The implementation of PSBB or Lockdown still pay attention to the effects caused in the community. Making a regulation is not providing solutions but how to implement existing regulations. With the restrictions on community activities which basically will affect the financial factors. The government is not only thinking about how the country's economic problems the presence of the government is able to embrace all aspirations and give priority to the rights of its citizens. This research method uses a normative research approach. The data used are secondary data from Literature, Journals, and Others related to the Topic. Data analysis using qualitative analysis. The results of this study conclude that the implementation of policies illustrates how the existence of regulations clearly established by policy makers (government) that have certain impacts by taking into account the details of the program specifications, namely how and where the institution or organization should run the program, and how the law or program is interpreted . The government must think carefully about how resources are allocated, how budgets can be distributed, and who are the personnel responsible and implementing the program that should be clearly stated in a decision to be made by the government in its policies. If a variety of policies carried out by the government must be adjusted to the provisions of existing legislation so as not to cause the blurring of norms.

Penelitian ini bertujuan untuk mengkaji daya saing komoditi kakao di Sulawesi Tengah dan melihat peran pemerintah dalam meningkatkan daya saing komoditi kakao. Data primer berasal dari observasi, wawancara dan kuesioner, sementara data sekunder berasal dari instansi terkait. Metode analisis menggunakan Policy Analysis Matrix (PAM) dan analisis sensitivitas. Penelitian ini menemukan bahwa nilai PCR Kabupaten Parigi Moutong 0,589 dan Kabupaten Sigi 0,396. Sedangkan nilai DRC Kabupaten Parigi Moutong 0,387 dan Kabupaten Sigi 0,319. Hal tersebut mengindikasikan bahwa usahatani komoditi kakao di Sulawesi Tengah memiliki daya saing, namun tidak menguntungkan secara ekonomi karena Sulawesi Tengah menghasilkan biji kakao yang tidak difermentasi akibatnya petani menerima harga rendah. Berdasarkan hasil analisis, pemerintah belum memberikan proteksi terhadap harga biji kakao dalam negeri melalui harga referensi biji kakao sehingga harga biji kakao didaerah penelitian masih tergolong rendah jika dibandingkan dengan harga di pasar internasional. Sementara terhadap input, pemerintah telah memberikan kebijakan subsidi kepada petani, namun implementasinya masih perlu perbaikan terutama terkait penyaluran dan pengelolaan bantuan agar merata. Kajian ini merekomendasikan masih diperlukan kebijakan pemerintah baik terhadap input maupun output untuk meningkatkan produktivitas, menurunkan biaya produksi dan menaikkan harga jual biji kakao, sehingga dapat meningkatkan daya saing biji kakao. The purpose of this study is to assess the competitiveness of cocoa in Central Sulawesi and to investigate the role of government in improving the competitiveness of cocoa. The primary data were generated through observation, interviews and some questionnaires. The secondary data were obtained from the agency or the institution related to the research. This study uses the Policy Analysis Matrix (PAM) and sensitivity analysis. The study found that the PCR value for Parigi Moutong district was 0.589 and Sigi district was 0.396. While, the DRC value for Parigi Moutong district was 0.387 and Sigi district was 0.319. This indicates that cocoa beans farming in Central Sulawesi has competitiveness, but not economically beneficial because Central Sulawesi produces unfermented cocoa beans consequently farmers receive low prices. Based on the results of the government's impact on output analysis, the government did not provide protection for domestic cocoa seed prices through the reference price of cocoa beans, consequently the price of domestic cocoa beans, particularly in the research area, was relatively low compared to the price of cocoa beans at the international market. Seen from the government policy on inputs, the government have provided subsidies to farmers but they need to improve the distribution and management of aid to be evenly distributed. It is necessary to set up good government policy on inputs and outputs in order to increase cocoa seed productivity, decrease production cost and increase the price which simultaneously can improve its competitiveness in the research location.

