The local wisdom describes the way to behave, to act, and to quickly respond towards the physical or cultural community’s environmental changes. The study was conducted in January-March 2017 in the area of a traditional village at kampong Naga Nagaratengah, Neglasari, Salawu, Tasikmalaya, West Java Province. The integrated community empowerment model with the wisdom and local cultural values aimed to increase the productivity, income and quality of life which was mutually beneficial. In this empowerment model, the research method employed was a qualitative approach with the descriptive method, and the techniques of data collection were the study of literature, observation, interviews, and documentation. The finding described the role of the community as one of the bases of the local wisdom role improvement that possessed by the Naga village community environment. Through the social entrepreneurship activities, a handy-craft was not only measured by its profit only, moreover it was viewed as a social cooperation between members of the community as well as providing the largest understanding to the community about the importance of the natural and cultural conservations for the survival of the kampong Naga community. The obedience and cultural inheritance in the form of values, norms, customs, and social roles continuously transpired from generation to generation. This study aims to gain a deeper understanding of the existence of the local social organization in conducting community empowerment. The experiment was conducted at Community Empowerment Institution (In Indonesia it is referred to as Lembaga Pemberdayaan Masyarakat/LPM). LPM Cibeunying as one of the local social institution in Bandung regency. Aspects reviewed in the study include the style of leadership, processes, and stages of community empowerment, as well as the LPM network. The research method used is a case study with the descriptive method and qualitative approach. Data collection was conducted against five informants consisting of the Chairman and LPM’s Board members, village officials, and community leaders. The results show that the dominant leadership style is participative, in addition to that, a supportive leadership style and directive leadership style are also used in certain situations. The empowerment process carried out per the stages of the empowerment process is identifying and assessing the potential of the region, problems, and opportunities-chances; arranging a participative activity plan; implementing the activity plan; and monitoring and evaluating the process and results of activities. The social networking of LPM leads to a social network of power in which LPM can influence the behavior of communities and community institutions in utilizing and managing community empowerment programs. From the research, it can be concluded that the model of community empowerment implemented by LPM Cibeunying Village is enabling, empowering, and protecting.

Di bantaran sungai Ciliwung terdapat permukiman penduduk seluas lebih dari 6 hektar yang berpotensi mengubah lahan menjadi kumuh, padat, dan tidak manusiawi yang berdampak pada kualitas lingkungan fisik dan nonfisik yang tidak sehat. Tujuan penelitian ini adalah untuk memperoleh gambarankarakter modal sosial yang dimiliki penduduk pemukim lama di bantaran sungai, menganalisis implikasi modal sosial terhadap kebijakan pemerintah, serta menyumbangkan model penerapan pemberdayaan modal sosial pada penataan bantaran sungai. Penelitian kualitatif yang dilengkapi data kuantitatif lapangan ini disebut kuasi kualitatif. Populasi penelitian ini adalah kualitas lingkungan fisik alami dan modal sosial komunitas yang bermukim sepanjang bantaran sungai Ciliwung. Sampel adalah kualitasfisik alami bantaran sungai dan modal sosial komunitas yang bermukim lama di bantaran sungai Ciliwung Manggarai. Lebih dari setengah karakter modal sosial milik komunitas bantaran sungai Ciliwung Manggarai dimanfaatkan untuk kegiatan sosial membantu sesama dalam kegiatan sosial,sisanya lumpuh oleh kondisi yang berkembang. Implikasi modal sosial akan bermanfaat apabila kekuatan modal sosial digerakkan dan diberdayakan optimal serta diarahkan untuk meningkatkan kualitas lingkungan hidup. Model pemberdayaan komunitas bantaran sungai Ciliwung Manggarai diskenariokan dengan menyandingkan kebijakan pemerintah pusat, daerah, dan kebijakan modal sosial yang dimanfaatkan untuk mengurangi kekumuhan permukiman di ibu kota dan meningkatkan kualitas lingkungan pada bantaran sungai Ciliwung Manggarai.Kata kunci: Bantaran sungai, modal sosial, permukiman pendudukAbstractIn the banks of Ciliwung river people live in more than 6 hectare areas that potentially turn into slum, full, and inhuman that affect on unhealthy physical and nonphysical quality. The purpose of this study is to obtain an overview of social capital character owned the old settlers along the river,analizing the implications of social capital towards government policies, and to donate empowerment model in the application of social capital in the arrangement of the riverbanks. Qualitative research incorporating quantitative data field is called quasi-qualitative. Population is the quality of the natural physical environment and social capital communities who live in Ciliwung riverbank. Samples are natural physical quality and the social capital of communities living in Ciliwung Manggarai riverbanks. More than half of the social capital there used for social activities such as helping others insocial activities. The implications of social capital would be beneficial if its strength mobilized and empowered optimally and targetted to improve the quality of the environment. Community empowerment model in Ciliwung Manggarai riverbank is scripted by juxtaposing central government policy,regional policy, and social capital policy. It is used to reduce slum area and enhance environmental quality in Ciliwung Manggarai riverbanks.Keywords: Riverbanks, social capital, settlement area

