The article is devoted to the formulation of recommendations for management of potential for innovative development of the tourist services market in Ukraine on the basis of existing experience of European countries. The mathematical model of innovative development of tourist services market in Ukraine with account of potential of innovative development of the branch and scenarios of influence of risks and threats, and the graphic representation of possible trajectories of development of tourist services market with account of influence of risks and threats (both actual and potential) and with different values of control parameters are proposed. The importance of development of the tourist services market for the national economy of Ukraine is considered; the necessity of the European experience implementation for increase of the tourist industry potential is substantiated; a number of negative factors in the development of the tourist services market in Ukraine is analyzed, which include: the spread of the virus COVID-19; strengthening of hybrid threats; loss of tourist, historical and cultural, recreational potential of the occupied territories; military actions in the east of the country political and economic instability in the country; the absence of investment programs for tourism development in Ukraine on the basis of rational ecologically balanced use of natural, historical, and cultural tourist potential; the low quality of tourist infrastructure, communications and staff training; the low competitiveness of the tourism industry. The peculiarities of transnationalization of international tourism business, current trends of the international tourism development in the context of the European market of tourist services are considered in the article. Based on the experience of European countries, the priority areas of innovative development of the tourist services market in Ukraine are identified. Ways to regulate the regulatory framework for tourism in Ukraine, namely: the creation of funds at the state level for tourism development; cooperation of Ukraine in the field of tourism, creation of programs of innovative development; compliance of Ukrainian legislation with international standards; ensuring the protection of tourists' rights; creation and introduction of innovations in the industry; simplification of the process of obtaining visas and crossing the border; strengthening cybersecurity.

The article aims at formulating a concept for the social tourism development strategy in Ukraine, taking into account the European experience and national realities. The article proves that the main function of social tourism is to create and maintain appropriate conditions that allow people to participate in the tourism process, i.e. provide them with access to recreation and the effective recovery of physical, emotional and spiritual strength. The study presents a generalized structure of the social tourism system in Europe, enumerating the supply and demand factors together with their key elements. Based on foreign experience, the work identifies three main systems of social tourism services, such as: specialized accommodation; holiday checks; charitable donations. The article suggests a concept for social tourism development strategy in Ukraine, providing for a number of measures to form social tourism in Ukraine. To specify the measures needed, it is necessary to use the SWOT-analysis data and results. It has been found out that these measures comprise several groups, such as: organizational measures; measure related to participants’ work in social tourism; specific steps for social tourism promotion. The author comes to conclusion that social tourism can be considered the basis for domestic tourism development in a country, because a high development rate of domestic tourist flows will provide a new qualitative level of development for the national tourism industry, which, in turn, will contribute to placing the focus of tourism on tourists, both domestic and foreign ones.

