This letter prepared in connection with a growing number of complaints of investigators and making decisions on the appointment of psychological examination of the credibility of the video recording of interrogations and dictated by the need to arrange expert practice on the study of video footage of carrying out certain investigative actions with various actors in the criminal process. The newsletter discusses the purpose of such examinations and grounds the studies, in accordance with scientific principles of professional activity of experts. The presence of professional highly qualified personnel in the civil service, together with modern information technologies, is possible thanks to the existence of a democratic state governed by the rule of law. The professional activity of civil servants acts as a subsystem within the civil service system. The study of the peculiarities of personal and professional development of the individual in the civil service will contribute to the disclosure of the psychological mechanisms of this process, the resolution of a number of pressing questions about the methods and possibilities of optimizing professional and personal development, which in turn will contribute to improving labour efficiency. To study the features of personal and professional development of the individual in the Russian Federation Civil Service. Survey among civil servants and comparative analysis of the results obtained in all study groups; statistical processing of the results. 120 respondents took part in the study: federal-state civil servants (40 people) and civil servants of other types (80 people). The main problems and features of personal and professional development of the individual in the civil service of the Russian Federation are identified and the main directions of optimization of the studied process are determined. The process of personal and professional development of civil servants, as will be shown in this study, is an overall result of the professional education and additional professional education, including retraining, advanced training, and internships. The main directions of optimization of the studied process are the following: improving scientific, methodological, and organizational support; increasing the motivation for professional activity and career advancement; improving the efficiency of additional professional education; developing a program for personal and professional self-development; introducing additional forms and technologies for improving professional skills of state civil servants.

The article substantiates the importance of including several groups of universal competencies, reflecting the integral competence of interaction with other people, into the Federal State Educational Standards of Higher Education (FSES HE) of the Russian Federation. The article presents the results of studying the determinants of personality in this aspect – empathy, proneness to conflict, and tolerance among teachers of primary and preschool education, as well as the positions of their professional and pedagogical activities. The prospects for eliminating the identified deficiencies are shown both at the stage of training a future teacher at a university and in professional activity.

The article presents the results of a sociological study that examined the regional features of the prevention of terrorism in educational institutions. As part of the study, a questionnaire and a series of in-depth interviews were conducted among students of leading universities in Yaroslavl, and a survey of positional experts (FSB, Ministry of internal affairs) was conducted. In addition, a secondary analysis of data from the judicial department of the Supreme Court of the Russian Federation, the Federal state statistics service of Russia, and the Prosecutor General's office of the Russian Federation was carried out. It is revealed that the law enforcement agencies in the city and the security system in universities, schools and kindergartens can effectively ensure security in Yaroslavl. The universities have a plan that defines the procedure for carrying out early and urgent evacuation. Video surveillance and round-the-clock video recording are constantly conducted, and access control is organized in the educational buildings. Periodically, there is a readiness check (there is a sound signal, etc.). It was found that the YAGPU curators (mentors) of the groups periodically talk about the prevention of terrorism, especially after the tragedy in Kazan. In particular, they explain what to do when taking buildings by terrorists, how to behave when taking people hostage, what to do if an explosion occurred, how to behave when blocked, the procedure for detecting suspicious objects in the building (territory), in addition, explain the signs that may indicate the presence of explosive devices. Students pointed out that a number of faculties employ teachers who at one time served in the internal troops of the Ministry of internal affairs of the Russian Federation and served in the criminal investigation department. Measures are proposed to improve the effectiveness of identifying, preventing and eliminating the causes of illegal entry into university facilities and their territories, localization and neutralization of the consequences.

The peculiarities of the organization of the use of video shooting during the interrogation of underage suspects (accused) are considered. Problems that arise in practice when using technical means when conducting investigative actions with the participation of minors are highlighted: lack of skills in handling technical means, insufficient number of technical means themselves, emotional stress when conducting video shooting, fear of making technical errors. The text of the Code of Criminal Procedure of the Russian Federation is subject to special analysis in relation to the use of technical means in conducting investigative actions. The feasibility of introducing the mandatory use of video footage during the interrogation of underage suspects (accused) is justified, as well as the addition of Art. 425 of the Code of Criminal Procedure of the Russian Federation part 7 with the mandatory requirement to use video recording during the interrogation with the participation of a minor suspect (accused). Practical recommendations are made on the preparation for the interrogation of juvenile suspects (accused), the tactics of using technical means of video recording, as well as the recording and storage of evidence in the criminal case file.

