Abstract The government's policy on development in Indonesia is considered to be impartial in the agriculture sector, from observations, the portion of the budget each year is mostly channeled to other sectors, such as education, health, security and other routine expenditures such as salaries and operations, agriculture is considered very minimal, whereas more than half of the population in Indonesia works in the agricultural sector. The farmers are still complaining about infrastructure problems such as dams, irrigation, and farm roads. In addition, the quality of human resources working in the agricultural sector is still low, the price stability of production is uncertain so that at any time can harm the farmers, the survival of the survivors are allowed by the government when they have great service in encouraging development. The number of problems that occurred in the agricultural sector became the basis of this paper. This research is based on qualitative research, where researchers collect various data field and conduct a deep analysis of the data and on the problems that occur. The conclusion of this research is that government should direct development in agriculture sector so that people get welfare by making policies or regulations that favor the farmers by improving the quality of human resources in the agricultural sector, the availability of facilities and infrastructure, the guarantee of the price of agricultural products and the guarantee of survival farmers. Keywords: policy, government, development, agriculture Abstrak Kebijakan pemerintah dalam pembangunan di Indonesia dinilai belum memihak pada sektor pertanian, dari hasil pengamatan, porsi anggaran tiap tahunnya lebih banyak tersalurkan pada sektor-sektor yang lain, seperti pendidikan, kesehatan, keamanan maupun belanja rutin lainnya seperti gaji pegawai dan operasional, sedangkan untuk sektor pertanian dinilai sangat minim, padahal lebih dari setengah jumlah penduduk di Indonesia bekerja di sektor pertanian. Para petani masih banyak mengeluhkan masalah infrastruktur seperti bendungan, irigasi, maupun jalan tani, selain itu kualitas sumber daya manusia yang bekerja disektor pertanian masih rendah, stabilitas harga hasil produksi tidak menentu sehingga sewaktu-waktu dapat merugikan para petani, jaminan kelansungan hidup para petani dibiarkan begitu saja oleh pemerintah padahal mereka punya jasa besar dalam mendorong pembangunan. Banyaknya masalah yang terjadi disektor pertanian tersebut menjadi dasar dari tulisan ini. Penelitian ini didasarkan pada penelitian kualitatif, dimana peneliti mengumpulkan berbagai data dilapangan dan melakukan analisis yang mendalam terhadap data-data maupun pada persoalan-persoalan yang terjadi. Kesimpulan dari penelitian ini adalah pemerintah seharusnya mengarahkan pembangunan pada sektor pertanian sehingga masyarakat mendapatkan kesejahteraan dengan membuat kebijakan atau regulasi yang memihak kepada petani dengan cara peningkatan kualitas sumber daya manusia di sektor pertanian, ketersediaan sarana dan prasarana, jaminan harga hasil produksi pertanian dan jaminan kelangsungan hidup para petani. Kata kunci: kebijakan, pemerintah, pembagunan, pertanian

Evolution experienced by the various concepts of governance ranging from good governance, sound governance, dynamic governance, to open government is a concept of the reference that is considered able to manage governance activities properly. The concept governance of anything adopted implies to reject various forms of government based on the activity of authoritarian activity, corruption, collusion, and nepotism that would open up opportunities for other evil actions in the carry out the activity of the government. The focus of the research objectives is trying to contribute knowledge by exploring theoretical conceptual from different scientific literature because it is not necessarily the concept of governance adopted and successfully implemented at the place differently. This research article is a synthesis of qualitative research, using the research method of meta-theory (the analysis of theory). This study seeks to identify all existing written evidence concerning the themes of research, produce a variety of studies are systematically used to develop and examine the theory has ever produced. The results of this study reveal the evolution of governance occurs due to a new thought to fill the lack of a concept that has been there before. Other results are also revealed that the concept of governance has a digest and refer to the innovation of the government. The concept of governance of this will be meaningless when run by people with the low quality of human resources, not smart, and it is not agile.

