This study examines the challenges and opportunities for development in Madura amid the adoption of a new habit era due to the global pandemic, Covid-19. There are three main problems examined in this study; Econimi development in Madura, the era of new habits, and Covid-19. By using qualitative research and analysis based on the sociological theory of development, this study finds a number of findings; first, the dynamics of development in Madura in the midst of the adoption of a new habit era in general experienced quite serious upheavals or shocks, especially in the economic development sector. Second, the opportunities for strengthening Madura development in the midst of the new custom era are relatively open. This is influenced by the geographical condition of Madura as an archipelago which has abundant natural-social wealth, especially those originating from the maritime sector. Empowerment and utilization of natural resources, especially those based on local wisdom, can become a strategy in the midst of turbulent national-global economic chains; Third, to maximize these efforts, it is necessary to have collaboration and synergy with related parties, especially the government. In addition to ensuring the implementation of health protocols, it is equally important to ensure the financial power of the community. Providing stimulus packages, both fiscal and non-fiscal, so that later it can push the wheels of the regional economy. This is at the same time the biggest challenge, how to ensure that the distribution of the stimulus package is carried out in a measured, fast, and on target, as well as touching on fundamental sectors. (Studi ini mengkaji tantangan dan peluang pembangunan ekonomi di Madura di tengah diterapkannya era kebiasaan baru akibat pandemi global, Covid-19. Terdapat tiga permasalahan pokok yang dikaji dalam penelitian ini; pembangunan Madura, era kebiasaan baru, dan Covid-19. Dengan mempergunakan jenis penelitian kualitatif dan analisa berdasarkan teori sosiologi pembangunan, kajian ini mendapati sejumlah temuan; pertama, dinamika pembangunan di Madura di tengah penerapan era kebiasaan baru secara umum mengalami gejolak atau guncangan cukup serius, khususnya di sektor pembangunan ekonomi. Kedua, peluang penguatan pembangunan di Madura di tengah diberlakukannya era kebiasaan baru relatif terbuka. Demikian dipengaruhi oleh kondisi geografis Madura sebagai daerah kepulauan yang mempunyai kekayaan alam-sosial cukup melimpah, terutama yang bersumber dari sektor kemaritiman. Pemberdaayaan dan pemanfaatan kekayaan alam khususnya yang berbasis kearifan lokal dapat menjadi strategi di tengah gejolak rantai ekonomi nasional-global yang tidak menentu; Ketiga, untuk memaksimalkan upaya tersebut, perlu adanya kolaborasi dan sinergitas antara pemerintah dan elemen masyarakat. Selain memastikan jalannya protokol kesehatan, pun tak kalah pentingnya adalah memastikan daya finansial masyarakat. Memberi paket stimulus baik fiskal maupun nonfiskal, sehingga nantinya dapat mendorong roda perekonomian daerah. Ini sekaligus menjadi tantangan terbesar, bagaimana memastikan distribusi paket stimulus tersebut dilakukan secara terukur, cepat, dan tepat sasaran, serta menyentuh sektor-sektor fundamental.)

This type of qualitative research approach through Phenomenology, as results showed that the tourism sector is an important sector in stimulating the economic development of both the macro level as well as the micro level, the success of tourism vary Depending on the seriousness of the Government and the support of the whole party is either an element of Government, private, community and among educators, in addition to that aspect of the management of the leading resource-based and reliable promotion will accelerate success tourism in Indonesia.

The historic agreement signed between the Revolutionary Armed Forces of Colombia (FARC) and the government, as well as the peace talks with the National Liberation Army (ELN), mark the beginning of an end to decades of raw violence in Colombia. Against all odds, Colombia has found ways to survive the pain, to heal, and to begin anew. The Colombian experience mirrors that of many other Latin American nations, as well as others around the world, where a history built in the midst of war, violence, and resilience has shaped people’s ways of interpreting the world and building knowledge. Evidence of this is the focus of conference papers, theses, and dissertations presented at international conferences by and about Latin Americans. Undeniably, in spite of the particularities that describe the Latin American social experience, the hemispheric North has exerted a great epistemological influence in the South. However, Southerners have imprinted their idiosyncrasies, their own ways of understanding, creating, and transforming. A review of educational qualitative research in Colombia illustrates this tension: on the one hand is the focus on evidence-based research, highly influenced by academic work in the North, and, on the other hand, there is a struggle for research that strives for social justice. Such complex tension entails both challenges and opportunities for qualitative research in education.


The spirit of advancing the regional economy in creating regional creative endeavors with various innovations combined through a combination of motifs, colors, models in accordance with current developments without losing the characteristics of local culture so that the preservation of ulos woven cloth becomes the host in its own region. To be able to achieve these goals, the government and the community jointly take local development initiatives by using all the potential they have by not forgetting the culture that is the main base of regional creative economic development that includes the readiness of human resources, the availability of natural resources that foster innovation and creativity, creating entrepreneurs, and creating renewable resources for the welfare of society. The existence of this activity can produce a variety of products that can attract consumers. Bags, wallets, bracelets, hats and other accessories are the result of training of weaving craftsmen in Samosir Regency.

