It is proposed to substantiate the directions of state regulation of the social sector of the national economy using a methodological approach to assess the level of development of the social sector of the national economy, which provides on the basis of an integrated assessment (which combines the national and regional level, includes the following components: income / expenditure, demography, macroeconomics employment) to determine the level of development of the social sector of the national economy with the subsequent identification of the problem field by specific composition ymi. The sequence of assessment of the level of development of the social sector of the national economy includes the following stages: formation of components and systems of indicators for assessing the level of development of the social sector of the national economy; an integrated assessment of the level of social sector development at regional and national levels; identification of the problematic field of state regulation of the social sector of the country. Introduction. The development of the national economy under the modern conditions is increasingly determined by the potential both of the commercial sector and also of the social sector development level since a number of economic policy tasks concern this sector. Issues of economic and social inequality are increasingly being explored in terms of their impact on economic growth in a long run. The complexity of implementing state regulation of the social sector to ensure inclusive growth raises a number of problems, because policies need to be coherent and institutional arrangements are effectively implemented. Aim and tasks. The purpose of the study is to substantiate a conceptual approach to institutional transformations regulating of the social sector of the national economy, based on the principles of inclusive economic growth. Results. According to the institutional changes theory, the formation of a coherent strategy regarding the state regulation of institutional changes in the social sector of the national economy requires consideration of the dependence on the previous way of development. So, the structure that is being formed requires both vertical (with basic institutions) and horizontal (with institutions formed within the social sector) coordination. Development of two mentioned types of interactions should be aligned with the strategy of state regulation of the social sector of the national economy - market-coherent and socially-coherent and gives the opportunity to achieve both social and economic (commercial) results, to balance the measures aimed at these interactions. Conclusions. Within the framework of the problem of creation of an effective system of state regulation solution for ensuring inclusive growth within the proposed approach, the necessity of stakeholder interaction development, creation of an institutional and economic environment for the development of market-coherent and socially-coherent interactions considering achievement of economic growth with simultaneous achievement of social goals is ensured. Strategic direction of state regulation of institutional changes in the social sector of the national economy can be considered a gradual shift from the institutions of income redistribution to participation institutions (education, infrastructure, etc.). Education development is one of the priorities, as research findings indicate that the problem of access to education is a significant factor in inequality.

The scientific and methodological approach to the evaluation and analysis of the efficiency of system management by innovation factors for sustainable development of national economy from the point of view satisfaction vital interest’s population is developed. This is the calculation of the modernized index human development based on the adjective model based on 26 indicators (social, economic and environmental subsystems), as well as using the methods of the main components and the slip matrix. The resultant value is the modernized Human Development Index (MHDІ) of Ukraine. The architectonics MHDІ of Ukraine in 2007–2017 from the position of sub-indices of the ecological, social and economic subsystems is analyzed. Consequently, the scientific and methodological approach based on the MHDI change allows us to draw conclusions regarding the effectiveness of the work and public administration bodies in the context of making managerial decisions regarding the satisfaction of the vital interest’s population. MHDI considers the main regulated parameter of the system management in the innovation factors of sustainable development in socially oriented economy. The tendency of steady decline MHDI of Ukraine in 2007–2017 on 53.45 % was confirmed, which confirms inefficient state regulation of crisis situations in Ukraine. In order to increase the efficiency management of innovative factors by sustainable development of the national economy, from the standpoint of satisfaction vital interest’s population, it is proposed to intensify the use of public debt and savings bonds, market and non-market methods of relief and debt load. This is due to the fact that at the current stage of development in the national economy, public external debt is one of the most significant indicators of the state economy. It is at the same time a criterion for the effectiveness of public financial policy, as well as a threat and opportunity for the Ukrainian economy. In order to optimize its size, various methods, approaches, tools are used. Based on the analysis of world experience, it has been established that the securities market, in particular debt securities, plays a strategic role in regulating this issue. Therefore, it makes sense to recommend government debt bonds and government savings bonds to optimize the amount of external public debt.

Agriculture is an important and organic part of the national economy of any country. Its role is great in ensuring the country's food security, improving the balance of payments and strengthening state independence. The state and proportions of development of other sectors of the national economy depend on the level and speed of development of agricultural production. This connection is reflected in both technical-technological and industrial-economic connections. At the same time, this connection is bilateral, with the increase of agricultural production, the structure and quality of food of the population improves, the volume of imported food decreases, which has a positive impact on reducing the balance of payments deficit and increasing the degree of independence of the country. Due to the important role of agriculture, the field received a lot of attention in the first years of the restoration of independence, which is confirmed by the agrarian policy developed and implemented during that period, whose primary task was to ensure the country's food security and strengthen food independence. In connection with the important role of agriculture in the first years of the restoration of independence of the region, much attention was paid, which is confirmed by the agricultural policy developed and implemented during this period, the main task of which was to ensure the country's food security and strengthen food independence. At the same time, it was a great challenge for a country with a devastated economy, followed by significant reforms in agriculture, restructuring of the sector and the creation of an appropriate legal framework, the integration of state regulation of the market economy and self-regulatory mechanisms. However, under the influence of a number of external and internal factors, it was not possible to fully implement the developed agrarian policy. Agriculture is still characterized by low productivity and, consequently, by a small share in the sectoral structure of the national economy. The country has serious problems in supplying and providing vital agricultural products such as wheat, corn, potatoes, vegetables, meat and poultry. The global pandemic and the resulting global economic crisis have put the issue of solving the country’s food security problem on the agenda. To this end, the revitalization of rural areas, social stability and balancing the level of migration from rural to urban areas should be a priority. Establishing food security is a complex task and is primarily the responsibility of the government. There is no universal mechanism for solving the global food security problem in the world today. This problem must be solved at the national level, as food security is considered to be a level of national food production that allows the principle of self-sufficiency of the population and state reserves with food to be implemented in accordance with scientifically substantiated norms. The current severe economic crisis in the country has further intensified the social background and demanded the strengthening of the stimulating and organizing function of the state. The issue of state regulation of the agricultural sector should be considered in close connection with the development of entrepreneurship and self-regulation of production at the micro level, and priority should be given to measures that maximize the adaptation of producers to market economic conditions, increase production efficiency and competitiveness, which will ultimately contribute to the saturation of the market with domestic products and state food security. It should also be noted that recent years and even more so the pandemic process, have once again confirmed the notions of omnipotence on the market mechanism. The market does not have a magic wand that will solve all the problems by itself and regulate the existing problems. The myth of the role of the "invisible hand" and the crisis itself is a thing of the past. The modern world community supports the social orientation of the economy, therefore "realizing the dangerous nature of social polarization", which can not be solved by bypassing state regulation and mechanisms.

