Abstract This study aims to describe the views of the public towards Social Vulnerable Women (SVW) related to norms, ethics, and environmental aesthetics, orientation and patterns of education dissemination in the SVW family, as well as the impact of implementing education on reproductive prostitution for SVW children. This research was conducted using a qualitative approach. The subjects used in this study were four SVW families consisting of children who went to school and did not attend school as well as mothers who worked as SVW, residents living in the Prumpung area. The results of this study show that as migrants who worked as SVW in Prumpung, they were maintaining their behavior with local residents. Although the work they do is contrary to norms, ethics, and environmental aesthetics. As SVW all their lives, they want to get out of that dark life. Second, people's views on SVW's social behavior in Prumpung are related to the norms, ethics and environmental aesthetics of Prumpung. The community around the beginning did not like the presence of the SVW, but over time the people or natives finally accepted their existence. This is evidenced by the establishment of rented houses, restaurants and taxibike services to service SVW. Third, the factors that support SVW's social behavior related to norms, ethics and environmental aesthetics include increasing economic needs and the lack of education they have.

The research aims to see the practice of agricultural land pawn in Nagori Bandar Rakyat, Kecamatan Bandar, Kabupaten Simalungun. Methods of research with qualitative approach to phenomenology. The truth of phenomenology is fulfilled while the involvement of researchers as human instruments in the business can uncover, capturing the passion of the subject of economic phenomena or behavior in the field. Data obtained by interviews from the people Nagori Bandar Rakyat, Kecamatan Bandar, Kabupaten Simalungun who practiced the practice of agricultural land pawn. The results of the research showed the practice of agricultural land pawn in people Nagori Bandar Rakyat, Kecamatan Bandar, Kabupaten Simalungun not in accordance with sharia principles because of the detriment of either party. Because, the contract is done only to find profit. By giving a certain amount of money, murtahin got two advantages. Profit from the utilization of agricultural land guarantee and the debt from rahin. This happens because the public doesn‘t understand the Islamic Law well. The lack of Islam, even if the community does not know the impact, so that people do practice of agricultural land pawn according to customs.

The Right to Information Act 2005 was passed by the UPA (United Progressive Alliance) Government with a sense of pride. It flaunted the Act as a milestone in India’s democratic journey. It is five years since the RTI was passed; the performance on the implementation frontis far from perfect. Consequently, the impact on the attitude, mindset and behaviour patterns of the public authorities and the people is not as it was expected to be. Most of the people are still not aware of their newly acquired power. Among those who are aware, a major chunk either does not know how to wield it or lacks the guts and gumption to invoke the RTI. A little more stimulation by the Government, NGOs and other enlightened and empowered citizens can augment the benefits of this Act manifold. RTI will help not only in mitigating corruption in public life but also in alleviating poverty- the two monstrous maladies of India.

ABSTRACTThe theory of incrementalism is a long-standing and influential perspective on policy making and resource allocation in the public sector. Previous research on social services budgeting suggests that resources are allocated incrementally, although there has been some debate as to whether this would persist in an era of prolonged expenditure restraint. Incremental budgetary outcomes are operationalised as percentage changes in budgets pro-rata with percentage changes in the total budget, and as stable shares of total expenditure for each activity. Data for 99 English social service departments supports incrementalism in that budget shares change by only 1.8 per cent, but percentage allocations depart from pro-rata incrementalism by a mean of 74 per cent. The comparison of the two summary indices over time supports those who have argued that prolonged restraint would encourage non-incremental budgeting, but change in the agency's total budget does not consistently predict budgetary outcomes. The effect of restraint on incrementalism varies with the measure used and across the component activities of the measures, but there is enough evidence to suggest a significant decline in the level of incrementalism in social service departments. In particular, non-incremental budgeting is strongly associated with the growth of day centre expenditure on the mentally ill and the elderly before 1982–3, and after that with the pursuit of the ‘community care’ strategy within state provided services for the elderly and children. Incrementalism as a general theory of agency budgeting is limited in its ability to explain variations in the degree of incrementalism between agencies, between component budgets and over time. The conclusion suggests that further research should seek explanations for these variations in the varying balance of the competing forces which shape outcomes in welfare bureaucracies and in the relationship between these forces and the organisation's environment.