The article is devoted to the study of current problems and possible ways of the development, as well as optimization of the international market of tourist services in Ukraine during and after the global crisis connected with the COVID-19 pandemic. The comprehensive analysis of the development of international tourism in Ukraine has been carried out. The main problems in the legislative framework of Ukraine about the lack of full support for the development of international tourism industry in Ukraine have been identified. It is noted that the lack of a single state target program for tourism development over the past ten years was one of the main negative factors that directly affected the systemic work of the main executive department of Ukraine to ensure state policy in tourism – State Agency for Tourism Development of Ukraine (SATD), and, accordingly, the work of regional and local departments on tourism. The author analyzes the cancelation of licensing of travel agency activities in Ukraine, on the basis of which the relevant conclusions were made. The abolition of licensing of travel agency activities in Ukraine has been analyzed, on the basis of which certain conclusions have been drawn. It is concluded that the licensing of travel agency activities in Ukraine was an effective mechanism for identifying professionals in the tourism market and a deter-rent to the penetration of unreliable companies into the market and, as a result, low-quality travel services. It is substantiated that in order to ensure the effectiveness of cooperation between tour operators and travel agents in terms of revoking licensing, may be a scheme of franchising, which is quite popular in many countries, as well as the creation of major tour operators own network (agencies) of retail tours. The need to strengthen the role of the state in solving problems and developing the tourism industry in the post-crisis period is noted. The analysis of the latest data of the World Tourism Organization (UNWTO) allowed us to draw some conclusions about the effects of the COVID-19 virus on international tourism. Thus, the study showed that one of the effective options for the development of international tourism business for many countries is to support the development of domestic tourism.Keywords: international tourism, tourism industry, government politics, tourism, crisis, marketing, COVID-19. Стаття присвячена дослідженню актуальних проблем та можливих шляхів розвитку та оптимізації міжнародного ринку туристичних послуг в Україні в часи та після глобальної кризи, пов’язаною із пандемією COVID-19. Проведено комплексне аналізування розвитку міжнародного туризму в Україні. Виявлено основні проблеми у законодавчій базі України стосовно відсутності повноцінної підтримки розвитку міжнародного туризму в державі. Проаналізовано скасування ліцензування діяльності туристичних агенцій в Україні, на основі чого було зроблено ґрунтовні висновки. Зроблено висновок про те, що ліцензування діяльності туристичних агенцій в Україні є дієвим механізмом виявлення знавців та професіоналів туристичного ринку і стримуючим фактором для проникнення на ринок ненадійних компаній і, як наслідок, неякісних туристичних послуг. Наголошується на необхідності посилення ролі держави у вирішенні проблем та розвитком туристичної галузі у посткризовий період. Coffee tourism is one of the types of gastronomic (culinary) tourism, which is a relatively new type of tourism and which requires a more detailed study and analysis of the dynamics of tourist flows in this scope. Coffee has been a popular beverage since ancient times and it occupies a special place in the culinary traditions of world cultures. That is why coffee tourism is becoming increasingly popular and becoming a forward looking type of tourism, as well as has a key role in preserving the historical and cultural traditions of the country or region. The article analyzes the specifics and current state of the world coffee tourism and identifies prospects for its development in Ukraine. The article also takes into consideration the main aspects of the coffee business development in the world and in Ukraine. In particular, the statistical trends among the leading countries in exports (Brazil, Switzerland, Germany) and imports (USA, Germany, France, Italy) of coffee in 2019 are highlighted. Comes with, Brazil is not only the main exporter of coffee, but also the world's largest manufacturer. The place and role of Ukraine as a consumer of coffee among European countries is determined. European countries are the largest importers of coffee in the world. The article provides a systematic overview of the largest coffee-producing countries and the main characteristics of their coffee tours. These countries have favorable natural and climatic conditions for growing coffee, which makes them ideal destinations for coffee tourism, as well as many other entertainments. Since the tourism industry is always very popular in the world among the population and the state, it is advisable to identify the premises and opportunities for the coffee tourism development in Ukraine. Prospects for the coffee tourism development in Ukraine, in particular in Lviv, due to the historical traditions and coffee consumption culture that have developed in Ukraine, are substantiated. A brief overview of the main tourist facilities and cafes of Lviv, excursions and other events related to coffee traditions, which will be interesting for tourists, is cited.

The article examines current developments of lobbying institutionalization on the state level in European countries from 2014 to 2021, in particular, the definitions of lobbying and lobbyists, their goals, the availability of lobbying registers and the available ways for lobbying by economic stakeholders. Recent legislation on lobbying of Belgium, France, Germany, Ireland, Italy, Lithuania and the United Kingdom is analyzed. The dynamics of the adoption of laws on lobbying in European countries in recent years is demonstrated, given the specifics of the legal regimes of these countries. The article also shows examples of lobbying by economic stakeholders and lobbyists' reporting in accordance with the current legislation of the countries concerned. It has been proven that today the field of lobbying is on the rise, since in the last seven years eight countries in Europe have adopted laws regulating lobbying. Thus, the total growth of countries adopted lobbying regulation by European OECD member-states for the period of last 7 years constituted 67% of overall lobbying regulation by OECD member-states for the previous 75 years. These impressive numbers are expected to increase in the coming years, and it is very important that such lobbying rules to be adopted in accordance with international standards for lobbying regulation. The article also shows practical cases of lobbying and demonstrates that the range of lobbying targets in the modern world is incredibly wide. International organizations such as the United Nations, the Red Cross, Doctors Without Borders, etc. influences transparently policy-making in European countries. Regulation of lobbying legislation allows to influence decision-making to both non-governmental organizations and representatives of the private sector. Thus, there is an articulation and aggregation of interests in societies, which improves the quality of decisions made by public authorities.

The article is devoted to the development of approaches to international tourism development in the integration processes context. Most of the existing integration associations in the tourism market have specific organizational forms and methods of integration and international cooperation. Based on the world standards, the study of methods for determining the state of international tourism allowed the authors to develop a systematization of the integration indicators main set, affecting the functioning of the tourism market. Every model of integration in the international tourism field in the world is developed. In those countries that occupy leading positions in the tourism industry, there are high indicators of the tourism market integration, which justifies the need to develop various forms of tourism market integration.

