The study explored one of the most exciting topics for society in recent decades — education, which is viewed through the prism of historical, cultural, philosophical manifestation. The study of the “phenomenon” of the current state of Russian education as a special topic in philosophy is poorly studied and problematic in the analytical sense. The article examines the processes of commercialization of Russian education, a departure from the humanitarian orientation. The significance of the processes of commodification and consumerization for the education system in Russia is shown. Attention is drawn to the understanding of the term “human capital” introduced by the American economist T. Schultz. In the conclusion, it is said about the need to reproduce the traditional education system in Russia, aimed at educating the individual and preserving cultural traditions.

The article provides a socio-philosophical analysis of subjective interactions in education, which form a set of subjective factors of educational reforms from the standpoint of ensuring the security of the individual in education and the security of the country. The author aims to identify the subjective factors of modernization of the Russian education system that determine both the risk of degradation of the education system,and ways to strengthen and improve development. Modern social realities require that the system of Russian education, which has reliance on their own cultural traditions, not losing touch with the best achievements of education in the Russian Empire, the Soviet education system, but also incorporates the best of modern world experience of development of education and is based on the realities of education transformation in the global information society.

SummaryThe paper is based on an individual life-cycle model, which describes the purely economic components of human capital. The present value of human capital is determined by all future income flows, which at the same time constitute the individual as well as the total tax base of a nation. Therefore, the income of the productive population determines the total tax revenue, which is spent for public goods (including education) and transfers (for poverty reduction). The efficient design of the education system (by private and public education investments) determines the quality of the human capital stock as well as the future gross income flows. The costs of public goods and the transfer expenditures have to be financed from the total tax revenue, which also affects the individual tax burden via the specific tax bases and tax rates. Especially the redistribution of income is connected with serious disincentives, influencing the preferences for work and leisure as well as for consumption and saving.An efficient tax and transfer system being accompanied by an education system financed in public private partnership, which treats equally labor and capital income, sets positive incentives for the formation of human, financial, and real capital. An important prerequisite for a sustainable growth process is the efficient design of the social security system, being based on the family as well as a collective risk equalization scheme. If that system is diminishing absolute poverty in an appropriate time period by transfers and vocational education measures for the grown-up as well as high quality primary, secondary and tertiary education programs for the children, the transfer expenditure would decrease and the tax bases (income and consumption) increase, lowering the burden on the productive population. For the first time, this micro model presented in this paper pools all the relevant variables for development within a simple life-cycle model, which can also be used for a powerful analysis of the current failures in existing tax and transfer schemes and fruitful empirical investigations.

Motivation plays a crucial role in learning. Motivation energizes the behavior of the individual. It also directs the behavior towards specific goals. It helps students acquire knowledge, develop social qualities, increase initiation, persist in activities, improve performance, and develop a sense of discipline. This paper aims to compare the levels of motivation between students in the open education system (OES) and in the traditional education system (TES) in India. The study further investigates the motivation levels of male and female students in the two systems. An Academic Motivation Scale was prepared and administered on the students of TES (<em>n </em>= 200) and OES (<em>n </em>= 151). Results show that there exist significant differences in the level of motivation between the students of TES and OES. The relevance of the article is associated by the author with the complex socioeconomic, political realities in which modern Russian society finds itself. The author turns to the category “social time” to characterize the changes in various spheres of society’s life. Focusing on such modern trends as digitalization, commercialization, atomization of society and the individual, the author turns to the category of “human capital”, designed to smooth out the indicated negative phenomena and restore the integrity of the social communications system. As a confirmation of the importance of human capital development at the state level, the article analyzes the fundamental doctrinal documents in the area under consideration. The author is elected for understanding the Priority-2030 program as an urgent initiative aimed, among other things, at building up human capital with the help of the education system. The author analyzes various authors’ positions in order to identify threats that impede the development of human capital within the education system. The methodological basis of the study was the methods of content analysis of the works of leading researchers, as well as discourse analysis of publications in the media and information resources. Analysis of the regulatory framework, as well as significant research platforms, allowed us to conclude that the principles of commercialization, digitalization, and bureaucratization prevail in the modern educational paradigm. At the same time, national priorities for building up human capital require a value-semantic foundation, which culture and educational activities are capable of providing.

