The article analyses the activities to prevent and suppress ethnic conflicts, activities that form a major component of the national security system of the Russian Federation against extremist, including terrorist, threats. The article examines the features and the degree of influence of the main factors on the activities of state structures, religious organisations, public associations for the prevention and suppression of interethnic conflicts. The survey of twenty experts who are highly qualified specialists in the field of countering ethno-extremism conducted by the author using the methods of questionnaires and in-depth interviews, as well as the results of mass sociological studies and analysis of scientific works and media publications on the topic of the research allowed to determine the degree of influence of the main factors on the ethno-conflict sphere. It was revealed as a result of the research, that the Russian Orthodox Church, traditional Muslim organisations and public law enforcement organisations, primarily Cossack organisations and voluntary people's guards, have the most positive influence on activities to prevent and suppress ethnic conflicts. The factor of "spreading the ideology of the" Russian world "" in the context of aggravated relations with Western countries has practically no effect on anti-conflict activities in the ethno-national sphere. Attempts to support foreign followers of the Russian patriotic project evoke nothing more but Russophobic reaction from the political elites in a number of foreign states. Such factors as “deficiencies in educational and upbringing activities”, as well as “pandemic”, have a negative impact on the activities aimed at preventing and suppressing ethnic conflicts in Russia. The worst influence on the prevention and suppression of ethnic conflicts, according to the experts interviewed, have “activities of elites in national formations”, “migration policy”, as well as “development of Internet communications and social networks”. The author proves that taking into account the peculiarities and degree of influence of the main factors on activities to prevent and suppress ethnic conflicts will not only allow the authorities to ensure the protection of the Russian society from ethno-national threats but also to more effectively solve important tasks of strengthening the all-Russian self-awareness and spiritual community of the Russian nation, harmonising ethno-national relations and state-civil consolidation in the Russian Federation.

Inflation is a complex multilateral process, which, in general, has a negative impact on the economy, reduces the level of economic activity of the population and leads to a decrease in the level of real income. The article studies the main constituent elements of the inflation category, reveals the parameters of the impact on the economy of the inflation process, studies the dynamics of factors affecting the forecast inflation rate in the Southern Federal District, develops a regional multifactor inflation model, and based on the approximated data, a forecast of the annual inflation rate is constructed in the Southern Federal District at the end of 2020. The most significant factors affecting the inflation rate in the Russian Federation were identified from the position of the direction of their influence: acceleration or deceleration of inflation, as well as from the point of view of their degree of influence on the inflation rate. At the same time, the influence of the coronavirus pandemic and fluctuations in the oil market on the economic parameters in the Russian Federation in 2020, on the price level of individual food and non-food products was examined. The analyzed indicator of the inflation rate is defined as an indicator of the state of the economic situation in the country, it is revealed that this variable will be dependent. Using the methods of correlation and regression analysis, a mathematical expression is found in the form of a regression model and its adequacy and statistical significance are evaluated. The coefficient of pair correlation, which characterizes the degree of statistical dependence between two variables, without taking into account the influence of other variables, was adopted as the main indicator characterizing the relationship between the analyzed variables. As a result of the calculations, a model of multiple linear regression of the inflation rate was built, the average monthly nominal accrued wages of the employees of the organizations were approximated, and approximation equations were obtained, which made it possible to build an inflation rate forecast for the Southern Federal District for 2019-2020.

Recently, more and more people are paying attention to healthy lifestyle, including nutrition, giving preference to natural products. One of these products is honey. The chemical composition of honey is represented by a large number of nutrients: easily digestible carbohydrates, amino acids, enzymes, minerals, vitamins, organic acids, causing its nutritional, dietary¬, and medicinal properties. In the article, the authors analyzed the state of honey production in the country, reflected the share of imports in the market and the share of exports in production, the main factors affecting the honey market are investigated. Based on the results of studies of honey from different regions of the Russian Federation and the requirements of international legislation on product safety, the authors have developed proposals to improve the competitiveness of hive products, both in domestic and foreign markets.

The article examines modern legal and other measures of solution of problems of integration of foreign citizens in the Russian Federation and in a number of Western countries. Any immigrant country has as a part of its state migration policy the so-called “integration policy”(policy of integration) aimed at creation of conditions for adaptation and integration of migrants into new society, granting and protecting their rights and freedoms, providing social and socio and labour protection and creating comfortable socio-cultural climate for living. Immigrant countries use different models of state management of ethnic multitude. Models of multiculturalism and assimilation were the main. At present there takes place a peculiar process of diffusion - blurring clear boundaries between the models. Under conditions of a new migration situation, the Western countries are looking for new approaches to the solution of integration problems. Russian model of inclusion of migrants into receiving society is based on policy of sociocultural adaptation and integration, based on categorization of groups of migrants. Absence of clear strategy of the state migration policy in the field of socio-cultural adaptation and integration of migrants and lack of development in the field of migration legislation interfere with effective implementation of integration of migrants into Russian society. A number of new approaches and improvement mechanisms in the field of migration and national policy of the Russian Federation dealing with policy of adaptation and integration of migrants and legal regulation are proposed in the article.