However, with all the prerequisites for the development of tourism, Ukraine did not pay due attention to the development of this sector of economy. Due to this situation, the problem of increasing the tourist attractiveness of the territory remains urgent. Having an important potential of natural resources, historical and cultural monuments, considering the great importance of the tourism industry, it has been declared one of the priority directions of development of the national economy at the state level in Ukraine. Among Ukrainian scientists, the development of tourist infrastructure was studied by A. A. Beidik, M. P. Malskaya, A. T. Makarov, F. Kifiak, A. A. Lubitseva, S. P. Kuzyk, I. M. School. Certain infrastructure elements of the tourist and recreational complex of the Kiev region are analyzed in the works of L. M. Volovik, V. L. Glibovets, A. M. Poltavets, S. V. Rogovsky, etc. Pereiaslav-Khmelnitsky district is a territory of historical land, which is located in the eastern part of the Kiev region. It played a great importance in the processes of formation of Ukrainian nationality and state. This land was a source of inspiration for Taras Shevchenko himself and other outstanding heroes of Ukraine. It is over-saturated with both sad and joyful big events. Pereiaslav-Khmelnitsky district, without exaggeration, can be called a unique place on the map of our country. The purpose of the study is to assess tourist resources and develop the tourist infrastructure of Pereiaslav-Khmelnitsky district, to determine its role in creating the basis for the economic growth of the district as a whole and to improve the tourism sector in particular. The study of this problem is based on general scientific methods of knowledge of economic phenomena and processes (analysis and synthesis, system approach, dialectical method, etc.). It was revealed the conditions of formation and the current state of formation of tourist infrastructure in Kyiv region, in particular in Pereiaslav-Khmelnitsky district. It was made the comparison of the state of its components (communication network, accommodation establishments, and mass catering establishments). Without exaggeration, Pereiaslav-Khmelnitsky district can be called a unique place on the map of our country. Today, there are 51 settlements, 15 objects of nature reserve fund of Ukraine, among which is a park-monument of landscape art of a national importance «Tashanskyi» and National natural park «Biloozerskyi», and there are more than 10 large and small rivers and hundreds of potential tourist sites that need to be preserved, promoted and attracted by tourists. It was highlighted the key advantages inherent in the tourism infrastructure of Kyiv region. The value of material and technical base and tourism infrastructure has been established as a determining factor for increasing the tourist attractiveness of Pereiaslav-Khmelnitsky district. The main reasons for hindering the development of the tourist services market in Pereiaslav-Khmelnitsky district are: the imperfection of the system of state regulation of tourist activity; the low level of investments in the development of the material base of tourism; the inconsistency of tourist establishments with international standards; the insufficient provision of the tourism industry by qualified specialists; the extremely unsatisfactory condition of transport infrastructure; the low awareness of potential consumers of the tourism product. It was highlighted the main problems in the formation and promotion of tourism products of the district, as well as the problems of development of existing tourism potential, which is certainly one of the richest in Ukraine. It was offered the directions of development of tourist infrastructure market in Pereiaslav-Khmelnitsky district and activation of using of tourist potential in the area.

The article analyzes the state and trends of international tourism. The study of the indicators’ dynamics of international tourism in Russia shows the country’s involvement in the world process of tourism development, still low sectoral financial indicators, but favorable trends for the development of the tourism industry and increasing competitiveness. In the current conditions of the fight against coronavirus and the introduction of measures to prevent a pandemic, the crisis of activity is accompanied by a sharp decline in international tourism and significant economic losses. Solutions for the restoration of the tourism industry are beginning to be implemented by supporting domestic tourism, improving the quality of recreation services and health of citizens.

