This study explain how the dynamics of resistance actors from the resistance movement over the control of forest resources of the Mentawai indigenous people on the island of Siberut, Mentawai islands, West Sumatra. The primary data in this study are the results of interviews with the authors in the field, as well as secondary data from books, international and national journals, as well as related official documents. The author concludes that there is no significant resistance due to the lack of solidarity and sense of belonging to the customary forest due to the heterogeneity that exists in Siberut. The conflict that took place was actually not just the interests of the economic base, but the existence of a cultural base that also played an important role.Abstrak Penelitian ini menjelaskan dinamika aktor perlawanan dari gerakan perlawanan atas penguasaan sumber daya hutan masyarakat adat Mentawai di pulau Siberut, kepulauan Mentawai, Sumatera Barat. Metode penelitian yang digunakan adalah kualitatif . Data primer dalam penelitian ini berasal dari hasil wawancara penulis di lapangan, serta data sekunder yang berasal dari buku, jurnal internasional maupun nasional, maupun dokumen resmi yang berhubungan. Penulis menyimpulkan bahwa tidak ada perlawanan yang begitu signifikan dikarenakan aliansi-aliansimasyarakat yang terbangun kekurangan solidaritas dan “sense of belonging” atas hutan adat karena heterogenitas yang ada pada Siberut. Konflik yang berlangsung sebenarnya tidak hanya sekadar kepentingan basis ekonomi semata namun adanya basis budaya (culture) yang juga memainkan peranan penting. Namun, dikarenakan kurangnya solidaritas tersebut, gerakan yang terbangun bersifat tentatif tergantung kepentingan penggerak gerakan.

This study aims to determine how Administration, Reporting and Accountability of Dana Nagari in Batang Anai District, Padang Pariaman Regency, West Sumatra Province. There are three (3) aspects in village funds, administration, reporting and accountability. To achieve these objectives, descriptive qualitative research methods are used. Data sources are primary data and secondary data. Data collection techniques are carried out by observation, interviews, and documentation using qualitative descriptive analysis techniques. The results of the study show: (1) Administration carried out by the treasurer in the form of receipts and expenditures which are recorded in the general cash book, bank book, income details book, and financing details book which is equipped with receipts. (2) Reporting that the delay in disbursing village funds was due to the late regulation of the Regulations of the Regent of Padang Pariaman which caused the disbursement of stage I and phase II village funds to be delayed too late. (3) Accountability Submission of accountability reports to the public through various media, such as websites and billboards. Submission through this media can make it easier for the public to obtain information about the performance of the village government.

Community life in Bali is inseparable from the customs inherent in the life of society itself. Religion and culture become a crucial factor to implement the order of indigenous people. Social change has an impact on the life of indigenous people.  Many custom cases that occur, one of them is having sexual relation / marriage with close relatives called Gamia Gamana. Sanctions toward this custom offense generally carry out by cleaning up the village or prayascita village. The purpose of this ceremony is to restore the sanctity and balance of the village; therefore, it becomes pure again. This sanction is given as a fine to the person who does custom offense called Sangaskara Danda. The research questions of this study can be formulated as follows; how is the nature of Sangaskara Danda? And how is the implementation of Sangaskara Danda sanction toward customs offenses Gamia Gamana? The method used in this study was an empirical law derived from primary data and secondary data. The nature of this study was descriptive, with qualitative data analysis. Overall results of these analyses were presented in the description which described the complete problem under study along with a critical discussion. The nature of custom sanction Sangaskara Danda can be seen from the form of sanction, the purpose of the sanction, and the implementation of the sanction. The sanction Sangaskara Danda is in the form of Prayascita Sangaskara Danda and Matirta Gamana (for Hindu Priest). The purpose of this sanction is restoring the cosmic balance (sekala-niskala); moreover, cleansing and purifying themselves, their family and village environment. The implementation of these sanctions is done by imposing the perpetrator of custom offenses either in material or immaterial.  Similarly, in implementing sanction Sangaskara Danda toward custom offenses Gamia Gamana is to continue to implement Sangaskara Danda in the form of Prayascita Desa and impose other sanction such as not allowed joining as the member of the village, pay fines, bathed in the sea or even “diaben” (symbolically).