The article offers an overview of the history of Islamic education in the Ingush society from the adoption of Islam (mid. 19th cent.) up to today. In the article is shown the role and importance of this important component of the people’s spiritual culture. During the field research in Ingushetia in 2014–2018, the author did manage to collect extensive data, which enabled her to outline the history of the formation of Islamic education in Ingushetia. The collected field material is subdivided into two blocks. The first is an outline of the history of the formation and also a structure of the traditional education system. It also provides an overview of the individual learning process. A student was instructed by the famous teachers (alims). This kind of education took place not only in Ingushetia, but also in the whole Caucasus. The second block deals with the processes of re-Islamization of society. This gave a powerful impetus to the revival of the Islamic education system that existed here at the beginning of the 20th century, and the introduction of new forms of Islamic education. The latter run in harness with the introduction in the school curriculum (grades 4 to 11) of the subjects, such as the “Fundaments of Religion” and “The Basics of Islamic Culture”. In introducing these subjects a crucial role played the the Spiritual Council of the Muslims of Ingushetia, who initiated the whole process. The schools in the Republic of Ingushetia continue to teach these subjects; at the same time many teaching aids (manuals, readers) to facilitate the process are currently being written. In addition to the subjects learned at schools, students of religious schools (madrasas) also receive elementary Islamic education, and those who wish can receive a higher education in Islam and Islam related subjects both in the Russian Federation and abroad. Thanks to well-organized work in secondary schools, madrasas and Islamic institutions, it was possible to raise the level of Islamic education and reduce the radicalization of society.

The article deals with the issue of systemic education. The author asks a classic question of whether traditional education systems should concentrate on students with average abilities or maybe they should foster the most talented ones. Considerations on this subject are conducted with regard to the multi-layered thought of Nietzsche, whose position is so invaluable that in a possible polemic it is situated as an exceptionally radical. Writing down the natural history of mankind, Nietzsche formulates a thesis that the moment of the creation of the first human communities, the moment of the socialisation of man, was extremely unfavourable as far as man’s strength, ability and creativity are concerned. He presents socialisation, which is part of the education process, as beneficial for the community and detrimental to the individual. This situation in the course of history remains the same, which – after the adoption of Nietzschean assumptions – gives cause to adopt a radical position of those who deem the education system unfit to foster outstanding individuals. Nietzsche’s view, in comparison with other views, is so innovative that it considers the inability as genealogically founded. Although the educational system from the point of view of the majority contributes to the emergence of new content, ideas or values, it remains inefficient for individuals of genius.

Improving the education system provides the digital economy with competent personnel, contributes to a painless transformation of the labor market, forms a system of motivation for the development of the necessary competencies and the participation of personnel in the development of the digital economy of Russia. Such a significant influence that the education system has as an investment in human capital leads to the need to consider this element in the surrounding cultural environment as a key factor in both national and international business. Comparative data with foreign markets can help in understanding, for example, the level of accessibility of education and its impact on lifelong learning and the establishment of market relations.

Subject. The article discusses human capital. Objectives. I determine what shapes the dynamics of Russia’s human capital index. Methods. The study is based on the systems approach and methods of statistical, cluster and neural network analysis. Results. I investigate how the Russian economy may hit the limit of its further evolution, which makes the analysis of HCI dynamics important. Having studies trends in HCI components, I found the special priority of governmental policy. Having analyzed the evolution of the Russian educational system, I discovered it got feminized, which reshapes principles for the modern society to originate. The Russian education system was found to follow a negative path of its development, as there are fewer preschoolers of minor and senior age, and governmental spending on education significantly shrinks. Basically, as the State policy prioritized the survival of male children under 5, but subsequently neglects their growth in the Russian education system, with its obvious feminization tendency, the gender imbalance, low competitiveness in the global scientific and educational arena aggravate. Conclusions and Relevance. Pursuing the increment in added value as a result of employing unprofessional workforce and the pay level, which is insufficient for its natural reproduction, the development of the Russian economy stalls. The economy of knowledge is believed to change the situation, which can be assessed with HCI. The study reveals what spurs and inhibits the dynamics of HCI in Russia. The findings make the necessary amount of public authorities’ competence to make administrative decisions on the effective increment in human capital in Russia today.
