This study aims to 1) To analyze interpretively the impact of the implementation of tax amnesty on MSMEs in Sidoarjo district. 2) To analyze and follow up the monitoring and evaluation model of the Tax Amnesty against MSME Actors in Sidoarjo Regency. The research subjects were MSME actors who performed Amnesty Taxes. The technique of collecting data uses In Depth Interview, Literature Study, Documentation. The technique of analyzing data uses qualitative data which is demonstrated by Focus Group Discussion (FGD). From the results of the study there are (1) negative impacts obtained: (a) weakening tax administration and reducing state revenues, (b) increasingly widening the income distribution gap, (c) creating social and racial jealousy, (d) the perception that Indonesia is a failed country because unable to enforce the rule of law in his own country. Whereas Dapak is positively obtained (a) Increasing state income, (b) Giving birth to new tax objects, (c) Secrets of taxpayers participating in the tax amnesty guaranteed security, (d) Increasing the growth of the property industry in the country, (e) Tax elimination that should be owed (f) Improve taxpayer compliance. (2) there are still many MSME actors in Sidoarjo who do not carry out Tax Amnesy because the public is afraid that in relation to the reduced profits (3) there is a lack of socialization and simulation of tax amnesty carried out by the government.

This study aims to determine the impact of the beauty training program in PPKD of East Jakarta  on students. The impact can be seen based on three criteria, namely positive impacts according to program objectives, positive impacts outside the program objectives (side effects), and negative impacts outside the program objectives. The research method used in this study is an evaluative study using the Goal Free Evaluation model. The research subjects consisted of: managers, instructors, and beauty training participants in PPKD of East Jakarta . Data was collected using observation, interviews, and documentation. The results showed that (1) the positive impact according to the program objectives was felt by almost all training participants, namely they could increase their knowledge and skills in the field of beauty and were ready to enter the workforce, (2) a positive impact outside the program objectives freelance work as a makeup artist, having confidence in work, and daring to open a business in the field of beauty, and (3) negative impacts outside the program's objectives felt by a small number of training participants who were less serious and less focused on training that they could not accept the material taught so that they are not ready to enter the workforce.

