This research is a qualitative research, which aims to describe the ideal pattern for Indonesia in building the reserve component base on the result of benchmarking and review of the formation pattern of the Asean countries, namely Indonesia, Malaysia, Singapore, the Phlilipines, and Thailand.  The place of research were Directorate of Reserve Component and the Directorate of State Defense of Defense Potential, Directorate General of Defense Potentioal, Ministry of Defence of the Republic of Indonesia, Commission I of the House of Representatives, and the Defence Attache of the five Asean countries. The data was collected by using Focus Group Discussion method, questionnaries, interviews, direct observation, and document verification.  Data analysis was perfomed using a model of the Analytical Hierarchy Process (AHP) Thomas L. Saaty, such as, to determine actor, pattern, and actor with the highest priority and become the most important criteria in the formation of national defense reserve component in five Asian countries. Result of research on the highest priority and the most important criteria: (1) for Factor: Deterrent Power; (2) for Pattern: Budgeting; and (3) for Actor: the Thailand Kingdom.  In this study we analyzed the implementation of eight key competences of Michael Zwell, ie, beliefs and values, skills, experience, personality traits, motivation, control emotional issues, intellectual ability, and the culture of the organization in six patterns for the formation of national defense reserve component in the Kingdom of Thailand, namely recruitment, training (development), use (utilities), closure, reward and punishment, and budgeting. The result of the analysis shows that the model and the development time in military basic training phase has the highest priority in improving the competence of members of the reserve component. In order to increase the deterrent power of the nation and country, Indonesia needs the competence of members of the reserve components that are national resources defense. Therefore, to improve the competence of defense reserve component member of the country, Indonesia needs to implement eight key competences of Michael Zwell into the military basic  training curriculum, which is the part of a national programme to defend the country, and put the Ministry of Defence as a leading sector.   Keywords: factor, pattern, actor, training, detterent, competence.

The selection of suitable learning methods will determine the success of a learning process. In the state defense preparedness training program, games are one of the methods used to achieve learning objectives through the use of playful media. This study aims to assess the effectiveness of this learning method and the factors supporting the effectiveness. The study was conducted on participants in Basic Training for Civil Servants Candidates in 2019 in West Sumatra Province through the distribution of questionnaires online. The results showed that 98.8 % of respondents considered that this method was effective.

The implementation of the comprehensive national defense system in Latvia marks a new turning point in the relationship between the state and society – instead of being consumers of the security and defense provided by the state, every inhabitant of Latvia must become an active contributor to the natio-nal defense system. Thus, the society’s willingness to defend the state becomes an essential element in the successful implementation of the comprehensive state defense system. This article analyzes the different views of Latvian and Russian-speaking population on issues that affect the willingness to defend the state, as well as evaluates the role of intercultural communication for informing public and increasing the involvement in the comprehensive national defense system.

State defense threats that arise as a result of the development of the global, regional and national strategic environment also include social conflicts that are still widely found in various parts of Indonesia. The preparation of a national defense strategy from an early age is very much needed to face the worst possibility and the government must hold a total war. The involvement of all national resources is needed including human resources, social conflict is a serious problem in the development of the defense force, so a solution must be found. This paper uses a phenomenological qualitative descriptive method and the theory of defense policy implementation by Lukman Yudho Prakoso to analyze the current problems. The research results show that there is still a need to carry out good handling in handling social conflicts that are integrated, can communicate interactively between entities, and implement transparent, controlled and accountable activities. So that the conclusion can be formulated that it is necessary to instill the value of State defense in handling social conflicts, so that it is hoped that awareness will arise in the community for responsibility in defending the State. Another conclusion is that a strategy is needed to build the best network and the involvement of an entity that functions as a Driver Force for handling social conflicts in supporting military campaign strategies.

This study aims to analyze the implementation of State Defense policies to achieve National Resilience. This research was conducted in the area of Kodim 1309 which was carried out by the Regional Command Unit (Satkowil) namely Kodim 1309 / Manado Korem 131 / Stg Kodam XIII / Mdk in the city of Manado and its surroundings. This research was conducted from December 2019 to February 2020. This study used primary and secondary data. Primary data were obtained by observation and interview methods, while secondary data were collected using documents related to the topic of this research, particularly with regard to land defense. Interviews were conducted with 15 informants who were selected purposively. Data analysis used qualitative data analysis techniques. The results showed that, first, the communication process carried out by Kodim 1309 as the executor was carried out by building communication with stakeholders in the Kodim 1309 area, which process went well and was accepted by stakeholders and the general public. Second, the implementation of the institutional strategy of the bureaucratic structure carried out by Kodim 1309 / Manado to the Koramil in its ranks has been good through forms of supervision. Third, in the aspect of resources in implementing the national defense of the Police, Kodam 1309 uses human resources, namely army personnel and available facilities. These activities have not been maximized because there are not enough personnel so that to carry out state defense activities was limited of number and face various other activities that must also be carried out too. Fourth, the attitude of policy implementers has not shown maximum results and has not been running sustainably.