This study explores the importance of indigenous knowledge for everyday practices of disaster risk reduction and response. Many existing studies have highlighted the need to integrate such knowledge with modern science. Based on ethnographic research in indigenous communities in the Mentawai Islands of Indonesia, this study explores the categorization of indigenous knowledge in the integration process. To that end, primary data were collected through in-depth interviews while secondary data were collected from relevant documents, including books, articles, websites and government and NGO reports. The findings indicate that indigenous knowledge is acquired through long observation and interaction with disasters. Although some of this knowledge is based on successes in other localities, some indigenous knowledge is completely local, homogenous and shared among community members. It was also established that indigenous knowledge can be meaningfully organized into a number of categories, and that indigenous knowledge of a technical nature is more likely to be integrated with scientific knowledge. The research was exploratory and approached indigenous knowledge issues from the point of view of indigenous communities themselves. This approach should be replicated and expanded in other indigenous communities.

The problem that occurs is how the indigenous people of swamps interpret the lack of management territory, the loss of livelihood resources and organize themselves to seize opportunities for management rights. The problem of customary land and indigenous peoples above, the researchers felt the need to study more deeply on the Determination of Indigenous Areas and Customary Law Communities in Penyengat Village, Sungai Apit Subdistrict, Siak Regency, Based on the Minister of Home Affairs Regulation No. 52 of 2014 concerning Guidelines for the Recognition and Protection of Indigenous Peoples. This type of research is sociological, so the data source used is primary data from interviews, secondary data from libraries and tertiary data from dictionaries, media, and encyclopedias. Data collection techniques are done by observation, interviews, and literature review.

This research is conducted to identify the competitiveness of creative industries in West Sumatra based on market orientation, entrepreneurial orientation, and competitive advantage. Variables used in this research are competitiveness, market orientation, entrepreneurship orientation, and competitive advantage. The method of collecting primary data are obtained through questionnaires and guided interviews. The primary data used are from survey to small industries and secondary data are from Department of Industrial and Trade Cooperatives (Diskoperindag) and Department of Tourism of West Sumatra. Hypothesis is tested using Partial Least Square (PLS) method. The research found that the increase of competitiveness will be reached if the company has competitive advantage and the manager/owner of creative industry is entrepreneurial-oriented. This entrepreneurial orientation influence competitiveness directly or mediated by competitive advantage. Whereas, market orientation cannot create creative industry’s competitiveness either directly or mediated by competitive advantage.

This study aims to determine the effect of motivation and work discipline on employee performance. This type of research is quantitative research using descriptive methods. Data sources used are primary data and secondary data. Data collection techniques with library research and questionnaires. The population in this study were all employees of the Department of Commerce, Cooperatives and Small and Medium Enterprises in Lima Puluh Regency, West Sumatra Province, amounting to 66 people. And the sample is all the population of 66 people or better known as the census. The data analysis method used is the instrument test which is divided into validity and reliability test, descriptive variable analysis (TCR), classic assumption test that is normality test, multicollinearity test and heteroscedasticity test. The analytical tool used is multiple linear regression analysis using the SPSS 17.0 program. The results obtained are motivation and work discipline have a positive and significant effect on employee performance in the Department of Commerce, Cooperatives, and Small and Medium Enterprises in Lima Puluh Regency, West Sumatra Province. Penelitian ini bertujuan untuk mengetahui pengaruh motivasi dan disiplin kerja terhadap kinerja karyawan. Jenis penelitian ini adalah penelitian kuantitatif dengan menggunakan metode deskriptif. Sumber data yang digunakan yaitu data primer dan data sekunder. Teknik pengumpulan data dengan studi kepustakaan dan penyebaran kuesioner. Populasi dalam penelitian ini adalah seluruh karyawan Dinas Perdagangan, Koperasi, dan Usaha Kecil Menengah Kabupaten Lima Puluh Kota Provinsi Sumatera Barat yang berjumlah 66 0rang. Dan yang dijadikan sampel adalah semua populasi berjumlah 66 orang atau lebih dikenal dengan istilah sensus. Adapun metode analisa data yang digunakan adalah uji instrumen yang terbagi menjadi uji validitas dan uji reliabilitas, analisis deskriptif variabel (TCR), uji asumsi klasik yaitu uji normalitas, uji multikolinearitas dan uji heteroskedastisitas. Alat analisa yang digunakan adalah analisis regresi linier berganda dengan menggunakan program SPSS 17.0. Hasil yang didapatkan adalah motivasi dan disiplin kerja berpengaruh positif dan signifikan terhadap kinerja karyawan di Dinas Perdagangan, Koperasi, dan Usaha Kecil Menengah Kabupaten Lima Puluh Kota Provinsi Sumatera Barat.