<p class="PRIMAJUDULArtikelEnglish">Penelitian ini bertujuan untuk: (1) mengevaluasi ketercapaian program pendidikan karakter pada tingkat sekolah dasar di Kabupaten Kulon Progo, (2) memberikan rekomendasi baik kepada guru, sekolah, maupun pemerintah untuk perbaikan program pendidikan karakter. Jenis penelitian adalah evaluasi program (evaluasi formatif) dengan pendekatan kualitatif. Subjek penelitian meliputi: (1) empat sekolah dasar di Kabupaten Kulon Progo, yaitu SDN 4 Wates, SDN 6 Bendungan, SDN Kriyan, dan SDN Selo; (2) Pengawas SD Kecamatan Kokap dan Pengawas SD Kecamatan Wates; dan (3) Di-nas Pendidikan Kulon Progo. Data dianalisis dengan menggunakan analisis data Milles &amp; Huberman meliputi: reduksi data, penyajian data, dan verifikasi data. Kesimpulan dari penelitian ini adalah: (1) kesiapan sekolah dasar di Kabupaten Kulon Progo untuk mengimplementasikan pendidikan karakter baik, dinilai dari kurikulum yang telah terintegrasi pendidikan karakter, namun masih kurang dalam hal pengelolaan sarana prasarana pendukung dan banyak guru memerlukan lebih banyak pengetahuan dan keterampilan tentang pendidikan karakter; (2) implementasi pendidikan karakter belum tampak pada kegiatan pembelajaran; (3) dukungan dari pemerintah dalam sosialisasi atau pelatihan dirasa masih kurang oleh sekolah; (4) monitoring dan evaluasi pendidikan karakter masih terbatas pada kurikulum dan dilakukan melalui pembinaan pengawas di setiap sekolah; dan (5) kendala yang umum dihadapi sekolah adalah penilaian sikap siswa yang belum terdokumentasi, kurangnya pemahaman guru untuk mengimplementasikan pendidikan karakter, dan tidak adanya sinergi antara pendidikan di sekolah dengan pendidikan di rumah.</p> <p class="PRIMAABSTRAKKeywords"><strong>_________________________________________________________________________________________________________________________________________________________________________________________________________________________________</strong></p> <p><strong><em> </em></strong></p> <p class="PRIMAABSTRAKJudul"><strong>A PROGRAM EVALUATION OF CHARACTER EDUCATION IN ELEMENTARY SCHOOL OF KULON PROGO REGENCY<br /></strong></p><p class="PRIMAABSTRAKJudul"><em><strong>ABSTRACT</strong></em></p> <p class="PRIMAABSTRAKBodyEnglish">This study aims to: (1) evaluate the progress of character education program in the elementary schools in Kulon Progo Regency, and (2) give recommendation to teachers, schools, and the government about the character education program’s improvement. This research used a program evaluation of Scriven’s formative evaluation model with the qualitative approach. The research subjects comprised: (1) four elementary schools in Kulon Progo, i.e. SDN 4 Wates, SDN 6 Bendungan, SDN Kriyan, and SDN Selo, (2) elementary school’s superintendents of Wates and Kokap, and (3) the education department of Kulon Progo. This research used the qualitative data analysis from Miles &amp; Huberman, consisting of data reduction, data display, and verification. The conclusions of this study are that: (1) the readiness of school for implementing character education is good, assessed from their curriculum integrated with character education, but still not good enough in terms of facility management, and the number of teachers in need of more knowledge and skills about character education; (2) the implementation of character education does not happen yet in the classroom learning activities; (3) the sample schools consider that the support from the government is insufficient especially for character education training; (4) the monitoring and evaluation of character education are still limited to the curriculum and done by the school’s superintendents; and (5) the constraints at character education are undocumented students’s behavior assessment, lack of teacher’s understanding to implement the character education, and there is no synergy between education at school and education at home.</p> <strong>Keywords</strong>: program evaluation, character education, elementary school<br />

This study aims to find out how the strategy is in an effort to improve and develop people's salt management in Sumbawa Regency. The problem faced is the problem of competitiveness and product added value which is still low, so that it leads to the level of the economic welfare of the economic actors in the salt sector. To overcome these problems, a Salt Development Strategy is needed in order to have competitiveness. SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) is used in research to develop strategies by considering strengths and weaknesses (internal environment) as well as opportunities and threats (external environment) faced by the Regional Government of Sumbawa Regency in order to develop its salt potential. The method of data collection was carried out by the method of Focused Group Discussion, Participatory Resource Mapping, observation, interviews, and literature study. The research subjects are stakeholders in Sumbawa Regency, namely the Sumbawa Regency Government, Academics, Entrepreneurs/Industry, and Salt Farmers Community. This research is a type of qualitative descriptive research. The resulted of this research were the strategies to develop the salt industry. Those strategies were: 1). Increasing the salt business system financing program, 2). Facilitating group or institutional development through collaboration with related parties, 3). Education about salt innovation and technology, 4). Increased cooperation with the government, especially the Cooperatives, Trade, and UMKM Service and the Fisheries and Marine Service, 5). Strengthening institutional management through various human resources education and training, 6). Strengthening capital capabilities and business partnerships, 7). Improvement of supporting facilities and infrastructure, 8). Development of salt business through the introduction of side businesses supporting the salt industry and 9). Establishment of a salt business association in the context of sharing information and experiences related to the world of salt.

Indonesia began to face the Industrial 4.0 era, where all systems began to be connected digitally. This condition is inseparable from the rapid development of industrial scientific knowledge. Through a literature study, this paper aims to look at the data quality approach regarding how the emergence of Industry 4.0 is related to the development of industrial engineering science, what challenges are faced and how the government should direct the development of industry 4.0. The results of this study indicate that in its development, the 4.0 industrial revolution had an influence on human resources to evolve to the emergence of the idea of Industry 4.0. The idea brought the concept of combining digital technology and the internet with conventional industry which ultimately aims to increase productivity, efficiency and reduce the number of unemployed significantly. However, aside from that, some of the consequences faced are related to the negative impacts of Industry 4.0 in which impacts on human resources. This is where various challenges arise for the government. There are many roles that the government can play to face the challenges of the emergence of Industry 4.0. The main role is to focus on equipping human resources by expanding employment and also providing opportunities to be able to open entrepreneurship in various business places such as, in individual business centers and in the vicinity of franchise businesses.

