The article discusses topical issues related to the current trends in the field of lending to population in Russia. The purpose of the work is to identify possible risks of individuals' actions in the market of credit services on the basis of analysis of statistical and sociological data. Based on the general scientific dialectic approaches used by the authors, the article shows dynamics of growth in the banks' loan portfolio, growth in lending volumes (banks and microfinance organizations), as well as households' debt from 2013 to 2019 in rubles and foreign currency (in general and in mortgages). Russian macro-regions are ranked by absolute indicator of debt and by its growth rate. Opportunities and risks have been identified for borrowers wishing to take advantage of the benefits provided by the State effective from April 2020 (refinancing, credit holidays). There were assessed the measures applied by the State, in particular, credit holidays for individuals and restrictions for banks in issuing loans through introduction of a mandatory debt load indicator, which will contribute to improvement of the current situation with huge debt and to reduction of social risks. Although in the long run — in terms of the overall impact on the country's economy — a reduction in public borrowing may reduce the contribution of consumer credit to economic growth and slow it down. It is concluded that despite the measures taken by the State, the existing level of the population borrowing is a great danger due to the reduction of income as the economic consequence of the coronavirus pandemic.

The article deals with the issues of functioning of the social insurance institution, the organizational-legal and financial forms of which are presented by the state extrabudgetary social funds - Pension Fund of Russia, Mandatory Social Insurance Fund and Mandatory Health Insurance Fund. It considers the main characteristics of social insurance: a) scope of covering the employed population by insurance protection; b) contribution rates as related to wages; c) level of protection of population incomes (pensions and benefits as related to wages and subsistence minimum); d) availability of quality medical assistance and rehabilitation services. There are analyzed the present social risks and problems of the RF insurance system. The main problem is that the amount of financial expenditures on all types of social insurance per beneficiary is about half that of most developed and developing countries. The primary cause is lacking motivation of both employees and employers to participate in the mandatory social insurance and to legalize their earnings. In the conclusion there are formulated a number of proposals for improvement of the institution of social insurance in Russia. It is proposed to expand the range of insurance cases concerning unemployment insurance and care for elderly people, to increase the total amount of compulsory contributions to extrabudgetary insurance funds from 30.2% up to 42.5% from three sources - employees, employers and the state.

The article is dedicated to eSports as a new and promising sector of the world economy that provides businesses with effective integration scenarios. This contributes to the development of cooperation of private and public investors with eSports holdings, as well as to the involvement of the generation Z audience in promising consumption of interested companies’ products. The article examines the current trends in the development of the eSports market using analytical studies of international consulting companies. The official data characterizing the state of the eSports market in Russia are also represented. The article provides information about the model of monetization of eSports and its perspective directions. In conclusion, the article makes the necessary inferences to assess the prospects of such areas of the economy as eSports, both for the industry of interactive entertainment and for representatives of other market sectors.

This article is devoted to the attitude of Russian university teachers toward scientometrics and its indicators, which have been imposed on them by university administrations and the state since 2012. In addition to substantiating the problem’s urgency, the article contains a brief critical outline of the main scientometric parameters and their application in practice in Russia. To evaluate this, 283 people from leading universities in Russia (included in Program 5-100) were questioned. As the study showed, faculties of Russian universities understand the specifics of scientometrics, relate to it relatively positively, and over the past years have been able to adapt to the new requirements of the administration regarding implementing scientometric tasks and standards. The higher the position and scholarly qualification of a respondent, the more complete the knowledge about scientometrics. Scholars in the humanities know and relate comparatively better to scientometrics than representatives of technical and general scientific specialties.

The paper reports the main findings of a study, designed to develop a better understanding of institutional variations in working with the demand responsive approach (DRA) in rural water supply in the state of Odisha in India. Data for the paper were collected from twelve village communities, where water is being supplied either through their community based institution or through the local government institution of the Gram Panchayat. The findings suggest that the two types of institutions performed differently in implementing the DRA. It depicted that the DRA under the broader rubric of institutional reforms in the water sector has failed to address the question of social inequality, and rather had reinforced and extended the already existing inequity of Indian society to access to safe and secure drinking water in rural areas. The study highlights that participation, cost recovery, full operation and management transfer may be an efficient proposition, but not sustainable in the long run without proper investment in institution building and support from the state, especially in provisioning of basic services like drinking water to rural poor.

Эффективное развитие механизмов кредитования физических лиц оказывает положительное влияние не только на рынок недвижимости, автомобильную промышленность, потребительский рынок, но и на темпы развития банковской системы, что значительно влияет на рост национальной экономики и улучшает качество жизни населения РФ. Исследование посвящено ключевым тенденциям и проблемам функционирования рынка розничного кредитования в современных условиях. Определены главные проблемы, которые оказывают существенное влияние на организацию рынка розничного кредитования, его объемы и качество. Проведен анализ данных отражающих состояние рынка розничного кредитования на современном этапе. На состояние данного сегмента кредитного рынка оказывает влияние как общее экономическое состояние государства, курс денежно-кредитной политики Банка России, уровень реальных доходов населения, а также форс-мажорные ситуации. В статье дается оценка объема, состава и структуры кредитного портфеля одного из крупнейших финансово-кредитных институтов страны – ПАО «Сбербанк России». Особое внимание уделено кредитованию физических лиц в разрезе отдельных форм и видов кредитных инструментов, отражается связь состояния национальной экономики и качества кредитного портфеля банка. Effective development of mechanisms for lending to individuals has a positive impact not only on the real estate market, automotive industry, consumer market, but the pace of development of the banking system, which greatly affects the growth of the national economy and improves the quality of life of the Russian population. The research is devoted to the key trends and problems of functioning of the retail lending market in modern conditions. The main problems that have a significant impact on the organization of the retail lending market, its volume and quality are identified. The analysis of data reflecting the state of the retail lending market at the present stage is carried out. The state of this segment of the credit market is influenced by the General economic state of the state, the rate of monetary policy of the Bank of Russia, the level of real income of the population, as well as force majeure situations. The article provides an assessment of the volume, composition and structure of the loan portfolio of one of the largest financial and credit institutions in the country-PJSC Sberbank of Russia. Special attention is paid to lending to individuals in the context of individual forms and types of credit instruments, reflecting the relationship between the state of the national economy and the quality of the Bank's loan portfolio.

