Эффективное развитие механизмов кредитования физических лиц оказывает положительное влияние не только на рынок недвижимости, автомобильную промышленность, потребительский рынок, но и на темпы развития банковской системы, что значительно влияет на рост национальной экономики и улучшает качество жизни населения РФ. Исследование посвящено ключевым тенденциям и проблемам функционирования рынка розничного кредитования в современных условиях. Определены главные проблемы, которые оказывают существенное влияние на организацию рынка розничного кредитования, его объемы и качество. Проведен анализ данных отражающих состояние рынка розничного кредитования на современном этапе. На состояние данного сегмента кредитного рынка оказывает влияние как общее экономическое состояние государства, курс денежно-кредитной политики Банка России, уровень реальных доходов населения, а также форс-мажорные ситуации. В статье дается оценка объема, состава и структуры кредитного портфеля одного из крупнейших финансово-кредитных институтов страны – ПАО «Сбербанк России». Особое внимание уделено кредитованию физических лиц в разрезе отдельных форм и видов кредитных инструментов, отражается связь состояния национальной экономики и качества кредитного портфеля банка. Effective development of mechanisms for lending to individuals has a positive impact not only on the real estate market, automotive industry, consumer market, but the pace of development of the banking system, which greatly affects the growth of the national economy and improves the quality of life of the Russian population. The research is devoted to the key trends and problems of functioning of the retail lending market in modern conditions. The main problems that have a significant impact on the organization of the retail lending market, its volume and quality are identified. The analysis of data reflecting the state of the retail lending market at the present stage is carried out. The state of this segment of the credit market is influenced by the General economic state of the state, the rate of monetary policy of the Bank of Russia, the level of real income of the population, as well as force majeure situations. The article provides an assessment of the volume, composition and structure of the loan portfolio of one of the largest financial and credit institutions in the country-PJSC Sberbank of Russia. Special attention is paid to lending to individuals in the context of individual forms and types of credit instruments, reflecting the relationship between the state of the national economy and the quality of the Bank's loan portfolio.

The relevance of the study lies in the fact that the fulfilment of the potential of the banking system is capable of providing positive structural changes in the economy of Ukraine. The purpose of the study is to analyse the state and trends of the banking system of Ukraine in the focus of its impact on the structural reform of the national economy. The study used methods of statistical analysis (to analyse the state and dynamics of the banking system) and the analogue method (to identify the extent of the development of the banking system on structural changes in the economy). It was substantiated that the effective functioning of the banking system is key to successful economic development of the national economy, in particular its reform. It is proved that a mechanism of redistribution of financial resources and money acts through the banking system; therefore, they are mobilised and involved in economic circulation in those sectors of the economy that need it most. The state and trends of development of the banking system as preconditions of fulfilment of its potential in structural reform of national economy are generalised. As a result of the analysis of the state and trends of the banking system, both their positive and negative features were identified. It is proved that in Ukraine, at the present stage of development of the national economy, the banking system has been cleared of low-liquid and conditionally fictitious banking structures, the volumes of assets, in particular highly liquid ones, are growing, and the loan portfolio of banks is improving, their financial results, liquidity and solvency, resistance to currency shocks, bank lending to the economy increase. The study also demonstrated that the country's banking system is described by a number of systemic shortcomings, especially the high level of concentration of bank capital and deposits in the largest banks, as well as state banks in a number of segments of the banking sector by number of departments, ATMs, terminals, active payment cards. There is a trend to weaken the penetration of the banking sector into the economy, especially in terms of affordable lending to individuals and strategic sectors of the economy. The practical value of the study lies in the fact that based on the identified shortcomings of the banking system and its impact on structural reforms, strategic lines of work for improving government regulation in this area have been identified

Political democracy should be equivalent to the economic development of the quality of democracy, economic democracy if not upright, even the owner of the ruling power and money, which is parallel to force global corporatocracy. Consequently, the economic oligarchy preservation reinforces control of production and distribution from upstream to downstream and power monopoly of the market. The implication, increasingly sharp economic disparities, exclusive owner of the money and power become fertile, and the end could jeopardize the harmony of the national economy. The loss of national economic identity that makes people feel lost the “pilot of the state”. What happens then is the autopilot state. Viewing unclear direction of the economy, the national economy should clarify the true figure.