The article analyzes the goals of professional victimology training of modern specialists in the economics, included in the program documents of the Russian Federation, approved by Decrees of the President of the Russian Federation and resolutions of the Government of the Russian Federation, which define the social order, that is, the real needs of society and the state. The subjects for the fulfillment of program requirements are identified, including lawyers and economists. The article notes the shortcomings in the functional responsibilities of legal services and economists in organizations in the field of victimization activities. The Federal State Educational Standards of Higher Education have been analyzed on the subject of the presence of systemic and intersubjective nature of victimology knowledge in the training of lawyers and economists. The concept of the formation of professional victimological readiness of lawyers and economists for the economic sphere, based on mastering the skills to solve professional problems using the method of appropriately selected tasks corresponding to the type of professional activity is presented. Practical examples of situational tasks are proposed. In general terms, the criteria for the formation of professional readiness for victimology activity of a specialist for the economic sphere (lawyer, economist) are presented.

Представлен нозологический спектр моногенных наследственных болезней (МНБ) в трех районах Республики Северная Осетия Алания (РСОА) - Правобережном, Ардонском и Кировском, общей численностью 119 590 человек. Обследовано все население районов по протоколу генетико-эпидемиологических исследований (разработка ФГБНУ «МГНЦ»), выявлено и диагностировано 600 пациентов (из 418 семей) с различными МНБ. Всего выявлено 135 нозологических форм - 65 с аутосомно-доминантным типом наследования (АД), 57 с аутосомно-рецессивным (АР) и 14 с Х-сцепленным (Х-сц.). Определены распространенность заболеваний, частые и редкие нозологические формы. Проведено сравнение нозологического спектра и распространенности отдельных МНБ с таковыми в ранее обследованных популяциях европейской части России. Выявлены особенности разнообразия МНБ. Более высокие значения распространенности, чем в других популяциях РФ выявлены синдром Элерса-Данло, миотоническая дистрофия, несиндромальная умственная отсталость с различными типами наследования, различные формы пигментного ретинита и др. Ряд заболеваний, частых в обследованных регионах РФ, наоборот, встречались реже - вульгарный ихтиоз, нейрофиброматоз, наследственная моторно-сенсорная нейропатия и ихтиозиформная эритродеремия. In this article we present the nosological spectrum of monogenic hereditary diseases (MHD) in three districts of the Republic of North Ossetia - Alania (RNOA) - Pravoberezhny, Ardonsky and Kirovsky, with a total population of 119,590 people. The entire population of the districts was examined according to the Protocol of genetic and epidemiological studies (developed by the Federal state budgetary Research Centre for Medical Genetics), 600 patients (from 418 families) with various NBS were identified and diagnosed. We identified 136 nosological forms of MHD - 65 with autosomal dominant type of inheritance (AD), 57 with autosomal recessive (AR) and 14 with X-linked (X-lin.). We determine the prevalence of diseases, frequent and rare nosological forms. The nosological spectrum and prevalence of individual MHD were compared with previously surveyed populations in the European part of Russia: Kirov, Kostroma, Arkhangelsk, Tver, Bryansk, Rostov regions, Krasnodar territory and the Republics of Karachay-Cherkessia, Adygea, Tatarstan, Bashkortostan, Mari El, Udmurtia and Chuvashia. Features of the MHD diversity are revealed. With higher prevalence values than in other populations of the Russian Federation, Ehlers-Danlo syndrome, myotonic dystrophy, non - syndromic mental retardation with various types of inheritance and various forms of retinitis pigmentosa, etc. A number of diseases that are frequent in the Russian Federation have shown on the contrary lower prevalence values - vulgar ichthyosis, neurofibromatosis, hereditary motor-sensory neuropathy and ichthyosiform erythroderemia.

The subject of this research is the public relations established in the process of integration of education, science and business activity for the purpose of increasing competitiveness of national economy. Particular attention is paid to the questions of correspondence of the federal state educational standards and professional standards, developed for the specialists in the sphere of financial markets. The low level of interaction between the systems of education, science and practical sphere is underlined. The author determines the key problems impeding integration of education and professional environment in the Russian Federation, as well as givers recommendations on the improvement of legal framework. The article is prepared on the materials of realization of state assignment to the Financial University under the Government of the Russian Federation for 2019 on the topic “Human Resourcing of Financial Market Digitalization Processes”. The following conclusions were made: the formation of professional and educational standards is based on the essentially different approaches; the approaches towards determination of general requirements to education in the professional standards are not normatively established; the analysis detects striking discrepancies between competences of the future financial market specialists formed in accordance with requirements of the federal state educational standards and a set of job functions and actions envisaged by the professional standards.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.