<p>People Tax is the main source of state income. The better the tax policy of a country, the better the development of a country. One of the factors that influence the level of public awareness in paying taxes is corruption. Study shows that tax collection is one of them influenced by corruption. In the data of Corruption Perceptions Index 2016 reported by Transparency International, Indonesia is ranked 90 out of 176 countries. Tax evasion is a serious problem for many countries. Every year, the government loses revenue potential as many residents evade taxes in various ways. For this reason, the government implements tax amnesty. Tax amnesty is designed to permanently reduce the amount of underground economy activity, thereby increasing tax revenues in the future and developing countries can grow well.</p>

This study aims to develop lecturer performance appraisal model using web-based Integrated Evaluation Model (IEM). The object of this study is certified lecturers in Indonesia, by applying this model, the certification compensation given by the government is really used to enhance lecturer's performance. It is expected that the results of this study can be an important research that produces effective and efficient software to evaluate the lecturers' performance nationally because it involves a 360degree assessment. We have done some activities to develop the prototype software application of Integrated Evaluation Model (IEM) for assessing the certified lecturer's performance. They are 1) preparing the questionnaire indicator for the 360 degree performance appraisal, 2) conduct the program test on the certified lecturer. In this phase, certified lecturers, superior, and students also conduct assessment on certified lecturers through IEM software, 3) conduct Focus Group Discussion (FGD) to gain evaluation and feedback on the effectiveness of the IEM application program. FGD results provide a valuable contribution to the preparation of IEM program design. And the IEM software produced in this research has accommodated all of the results of FGD activities. IEM complements the prior certified lecturer performance appraisal with 360 degrees performance appraisal.

Indonesia reported the first case of Covid-19 on March 2, 2020. Data as of March 31, 2020 showed that there were 1.528 confirmed cases and 136 deaths. The Covid-19 death rate in Indonesia is 8.9%, the highest in Southeast Asia. After confirming the first case, the Government of Indonesia took various countermeasures to reduce the impact of the Covid-19 pandemic in various sectors. Not only the health sector but also the economic sector has suffered no less serious impacts due to this pandemic. At the family level, the small and middle levels of society become weak and decline, this is due to restrictions on community activities. Due to these conditions, it is necessary to make efforts that we must do to be able to restore the economic condition of the family by utilizing the potential that exists around it. This service was carried out at the Women Farmers Group called ‘Kelompok Wanita Tani (KWT) Maju Bersama’  Pelempat, Meninting Village, West Lombok District, West Nusa Tenggara Province. The method used in this activity is implemented in 4 (four) activity stages, namely 1) Preparation, 2) Socialization, 3) Activity Implementation, and 4) Monitoring and Evaluation. The results of the activity showed that members of  Kelompok Wanita Tani (KWT) Maju Bersama have understood the technique of developing oyster mushroom cultivation and have high motivation to become entrepreneurs through cultivating oyster mushrooms as well as making it to increase people's income in the New Normal Era of the Covid-19 pandemic.