The effectiveness of the state social policy largely determines the production of quality public goods by state structures, the improvement of the demographic situation, the comprehensive development of human capital, the improvement of social well-being and the socio-economic development of the country as a whole. Therefore, the purpose of the study is to reseasch the main directions of state social policy in Russia and assess the effectiveness of the social sector. The methodological basis of the study was the Keynesian concept of state regulation of the economy, since the state sets basic social standards, provides social protection for the population and social guarantees. We conducted the study using Rosstat data reflecting the main indicators of the social sphere of Russia. We determined the overall effectiveness of State social policy on the basis of changes in demographic processes, indicators of the living standards of the population, the volume of state social expenditures, the functioning of the education system, health care and social services. We studied the difficult demographic situation in Russia. We considered indicators of the living standards of the population and a decrease in their level, an increase in poverty and a significant social stratification in society; analyzed government spending on education, health and social policy; summarized the main problems in the educational sphere in the provision of medical services and in the process of state social services of the population; established that the functioning of the social sphere does not fully meet social needs, and the activities of the social sector of the state are ineffective. The proposed study of state social policy demonstrates its relevance to Russian society.

The role of state structural regulation of the national economy in the conditions of the high volatility of economic cycles is substantiated. The key parameters of the system of state regulation of the economy in terms of permanent structural transformation and cyclical national economy are defined as the following: efficiency, balance of interests of all participants in economic relations, socialization and greening of economic processes. The evolution of basic theories of cyclical economic development is studied, and their main features in terms of factor influence on cyclicity and structural transformations in the system of the national economy are determined. The scientific and methodological approach to determining the content of structural changes in the national economy is determined as a transition from one paradigm of development and economic growth to another paradigm more adequate to the global challenges and domestic demands faced by society. The author's definitions of the structural-economic conceptual-categorical apparatus that reflects the transformation processes in the cyclical economy are suggested, in particular: the structure of the national economy (structural basis); structural changes (transformation, shifts); structural policy; structural reform (restructuring); structural crisis. The cyclical development of the economy is characterized, which is often accompanied by such undesirable parameters as discreteness, uncertainty, chaos, which affects economic growth and resilience of the national economy to recession shocks. Timely structural reform is determined to be the only vector to prevent it, including ensuring the availability of developed domestic markets, high competitiveness of domestic companies in global markets, high level of solvency of domestic consumers and efficient structure of the national economy. These factors will help reduce the level of negative effects arising from market fluctuations.

The relevance and timeliness of ensuring the territorial development of land use at the regional level is deter-mined. The aim of the study is to develop conceptual provisions and a methodological approach to determining and assessing the territorial development of land use in regions. To achieve this goal, the following tasks are solved: identification of problems in the system for ensuring the territorial development of land use in the regions; the formation of conceptual provisions for determining the territorial development of regional lands; development of a methodological approach to assessing the level of territorial development of land use. The problematic aspects are identified and a definition of the concept of «territorial development of land use in the region» is proposed. The directions of the development and implementation of a methodological approach to assessing the territorial development of land use in the regions are described. As a result of the study, an integral indicator of the territorial development of land use in the region was determined, the value of which indicates the need to change its trends by taking measures and developing scientifically sound recommendations for ensuring the territorial development of land use for the transition from a moderate scenario to a growth scenario. The purpose of the article is to analyze and substantiate the development of tourism business in Ukraine as a priority component of the national economy. The methodology of this study is to use analytical, spatial, geographical, cultural and other methods. This methodological approach provided an opportunity to carry out a complete analysis of the state of the tourism industry of the state and to draw some conclusions.The scientific novelty lies in the coverage of the real and potential resource potential for the development of the recreational and tourism sphere in Ukraine, detailing the measures for the country ‘s entry into the world tourist market. Conclusions. Analyzing the state and prospects of tourism business development in Ukraine, it should be noted that this industry is one of the priority areas for improving the economy of the country. Historical, cultural – ethnographic, gastronomic, sanatorium and resort potentials of the country will lead the country into world leaders of the tourism industry when creating favorable conditions for investment and proper marketing.
