Analyzing the dynamics of Human Capital Index in Russia

Subject. The article discusses human capital. Objectives. I determine what shapes the dynamics of Russia’s human capital index. Methods. The study is based on the systems approach and methods of statistical, cluster and neural network analysis. Results. I investigate how the Russian economy may hit the limit of its further evolution, which makes the analysis of HCI dynamics important. Having studies trends in HCI components, I found the special priority of governmental policy. Having analyzed the evolution of the Russian educational system, I discovered it got feminized, which reshapes principles for the modern society to originate. The Russian education system was found to follow a negative path of its development, as there are fewer preschoolers of minor and senior age, and governmental spending on education significantly shrinks. Basically, as the State policy prioritized the survival of male children under 5, but subsequently neglects their growth in the Russian education system, with its obvious feminization tendency, the gender imbalance, low competitiveness in the global scientific and educational arena aggravate. Conclusions and Relevance. Pursuing the increment in added value as a result of employing unprofessional workforce and the pay level, which is insufficient for its natural reproduction, the development of the Russian economy stalls. The economy of knowledge is believed to change the situation, which can be assessed with HCI. The study reveals what spurs and inhibits the dynamics of HCI in Russia. The findings make the necessary amount of public authorities’ competence to make administrative decisions on the effective increment in human capital in Russia today.

The article considers the issue of the Russian economy reaching development limit, what actualizes the need to analyze the human capital index dynamics. The study of the human capital index components dynamics revealed a special priority of state policy. Analysis of the Russian educational system development revealed its feminization, which changes the principles of the modern society formation. A negative change in the Russian educational system was observed in the form of a significant decline in the growth of preschool youth of junior median age and preschool children of younger age, a significant gap in the growth rate of government spending on education (% of GDP) to spending on education as a percentage of total government spending. In general, the priority of state policy to ensure the survival of male children under 5 years of age and subsequent indifference to their socialization in the Russian educational system with clear signs of feminization escalate the problem of gender bias risk. The Russian economy development, based on the increment of surplus value in the process of exploitation of unskilled labor and the level of wages insufficient for natural reproduction of the latter, has reached its limit.

The study of the influence of the Federal laws adopted in Russia on the rate of economic growth made it possible to establish that since 2005, lawmaking has hindered the growth of the Russian economy. In the work, a model of the dependence of the rates of economic growth on the number of employees of state authorities and local self-government obtained. The model shows that the number of employees of state authorities and local self-government determines the rate of economic growth by one third, and the increase in their number causes a decrease in the rate of economic growth. Excessive number of employees of state authorities and local self-government, enforcing these laws, inhibits economic growth. To assess the possibility of increasing human capital due to the functioning of the education system, the value of the «education premium» estimated. The obtained results of the assessment of the «premium for education» indicate that the education system in modern Russia is losing its role as a means of forming human capital. In the period from 2009 to 2019, premiums for secondary vocational, secondary (complete) general and basic general education were completely lost. The premium for higher education has more than halved; by 2027, the premium for higher education for employed workers will also be completely lost. The loss by the institution of education of the role of a means of forming human capital is due to continuous ineffective reforms in education.

Subject. The article focuses on the development of Russia's economy. Objectives. The study attempts to discover development drivers of the Russian economy, the substance of economic growth during the contemporary capitalist cycle. Methods. The study is based on the systems approach and methods of statistical and cluster analysis. Results. Evaluating the median and he Fischer test of quarterly growth rates of economic and financial indicators and their clustering with federal budget, I discovered what distinguished the Russian economy from socialist China (the dynamics of growth in GDP and exports); from leading capitalist economies, such as Germany and the USA (a decrease in the unemployment rate). I determine what maintains Russia's activity during the globalization, that is, a growth in Consumer Price Index and the devaluation of the national currency. I discovered dampering signs of the Russian economy during crises and the active recovery of the global economy. Conclusions and Relevance. What will drive the development of the Russian economy mainly depends on its position in the global economy and the dampering role of capitalist cycles, considering the contradictory development of productive forces and economic relations. The findings contribute to the knowledge and new competencies of public authorities to make administrative decisions on methods to advance the Russian economy.

The study explored one of the most exciting topics for society in recent decades — education, which is viewed through the prism of historical, cultural, philosophical manifestation. The study of the “phenomenon” of the current state of Russian education as a special topic in philosophy is poorly studied and problematic in the analytical sense. The article examines the processes of commercialization of Russian education, a departure from the humanitarian orientation. The significance of the processes of commodification and consumerization for the education system in Russia is shown. Attention is drawn to the understanding of the term “human capital” introduced by the American economist T. Schultz. In the conclusion, it is said about the need to reproduce the traditional education system in Russia, aimed at educating the individual and preserving cultural traditions.

Such a significant influence that the education system has as an investment in human capital leads to the need to consider this element in the surrounding cultural environment as a key factor in both national and international business. Comparative data with foreign markets can help in understanding, for example, the level of accessibility of education and its impact on lifelong learning and the establishment of market relations.

The problem of the Russian economy’s growth rates is considered in the article in the context of Russia’s backwardness regarding GDP per capita in comparison with the developed countries. The author stresses the urgency of modernization of the real sector of the economy and the recovery of the country’s human capital. For reaching these goals short- or mid-term programs are not sufficient. Economic policy needs a long-term (15-20 years) strategy, otherwise Russia will be condemned to economic inertia and multiplying structural disproportions.

The author analyzes factors that led to a deeper fall in output and profitability in the real sector of the Russian economy in comparison with other segments during the acute phase of the financial crisis. It is argued that some contradictions in the government anti-recession policy, activities of the financial sector and natural monopolies lead to pumping out added value created in manufacturing and agriculture, increase symptoms of the «Dutch disease», etc. It is shown that it may threaten the balanced development of the Russian economy, and a set of measures is suggested to minimize these tendencies and create a basis for the state modernization policy.