Pemerintah Indonesia selama pandemi COVID-19 menerapkan PSBB (Pembatasan Sosial Berskala Besar) dimana PSBB tersebut membuat aktivitas masyarakat dibatasi, dampaknya juga bisa dirasakan pada lansia di Panti Wreda sehingga dapat menyebabkan timbulnya gangguan depresi. Penelitian ini bertujuan untuk mengetahui hubungan pandemi COVID-19 dan PSBB dengan gangguan depresi pada lansia di Panti Wreda Hana Ciputat Jakarta. Penelitian ini menggunakan metode analitik observational dengan desain studi cross sectional. Penelitian ini dilakukan di Panti Wreda Hana Ciputat Jakarta terhadap lansia sejumlah 56 subjek penelitian yang terdiri dari perempuan 48 orang dan laki-laki 8 orang. Dari 56 subjek penelitian jumlah laki-laki 8 (14,3%) dan perempuan 48 (85,7%). Sebelum terjadinya pandemi COVID-19 dan PSBB, subjek penelitian yang tidak depresi sejumlah 49 subjek (87,5 %), kemungkinan besar depresi 6 subjek (10,7%), dan yang mengalami depresi 1 subjek (1,8%). Selama pandemi COVID19 dan PSBB, subjek penelitian yang tidak depresi 38 subjek (67,9%), kemungkinan besar depresi 14 subjek (25%), dan yang mengalami depresi 4 subjek (7,1%). Berdasarkan hasil uji Chi-square nilai p= 0,000. Dapat disimpulkan terdapat hubungan pandemi COVID-19 dan PSBB dengan gangguan depresi pada lansia di Panti Wreda Hana Ciputat Jakarta. The Government of Indonesia during the COVID-19 pandemic implemented PSBB (Large-Scale Social Restrictions) where the PSBB made community activities restricted, the impact can also be felt on the elderly in nursing home so that it can cause depressive disorders. This research was done in order to determine the relationship of the COVID-19 pandemic and PSBB with depressive disorders in the elderly at the Ciputat Hana Nursing Home in Jakarta. This study used an observational analytic method with a cross sectional study design. The research was conducted at the Ciputat Hana Nursing Home in Jakarta for 56 elderly subjects. In the nursing home consist of 48 women and 8 men. In 56 research subjects, there were 8 (14,3%) men and 48 (85,7%) women. Before the Pandemic of COVID-19 and PSBB, there were 49 (87,5%) research subjects who were not depressed, 6 (10,7%) research subjects who were most likely depressed, and 1 (1,8%) research subject who were depressed. During the Pandemic of COVID-19 and PSBB, there were 38 (67,9%) research subjects who were not depressed, 14 (25%) research subjects who were most likely depressed, and 4 (7,1%) research subjects who were depressed. Based on Chi-Square test result, the value of P = 0,000. In conclusion, there is a correlation between the pandemic of COVID-19 and PSBB with depression disorder in the elderly at Ciputat Hana Nursing Home in Jakarta.

With the pandemic, the government is implementing learning at home, the use of technology media is the main key in online learning. This study aims to describe the impact of using gadgets in early childhood in the aspects of language development. This research was conducted using the literature study method in which journals, books and other sources reinforce this research.

Street vendors is a phenomenon in almost all regions in Indonesia, which is always a positive and negative impact on the region where the street vendor activity. The positive is the economy in a sustainable life in areas where street vendor activities, while the negative effects are disturbed some public access as a result of the existence of such street vendor, such as public roads are always jammed, the sidewalk is not functioning, trash increases or the environment increasingly neglected, area aesthetics will show discomfort. For the more crowded street vendor activities will have an impact upon the producer. However street vendor unaware that what was done to give effect to society because of disruption of public facilities. It is very necessary of information for the  street vendor’s understanding and perception to the impact caused by their presence in an area. The research was conducted by qualitative method with type research field investigations and descriptive analysis of the street vendor, managers, buyers and decision makers who do trading activities in S. Parman Street, UlakKarang Padang.  Samples as research subjects were the street vendors as much as 5 people, managers, local government, the buyer and road users. The data used are primary data and secondary data. Data Collection Techniques conducted by observation, interview, and documentation while data analysis is conducted qualitatively by a descriptive approach. The findings and the results are show that the information obtained is correct in running its activities to seek fortune already utilizing public access such as sidewalk and road. Contributions to the street vendors are expected to have awareness in running its activities mainly on the utilization of public access and if you want to keep running its activities must be willing to abide by all the regulations set forth by the government, because it became a street vendor answers to some of the problems faced by street vendors as well as for the government attempted to manage and regulate the existence of street vendors to be in line with policies that have been set by the government for street vendors somehow able to overcome the problem of the existence of the public economy.
