It considers the prerequisites for developing a methodology in order to create touristic recreational complexes based on resource capacities of local settlement systems (territorial communities) in Ukraine. Attention is given to the situation in the industry and its prospective capabilities to play a principal role in economic development of a number of territorial communities. It outlines a number of principles that need to be used when considering the process in the urban planning activities. It also provides a specific example of a strategic program of local system development with the touristic and recreational component as its basis. The research materials analyze the current state of affairs of urban planning activities in Ukraine, in particular, peculiarities of regional planning, using three largest cities and their suburbs as case studies. A number of negative trends have been discovered in the relations between the city and suburban area, that need to be resolved during the subsequent stages of designing to take into account the changes in the management system – decentralization and development of territorial communities that will be interacting with the city on systemic positions.

The article examines the historical, landscape and urban planning features of Yerevan, which determined the planning structure and development of the city's greening system. The analysis of the city relief in terms of heights and natural types of landscapes is given. Particular attention is paid to the description of urban planning axes and compositional nodes of the landscaping system, created during the Soviet period according to the general plan of 1937.For the first time, the structure and types of tree plantations of squares and city streets are analyzed, depending on their functional purpose and location in the city. The description of the design solution for the Children’s railway in the gorge of Hrazdan river and the station building, as well as the widespread assortment of the trees and bushes in the city in the Soviet period. The main problems of the current state of the green areas of the center are considered and the directions of reorganization of the city greening system are given. The ways of solving existing problems by the introducing regulations for the preservation of existing plantings in center of Yerevan and the prospects for their development are proposed.

The subject of the article relates to the current state of affairs of spatial planning system in force in Poland and the possibility to introduce positive changes to it. The author adopted the examples with which she attempts to illustrate the system from her own extensive experience in urban planning, especially in Warsaw, which was assumed as the main research field. In the article, the discussion on the abovementioned planning system starts with the statistics of urban plans made in Warsaw, the scope of social participation and analyzes conducted prior to projects. Then, focus was placed on contemporary trends: functional diversity, land and building ownership, the European Green Deal trend, as well as the necessity for management principles in urban planning and project implementations. The basic assumed research method was to compare the achievements of urban development elements in Poland with similar ones located in countries of Western Europe. In the conclusions, the final summary is presented. It consists in the author’s own recommendations for corrective action for functioning of the spatial planning system in Poland.

The City of Uzice had 2490 inhabitants in mid 1862. Following the order of the state administration that every city must have an urban plan, firstly a Geodetic plan of the current state of the city center was made and based on it, in May 1863 the first urban plan proposal (author Emanuel Sefel) appeared. The Ministry of Internal Affairs, because of a large number of complaints of the population and of a short period time available to make changes to the plan sent the engineers Joseph Vesely and Joseph Klinar to Uzice so that they could assist. The second urban plan proposal was completed towards the end of 1863. The first urban plan of Uzice transformed the town, previously fully regulated by oriental principles, into a city organized according to European urban principles. The plan was effective from 1871 to 1891.

The article is a result of an analytical research on development of relations between the city and suburban area. An attempt to define main factors that may be included into a future strategy of balanced development and to avoid a number of problems in the organization of group forms of settlement in the big cities' influence zone. The decentralization processes in the governance system constitute the social and economic potential for creation of a system of common interests in development, and not for destruction of both cities and suburban area. Background The flea toad Brachycephalus sulfuratus was recently described from southeastern and southern Brazil. In its description, the authors overlooked previous records of flea toads that had been identified as “Brachycephalus sp. nov.” and B. hermogenesi occurring in the same regions, which could suggest the possibility of up to three flea toads coexisting in southern Brazil. In addition, B. sulfuratus is characterized by substantial phenotypic variability, to an extent that compromises its current diagnosis with respect to its congener B. hermogenesi. Therefore, the current state-of-affairs regarding the geographical distribution of these two species and the identification of previously known populations is hitherto uncertain. Our goals are to reassess previous records of flea toads attributable to B. hermogenesi, B. sulfuratus and “Brachycephalus sp. nov.”, considering the description of B. sulfuratus, and to review the diagnosis of B. sulfuratus. Methods A critical analysis of the species identity of flea toad specimens attributable to B. hermogenesi, B. sulfuratus, or to a potentially undescribed species from southeastern and southern Brazil was based either on the analysis of morphology or on their advertisement calls. These analyses include our independent examinations of specimens and, when not possible, examinations of published descriptions. To allow for a consistent comparison of advertisement calls between B. hermogenesi and B. sulfuratus, we made recordings of both species, including in the type locality of the former. Results We found that morphological and call characters originally proposed as diagnostic for B. sulfuratus in relation to B. hermogenesi vary intraspecifically. Live individuals with ventral yellow spots correspond to B. sulfuratus; individuals without yellow spots can be either B. sulfuratus or B. hermogenesi. In preservative, they are indistinguishable. Previous records of Brachycephalus sp. nov. correspond to B. sulfuratus. We propose that the reduced number of notes per call and the presence of only isolated notes in the call of B. sulfuratus, as opposed to a high number of notes per call with isolated notes and note groups in the call of B. hermogenesi, as the only diagnostic characters between them. Regarding their distributions and based in our assessment, only B. sulfuratus occurs in southern Brazil, without any overlap with B. hermogenesi. There is a narrow gap between the distributions of these species around the southeast of the city of São Paulo. Our revision also revealed that some records previously attributed to B. hermogenesi in Rio de Janeiro and north São Paulo represent a distinct, unidentified flea toad that is not B. sulfuratus. Both species occur side by side in Corcovado, São Paulo, a locality from where five paratypes of B. hermogenesi were obtained. Biogeographic events that might have led to vicariance between B. hermogenesi and B. sulfuratus are discussed.