This research aims to analyze the Implementation of Village Financial System (SISKEUDES)  towards the government organization in Suwaan Village Kalawat Subdistrict North Minahasa Regency. This research using qualitative research approach as using primary data, which were in the form of interview and secondary data. The informants are the village head, the village secretaries, and the head of village government affairs. The result showed that : (1) The implementation of Village Financial System in Suwaan Village has running well (2) The procedure of SISKEUDES utilization done by 4 stages which are : Planning, Implementing, Administrating, and Reporting (3) Village Financial System has been giving the positive influence towards the performance of each employee. Therefore, Village Financial System holds an important role upon village government that impact directly by the employee of village. This is as accordance with the purpose on the implementation of Village Financing System which is to assist the work of villagers’ employee.Keywords: Village Financial System, Village Government

This study aims to find the economic development strategies of converts in the city of Padang. The research approach was conducted using a descriptive qualitative method by collecting data through interviews, documentation and focus group discussions. The research explains that the economic problems of converts to cities in the city are caused by the severance of family relations, lack of ability, lack of converts, lack of assistance and lack of community awareness. The strategy in the economic development of converts in the city of Padang is happy with four processes. First, the making of converts as a means of gathering converts and becomes problem solving for all converts in the city of Padang. Second, capacity building is carried out by conducting trainings that provide theability of converts so that converts have the opportunity to make a business. Third, the provision of financial assistance aims to enable the ability of entrepreneurs who have been trained to be implemented in the form of business through financial assistance from both the government and the private sector. Fourth, supervision and assistance to the business carried out by converts in order to survive and be developed so that they can help other converts. To see the effects of the concept of this strategy it is necessary to implement all of these strategies so that they can be assessed and evaluated in an effort to improve the economy of converts.

Law enforcement without direction and not based on the three pillars of the justice of law, legal certainty and the benefits to society can break the law anyway even violate human rights. As one of the policies of the government that are not considered mencerminakan the values of justice and disturbing for the people, the government policy that acts of omission or delay in the application of the death penalty. This research is a normative legal normative juridical approach. The data collected is secondary data were analyzed using qualitative methods juridical analysis. Based on these results it can be concluded that in the application of the death penalty there are serious legal issues, this is due to government policies that commit omission or delay in the execution of the death penalty is a violation of human rights as stipulated in Article 28 of the 1945 Constitution. Indonesia officially declared the first case of the corona virus infection that caused Covid-19 in early March 2020. Since then, various counter measures have been taken by the government to reduce the impact of the Covid-19 outbreaks in various sectors. Restrictions on community activities affect business activities which led to economics declination. Almost all sectors are affected. This study aims to estimate the impact of the COVID-19 outbreaks on the regional economics development.  This research using composite index to estimate the impact of the COVID-19 outbreaks  on the regional economic develompment and this was carried out by building an index composite showing the severity of health on one hand and economic performance on the other. This research shows, 34 provinces in Indonesia can be classified into four quadrants: 1) health improving and the economy is improving, 2) health is improving and the economy is deteriorating, 3) health worsening and the economy is improving, and 4) health is deteriorating and the economy is deteriorating. This study aprovide suggestions in order to be more accurate in identifying problems and finding precise solutions, the local government should collect data and research on economic aspects in a fast and precise way, namely 1) the level of the COVID-19 outbreak in the province, 2 ) risk factors for natural disasters, 3), factors characteristic of economic problems, 4) fiscal burden factors.

The emergency status caused by Coronavirus Diseases (Covid-19) has prompted the government to implement Social Distancing as a measure to reduce the number of spreads of the Covid-19 virus. Social distance is a person's efforts not to interact at close range or avoid crowds. The community is asked to work at home, study from home and worship at home; even tourist attractions are not allowed to operate, this situation is a challenge for tourism actors. The purpose of this study is to find out how the tourism strategy is during the New Normal period after the COVID-19 pandemic with restrictions on community activities. This study uses a qualitative approach. Data analysis was carried out with qualitative-interpretive. The results of research conducted at the prayer hill religious area show that government policies through the implementation of Government Regulation No. 1 of 2021 concerning Improving Discipline and Law Enforcement of Health Protocols in the Prevention and Control of Corona Virus Disease 2019 have been well implemented in terms of four indicators, namely: communication, resources, disposition and bureaucratic structure.