This research is a follow-up study using film analysis theory to support national defense developed by Tobing, Deddy (2015) which emphasizes that films that are part of the mass media can be used to strengthen national defense. One of the threats in national defense is terrorism. The 22 Minutes film is a docudrama-type film which reviews the terrorist acts that took place in the Tamrin area of Central Jakarta on January 14, 2016. The film illustrates how terrorist acts take their toll on the police and the general public. In the end, this film shows actions to combat terrorism by using all the attributes of the Indonesian National Police forces.

The choice of the topic is based on the urgency of the problem, since the second position in the structure of the budget expenditures of the Russian Federation in 2016 is occupied by the item "National Defense" 3 091.0 billion rubles (19.2%). Responsible monitoring of compliance with the law in the implementation of state defense orders is really a significant issue. This article describes the basic principles of the operation of all the processes connected with the movement and control of money in relation to SDO. Also schemes of illegal money laundering and withdrawal of funds within the limits of current legislation are presented. Changing of some restrictions in the framework of the federal law, dated 29.12.2012 N 275-FZ "On State Defense Order" is proposed basing on the analysis of these schemes.

Participating in State Defense is one of the important mandates contained in the 1945 Constitution of the Republic of Indonesia. State Defense needs to be done by all responsible holders in creating Indonesia as a smart and prosperous nation. State Defense becomes important because national defense and security activities are not only left entirely to TNI and POLRI institutions.Therefore, various efforts are needed to reach all elements of Indonesian citizens who are dynamic and varied in their knowledge. The village community as a distinctive entity for Indonesian citizenship has not been properly touched with regard to efforts to instill awareness of defending the country. This article will discuss in detail the potential for the involvement of local wisdom values in the development of awareness of state defense in rural communities. Local wisdom is part of the strategy of a particular community group in order to achieve their needs. The research method used is qualitative. This research was conducted by studying literature with qualitative data collection techniques in the form of a literature study (literature). Meanwhile, the data analysis process used is data reduction, data display, verification, and conclusion. The results show that the approach to the value of local wisdom has an influence on the awakening of awareness of state defense in rural communities. The nature of the approach based on the valuesof local wisdom which is closely related to the habits of community life has implications for the awakening of awareness of state defense in such levels of society. Ikut serta dalam Bela Negara merupakan salah satu amanat penting yang termuat dalam Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Bela Negara perlu dilakukan oleh seluruh pemegang tanggung jawab dalam menciptakan Indonesia sebagai bangsa yang cerdas dan sejahtera. Bela Negara menjadi penting karena aktivitas pertahanan dan keamanan nasional tidak hanya diserahkan sepenuhnya kepada institusi TNI dan POLRI. Oleh sebab itu, diperlukan berbagai upaya dalam dalam menjangkau seluruh elemen warga negara Indonesia yang dinamis dan variatif dalam pengetahuannya. Masyarakat desa sebagai suatu entitas khas kewarganegaraan Indonesia belum tersentuh dengan baik terkait upaya-upaya menanamkan kesadaran bela negara. Artikel ini akan mengulas dengan rinci potensi pelibatan nilai kearifan lokal dalam pembangunan kesadaran bela negara di tatanan masyarakat pedesaan. Kearifan lokal merupakan bagian dari strategi suatu kelompok masyarakat tertentu dalam rangka mencapai kebutuhan hidupnya. Metode penelitian yang digunakan adalah kualitatif. Penelitian ini dilakukan dengan studi literatur dengan teknik pengumpulan data kualitatif berupa studi pustaka (literatur). Sementara itu, proses analisis data yang digunakan adalah reduksi data, display data, verifikasi dan penarikan kesimpulan. Hasil menunjukan bahwa pendekatan nilai kearifan lokal memberikan pengaruh atas terbangunnya kesadaran bela negara masyarakat pedesaan. Sifat pendekatan berbasis nilai kearifan lokal yang lekat dengan kebiasaan kehidupan masyarakat, berimplikasi pada terbangunnya kesadaran bela negara pada lapisan masyarakat demikian.