<p>The purpose of this study is to look closely aspects of instructional leadership, and organizational learning affect the quality of madrasah in improving the quality of graduate the state madrasah aliyah. The experiment was conducted using a quantitative approach with descriptive and inferential methods, in inferential methods used correlation analysis and regression analysis. The process is first conducted analysis of data validity and reliability of data as well as test for normality using the Kolmogorov-Smirnov Test. The study population is the overall teacher the State Madrasah Aliyah at Jakarta Capital Region. The study sample size of 150 teachers. The collecting data about the instrument with research using Likert scale, to obtain data on instructional leadership, organizational learning, quality of madrassah and the quality of graduates. The results of research known that headmaster instructional leadership has a strong and positive relationship with the quality of the madrasah, the quality of graduates, organizational Learnings have strong relationships and positive impact on the quality of madrasah. The quality of graduates and have a reciprocal relationship with a high instructional leadership. It can be concluded that an increasing in the quality of madrasah and the quality of graduates at the school can be done with an increase in instructional leadership and organization of learning in the madrasah. Thus improvement instructional leadership and organizational learning have a positive influence on the improvement of the quality of madrasah and the achievement of the quality of graduates.</p>

The article explores the problems of ensuring the financial sustainability of the banking sector, which plays a very important role in the functioning of the financial system of the state. The role of the stability of the banking system in ensuring conditions of economic growth is justified. It is noted that it is the financial stability of each banking institution that is a prerequisite for the stable functioning of the entire banking system. It is emphasized that since the financial stability of the banking system is influenced by a large number of internal and external factors, for the effective functioning of the banking system of the country must be ready for any challenges to the macro and microenvironment. The main problems of the banking system in modern conditions should be considered the reduction of deposits of the population, deterioration of the quality of the loan portfolio, significant devaluation of the hryvnia, high inflation rates, loss-making of a significant number of banking institutions. It was concluded that the banking system of Ukraine feels a significant dependence on the funds of depositors - individuals, and therefore on factors that affect their behavior in the financial market. Trends of formation of deposit base of commercial banks of Ukraine and imbalances in the sphere of attraction of banking resources were analyzed. The growth of bank deposits of the population is slow, negative changes in their structure are observed. The share of deposits of individuals after the 2014 crisis has become significantly more volatile and risky in terms of financial stability. The increase in lending is complicated by the presence of large portfolios of problem loans, as a result of which there are a number of tasks to increase the efficiency of the loan portfolio, which should ensure a compromise of profitability, liquidity and credit risk acceptable to the bank. The priorities of monetary policy and the main tasks are formulated, the solution of which will allow to intensify lending to the real sector of the economy. Theoretical and practical recommendations have been developed to improve bank lending, increase the profitability of the banking system and capitalize Ukrainian banks.

The article deals with studying the institutional dysfunction of the Russian market of mergers and acquisitions. It proves that problems of functioning and quality of formal regulating institutions hinder its effective development. The contradiction of interests between the state as a subject of regulation and the state as a participant of the market resulted in forming institutional microdysfunctions connected with “double standards” of law enforcement for different types of owners, striving to obtain bureaucracy rent, intertwining functional actions of the state as a regulator and the state as a market participant. This contributed to the regular blocking of the trap effect in applying valuation norms in the antitrust law, causing impossibility to effectively prevent unfair deals and at the same time hinder fair and effective deals in the Russian market of mergers and acquisitions. To settle this problem it is required to use changes aimed at reducing asymmetric information between subjects of the Russian market of mergers and acquisitions and the state, and also blocking informal institutions which are in conflict with formal regulating institutions. Improving evaluation methods of economic analysis in the antitrust practice, expanding informal control (such as making independent expert research of future substantial deals and also analyzing performed deals) will contribute to overcoming the existing dysfunctions of the Russian market of mergers and acquisitions.

Background and Issues: Approximately 83% of acute-care hospitals in Maryland are designated as primary stroke centers. The Maryland Stroke Center Consortium (MSCC) is a network of representatives from all hospitals in the state of Maryland that have been designated as stroke centers. In collaboration with the Maryland Institute of Emergency Medicine Services Systems (MIEMSS)--the body that provides state oversight, the American Heart Association (AHA), and the Maryland Stroke Alliance (MSA), the MSCC works to improve stroke care outcomes statewide. Since 2007, the MSCC has met bi-monthly to network, review data, mentor, educate, and share best practices. Registry participation and data collection are standardized across the state. Purpose: To determine if a statewide consortium can have a positive impact on the quality of care for patients with stroke via the nursing-focused measures of Dysphagia Screening and Patient Education. Methods: All primary stroke centers in Maryland participate in AHA’s Get with the Guidelines (GWTG) Stroke Program. Data were collected using the internet-based Patient Management Tool TM (Outcome, Inc.). A 4-year retrospective review was performed of the Stroke Core Measures and Dysphagia Screening data in the Maryland Stroke Registry. Results: Although over time, improvement was seen in all Stroke Core Measures at both state and national levels, in 2010, Maryland stroke centers demonstrated a higher level of compliance in seven measures compared to all centers participating in the GWTG stroke registry. Moreover, statistically significant higher levels of compliance were found for Dysphagia Screening (82.1% versus 78.3%, p = <0.01) and Patient Education (85.4% versus 81.1%, p = <0.01). Conclusions: Participation in a statewide consortium, paired with oversight at the state level, results in a positive impact on the quality of stroke care and patient outcomes. The critical thinking, open communication, and sharing of information that occur at the consortium level translate into improved care consistent with evidence-based best practices at individual facilities.