In the developed countries, tourism is an important source of income and wellbeing improvement. In Ukraine, with all its incredibly rich historic heritage and priceless recreation and spa resorts resources, tourism is developing mostly as an outbound one. Under hard modern political-economic situation of Ukraine, with all its financial problems, issues of the situation on the international tourism market and its future changes under COVID-19 epidemics, the place of tourism in the national economic policy are critically urgent and are partially examined in the article. The objective of the research is to reveal the issues of nature, importance, modern state and prospects of international tourism development in the economic policy of Ukraine under COVID-19 epidemics. Currently, tourism industry is a one of the forms of international service trade, which is rapidly developing. In the past 20 years, the average growth rate of newly arriving foreign tourists in the world constituted 5,1%, while currency incomes accounted for about 14%. In 2019, by the UNWTO data, international tourist arrivals reached 1,5 billion which is the tenth year of positive dynamics in a row for the global tourism. The expert’s forecasts for 2020 about the rates and dynamics of international tourism development were rather optimistic and expected its rapid growth for the next years. However, COVID-19 epidemics modified the existing forecasts and plans and radically changed forever the industry’s development. By the latest UNWTO data, global tourism has live through the worst year ever in 2020, the number of international tourists declined by 74%. Tourist destinations in the whole world earned 1 billion less in 2020 that a year before because of the unprecedented drop of demand and restriction imposed on travels. By the experts assessment, export incomes of the international tourism amount to about 1,3 trillion dollars. The international tourism crisis caused by COVID-19 epidemics put at risk 100-120 million jobs in tourism and supporting industries, most of which are small and medium sized businesses. It is even harder to evaluate money lost by state budgets in the forms of uncollected taxes and other payments. The COVID-19 epidemics impact on the international tourism in Ukraine is not as dramatic as in some tourism-focused countries because Ukrainian economy is in a comparatively better state, since the share of domestic and outbound tourism is much higher that the inbound one. Governments of the most countries immediately responded to the acute need of minimizing the economic consequences of COVID-19 epidemics. Among the suggested scenarios of preventing the negative impact of the epidemics on the economic situation, countries used following two approaches: first – aimed at providing affordable credit lines for businesses, the second one has to work out after postponing payments of debt and tax obligations.

The article reveals the tourist activity of the population of Chernivtsi oblast, as an important indicator of the development of the tourism industry. It is proposed to define it, as the ratio of the number of domestic and foreign tourists to the total population of the region. The peculiarities of its change during 2005-2018 are analyzed and the influence of socio-economic factors and processes on the tourist activity of the population is determined. Introduction. Tourism and recreation are important components of the economic complex of the region and play an important role in building economic potential. At the same time, this branch of the economy largely reflects the socio-economic processes taking place in the study area, as well as the living standards of the population. One of the most important factors of their development is the tourist activity of the population of the region. Tourist activity is one of the most important indicators that reflect the level of tourism development in the region. It reveals the population’s level of consumption of tourist and recreational services, as well as its consumption opportunities, which is an important indicator of the level of development of the recreational and tourist complex of the region. Therefore, the study of tourist activity is relevant. Presentation of the main results of the study. The ratio of the number of tourist trips made by the population of the region in relation to its total number is understood under the tourist activity of the population. Thus, the tourist activity of the population is formed only by the inhabitants of the region engaged in domestic and foreign tourism. In order to assess the tourist activity of the population of the region, it is necessary to determine the coefficient of tourist activity of the population. Socio-economic factors are crucial for the formation of tourist activity of the population. The most important among them are: - the general state of economic development of the region. The development of tourism depends on the characteristics and rates of economic growth. Accelerated economic development leads to increased employment, contributes to the growth of real incomes, which creates favorable conditions for the formation of additional demand for tourism products. - a significant factor that significantly affects the tourist activity of the population in international tourism is the devaluation of the national currency. The influence of this factor is expressed in the depreciation of the national currency against foreign. This leads to an increase in the cost of foreign tourist travel in the national currency, which in turn leads to a decrease in the number of tourists who can make tourist trips outside Ukraine. - inflation processes also have a significant impact on international tourism. Inflation is a decrease in the purchasing power of the national currency due to rising prices. As a result of inflation, there is a significant increase in prices for consumer goods. This leads to a significant increase in spending on them, and, as a consequence, to a reduction in the funds that the population can spend on tourism and recreation. Conclusions. So the pace of international tourism development significantly depends on the socio-economic processes taking place in the region. Currently, Chernivtsi oblast, as well as Ukraine in general, is in the phase of reforming socio-economic relations. The main purpose of the declared economic reforms is to solve the problems of socio-economic development and to significantly increase the living standards.

The tourism industry in Croatia is experiencing a slower development than other European countries. Because of their current union in the communist state of Yugoslavia and the Civil War between Croatia, Serbia, and Bosnia-Herzegovina, the Croatian Tourism Board needs to recreate a stable infrastructure in which to grow their tourism. Some of the occurring issues with current Croatian tourism is high seasonality, lack of multiple foreign languages, underdeveloped transportation structures, and homogenization of Croatian culture. This paper offers a brief history of Croatian tourism, current developments, current development issues, and suggestions for a change in managerial structure to increase the amount of tourists to the state and to overall improve the Croatian economy while focusing on interdisciplinary methods.
