Economic Development Stages of Azerbaijan Republic

In the present article, the experience of market economy construction and macroeconomic management problem solving at different stages of Azerbaijan's development is considered. To assess effectiveness of the economic policy pursued, a comparative approach is used. Key economy characteristics are compared with typical or average criteria applied to groups of countries with economies resembling Azerbaijan in a certain way.

The given paper analyzes and assesses the socio-economic development of the Kyrgyz Republic in period of 22 years. The objects of attention were the problems of market economy, social problems such as poverty, unemployment, internal and external labor migration, issues of active economic policy and its unconditional implementation. The results, obtained from the critical analysis, allow giving recommendations to include in the policy renovation and development components and achieve stable and sustainable growth in economy to ensure an increase in its scale and efficiency.

Competitiveness is the central mechanism of market system, it is its locomotive. In the regions of post-Soviet countries, strict market demands are gradually being perceived as real and the perspective of long-term usage of an existed re- source potential is being determined. However, post-socialist transformations and the rapid rates of globalization process have made the regions of particular importance. Our goal was to meet the basic conditions for identifying the competitiveness of Georgian regions and to present the prospect of its improvement. The necessity of increasing the region’s competitiveness is primarily due to the generally recognized shortcomings and deformities of market economy functioning, as well as to the specificities of particular country’s economic system, production development, natural-climatic, ethnographic and other types of features. That is why, at a time of solving economic, social, and other important tasks, in modern conditions, determining the competitiveness of regions is of the utmost importance. The research of the problems of regional economics has become actual in Georgia since it gained the independence. The present work is based on studies of Georgian and foreign authors dedicated to regional competitiveness and their evaluation. Regional competitiveness, in its essence, is the competitiveness of a territorial unit, which has defined political and economic boundaries and fixes this difference compared to the competitiveness of different organizational structures. The competitiveness of the region shows the unity of relations connected to the economic development of the region with respect to other regions. We consider that Increasing the competitiveness of the regions and overcoming inequality existed in the regions should become the main target of the country’s economic policy.

The authors, basing on a critical analysis of the experience of planning during the 20th century in a number of countries of Europe and Asia, and also on the lessons from the economics of "real socialism", set out to substantiate their conclusions on the advisability of "reloading" this institution. The aim is to create planning mechanisms, suited to the new economy, that incorporate forecasting, projections, direct and indirect selective regulation and so forth into integral programs of economic development and that set a vector of development for particular limited spheres of what remains on the whole a market economy. New planning institutions presuppose a supersession of the forms of bureaucratic centralism and a reliance on network forms of organization of the subject and process of planning.

The article basing upon estimation of the social and economic potential of Russian Federation subjects shows that the resource model of economic development is suitable for nearly half of them. The advantages of this model are described using the example of the Far Eastern Federal District subjects that could be the proof of the necessity of "resource correction" of regional economic policy in Russia.

Kazakhstan’s economic policy in 1996-2007, its character and the degree of responsibility, the correlation between economic development and balance of current accounts are considered in the article. Special attention is paid to the analysis of their macroeconomic efficiency. It is concluded that in conditions of high rates of economic growth in Kazahkstan in 2000-2007 the net profits of foreign investors are 10-11% of GDP every year. The tendency of negative balance of current accounts in favor of foreign investors is also analyzed.

The article proposes an approach to the analysis of social change and contributes to the clarification of concepts of economic policy. It deals in particular with the notion of "change of system". The author considers positive and normative aspects of the analysis of capitalist and socialist systems. The necessary and sufficient conditions for the system to be changed are introduced, their fulfillment is discussed drawing upon the historical and statistical data. The article describes both economic and political peculiarities of the transitional period in different countries, especially in Eastern Europe.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.

The research of a condition of peripheral territories is of special interest within formation of a spatial paradigm of development of regional social and economic system. Differentiation of level of social and economic development of peripheral territories is natural process and is subject to complex studying for formation of adequate instruments of management within spatial social and economic policy. In article special attention is paid to formation of system and diagnostic approach for identification of level of social and economic development of territories on the basis of the composite indicator and also to justification and calculation of indicators of unevenness of development of peripheral territories.