The article focuses on the relevance of identification and typology of modern risks and threats to the economic security of Ukraine. According to the nature of modern risks and threats, they are classified as hybrid. The hybrid nature of modern threats to Ukraine’s economic security necessitates the application of new approaches to the formation and implementation of state policy to ensure the economic security of Ukraine’s national economy. It is shown that the economic security of the state is a complex dynamic system that requires constant monitoring and management of resilience to internal and external threats in order to ensure a positive impact on socio-economic development, improve macroeconomic development, ensure quality and necessary structural changes and institutional reforms. formation of the system of competitiveness of the national economy. Under such conditions, the general goal of state policy should be to improve Ukraine’s economic security system, ensure a higher level of its resistance to the impact of hybrid risks and threats, factors and conditions of globalization and the world order. The elements of the state policy of economic security of Ukraine are determined, namely – the initial conditions, the purpose of state policy, goals and principles of policy, directions of formation of the system of counteraction to security threats, financial-resource and organizational-managerial support. The practical significance of the research results is that the immaturity of the integral system of economic security of the state is identified, which is due to the imperfection of the institutional environment, the imbalance of its structure, the predominance of the role of informal institutions over formal ones. The scientific novelty of the study is to substantiate the conceptual provisions of state policy to ensure the economic security of the state in the face of non-standard hybrid risks and threats.

The paper investigates the challenges bedeviling the strategies of an Islamic civil society organization known as Jama’atu Izalatil Bid’a Wa’iqamtis-Sunnah [JIBWIS] popularly known as Izala in the democratization process of Katsina State-Nigeria with a view to proffering solutions. A lot of problems have been militating against the efforts of Izala Islamic civil society association towards improving the quality of the democratic order. As a case study qualitative research inquiry, the study was conducted through an in-depth semi-structured interview with 18 key informant’s personal experiences on the phenomenon. Analysis of data was done by using NVivo 12 which significantly aided in the coding, categorization and data management which produced the themes and sub-themes. System theory was used as a framework in the explanation of the phenomenon. The study found out that there are myriads of problematic issues related to the strategies used by the Izala organization; which negates their strategies in the democratization process. Furthermore, the study has identified the various ways in which such strategies could be strengthened for the Islamic organization to give a positive impact on the advancement of the democratization process in the State. Thus, the study presents a conceptually and empirically supported framework to describe the strategies of Islamic civic association in the democratization process of the state. In effect, therefore, the lingering Izala strategy’s crises in the democratization process was explored and analyzed. The study is particularly useful for religious civil societies, politicians, policy-makers, and researchers by identifying and proposing the ways in which the state, political parties, religious organizations, and other democratic stakeholders should conduct and relate in a nascent democratizing society. The analysis points toward the potential for change in the strategies of Izala Islamic civil society in the democratization process.

Access to financial resources, especially through bank lending, is an important factor in the development of small and medium-sized businesses. SMEs need such lending due to lack of own funds, income instability, accelerated movement of working capital, locality of resources and narrow markets. Bank credit occupies a leading position in the formation of financial and investment mechanism for SME development. In the current crisis caused by the coronavirus, banks must ensure maximum access of small and medium-sized businesses to credit resources. With the stabilization of the financial situation and the reduction of interest rates to the level of profitability of SMEs, banks’ interest in their lending will be accompanied by increasing competition in this area of banking business development. The article analyzes the state of lending to small and medium-sized businesses by banking institutions of Ukraine in the context of the coronavirus pandemic Covid-19. It is established that during 2018-2020 there was a declining trend in the bank lending to small and medium-sized businesses due to the negative impact of the pandemic on the activities of small and medium enterprises. The rating of the best conditions for lending to small and medium enterprises by Ukrainian banks in 2021 is analyzed and bank lending programs are considered. It is noted that as a result of the introduction of quarantine in 2020 and other restrictive anti-epidemic measures to prevent the spread of coronavirus, the banking system has changed somewhat. The amount of government assistance to small and medium-sized businesses in a pandemic and the features of the state program of business support “Affordable loans 5-7-9%” are considered.