The purpose of this research is to explore the oral traditions that exist in the Becirongengor village as well as the social and cultural values ​​contained in these oral traditions so that these values ​​can provide learning for the local community. Starting from the problem that the oral tradition that develops in society is starting to lose its existence. Currently the role of oral tradition has begun to be replaced by the existence of social media that has mushroomed in the community. The question is how the oral tradition is able to provide social and cultural values ​​among the community, especially the Becirongengor Village community. The qualitative descriptive method is the chosen research method. The results found that there are still oral traditions that develop in the community, namely (1) the history of Beciro and Ngengor; (2) Haul Mbah Janten and Mbah Surogati; (3) the Kleman Tradition; (4) Paseban Karang Jiwo; (5) MBET traditions; and (6) Slametan. The social and cultural values ​​implicit in the oral tradition are the values ​​of mutual cooperation, andap ashor, tepo seliro, aji mareng sesepuh, friendship, tolerance, religious, and historical values. Of course, oral tradition also provides benefits in social science and cultural education among people, who have experienced the process of transmitting social values ​​that function for entertainment, reminiscing about the past (meaning to history studying), solidarity and togetherness, religious or religious functions, social control, and education.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.

Experiences of absence are often laden with values and expectations. For example, one might notice that a job candidate is not wearing a tie, or see the absence of a wedding band on a person's ring finger. These experiences embody cultural knowledge and expectations, and therefore seem like good candidates for being a form of evaluative perception. This chapter argues that experiences of absence are evaluative apart from the social or cultural values they take on. They are evaluative in their core, solely by virtue of being experiences of absence. The chapter begins by explaining why certain experiences of absence should be treated as a case of genuine perception. It then clarifies the role of the evaluative states in experiences of absence. The chapter concludes by arguing that experiences of absence constitute a new form of evaluative perception, and presents the subjective–objective dichotomy in a new light.

AbstractThe article examines the migration infrastructures and pathways through which migrants move into, through and out of irregular status in Japan and the UK and how these infrastructures uniquely shape their migrant experiences of irregularity at key stages of their migration projects.Our analysis brings together two bodies of migration scholarship, namely critical work on the social and legal production of illegality and the impact of legal violence on the lives of immigrants with precarious legal status, and on the role of migration infrastructures in shaping mobility pathways.Drawing upon in-depth qualitative interviews with irregular and precarious migrants in Japan and the UK collected over a ten-year period, this article develops a three-pronged analysis of the infrastructures of irregularity, focusing on infrastructures of entry, settlement and exit, casting a comparative light on the mechanisms that produce precarious and expendable migrant lives in relation to access to labour and labour conditions, access and quality of housing and law enforcement, and how migrants adapt, cope, resist or eventually are overpowered by them.

The subject of this research is the specifics, forms and functions of interaction in social media groups between the representatives of ethnic communities. The goal consists in determination of the role of social networks in adaptation of ethnocultural communities of St. Petersburg. The research is based on the polling technique for acquisition of information on the cognitive, emotional, and behavioral state of a person. The survey was conducted via distribution of questionnaires among the representatives of ethnic groups. The article also employs the method of systematic scientific observation over the social media groups, topic raised therein, as well as reading and analysis of the comments. The scientific novelty of this work consists in outlining of the nature, trends and development prospects of cross-cultural communications as the channel for ethnocultural interaction.  The main conclusions, which touch upon users from various ethnic communities who do not have enough experience in organization of activity of social media groups, demonstrate that it causes the loss of the sense of security, accumulation of prejudices and escalation of interethnic conflicts, as well as preference of the with restricted access, which contributes to lock down of the group and impedes adaptation in the accepting society. Stabilization of situation can be achieved by improvement of the quality of content posted in the social media, as well as level of their administration.

History and structure of the Finnish innovation system, as well as main characters of knowledge-producing sector as a part of the system are in the center of investigation. The author comes to the conclusion that it was the social state model in Finland that made it possible to create the knowledge-producing sector able either to keep a high quality of education of all levels or to maintain a culture of networking diffusion of knowledge and innovation.

This research is motivated by the leadership role of the aperture on the performance of the District Social Welfare Section of Bone Bolango, and addressing what led to the apparaturs can not improve its performance. Location / object of research in the Social Welfare Section of Bone Bolango District Secretariat, the research method used is descriptive qualitative data sources from the observation, interviews, and documentation. Informants were interviewed 6 (six) in the form of Deputy. Section, and staff,. Data analysis was done by analysis that includes observation, identification of the problem, determine the focus of the problem, collect the data source, making the analysis of data, and making conclusions. Results of the study found the following: 1. a leader as an innovator has yet to make staff / subordinates capable of reviewing what to expect, 2. Leadership as a motivator, in this case has not been fully motivate / encourage the morale of staff, 3. Leadership as a facilitator in accordance interviews some say has not been able to realize the needs of the staff and the organization, 4. Chief said as a mobilizer, there are leaders who have not been able to steer and drive the duties and functions, so the quality of the resulting performance apparatus has not been able to realize the needs of the organization. As for the hope of Bone Bolango District Government, is where all the apparatus that is required to dedicate itself to the development of more specialized areas within the public welfare.