Ustadz Evie Effendi was a public figure who is known by the public as a modern ustadz that use the Sundanese language when do Da’wah. The perceptions given by the society particularly of ustadz Evie Effendi Da'wah pilgrims are positive until ultimately ustadz Evie exposed "misinterpretation" case in August 2018 when he misinterpreted a verse in the Sura in the Quran. The occurrence of a case of "misinterpretation" had a significant impact for ustadz Evie Effendi, one of them is a lot of pilgrims from ustadz Evie Effendi in Bandung which is no longer a loyal following lectures activities conducted by him. The existence of the impact that occurs from the "misinterpretation" case encourages researchers to see how the changes in perception that occurred in ustadz Evie Effendi Da'wah worshipers in Bandung. This study used a qualitative approach through the case study method uses the concept of Yin (2015). The results of this research show that changes in perception that occurred in Ustadz Evie Effendi Da'wah worshipers in Bandung is different for adult ages (40 – 50 years) and adolescents (20 years) as well as temporary caused culture society Indonesia which is permissive.Ustadz Evie Effendi merupakan seorang publik figur yang dikenal oleh masyarakat sebagai ustadz kekinian yang menggunakan bahasa Sunda ketika ceramah. Persepsi yang diberikan masyarakat khususnya jamaah dakwah ustadz Evie Effendi positif sampai pada akhirnya ustadz Evie terkena kasus “salah tafsir” pada bulan Agustus 2018 ketika ia salah menfasirkan ayat dalam suatu surat di Al-Quran. Terjadinya kasus “salah tafsir” memberikan dampak yang cukup besar bagi ustadz Evie Effendi salah satunya adalah banyak dari jamaah dakwah ustadz Evie Effendi di Kota Bandung yang tidak lagi setia mengikuti kegiatan ceramah yang dilakukan ustadz Evie Effendi. Adanya dampak yang terjadi dari kasus “salah tafsir” mendorong peneliti untuk melihat bagaimana perubahan persepsi yang terjadi pada jamaah dakwah ustadz Evie Effendi di Kota Bandung. Penelitian ini menggunakan pendekatan kualitatif melalui metode studi kasus menggunakan konsep Yin (2015). Hasil penelitian ini menunjukkan bahwa perubahan persepsi yang terjadi pada jamaah dakwah ustadz Evie Effendi di Kota Bandung berbeda untuk kalangan usia dewasa (40 – 50 tahun) dan remaja (20 tahun) serta bersifat sementara yang disebabkan kultur masyarakat Indonesia yang permisif.

Penelitian ini bertujuan untuk mendeskripsikan latar belakang Jepang di Bima dan reaksi Sultan dan masyarakat Bima terhadap kedatangan Jepang serta dampaknya terhadap masyarakat. Penelitian ini menggunakan pendekatan ilmu sejarah, sehingga tahap penelitian yang dilakukan adalah (1) Heuristik atau pengumpulan data, (2) Kritik (3) Interprtasi dan (4) Historiografi. Hasil penelitian menunjukkan bahwa bahwa Berdasarkan  pada pembagian wilayah kontrol pendudukan Jepang di Bima bahwa kawasan Indonesia bagian timur berada di bawah kontrol Armada (Angkatan) Laut yang berpusat di Makassar. Setelah menduduki Sulawesi Selatan pada tanggal 9 Februari 1942, Jepang terus melakukan gerak invasinya ke Nusa Tenggara, antara lain Kupang di Nusa Tenggara Timur (NTT) serta Bima di Kepulauan Sumbawa. Armada Laut Jepang dibawah pimpinan Kolonel Saito mendarat di Pelabuhan Bima pada tanggal 17 Juli 1942. Kedatangannya di sambut baik oleh penduduk setempat, sekalipun mereka (masyarakat Bima) di selimuti rasa khawatir atas rencana Asisten Residen Belanda, H.E. Haak untuk kembali berkuasa di Bima, karena itu dengan mudah Jepang menduduki Bima. Dampak keberadaan Jepang di Bima dibidang sosial diantaranya terjadi keresahan sosial dan porak-porandanya tata kehidupan sosial masyarakat. Agama dan adat yang selama ini dijunjung tinggi oleh masyarakat “terpaksa” harus dilanggar. Sementara dampak dibidang Ekonomi, berupa keterpurukkan Ekomomi, sebab masyarakat tidak lagi mencurahkan perhatian sepenuhnya untuk mengolah lahan pertaniannya. Penderitaan masyarakat berakhir setelah Jepang kalah dan menyerah tanpa syarat kepada sekutu pada bulan Agustus 1945. Sejak itu, pemerintahan pendudukan Jepang berakhir di Bima khususnya dan Indonesia pada umumnya. Kata Kunci: Pendudukan, Japang di BimaAbstractThis study aims to describe the background of Japan in Bima and the reaction of the Sultan and the people of Bima to the arrival of Japan and its impact on society. This study uses a historical science approach, so the stages of research carried out are (1) Heuristics or data collection, (2) Criticism (3) Interpretation and (4) Historiography. The results showed that based on the division of the Japanese occupation control area in Bima that the eastern part of Indonesia was under the control of the Naval Fleet (Force) based in Makassar. After occupying South Sulawesi on February 9, 1942, Japan continued to make its invasion moves to Nusa Tenggara, including Kupang in East Nusa Tenggara (NTT) and Bima in the Sumbawa Islands. The Japanese Sea Fleet under the leadership of Colonel Saito landed at the Port of Bima on July 17, 1942. His arrival was welcomed by local residents, even though they (the Bima people) were shrouded in worry over the plan of the Assistant Resident of the Netherlands, H.E. Haak to return to power in Bima, because it easily Japan occupied Bima. The impact of the existence of Japan in Bima in the social field included social unrest and ruins of the social order of the community. Religion and customs that have been upheld by the community are "forced" to be violated. While the impact on the economy, in the form of deterioration in the economy, is because the community no longer pays full attention to cultivate its agricultural land. The suffering of the people ended after Japan's defeat and surrender unconditionally to the allies in August 1945. Since then, the Japanese occupation government ended in Bima in particular and Indonesia in general. Keywords: Occupation, Japanese in Bima

