government at that time which was thought to be full of collusion, corruption and nepotism (KKN). After the government in power at that time fell, it was followed by a reformation government. One of the agendas of the reform government is the Eradication of Collusion, Corruption and Nepotism (KKN). Various efforts have been made by the government in preventing and eradicating corruption but corruption is still growing. In the midst of rampant corruption committed by public officials, who in fact mostly come from Political Party cadres, it is only natural for political parties (Parpol) to take responsibility and play a role in anti-corruption measures. Through this paper the author tries to look at the factors behind public officials committing acts of corruption, most of which are thought to come from political party cadres (parpol) and see the role of political parties in the prevention and eradication of corruption.</em></p><p><em>From the above discussion, it can be concluded that all efforts and actions through various approaches have been made by law enforcement officials to prevent and eradicate corruption that has been running for years in this country. The responsibility of political parties (parpol) can be started from the recruitment of party cadres before being distributed to various public positions in the government. Political parties are also responsible for cadres who are involved in criminal acts of corruption by not obstructing law enforcers in the investigation and investigation process carried out.</em><strong></strong></p><p><strong>Keywords</strong>: Political parties, prevention and eradication of corruption.</p><p> </p>

An endeavor has been made in this paper to ascertain the reasons behind the bleak performance of the economy of Pakistan in spite of the fact that the country possesses cheaper labor as compared to many countries of the world. With a big portion of our labor force – comprising of women has been neglected even from unemployment alleviation planning. The data used in this study was available from December 2007 to September 2010. Looking up to neighboring China and its economic progress as the most populated country of the world brought its population in the economic fold, Pakistani government also needs to come up with some similar strategy but related to its own society norms. Pakistan could also bring a big part of its population by strengthening microfinance sector and subsequently small sector of the country. There is great scope in the microfinance industry in Pakistan provided that the government objectively patronizes the activities of the microfinance banks and institutions.

Despite the fact that agriculture sector is characterized by ‘the biggest’ sector contributing to the 18% of GDP and providing employment to more than 50% of the population, it’s also characterized by the one with hurdles that may land the sector to a stagnant point and largely affect the entire economy. This study throws light on the gaps in the agriculture sector and the role of NGOs in bridging those gaps, promoting awareness programs and upgrading development facilities. However, the government has been promising to come over all the issues that hurdle the development, but the efforts on its part have not been up to the mark. Meanwhile, NGOs are emerging as a new impetus and shouldering the agricultural development. NGOs as a third sector institutional framework have a bigger role to play in providing a strong and stout support system while ensuring effective implementation of govt. programs towards the sustainable development in various sectors such as education, poverty alleviation, health, agriculture, youth empowerment and community development. Also, this study aims at providing suggestions to effectively utilize the network of NGOs towards upliftment of agriculture sector.

Between Morocco and Algeria: Mauritania and the question of Western Sahara Following the change of government and the election of a new president, Mauritania makes it clear that it hopes to resolve the issue of Western Sahara, which has divided Morocco and Algeria since the mid-1970s and still poses a serious problem to Mauritanian foreign policy. Mauritania in this dispute is between the proverbial rock and a hard place, trying not to come into conflict with any of the powerful neighbors, each of whom aspires to the role of a leader in the region. The conflict also casts a shadow on regional cooperation within the Arab Maghreb Union, which, if it functioned, could greatly help in the economic development of the region, especially important for the economically weakest Mauritania. Over the last few years, Nouakchott has maintained the position of the so-called “positive neutrality” which irritated the authorities in Rabat and created tense political relations with Morocco. The current striving for a more active role in the process of resolving the Western Saharan conflict seems to be largely dictated by the internal situation in Algeria and its troubles related to social protests demanding changes at the top of the government. Algeria has been the greatest ally of the Polisario Front and the Sahrawi cause so far. It is also not without significance that Morocco, after years of absence, returned to the African Union – the move, which definitely strengthened Morocco’s position among the countries of the continent.

Exports are critical for the highly open Ukrainian economy which is characterized by the large trade deficit. Since independence the major consumers of the Ukrainian products have been the CIS and the EU. Conflict with Russia led to the significant decline of the volume of Ukraine’s export commodities. The export analysis, based on the data provided by the State Statistics Service of Ukraine for the period of 2010- 2018 allowed to identify the problems and to come up with possible solutions focusing primarily on the role of the Government of Ukraine in strengthening cooperation with the EU. Firstly, it is suggested to take the institutional steps aimed at expanding and deepening the integration towards the common economic space with the EU, especially the common customs space. Secondly, to explore the opportunities of exporting goods to the countries, with which the EU has signed regional trade agreements. The third step is related to the changing role of Ukraine in the global model of the transformation of the world economy and requires the combination of close cooperation with the EU, on the one hand, and the powerful economies, on the other, thereby contributing to the formation of non-confrontational relations between East and West.

This paper focuses on investigating the moderating role of business environment on the relationship between FDI and the performance of manufacturing firms in Kenya. Little information is documented on the role of business environment on the relationship between FDI and the performance of firms. The study population comprised of 100 companies registered with KAM as at the time of data collection in 2019, with 10 percent or more foreign ownership. The research used a structured questionnaire to collect primary data. To analyze data, descriptive and inferential statistics was used. The results revealed that there was a statistically significant moderating effect on the relationship between FDI and firm performance. This implies that an incremental change in the interaction between FDI and business environment would generate growth in company’s performance. In Kenya and other SubSahara African countries, the government needs to come up with polices geared towards improving their business environment to spur the growth of the key sectors of the economy.