<p><strong>English</strong><br />Price fall of agricultural commodities usually taking place during harvest season adversely affect the farmers. The government addresses this issue through launching the Warehouse Receipt System (SRG). This paper critically reviews potencies and constraints of WRS in supporting agricultural finance and its improvement measures. Theoretically, SRG provides potential benefits, especially in financial support, stabilizing price fluctuation, increasing farmers’ income, credit mobilization, improving product quality, etc. However, SRG implementation in the agricultural sector encounters a number of constraints, such as high transaction costs, inconsistency of quantity and quality of agricultural products, lack of bank support, and weak farmers’ institutions. Since the farmers’ institutions are not well organized yet, SRG procedures seem very complicated and need simplification. In addition, SRG promotion and more conducive government policy are also necessary to optimize this credit scheme.</p><p> </p><p><strong>Indonesian</strong><br />Fenomena jatuh harga komoditas pertanian, terutama saat panen raya, seringkali merugikan petani. Untuk mengatasi permasalahan ini sekaligus membantu pembiayaan usaha pertanian pemerintah telah menggulirkan skim pembiayaan dengan Sistem Resi Gudang (SRG). Tulisan ini bertujuan melakukan tinjauan secara kritis terkait potensi dan kendala penerapan SRG untuk pembiayaan sektor pertanian. Hasil studi menunjukkan adanya potensi yang dapat dimanfaatkan dari pelaksanaan SRG utamanya dalam mendukung pembiayaan, minimalisasi fluktuasi harga, peningkatan pendapatan petani, mobilisasi kredit, perbaikan mutu produk dan sebagainya. Namun, implementasi SRG di sektor pertanian masih dihadapkan sejumlah kendala diantaranya besarnya biaya transaksi, inkonsistensi kuantitas dan kualitas produk pertanian, minimnya dukungan lembaga perbankan, serta masih lemahnya kelembagaan petani. Dengan kelembagaan petani belum tertata secara baik, aturan SRG masih dipandang terlalu rumit sehingga diperlukan penyederhanaan prosedur agar SRG dapat dimanfaatkan oleh petani. Disamping itu, sosialisasi keberadaan SRG serta dukungan kebijakan pemerintah yang kondusif akan menjadi faktor penting sehingga SRG dapat diimplementasikan lebih optimal.</p>

Tourism development in Banyuwangi Regency will never able to proceed without considering development in other supporting sectors, such as agriculture and UMKM. The purpose of this research is to analyze and describe the carrying capacity of UMKM and agricultural sector in tourism development of Banyuwangi Regency. This qualitative research uses phenomenology approach. This research resulted in the carrying capacity of UMKM sector in Banyuwangi Regency was still inadequate, improving the added value of agricultural products and all of its sub-sectors by collaborating the tourism sector. UMKM establishment and agriculture sector is expected to support the local ecotourism program through economic empowerment of society by providing a variety of food products combined with UMKM.

Subject. This article analyzes the implementation of the government programme of the Krasnodar Krai, Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials and Food. Objectives. The article aims to assess the measures of budget support for the agricultural sector of the Krasnodar Krai. Methods. For the study, we used a correlation and regression analysis of official statistics. Results. The article finds that the government programme of the Krasnodar Krai, Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials and Food has a positive impact on the progress of production in the agriculture of the region, but it does not contribute to the growth of investment in the industry. Conclusions. It is necessary to move from targeted support for individual agricultural producers to the creation of a modern sectoral infrastructure.

Agriculture remains the dominant supporter of the Indian populace. The thriving industry and service sectors depend on the agricultural sector for their development. The inter-linkage among the three sectors could not be undermined at any cost. It is the massive absorbent of the labor force even though the disguised unemployment exists in varied magnitude. The share of agriculture to the GDP has come down from 57.7% in 1950-51 to 32.2% in 1990-91 at the time of liberalization, 24.6% in 2000-2001, 15.7% in 2009-2010 then 17%. In the post-independence era, stagnant production, low productivity, traditional technology, and poor rural infrastructure were the major challenges for the Government. India is principally an agricultural country. The agriculture sector estimates 18.0% of the GDP and employs 52% of the total workforce. There is a continuous steady decay in its presence towards the GDP, and the agriculture sector is losing its shine and anchor position in the Indian economy. The problems with which the Indian agricultural scenario is charged in present times are many. Still, this in no way undermines the interest of the sector and the role it can play in the holistic and inclusive growth of the country. Agriculture is fundamental for the sustenance of an economy, as is food for a human being.

This study aimed to examine the effect of the use of information technology, human resources and competencies on the quality of local government financial statements by the  accrual based government accounting standards  as interverning variable on the Government of Barru. Accrual accounting standards as defined in Regulation 71 of 2010 (PP No.71 Tahun 2010) concerning the Government Accounting Standards, and more technically set in Regulation 64 of 2013 (Permendagri No.64 Tahun 2013) concerning the Government Accounting Standards Implementation of Accrual Based On Local Government. The method used is descriptive survey. Samples were employees in the accounting / financial administration of the region on regional work units (SKPD) and Regional Financial Management Officer (PPKD) within the scope of local government Barru district. Methods of data collection is done by distributing questionnaires. Data were analyzed using path analysis. The results showed that the utilization of information technology have significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards, while the competence of human resources has no significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards.Keywords: Information Technology, Human Resources and   Competencies, Accrual Based Government Accounting Standards, Quality of Local Government Financial Statements.

