Tourism development in Banyuwangi Regency will never able to proceed without considering development in other supporting sectors, such as agriculture and UMKM. The purpose of this research is to analyze and describe the carrying capacity of UMKM and agricultural sector in tourism development of Banyuwangi Regency. This qualitative research uses phenomenology approach. This research resulted in the carrying capacity of UMKM sector in Banyuwangi Regency was still inadequate, improving the added value of agricultural products and all of its sub-sectors by collaborating the tourism sector. UMKM establishment and agriculture sector is expected to support the local ecotourism program through economic empowerment of society by providing a variety of food products combined with UMKM.

Abstract The government's policy on development in Indonesia is considered to be impartial in the agriculture sector, from observations, the portion of the budget each year is mostly channeled to other sectors, such as education, health, security and other routine expenditures such as salaries and operations, agriculture is considered very minimal, whereas more than half of the population in Indonesia works in the agricultural sector. The farmers are still complaining about infrastructure problems such as dams, irrigation, and farm roads. In addition, the quality of human resources working in the agricultural sector is still low, the price stability of production is uncertain so that at any time can harm the farmers, the survival of the survivors are allowed by the government when they have great service in encouraging development. The number of problems that occurred in the agricultural sector became the basis of this paper. This research is based on qualitative research, where researchers collect various data field and conduct a deep analysis of the data and on the problems that occur. The conclusion of this research is that government should direct development in agriculture sector so that people get welfare by making policies or regulations that favor the farmers by improving the quality of human resources in the agricultural sector, the availability of facilities and infrastructure, the guarantee of the price of agricultural products and the guarantee of survival farmers. Keywords: policy, government, development, agriculture Abstrak Kebijakan pemerintah dalam pembangunan di Indonesia dinilai belum memihak pada sektor pertanian, dari hasil pengamatan, porsi anggaran tiap tahunnya lebih banyak tersalurkan pada sektor-sektor yang lain, seperti pendidikan, kesehatan, keamanan maupun belanja rutin lainnya seperti gaji pegawai dan operasional, sedangkan untuk sektor pertanian dinilai sangat minim, padahal lebih dari setengah jumlah penduduk di Indonesia bekerja di sektor pertanian. Para petani masih banyak mengeluhkan masalah infrastruktur seperti bendungan, irigasi, maupun jalan tani, selain itu kualitas sumber daya manusia yang bekerja disektor pertanian masih rendah, stabilitas harga hasil produksi tidak menentu sehingga sewaktu-waktu dapat merugikan para petani, jaminan kelansungan hidup para petani dibiarkan begitu saja oleh pemerintah padahal mereka punya jasa besar dalam mendorong pembangunan. Banyaknya masalah yang terjadi disektor pertanian tersebut menjadi dasar dari tulisan ini. Penelitian ini didasarkan pada penelitian kualitatif, dimana peneliti mengumpulkan berbagai data dilapangan dan melakukan analisis yang mendalam terhadap data-data maupun pada persoalan-persoalan yang terjadi. Kesimpulan dari penelitian ini adalah pemerintah seharusnya mengarahkan pembangunan pada sektor pertanian sehingga masyarakat mendapatkan kesejahteraan dengan membuat kebijakan atau regulasi yang memihak kepada petani dengan cara peningkatan kualitas sumber daya manusia di sektor pertanian, ketersediaan sarana dan prasarana, jaminan harga hasil produksi pertanian dan jaminan kelangsungan hidup para petani. Kata kunci: kebijakan, pemerintah, pembagunan, pertanian

