The article is devoted to the assessment of innovative activity factors in the national economy. The author shows that investments in human capital and the maintenance of favorable institutional environment are important but not sufficient for the innovation-driven development, because they do not provide incentives for innovators themselves. Partially the incentives could be provided by the state but its oversized machine and regulatory bias in modern Russia do not permit to accomplish this function. In this situation the most important elements of the innovative activity support system are the development of market competition and the integration into global value added chains.

In this article, the author consistently reveals the content of the art of cross-marketing, highlighting the value of partnership. In a logical sequence, the contribution of foreign and domestic scientists to the creation of a young science of cross-marketing: the end of the 20th century. Noting the specifics of cross-marketing content, the author rightly highlights the importance of network integration in the national economy. Theoretical value is the author’s study of the content of cross- marketing with an illustration of the place of partnership in its system. To evaluate the results of cross-marketing, the author suggests using the qualimetric method. The author’s conclusion about the need to develop an institutional environment of cross-marketing in the framework of interaction between the state and representatives of private business is valid.

The authors proved that contrary to the global trends of development of science-intensive neo-industrial economy in Ukraine there is deindustrialization of the economy associated with outpacing growth of production and export of raw materials with a low level of technological processing and added value. The article examines the main factors of the deindustrialization of Ukraine’s economy, in particular, a significant degree of depreciation of fixed assets of industrial enterprises and production infrastructure, insufficient volume and unsatisfactory structure of capital investment to restore worn-out fixed capital, negative dynamics of foreign direct investment in the spheres of national economy such as innovations, etc. The authors also highlighted and analyzed the institutional factors influencing the industrial development of Ukraine, namely: the “presence” of the state in the economy, corruption and the shadow economy. The negative impact of the institutional environment on the innovative modernization of the national industrial sector was confirmed with the help of economic and mathematical modelling. The main directions of intensification of the state ‘s activity to overcome the institutional dysfunctions and traps formed during the period of market reform of the national economy are substantiated.

Market conditions, deepening of European integration processes have significantly affected the functioning of the national economy and the current tax system. The main source of state revenue are taxes, which form the budgets of all levels. At the same time, the numerous reforms of the tax system are ineffective due to imperfect tax legislation and inefficient mechanisms of administration of taxes and fees. economic objects of all organizational and legal forms of the national economy. In recent decades, there has been an increased interest of scientists in solving problems of building a domestic effective model of the tax system. First of all, this is due to the fact that the development of the tax system provides a strategic direction of development of the country, contributes to the effectiveness of innovation and investment model of economic growth of the national economy. one of the important prerequisites for improving the economic situation in the country, as taxes are used by the state not only for fiscal purposes, but also serve as the main lever of economic development. The purpose of the study is to highlight current issues and areas of improvement of the tax system of Ukraine in terms of its effectiveness, able to ensure fair taxation. Important importance is attached to the effective use of transfer pricing mechanisms — an algorithm of actions of the State Tax Service to improve control over transfer pricing has been developed and approved. Given this, the tax burden on taxpayers is significantly reduced by fiscal authorities spending less time on the administration of taxes and fees. Analyzing the above, we can conclude that today the problem of reforming the tax system of Ukraine in order to fill the budgets of all levels with taxes and fees. Adherence to the principle of fairness in taxation is important. In today's reality, the largest share of taxes is paid by the final consumer in the administration of indirect taxes in particular: value added tax and excise tax. Requires a review of the base and rates of collection of resource taxes and payments. The shadow sector of the economy occupies a prominent place in the structure of GDP. The application of tax minimization schemes has a negative impact on the national economy. In view of this, tax evasion schemes should be minimized at the state level.

The purpose of the article is to improve the strategic management of human capital in the context of digitalization. In modern conditions, the development of human potential is closely linked with the spread of digital technologies, which are being implemented and rapidly evolving in all spheres of the economy and society. In this context, the effectiveness of the processes of adaptation and competitiveness of socio-economic systems in the long run depends on the development and implementation of the concept of human capital development which takes into account the impact of digitalization processes on the formation of human capital, as well as on the relevant qualitative characteristics that will best meet the needs of the national economy in the transition to a digital model of governance. Methodology. The article is based on international legal acts, laws and bylaws of Ukraine in this area of legal regulation of human capital in the context of digitalization. Both general scientific and special methodology were used for the research: methods of analysis and synthesis, method of description, method of induction, method of deduction. Results. It is proved that the state policy in the field of human capital development in Ukraine today does not meet the modern challenges associated with the rapid development and spread of digital technologies. The consequences of this are already growing disparities in the labor market, shortage of highly qualified specialists with digital competencies at the appropriate level, growing trends in emigration of intellectual capital and gene pool of the nation abroad, reduction of the "middle class" and intensification of social degradation. Solving these problems requires the development and implementation of a Unified State Strategy for Human Capital Development, which will stimulate its formation, development and effective use in the vector of transition to a new technological system, ensure economic growth and high living standards. To this end, the concept of strategic development of human capital in the context of digitalization is substantiated. It systematizes the goals, principles, strategies and tasks of the state to ensure effective processes of human potential formation and its transformation into human capital in the context of implementing the strategy of sustainable development of the national economy under the influence of digital technologies. Conclusions. The strategy of human capital development in the conditions of digital transformations is substantiated. It is a system of interrelated directions, actions and mechanisms aimed at implementing the concept of formation, motivation and use of human capital, which meets the needs of the economy and society and contributes to the competitive advantage and continuous human development in the long run.