In monetary autonomy, Surabaya government expects to increase its province earnings. As the government regulation number 22 in 1999 (the newest is number 32 in 2004), Surabaya government has a privilege  autonomy in considering the intensification and extensification to support its province earnings for economical development. This research intends to get a real proof on implementation of intensification and extensification for province and also to get the real proof on regional economic development and the growing of earning grade after the application of newest regulation number 32 in 2004.This is a qualitative research by taking data from BPS office in Surabaya, on 10 June 2005 and from Surabaya financial department. And the results show that the new regulation can  increase the province earnings  by implementing  intensification (tax of  bill and retribution) of an area which is stated. And after the rule was issued can increase the amount of infestations. So these support the growing economic grade and infestation season around east Java regions especially in Surabaya city

Abstract: This study discusses strategies to strengthen the global pandemic COVID-19 mitigation in Madura through the utilization of the local wisdom values ​​of pesantren. There are three focus issues raised in this study, namely; COVID-19, the value of local wisdom, and finally pesantren. Using this type of qualitative research based on an analysis of sociological theory, this study found that the pesantren's social position as one of Madura's local wisdom values ​​could actually be used as a strategy to strengthen the COVID-19 transmission and transmission control activities in Madura. The strengths and advantages of pesantren in strengthening COVID-19 mitigation in Madura can be seen from two things; First, pesantren is a popular traditional Islamic institution that is synonymous with magical power and charismatic clerical figures. With this, pesantren can be used as instruments to educate the public about the importance of complying with the health protocol regulations issued by the government; Secondly, pesantren have large and broad social capital, where the social capital is centered on three networks of power such as the kyai, santri, and aumni. In this regard, both the kyai, santri, and alumni, all three can be used to strengthen the COVID-19 control agenda in Madura, specifically to target some areas which have not been adequately addressed by formal policies. The involvement of pesantren and all their social networks such as kyai, santri, and alumni, besides being able to strengthen the COVID-19 mitigation agenda, can also realize an integral role control model by combining two approaches at once, namely structural approaches and value-based approaches of local wisdom.

Village-Owned Enterprises (BUMDes) is a village economic institution that aims to help support driving the economy of rural communities. Pamulihan Village, where the majority of the people were farmers, really needed BUMDes in order to support and improve the village economy. The research objective was to analyze the level of participation of the Pamulihan Village Community in the existence of BUMDes in order to support village economic development. This research is a type of qualitative research with data collection techniques in the form of interviews and documentation. The results showed that 1) BUMDes Pamulihan Village had succeeded in giving a positive impact on improving the village economy and community welfare. 2) Management of BUMDES by the management is very orderly based on the regulations that have been set by the government, 3) BUMDES Pamulihan Village although not maximized in running its business units, based on the data collected, it was found that high community participation in welcoming the existence of BUMDes .

Purpose – The Malaysian Government through the interventionist stance created an enabling environment for SMEs. Deliberate efforts for economic development started in the form of Industrial Estates and Export Processing Zones since early 1990s. This paper is a brief account of government efforts and its result for cluster development, in the light of recent literature. It is found that despite consistent efforts, the Malaysian answer to Silicon Valley – Multimedia Super Corridor (MSC) – could not become an industrial cluster in a strict manner of the term used in the industrial cluster literature. This review highlights an array of bottlenecks that impede the competitiveness of MSC. The critical observation is that the SME firms in this “constructed cluster” are not enjoying the benefits of co-location externalities rather consider government’s financial support as an important factor affecting their co-location decision. In the absence of the significant qualitative research in the Malaysian cluster milieu, the purpose of this paper is the unique attempt to compile the previous results of significant work on the MSC and proposes future directions of research on policy-led clusters. Design/methodology/approach – This paper synthesized and arranged most recent literature on economic development efforts made by Malaysian Government. Furthermore, it highlights the issues faced by policy-led cluster of MSC. Findings – There is scant research on policy-led clusters like MSC where government plays an instrumental role from conception of this ICT cluster to development of programs and initiatives for the sustainability of it. However, the review of recent studies indicates that MSC faces some limitations to perform as cluster. There is a strong evidence that firms are not enjoying the benefits of clustering rather are attracted toward the financial incentives offered by the government in return of the firms co-location decision. Research limitations/implications – The theoretical contribution of the review is that it signals the scarcity of both breadth and depth of literature on policy-driven cluster. Although, few notable attempts indicated how cluster initiatives influence the clusters, yet various dimensions need to be explored in order to reach the conclusive findings. The current review provides a strong foundation for further empirical research. For example, the other possible avenues could be, cluster evaluation practices in policy-led clusters; enablers and barriers to innovation in policy-led clusters; development of comprehensive indicators for principled engagement, shared motivation and joint actions in collaborative initiative development and the relational dimension of networks like technological distance between the focal firms and local SMEs. Practical implications – The review highlights that government agencies and the firms in the policy-led clusters perceive the cluster initiatives differently. For government an initiative may be a success but for firms it may be just eyewash. This perceptual difference can disrupt the government efforts for this cluster. Firms are dependent on Multimedia Development Corporation. They consider themselves as a guest in the cluster and expect that government will provide everything. Mere presence/attendance of firms in the programs may not indicate the effectiveness of the initiative. Originality/value – The prime objective of the review was to highlight an array of bottlenecks that impede the competitiveness of MSC to become an ICT cluster. Since there is a dearth of significant qualitative research in the Malaysian cluster milieu particularly with respect to cluster initiatives taken in MSC, this review therefore is a unique attempt that compiles the previous results of significant work on a policy-driven MSC (ICT cluster) and proposes future direction of research on policy-led clusters.

The article basing upon estimation of the social and economic potential of Russian Federation subjects shows that the resource model of economic development is suitable for nearly half of them. The advantages of this model are described using the example of the Far Eastern Federal District subjects that could be the proof of the necessity of "resource correction" of regional economic policy in Russia.