This article is a response to the urgent problem of the development and use of the coastal territories of Odessa. Based on the analysis of the historical, social, urban planning and economic context, the article argues the landscape and recreational direction of the development of coastal territories. In addition, the principles, main stages and methods for the formation and maintenance of this territory on a scale from improvement to the urban development role in the city system have been identified. The analysis of trends and problems of sustainable urban devel- opment. In creating a ―sustainable‖ urban environment, the role of various specialists is extremely important: urban planners, architects, ecologists, and ―urbanisms‖ of various ―urban‖ specialties. Only by methods of an integrated approach is it possible to create a full-fledged space, intercon- nected with nature, historical and cultural monuments. With a good location relative to the city, Odessa slopes are not balanced in function and in intensity of operation, which leads to their inefficient use and economic loss of the territory. The analysis revealed a complex of accumulated problems. These are administrative-political, social functional, economic,ecological, cultural. The article proposes an Accession Program promoting park protection – attracting political and public organizations, as well as possible formats for attracting investments. All this is formed under the condition of: – complete conservation of green areas; point inclusion of improvement in the structure of the park; improvement of roads and trails; the formation of places of various saturation and functionality; conservation of the ―wild‖ park. The concept of coastal development is unambiguously a landscape-recreational zone. This determines the maximum recreation, development, improvement of the natural complex; minimi- zation and localization of urbanized areas; withdrawal from the zone of automobile transport; the organization of convenient, aesthetically and environmentally friendly communications of the city with the coast, taking into account all the visual points of disclosure, both on the sea and on the marine facade; оrganization of water public transport The article proposes one of the options for the development of the Odessa coast – the for- mation of urban planning axes of the city - the sea. The result is a convenient communication city – park – beach – sea in the form of stairs, ramps, escalators and other ways of vertical communication between the upper and lower plateaus. On the upper plateau, architectural town-planning ensembles of various functional purposes are formed. An expressive silhouette of the city is created. the territory of the slopes, their connection. The coastal zone is decided in the format of a fully accessible shore: piers are provided with a link to the main walking axis ―health track‖; beach area improvement is carried out, as well as attraction of geographically unconnected commerce. All structures are subject to the condition of preserving green spaces and must comply with the regulatory requirements for park buildings developed by specialists with the participation of the public specifically for this section of the park. The principles that determine the general direction of sustainable urban development are based on the ideology of solving global problems of modern Odessa, taking into account-balanced interaction of natural, socio-economic and technological subsystems during the development of Odessa about the coast without prejudice to future generations.

Corruption vulnerabilities exist where government officials have power over the provision of goods and the imposition of costs. Building permits and infrastructure contracts are examples of state-issued goods. Traffic tickets and tax liabilities are examples of costs levied by the state. These and other corruption vulnerabilities turn to actual threats when officials calculate that the benefits of abusing their power are greater than the penalties associated with getting caught. By a similar logic, the formula for corruption control requires increasing the probability of detecting corruption (that is, of activating the eye) through enhanced monitoring and then credibly threatening to apply the appropriate penalty in response to wrongdoing (cracking the whip). Notably, the common policy response to corruption often emphasizes only the first of the two mechanisms. Governments prioritize transparency measures but avoid the risks associated with confronting corruption. Therefore, as a means to improve on the current state of affairs, this book examines distinct approaches to promoting accountability, especially accountability among the set of unelected officials responsible for regulating the built environment. It analyzes the results of field experiments on corruption control conducted in the City of Querétaro in central Mexico, urban and peri-urban districts in Peru, and two of New York City’s boroughs. The book contributes evidence-based recommendations for how societies can go about fighting bureaucratic corruption.

Lots of documents governing the construction, urban planning and territory improvement have been enacted a long while ago and basically give little consideration to changes going on and current state of affairs. They are mainly related to the average cost of living in the country. This necessitates the development of a methodical base of increasing the output of the work of construction. The basic criteria for the evaluation of the appeal of objects while constructing are high-rise complexes. A method for the calculation of land needs for the general plan of an investment construction project with a yard (or condominium). The research carried out showed that urban planning standards are not really stuck to, i.e. should be. On top of that, the objections of land adjoining property are the painfully missing.

Today, there is a need to assess the historical development of small cities in Russia in order to identify urban planning conflicts in the urban environment and determine promising directions for their resolution. This study is aimed at analyzing existing urban planning conflicts and disclosing the resource potential of the territory of historical buildings in the center of a small town on the example of Valuyki, Belgorod region. The authors uses conflictological and complex approaches. The analysis of the planning, functional and transport structure of the city is carried out. The analysis of the cultural heritage objects of the historical center based on historical and cultural reference plan of the city center is compiled. The current state of the riverside territories of the river Valuy in the central part of the city has been reviewed. A number of urban-ecological conflicts leading to the degradation of the coastal zone have been identified. Urban planning conflicts of the city center (social-functional, land-use, transport, etc.) are also identified and classified, their types are determined by the type of location (linear, point, areal), their participants and possible directions for their solution are identified. The promising directions of the development of the historical center of the city and the likelihood of the emergence of new types of activities for cultural heritage sites have been determined.