Subject. The article discusses the state and potential of S&T development in Russia in terms of the competitiveness of the national economy at the dawn of the fourth industrial revolution. Objectives. The research is aimed to examine Russia's position in the Global Competitiveness Index, considering the way countries worldwide prepare for the fourth industrial revolution. We also determine Russia's part in the global economy and international division of labor. The article also formulates the issue of S&T development so as to outline recommendations for the national economic policy. Methods. The research employs the new methodology of the World Economic Forum during the rise of Industrie 4.0. Other tools include the microsystems analysis, statistical, historical and comparative methods. Results. Considering the low innovative activity of entities and relatively low R&D costs, we still emphasize the resource-based profile of Russia's foreign trade. We substantiate the possibility of increasing the global competitiveness of the national economy and imperative nature of S&T development in the country concurrently with the fourth industrial revolution. Conclusions. Despite the slugging innovative activity and insufficient labor productivity for technological business, Russia's economy continues to climb the Global Competitiveness Index. There are respective conditions for information technology and creation of the large national market in Russia. Thus, Industrie 4.0 clears new horizons for Russia to change its positions in the international division of labor. The State should contribute to the development of the national S&T potential, increase innovation investment, and undertake active measures to prevent social issues and overcome the regressing integration of Russia into the global microsystem.

The Russia’s innovative development is the most important indicator of the competitiveness of the national economy. By implementing an innovation policy, the state stimulates the innovative activity of industrial enterprises. The study analyzes the impact of changes in the regulatory framework in the Russian Federation on the level of innovation development and the country’s position in the world ranking of innovative activity. The article reviews the tendencies of foreign government stimulation of business innovation activity on the example of the USA, India and Sweden and draws a conclusion about the significant role of the state and the need for targeted financing of enterprises’ innovative activities. Comparative analysis and diagnostics of innovation policy problems, analysis of the rating of innovation activity, forecasting the costs of technological innovation, determination of criteria for innovative activity of industrial enterprises were used as research methods. As a result, the proposed approaches to stimulate the innovative activity of industrial enterprises, taking into account the differentiation of enterprises by the addressee, channels, frequency and method of implementation of incentives. The introduction of the proposed approaches will increase the innovative activity of industrial enterprises, which will lead to an increase in the competitiveness of the national economy.

Relevance of the research topic. The search for new sources of economic growth at the stage of post-crisis development of the national economy determines the need for the development and implementation of an effective budget policy, since the financial system dysfunctions generated by the trends of financial globalization negatively affect the economic environment of the country. The change in the type of economic growth constitutes the necessity of modifying the budget regulation towards its proactive changes, which include transparency, effective tax incentives and increased availability of financial resources by improving existing methods and methods for implementing fiscal policy and improving the quality of the institutional environment. Formulation of the problem. Budgetary regulation needs to take into account the optimal balance between elements of the budget system and characteristics of cyclic economic development. This indicates the appropriateness of forming an institutional environment of fiscal policy, which should be aimed at ensuring the sustainable development of the national economy, promoting economic competitiveness, ensuring financial stability, effective protection of the domestic market and export support, infrastructure modernization, ensuring environmental protection, optimizing social protection of the population. and increasing its level and targeting. Institutional transformation of fiscal policy is an effective tool for increasing the level of interaction between all members of budget relations. It is necessary to strengthen their coordination in achieving the goals of social development in the process of performing functions and tasks, in accordance with the strategic goals of the domestic economy. Setting the task, the purpose of the study. The objective of the study is to characterize the institutional environment of the state budget policy. The purpose of the study is to reveal the theoretical and methodological foundations for the formation of the institutional environment of budgetary regulation of social development and to identify the directions of its improvement. In order to ensure sustainable economic growth, it is expedient to determine the basic principles of forming an institutional environment for budget regulation of social development, consisting of combining the components of the adaptive institutional architecture of the budgetary system and instruments of fiscal regulation, optimizing the structure of budget revenues and expenditures, the system of intergovernmental fiscal relations and medium-term budget planning, and forecasting on the basis of establishing the relationship between the trends of financial globalization and priorities state financial policy, taking into account the volatility of the economy and the lagged effects will promote sustainable economic growth.

Political democracy should be equivalent to the economic development of the quality of democracy, economic democracy if not upright, even the owner of the ruling power and money, which is parallel to force global corporatocracy. Consequently, the economic oligarchy preservation reinforces control of production and distribution from upstream to downstream and power monopoly of the market. The implication, increasingly sharp economic disparities, exclusive owner of the money and power become fertile, and the end could jeopardize the harmony of the national economy. The loss of national economic identity that makes people feel lost the “pilot of the state”. What happens then is the autopilot state. Viewing unclear direction of the economy, the national economy should clarify the true figure.

The paper presents the analysis of the data received from the survey of heads of industrial enterprises and also experts-researchers in 2003-2004. The data describe the economic state of enterprises and their position in competitive, administrative, intermediary, financial etc. environment. The assumption of essential heterogeneity of the set of industrial enterprises, including enterprises of the same sector or the same territorial formation is confirmed. It is shown that Russian industrial enterprises as a rule do not feel influence of the stock market situation while the condition of the currency market influences the majority of enterprises. The sensitivity of enterprises depends on their economic situation: the better is the state, the stronger is the influence. Weak influence of the investment and administrative environment on the state of enterprises and negative influence of the activity of intermediary organizations are registered. More than 2/3 of the respondents consider important strengthening of the responsibility of large proprietors for inefficient activity of their enterprises. Lack of the strategic approach in the activity of authorities of all levels is ascertained and the necessity of development and realization of industrial policy at all administrative levels, including the municipal one, is shown.