The recent interest in the topic of agri-food exports is caused by investment activity in agriculture after 2014 and, as a consequence, the positive dynamics of the main indicators of the industry's development. Russia’s food exports has grown more than 15 times since the early 2000s, and the dozens of countries around the world buy this food. At the same time, there are structural and regional features that indicate the limited results achieved in foreign trade, but Russia’s agri-food exports are growing only at the expense of three categories of goods (grain, vegetable oil and fish) with a lower added value than by top-processed food products. It is noted that despite the large number of importing countries, only a few of them purchase significant volumes of Russia’s food. The aim of the study is to quantify the regional differences in the involvement of the territory in the export of food and agricultural raw materials. The assessment showed that most of the Russia’s regions are poorly involved in foreign trade, therefore more than half of all food exports belong to several regions that have a large seaport and produce one of the three main food products. Based on the assessment results, a typology of Russia’s regions is presented according to the criterion of involvement in Russia’s export of agricultural products, taking into account the characteristics of exported products (upper, middle or lower processing). The results obtained make it possible to assess the real export activity of the agroindustrial sector of the regions and the potential for its increase in the future. To calculate the dynamics and regional distribution of Russia’s food exports we used the database of the Federal Customs Service of Russia (HS codes 01-24). In the article, we also calculated the Balassa index and the export diversification index, modified for analyzing the involvement of Russia’s regions in the export of agricultural products.

This research aims to investigate the sectoral market share of the professional committees, their current status, and expectations in the context of employment. It was determined that the market share of the sectors of 58.55% of the participants decreased in 2019. 46.71% of participants had the prediction that there would be no change in their market share in 2020. 45.39% of the participants anticipated a decrease in employment in 2019, and 58.55% anticipated that there would be no change in employment in 2020. 69.74% of the members of the professional committees participating in the research stated that there was a qualified employee shortage in the sector. The agriculture sector comes to the fore in the required employment areas. Participants stated that qualified employees trained according to the sector should be increased. According to the results, it was determined that there was a need for employment in agricultural products sales, textile, medical equipment, restaurants and cafes, insurance, private health services, advertising and media, paper, and packaging sectors.

The agricultural sector has a multifunctional role in the development of an area. Bali Province is one of the provinces in Indonesia that uses rural areas as a gateway to the agricultural sector that supports the tourism sector. The contribution of the agricultural sector in 2017 amounted to 13.07 percent of the GRDP of the Province of Bali, number two of the 17 sectors (the sector of providing accommodation and food and drink occupy the first position, amounting to 22.82 percent. The purpose of this study was to map the growth typology of each sector in the Province of Bali, and evaluated the performance of the agricultural sector in the Province of Bali from 2013-2017. The location of the study was conducted in the Province of Bali, carried out deliberately (purposive) with the consideration that there has been a very alarming increase in the conversion of agricultural land functions in the Province of Bali. The typology used is Klassen, LQ (Location Quotient, and DLQ (Dynamic Location Quotient). The results of this study are the agriculture, forestry, and fisheries sectors in quadrant II, namely the advanced but depressed sector, as a whole is a “prospective” agricultural sector, the sector it has a basic role during 2013-2017 but this sector does not have the potential to remain a base sector because the growth rate of the agricultural sector in Bali Province is slower than the national level.

The industry is the current engine of the Indonesian economy over the past three decades; the economic structure in Indonesia has the transformation from the agriculture sector to the industry sector. The objective of this study is to examine the causality between agricultural, industry, and economic growth in Indonesia. By using the vector error correction model (VECM), this research finds that in the long-term, there is directional causality from the industry added value, economic growth on the agricultural added value. Meanwhile, in the short-term, the variable of industry added value and economic growth has the two-way causality. Besides, the agricultural added value can only affect the industrial added value and economic growth in the short-term. These findings support the idea that the agricultural sector plays a vital role in the economy, such as increasing economic growth and growth in other sectors, especially the industrial sector in this case.JEL Classification: F40, L60, O13, O47