This study aimed to know and understand about the legal culture of community on the phenomenon of different caste nyentana marriage. This research was empirical legal research legal research with behavioral approaches. The data source consisted of primary data sourced directly at the site of research and secondary data that included legislation, traditional laws, law books, magazines, dictionaries and newspapers. This study used qualitative data analysis which then produced descriptive data.Based on the national legal perspective, there are no differences in the position of husband and wife in different caste nyentana marriage. But in Balinese customary law, it resulted in the wife having a position that is more important than the husband in the family. As in the context of social life, especially in the capacity as krama in the sub-village, then the husband remains responsible for his obligations as krama muani while the wife still serves as krama luh. Related to the legal culture of indigenous people in Tabanan over different caste nyentana marriage, the fact that people are still of the view that marriage is an inter-caste marriage. Thus the legal culture of indigenous people in Tabanan tends to be static. This is motivated by many factors, one of which is either ignorance factor of traditional leaders or traditional krama of Decree of the Parliament No. 11 of 1951 which expressly has abolished inter-caste marriages that often lead to discrimination. Penelitian ini bertujuan untuk mengetahui dan memahami tentang budaya hukum masyarakat terhadap fenomena hukum perkawinan nyentana beda wangsa. Penelitian ini ialah penelitian hukum penelitian hukum empiris dengan pendekatan pendekatan prilaku (behavioral approach). Data primer bersumber langsung dari lokasi penelitian, sedangkan data sekunder berupa peraturan perundang-undangan, awig-awig­, literature hukum, majalah, kamus dan surat kabar. Pada penelitian ini data dianalisis secara kualitatif yang kemudian menghasilkan data deskriptif. Berdasarkan perspektif hukum secara nasional, tidak terdapat perbedaan kedudukan suami-isteri dalam perkawinan nyentana beda wangsa. Namun dalam Hukum adat Bali, justru mengakibatkan istri memiliki kedudukan yang lebih penting dibanding suami di dalam keluarga. Adapun dalam konteks kehidupan bermasyarakat, khususnya dalam kapasitas sebagai krama di banjar, maka si suami tetap bertanggung jawab pada kewajibannya sebagai krama muani sedangkan si istri tetap berkedudukan sebagai krama luh. Terkait dengan budaya hukum masyarakat hukum adat di Tabanan terhadap perkawinan nyentana beda wangsa, faktanya masyarakat tetap berpandangan bahwa perkawinan tersebut merupakan perkawinan antar kasta. Dengan demikian budaya hukum masyarakat hukum adat di Tabanan cenderung bersifat statis. Hal ini dilatarbelakangi oleh banyak faktor, salah satu diantaranya ialah faktor ketidaktahuan baik dari pemuka adat maupun krama adat tentang Keputusan DPRD  No. 11 Tahun 1951 yang secara tegas telah menghapus perkawinan antar kasta yang kerap menimbulkan diskriminasi.

This study is intended to reveal: (1) the description of the real conditions and the information and facts about human trafficking in West Sumatra, (2) the “push and pull factors” of human trafficking. This study uses a mixed method using secondary and primary data. Primary data is collected through questionnaires, interviews and focus group discussions in accordance with the purpose of research. Secondary data is collected by observing the documents available at the village, district, regency, provincial, and national levels as well as other relevant agencies and literature review. The results show that the push factors of human trafficking in West Sumatra are; (1) the unavailability of the desired jobs in the country (2) early marriage, with a high risk of divorce, domestic violence, poverty, etc, (3) requirements that must be met before applying, (4) Poverty (5) low formal education, so easily provoked by news, (6) Administration of birth registration is not good, (7) Lack of social control. Meanwhile the pull factors of human trafficking are (1) the temptation to make a living outside the hometown, (2) Information that life is better and successful outside hometown, (3) better salary outside hometown, (4) simple procedures conducted by labor brokers who trap women in human trafficking. The community leaders, religious leaders, as well as ‘bundo kanduang’, ‘ninik mamak’ are expected to play the role as agents of inheriting unwritten values, norms and traditions to the nephews and children within the family, so they will be guided in their lives and not trapped by the human trafficking brokers seduction. South Tumani village is a village located in The District Maesaan South Minahasa Regency, the majority of the people work as farmers. South Tumani village has a limited production forest area of 500 hectares (Ha). Based on observations made by researchers showed that people's behavior in the utilization of forest resources that are not controlled can trigger forest destruction. The purpose of this research is to find out the perception of farmers' perception of forests in The Village of South Tumani Maesaan District. For three months from August to October 2020, the data types used were primary data and secondary data obtained from interviews using questionnaires. Sampling method is done purposive sampling (determined intentionally).In accordance with the results of research on farmers' perception of forests in South Tumani Village. (1) Farmers in South Tumani Village know about the existence of forests in the eastern part of Tumani village and the types of crops in the forest. (2) Farmers know that forest resources are useful and have utilized forest resources. (3) Farmers know about the impact of forest damage and how to protect forests. (4) People are hesitant about the rules of forest protection.