This chapter demonstrates that policy analysis should be based on happiness as the measure of benefit (except where traditional methods actually work). It argues that this should be generally applied throughout the public services and by nongovernment organizations (NGOs). The chapter offers four key proposals. The first is that the goal of governments should be to increase the happiness of the people and, especially, to reduce misery. Where willingness to pay is not a feasible measure of benefit, governments should develop new methods of policy analysis based on point-years of happiness as the measure of benefit. All policy change should be evaluated through controlled experiments in which the impact on happiness is routinely measured. A major objective of social science (and of its funders) should be to throw light on the causes of happiness, and how it can be enhanced—and at what cost.

Planning competitions are used as a way to determine alternatives and promote innovative solutions in the early phase of urban planning. However, the traditional jury-based evaluation process is encountering significant opposition, as it does not consider the views of local residents. This chapter describes how web-based public participation tools are utilized in urban planning competitions to register public opinion alongside the expert view given by the jury. The research focus of this chapter is on studying how public participation can be arranged in competition processes, how the contestants use the information produced, and how it has been utilized in further planning of the area. Based on two Finnish case studies, this study indicates that web-based tools can augment public participation in the competition process. However, the results indicate that the impact of participation on selecting the winner is weak. Instead, in further planning of the area, the public opinions are valuable.

Healthcare rationing is inevitable, never more so than during the COVID-19 pandemic. In Portugal, rationing is largely implicit and relies too much on bedside decisions, made in stressful circumstances, involving ethical dilemmas and being prone to error. This study uses a qualitative approach by exploring the public records of Portuguese courts for malpractice suits between the years of 2008 and 2019 to ascertain whether the damage suffered by patients in these cases could in any part be attributed to a lack of resources. During this research, we found that a large number of lawsuits against doctors and hospitals might have in fact been the unfortunate result of the constraints of implicit prioritization. We concluded that lawyers and judges must be made aware of the impact of implicit rationing decisions on healthcare professionals, who are judged against a professional standard and an inverse onus rule that places on them a heavy burden of proof.

Environmental pollution, especially air pollution, is an alarming issue for the public, which is extensively debated among academic scholars. During the winter heating season, “smog” has become somewhat a normal phenomenon to local residents’ livelihood in northern China. Based on the daily air pollution data of regional cities in China from 2014 to 2016, and using a regression discontinuity design (RDD), the study finds that winter heating makes the air quality worse in the northern part of China. With the start of the winter heating, it increases the Air Quality Index (AQI) by 10.4%, particulate matter smaller than 10 μm (PM10) by 9.77%, particulate matter smaller than 2.5 μm (PM2.5) by 17.25%, CO by 9.84%, NO2 by 5.23%, and SO2 by 17.1%. Furthermore, dynamic changes demonstrate that air quality has gradually improved due to a series of heating policy changes implemented by the central government in recent years. Specifically, from 2014 to 2016, major indicators measuring the air pollution decrease dramatically, such as AQI by 92.36%, PM10 by 91.24%, PM2.5 by 84.06%, CO by 70.97%, NO2 by 52.76%, and SO2 by 17.15%.

This article examines the place of the municipal enterprises in the service of the local community in general, and in the rendering of municipal services in particular. The methods of services rendering by individual municipal authority or enterprise and the directly by local authorities are compared. These models vary considerably in efficiency and organizational support. These differences allow get answer to the question of the expediency of involving the municipal enterprises to the rendering of municipal services. The author defines the criteria, which allow assessing the place of municipal enterprises in considered sphere and getting answer to the question of the expediency of involving of municipal enterprises in the economy of the territory. The research also focuses on ways to improve efficiency, accountability and transparency of the management of municipal enterprises. A significant part of the impact and mechanism of direct responsibility to the people must be supported with the help of supervision of municipal services, otherwise there is a great temptation to start uncontrolled expansion and implement investments in new assets without appropriate investments in other municipal spheres. The activity of local authorities satisfies these criteria better than the performance of individual municipal enterprises. The financial independence of the last mentioned more contributes to attempts to build empires and unjustified costs. Municipal enterprises do not have unique advantages; their existence creates or contributes to the creation of problems in the sphere of decision-making, and also leads to unnecessary costs for the local authorities and population. Their abolishment would increase the efficiency, accountability and transparency of the public sector.