The article considers the conflict factors of interethnic relations in the Russian Federation. The survey of experts, qualified professionals in the spheres of ethno-extremism and interethnic conflicts, the data of opinion polls, analysis of academic papers and relevant mass media allowed the author to identify factors that can have a negative impact on interethnic relations and provoke ethnic conflicts in the next five to seven years. The first group of factors that are highly dangerous in terms of their impact includes economic crisis, low living standards, corruption, migration, proliferation of international Islamic extremism, activities of foreign states, struggles for power and access to federal money between governing elites and ethnic groups in national republics, ineffective educational and cultural policies. The second group of negative factors with a medium impact on interethnic situation consists of activities of interethnic and ethno-religious organizations, organized crime (including ethnic), decrease in the share of Russians in the population, ineffective ethnic policy and poor performance of law enforcement agencies. The third group of factors with a modest impact consists of foreign policy and systematic violations of the rights and freedoms of citizens.

In this article, the authors study the history and development of the anti-corruption legislation of the Russian Federation. They also describe the conditions for the exis­tence of a tolerant attitude to corruption in the Russian society. The results show that only an insufficient list of measures to combat corruption is fixed at the federal laws. On the local level, organizations and enterprises need to independently identify, develop and implement comprehensive and highly specialized measures aimed at restricting corruption. Thus, due to the lack of a systematic approach to the formation of an anti-­corruption environment on the local level, there is a risk not to achieve the results of anti-corruption measures. The authors, for their part, propose to promote new ways to form intolerance to corruption and call for the creation of an anti-corruption environment in the educational organization with the help of anti-corruption ideology. Since the phenomenon of corruption is often associated with regulations and mechanisms of public administration, the researchers emphasize that combating corruption in education is an important and necessary task since corruption has an extremely negative impact on the goals and objectives of educational policy in the Russian Federation. The case of the University of Tyumen shows the specific results of the application and implementation of anti-corruption measures in the educational organization. The authors propose to improve the mechanism for the application of criminal liability. The new mechanisms will be aimed at improving the anti-corruption legislation to prohibit persons who have previously been convicted of corruption crimes to work in an educational organization.

The article is devoted to the criminological analysis of the causes and conditions conducive to the manifestation of crimes of a terrorism nature in the Russian Federation? Focusing on the activities of the internal affairs bodies in countering terrorism. The coat characteristic of quantitative indicators of crimes of a terrorist nature for 2015-2018 is given. The article summarizes the scientific experience of studying the main factors causing terrorist manifestations in the Russian Federation. The authors focus on the ode of the main factors contributing to terrorism in the Russian Federation - the presence of radical groups that promote their ideology among the teenage generation. The authors determined the place of the «Concept of the State Migration Policy of the Russian Federation for 2019-2025» in the system of prevention of modern terrorism, and also analyzed the main legal acts that are the legal «foundation» in this area. The content of the opposition implemented by the internal affairs bodies is emphasized.

The Russian Federation has the largest territory in the world, but the quality of human capital and its distribution throughout this territory requires careful analysis. During the period of crisis, geopolitical and geo-economic instability, our state provides serious support to the national economy in order to gain its place in the world. First of all, it concerns the development of human capital, which contributes to the improvement and development of all other sectors of production and the economy, its growth, development and relations with the world community. The article presents the positions of the Russian Federation in international ratings on the assessment and development of human capital, analyzes the main indicators characterizing the development of human capital in developed countries. The main factors affecting the level of human capital in the Russian Federation are identified. The main trends in the development of human capital in connection with the analyzed data are given. The forecast of the human development index of Russia is presented.

The article considers the number of women giving birth in Russia in the context of the existing demographic problems caused by the depopulation of the country. The study evaluates the social, economic and medical factors influencing the dynamics of the number of women giving birth in the Russian Federation based on correlation and regression analysis, and also provides a short-term forecast for their further change. The implementation of the increase in the number of women giving birth in Russia is one of the current important sociodemographic tasks for the State; This will improve the demographic situation and will lay the foundations for the formation of a sufficient human resource, which will later form the country's high human capital. According to the results of forecasting the dynamics of the number of women in the work in the short term, it was determined that the downward trend in the number of women in the work will continue, since the negative impact of medical factors will remain unchanged. changes, while economic and social factors will not change.

Subject. This article assesses the effectiveness of the existing system of environmental management based on the user-pays principle in terms of reducing the negative impact on the environment. Objectives. The article aims to conduct a comparative analysis of the anthropogenic impact on natural environment components and deficiency payments for pollution in the model areas of the Russian Federation. Methods. For the study, I used the methods of computational, comparative, systems, and structural analyses. Results. Based on the ecological rating of the Russian Federation subjects, the article defines model areas, assesses the degree of anthropogenic impact on the basis of pollution relative rates, and describes the particularities of environmental investment in the selected areas. Conclusions. The system of payments for pollution does not affect the economic behavior of economic entities.