<p>This study aims to find empirical evidence about the role of accounting information system (AIS) as intervening factors that affect the quality of financial reporting information of the government. This study uses a questionnaire that primary data collected from respondents, namely employees of the accounting department of the government units, especially a partner institution in the State Treasury Office (KPPN) 2 Jakarta. Data processing is performed by the method of partial least squares (PLS). The results of this study are the accounting information system has significantly the impact on the quality of government financial reporting information. While the capacity factor of human resources, control data input and application of Government Accounting Standards (SAP) have a significant direct effect on the AIS, is larger when compared to a direct influence on the quality of financial reporting information. Other factors, organizational commitment and internal control system has a significant influence either directly or indirectly on the quality of financial reporting information. The findings of the study are expected to provide input to the government the importance of improving the accounting information system, such as strengthening the capacity of human resources and accounting applications in realizing quality financial information.</p>

National Agriculture Policy (DPN 3) 1998-2010, and the National Agro Food Policy (NAP) 2011-2020 is the transformation of the government to improve the country's food quality. However, there are shortcomings in the realization of achieving food self-sufficiency level of at least 80%. This study aims to examine the needs of basic food supplies of rice from the perspective of Islam. The research methodology used in this study is content analysis, the data were analyzed through descriptive approach with a combination of qualitative approach of analyzing the text, including the analysis of documents such as official reports, circulars, annual reports, statements of position, financial plan, reports agencies, and transcripts. The study found that the concept of jurisprudence awlawiyyah in improving the quality of food and income country emphasizes on clean and halal food products. Implication of the study suggests that the development of agricultural land on which the agency involved is Ministry of Agriculture & Agro-based Industry must be given attention. The DPN and the DAN are  expected to play a role in promoting the growth of the agricultural sector and farmers in line with the development of holistic development. Key Words: National Agricultural Policy (DPN), the supply of basic food supplies of from the perspective of Islam.   Dasar Pertanian Negara (DPN 3) 1998-2010, dan Dasar Agro Makanan Negara (DAN) 2011-2020 merupakan satu transformasi kerajaan bagi meningkatkan kualiti makanan negara. Namun terdapat kepincangan dalam merealisasikannya untuk mencapai tahap sara mampu diri makanan negara sekurang-kurangnya 80%. Kajian ini bertujuan meneliti keperluan bekalan makanan asasi padi dan beras mengikut perspektif Islam. Metodologi kajian ini menggunakan reka bentuk kajian analisis kandungan, data-data yang  dikumpulkan dianalisis melalui pendekatan deskriptif dengan gabungan pendekatan kualitatif iaitu menganalisis teks termasuk menganalisis dokumen-dokumen seperti laporan- laporan rasmi, surat pekeliling, laporan tahunan, laporan jabatan, rancangan kewangan, laporan agensi, dan transkrip. Hasil kajian mendapati bahawa konsep fiqh awlawiyyah dalam meningkatkan kualiti makanan dan pendapatan negara, menekankan produk pemakanan yang halal dan bersih. Implikasi kajian mencadangkan pembangunan tanah pertanian Islam ke atas agensi yang terlibat khusus seperti Kementarian Pertanian & Industri Asas Tani harus diberi perhatian. Dasar Pertanian Negara DPN dan DAN diharapkan agar memainkan peranannya dalam menggalakkan pertumbuhan sektor pertanian dan pembangunan petani selaras dengan pembangunan Islam secara syumul. Purpose: The purpose of this study is to find out the condition of priority of commercial banks to provide loans to the agricultural sector and to find the relationship and impact of agricultural loans to the agricultural GDP of Nepal. Objectives: This study aims to compare the condition of loan disbursements in agricultural and manufacturing sectors. It further aims to compare loan percent with growth and contribution to the GDP of the agricultural and industrial sectors and tries to show the impact of agricultural loans to the agricultural GDP of Nepal. Methods: It was based on a descriptive and analytical research design. Statistical tools standard deviation, correlation, regression, etc. are used and Excel, and EViews software are used for the statistical calculations. Statistical calculations and graphs are simultaneously used to show and compare the condition of variables. Results: Commercial banks give higher priority to the manufacturing sector for loans than the agricultural sector. The Johansen Co-integration test indicates no long-run relationship between loans of commercial banks and agricultural output in Nepal. However, the least-squares method, it indicates that a positive causal relationship between agricultural loans and agricultural growth. Implications: The loans of commercial banks directly stimulate the growth of agriculture but the amount of growth is less noticeable. Thus, it is concluded that the commercial bank's loan alone cannot affect and control the growth of the agricultural sector of the Nepalese economy therefore the government should increase its expenditure on the agricultural sector.