Policy refers to the commitment of people or organization to the laws, regulations, and other green mechanisms concerning environmental issues. Community participation has become important in government, policy makers, and environmentalists over last few decades, and as a result, it is now an established principle as it is widely used not only in academic literature but in policy-making documents, international discussions, as well as in local debates when considering issues dealing with decision-making to achieve sustainable development. Implementation of green policy and community participation programs through representatives—organization, groups of individuals—enhances the benefits of polices and program and adds value to policy as well as making the policy's results and responses more effective and stronger.

The research aim is to determine development strategy of Banjar Samu as a tourism village. This research used qualitative and quantitative data with source from primary and secondary data. Observation, interview and documentation are data collection techniques. The sample method used purposive sampling while data analysis used descriptive qualitative and SWOT analysis.  Based on the results, the research indicate is that Banjar Samu have tourism potential which is consisted of natural potentials include panorama of rice fields and water springs. While the potential of culture include: community activities, hospitality and attitude of mutual cooperation, temples: building architecture and religious activity, sacred art of barong landung and another arts entertainment such as joged bumbung, arja, gambelan geguntangan, as well as local craft communities such as wood carving, silver handicrafts, yoga-meditation activity and sekaa such as sekaa gong,  joged, geguntangan, arja, angklung, subak and sekaa santi. Based on the analysis of SWOT Matrix, the results obtained by SO strategies are improving the quality of tourism potential and establish tourist activity. ST strategy is improving the security services. WO strategies are increasing cooperation with the government college, arranging some promotion. The waqf land certification is free charged whereas the general land is not. The research analyzes the article 22 from the government regulation Number 13 Year 2010 concerning the government policy of tax exemption of waqf land certification based on public administration law. The purpose of the research is to understand and to analyze the reasons of government publishing this kind of policy in the perspective of Administrative Law. The kind of research is library research, it needs secondary data, which consists of the material of primary, secondary and tertiary laws. The approach is juridical normative and the analysis is qualitative. The result of the research explains that the government publish the policy of tax exemption with the objective to make Waqf land useful for the society, to accelerate of Waqf land legalization, to protect and to optimize the function of Waqf land. This policy is one effort to understand the waqf action that having a sense of religious service as well as having law certainty. The government policy is the implementation of Administrative Law function in order to create a clean and appropriate government with the good general government principal, such as legality, equity, justice, law protection, wisdom, general need implementation and smart action.

Purpose of the Study: Over-tourism is an issue that is being experienced by many well-known destinations in the world, both in urban and rural areas. The purpose of this research is to find out how the experience of developing a Tourist village is seen from the tourism lifecycle approach. This study also explores the sensitivity of managers to the phenomenon of over-tourism in their village, to design strategies for product rejuvenation. Methodology: This research adopts a historical qualitative research approach. This method is exercised through two data sources. Primary data was carried out through non-participant observation (for four months) in the Nglanggeran tourist village, Yogyakarta to observe and interview tourist village managers, tourism entrepreneurs, workers, and local communities. Meanwhile, Secondary data used include online media articles, scientific writings, and promotional media. Main Findings: The study found that in the tourism area life cycle model approach, tourist villages' growth can be grouped into 6 phases. The exploration phase and stagnation, marked by the start of the Nglanggeran tourist village and massive growth that had environmental, social, and cultural impacts. The management adopts several strategies, including price management, visitor management, and length of stay management. Implication/Applications: This experience is very important to be learned and known by tourism stakeholders, especially tourist village managers and the government which is developing similar tourism products massively throughout Indonesia. The originality of the study: This research is original, and this is the first study that finds out how the experience of developing a tourist village is seen from the tourism lifecycle approach and explores how managers are sensitive to the phenomenon of overtourism in their village. Thus, this scope is expected to be developed in other tourist villages in Indonesia to get generalizations about the development of tourist villages.