ABSTRACTConcept of Subak Landscape Development Plan As a Sustainable Agrotourism AreaSubak is one of the world cultural heritage. However, the rapid development of tourism in Bali threatens the existence of the subak. The high price of land becomes unequal to farmers' income from the agricultural sector. Agricultural sector began to be abandoned and the existence of subak began to disappear. To reduce these threats, it is necessary to develop agricultural areas by focusing on the productivity of the performances that produce quality commodities and the development of agricultural landscape potential as a tourist destination. This study aims to plan the concept for the development of agricultural and subak areas as the motor of the agricultural sector to obtain economic opportunities through the tourism sector. The research method is done by analyzing agriculture sector through subak component (Windia, 2013) and analyzing the plan of arrangement of tourist landscape through tourism development component (Inskeep, 1991). The final product of this research is the concept of sustainable agro-tourism plan on the subak landscape.Keywords: subak, agrotourism, tourism landscape planning

This critical review evaluates the agriculture sector’s challenges by assessing the agriculture sector related to government food security policies. The agriculture sector faces many problems, including during 2019 it only grew by 3.08% than the previous year, as the second GDP contributor, although it has the potential to reduce unemployment, it has not been supported by adequate human resources and even tends to degeneration due to the lowest income compared to others. Another serious problem is that every year, there is a reduction of between 150,000 to 200,000 hectares of land due to conversion of function for infrastructure development. As an agrarian country, Indonesian farmers’ welfare has also not changed much from year to year. Farmers Exchange Rate (NTP) in 2019 was 104.46, only growing 1.25% from the previous year. The low wages of agricultural laborers, limited land ownership, agricultural products’ selling price do not benefit the farmers, making their welfare still low. With this phenomenon, Indonesia urgently needs to reform its governance in the agricultural sector, and restore BULOG’s role. Strengthening the Bulog’s role will be able to maintain food price stability and motivate farmers' interest to continue planting rice and various other food commodities.

It should be mentioned that this work that is presented, as a result of research, corresponds to the management and accounting treatment that can be given to Biological Assets in Latin American companies in the agricultural sector, and its purpose is to demonstrate the influence that exists between the importance given to low financial accounting (IAS / IFRS) and poor reciprocity in accounting management and accounting practices that are effectively applied in the agricultural sector, especially in SMEs, thereby causing some cracks. However, it can be stated that the reasons for the possible fissures that may exist are attributed to the fact that the current general accounting standards do not adapt very well to the particularities of the agriculture sector and are relatively difficult, and costly to implement.

Turkish agricultural sector plays an important role in the global market. After the accession to EU Turkey will become important competitor to those countries where export of agricultural and food products are comparatively large. This suits to Lithuania and for this reason it is necessary to compare agriculture sector of those countries, which significantly influence global market. There have been several studies aiming to compare agricultural sector in Turkey and other European countries. However, all those studies did not use multiple criteria methods. The aim of the paper is to propose the methodic to assess agricultural sector of Turkey and selected EU countries. The ranks of the countries yielded by the four methods differ insignificantly. The comparison of economic indicators in 2013 as compared to 2007 had growing tendency, but ranks become almost the same with the exception of Romania and Latvia.

This study aims to: (i) analyze the role of agriculture sector to the economy of West Sumatra in the formation of the structure of demand and the structure of supply, consumption structure, the structure of investment, export and import structure, structure of gross added value, (ii) determine the forward linkage and backward linkages of agriculture sector in the province of West Sumatra, (iii) determine the sensitivity coefficient of the spread and the spread of agriculture in West Sumatra, (iv) determine the multiplier effect caused by the agricultural sector in the province of West Sumatra, and (v) analyze the impact of investment generated by the agricultural sector to the economy in the province of West Sumatra. The results showed the assumption that investment in the agricultural sub-sectors Rp100 billion will have an impact on the increase in output, income and employment are able to create a total output in all sectors of the economy of Rp131,736.99 billion, revenue of Rp21 682, 46 billion, and the employment of 5,343 people. Based on this analysis, the impact of the agricultural subsector investment to the formation of the largest output value is in the plantation subsector, while the formation of the largest income on livestock sub-sector.