Logbook penangkapan ikan merupakan salah satu instrument yang digunakan oleh pemerintah dalam rangka penguatan pengawasan pemanfaatan sumberdaya kelautan dan perikanan. Pengunaan logbook secara manual yang digunakan selama ini masih banyak mengalami kendala teknis. Permasalahan tersebut kemudian diharapkan dapat teratasi melalui pengembangan logbook penangkapan ikan berbasis elektronik (e-logbook) yang dilakukan oleh Pusat Pengkajian dan Perekayaan Teknologi Kelautan dan Perikanan (P3TKP) sejak tahun 2011. Tulisan ini bertujuan untuk mengetahui persepsi nelayan terhadap ujicoba penggunaan e-logbook di PPS Bungus. Penelitian dilakukan pada bulan Oktober Tahun 2014 di PPS Bungus. Data yang dikumpulkan berupa data primer yang diperoleh melalui wawancara dengan bantuan kuisioner dan data sekunder yang berupa laporan dari institusi terkait. Data kemudian dianalisis secara statistik deskriptif. Hasil penelitian menunjukkan bahwa secara umum nelayan / nakhoda di PPS Bungus setuju apabila ke depan melakukan pengisian data tangkapan ikan menggunakan elektronik log book. Namun, perlu dilakukan sosialisasi dan pelatihan kepada nakhoda secara intensif. Alat elektronik log book juga harus mudah digunakan dan memiliki fitur sederhana dan mudah dipahami nelayan/nakhoda. Peningkatan kepatuhan nelayan dalam menggunakan elektronik log book dapat dilakukan melalui penambahan fitur yang memuat informasi bermanfaat bagi nelayan, seperti informasi daerah penangkapan ikan, informasi cuaca, serta informasi harga ikan. Peran petugas pelabuhan dalam rencana pengembangan dan penerapan elektronik log book menjadi sangat penting karena petugas pelabuhan merupakan pelaksana teknis yang akan berhadapan langsung dengan nelayan sehingga kegiatan sosialisasi dan pelatihan elektronik log book juga perlu diberikan tidak hanyan kepada nelayan tetapi juga petugas pelabuhan.Title: Perception of Fishermen to Trials of Fishery Electronic Logbook at Bungus Fishing Port, Padang City, West Sumatra ProvinceLogbook fishing is one the instrument which is tested by the government in order to strengthen the supervision of the utilization of marine resources and fisheries. The use of manual logbook used today are many experienced technical problems. The problems are then expected to be resolved through the development of fishing-based electronic logbook (e-logbook) by the Center for Technology Assessment and Enginering of Maritime Affairs and Fisheries (P3TKP) since 2011. This paper aims to determine the perception of fishermen toward the use of e-logbook in PPS Bungus. The study was conducted in October 2014 in PPS Bungus. Data collected in the form of primary data obtained through interviews with the help of questionnaires and secondary data such as reports from relevant institutions. Data were analyzed by descriptive statistics. The results showed that in general the fishermen / skippers in PPS Bungus agree to using the electronic log book for the next charging of fish catch data. However, it needs to be disseminated and intensive training to master. Electronic appliance log book must also be easy to use and have simple features and understandable by fisherman / skipper. Increased compliance of fishermen in the use of electronic log book could be done through the addition of features that includes useful information for fishermen, such as fishing area information, weather information, and fish price. Port officers role in the plan of development and implementation of electronic log book becomes very important because in the implementation they will be dealing directly with fishermen, so socialization and training activities electronic log book should be given not only to the fishermen but also officers.