Aim. The presented study aims to analyze the development of the digital currency market, investigate trends for expanding the use of its tools, identify the peculiarities of the current stage of digital currency use, and consider the mechanism of introducing central bank digital currencies (CBDCs).Tasks. The authors specify the role and content of the digital currency market and its tools in the modern Russian economy; examine the formation and development of the cryptocurrency market from the perspective of introducing the “digital ruble”; identify regulatory prerequisites that hinder the development of the digital currency market; describe current trends and the mechanism of organizing the introduction of CBDCs.Methods. This article reflects a comprehensive approach to assessing the effectiveness of the use of digital currency market tools based on the use of economic-statistical and general scientific dialectical methods as well as the laws and principles of formal logic. The conducted studies and recommendations are based on statistics provided by CoinMarketCap. In particular, the methodological basis includes econometric modeling tools used to assess the cryptocurrency market in order to identify its characteristic traits and features.Results. Under modern conditions, the digital currency market is considered to be one of the main transformational elements of the digital economy. The authors focus on the prerequisites for the development and implementation of the domestic digital currency as an instrument of the national monetary policy and for ensuring the financial stability of the economy as a whole. This hypothesis is confirmed by the analysis and study of the global economic situation in the international digital currency market as well as the peculiarities of the functioning of its key components.Conclusions. In the modern context, it is important to have a theoretical and practical understanding of the conditions for the functioning of the digital currency market in the national economy and to find a comprehensive solution to issues associated with expanding the use of its tools for the development of the payment system and the formation of a favorable competitive environment.

We analyze the law enforcement practice of judicial authorities on taxes and fees, since the Tax Code of the Russian Federation is a rather controversial regulatory legal act. Tax disputes arise both at the initiative of tax authorities and at the initiative of taxpayers. Purpose: to determine the main directions of law enforcement practice of courts in tax disputes. We use general scientific and specially legal methods as research methods. The focus is on the method of analysis. In the course of the research, we analyze the con-sideration of cases by judicial authorities on tax disputes, their quantitative and qualitative characteristics. We conclude that the emergence of disagree-ments between taxpayers and the state body when resolving the issue of the legality of their actions (inaction), as well as the legality of a non-normative legal act is the main reason for the formation of law enforcement practice in tax disputes. During the passage of all stages of the application of the law, it is also necessary to establish the existence of a cause-and-effect relationship between the actions of the taxpayer and the resulting consequences. The main points of this process go through several stages. We define the main directions of the law enforcement practice of courts in tax disputes.

This article focuses on the current trends and initiatives in human capacity building in Africa. It takes as it starting point that human capacity development is essential for Africa to become an information and know-ledge society and therefore an equal partner in the global sharing of knowledge. Four knowledge areas are identified and discussed. These are education, research and development, brain drain and information and documentation drain. The paper concludes that there is a clear understanding in Africa that its future lies with education and that most African leaders have a strong political will to invest in human capacity building on the continent. It is also clear that much has been done, particularly primary education. Africa will most defi-nitely benefit from this in the long run. Problem areas remain however. These are in the needed growth of research and development and how to address the brain and information drain phenomena.


The current trends of development, ensuring the welfare of the state, are in continuous communication with innovation activity. Under the influence of complex and sustainable innovation processes, the concept of the national innovation system is embodied at the macroeconomic level in its totality. Numerous elements are seen in the conjugation of the national innovation system scale, among which higher education institutions, and their scientific and innovative potential take their place. However, the reverse side is inequality in the levels of university integration, which introduces a discrepancy between the degree of their effectiveness as the elements of the national innovation system. So it becomes urgent to have a specific set of steps to improve the level of university integration. The process of integration level increase must be governed necessarily by the principles of suitable integration condition management, where it is possible to justify waiting by creation of a management algorithm for university integration in the national innovation system. The result of such an algorithm application is the obtaining of a visual set of steps by a user to ensure the process of managerial decision making and implementation to improve the level of university integration in the national innovation system. The increase of university integration will directly enhance its interaction with other elements of NIS, and therefore will increase its contribution to the national economy development, and other priority areas of the state.

. Ensuring economic security is the independence of the country and the condition for the life of society. That is why economic security is a top national priority. In modern Russia, there are both external and internal threats to the country's economic security. Internal threats pose a great danger; it is their presence that makes the state more vulnerable to external factors. Corruption in our country acts as a form of manifestation of internal threats. This powerful negative factor violates the safety of economic and national security. Corruption occurs in the industry where the criminal has various privileges and powers. At the same time, this crime causes greater economic harm to a citizen, society and the state than any other criminal offense.
