The article examines the limits of state participation and the impact of legal regulation on the development of the Internet in general and social networks in particular. An attempt is made to determine the nature and extent of regulation of the dissemination of information through social networks, as well as the feasibility of control over cyberspace by the state. An analysis of existing legal norms on the regulation of advertising on the Internet, taking into account the peculiarities of advertising on social networks. It is established that today Internet advertising, including advertising on social networks, has become the most popular and effective way to convey information about goods or services to their potential consumers. Recent developments related to the introduction of quarantine measures due to the COVID-19 pandemic have led to an even greater intensification of e-commerce and the transition of traditional online business. As a result, the volume of advertising campaigns on social networks has grown significantly, and advertising itself has become more aggressive. It is noted that among the main general theoretical issues in the study of legal regulation of the global information system it is necessary to highlight the problems of jurisdiction of networks, as well as the legal personality of persons who provide, distribute and consume information in such networks. At the same time, no country in the world has comprehensive (codified) legislation that would regulate relations on the Internet. Existing regulations regulate only private aspects of network operation. Currently, each social network is governed solely by its own established rules. It is concluded that the legal norms governing traditional advertising are ineffective in advertising on networks. We believe that the interests of the state in the research area should be limited, first of all, to creating conditions for the harmonious development of information infrastructure, realization of constitutional rights and freedoms of man and citizen in obtaining and using information, unconditional law and order, development of equal and mutually beneficial international cooperation.

The relevance of the article lies in the fact that it contains answers to the most pressing issues related to ensuring users’ safety in the Internet space. The article contains an analysis of the problems of legal regulation of relations in the digital environment, measures to counter modern threats to cyber security. Purpose: to analyze the main theoretical positions on the specifics of legal regulation of Internet relations, development of doctrinal approaches to the legal impact on the Internet space. Methods: the author uses the method of formal legal analysis, the method of interpreting legal norms, describing and interpreting scientific doctrines. General scientific methods such as methods of dialectics, comparison, and formal logic are used. Results: based on the results of the study, it is concluded that the potential of the current legal regulation is clearly insufficient to counter cyber security threats. On the ground of a synergistic approach, the interdisciplinary aspects of the stated problems are considered. It is concluded that digitalization processes in some sense «control» the legal matter, motivating the law enforcement officer to a more flexible interpretation of legal norms in order to ensure their operation in the digital environment. One of the ways to overcome methodological problems of law in the digital age is the implementation of an interdisciplinary approach, which, due to the synergy of cognitive potentials of scientific disciplines, is able to enhance the effect of the impact of law, and will allow overcoming negative processes in the digital environment.

In the course of its economic and legal development, the formation and improvement of the financial system from a legal perspective continues to occur in Ukraine. Today, political transformations in one aspect or another affect the state of the financial system, that is, in some cases, they stabilize it, and in others, unfortunately, lead to its imbalance. At the same time, it should be noted that the financial system of Ukraine, as well as its functions in modern conditions, usually develop in close interaction with other links. Their interaction with the budget system is especially important for the functioning of the financial system itself since it contributes to the financial support of various branches of public life in Ukraine. At the same time, the axiology of the financial system of Ukraine requires analysis of its functional component, since in the legal and economic literature the specified category is still debatable. In addition, the concept of “financial system” is absent both in scientific sources and in the current legislation. The problems of the financial system have already been the subject of research by individual scholars. However, an analysis of their work shows that the administrative and legal aspects of the financial system are only partially revealed. That is why the purpose of this article is to analyze the very concept of the financial system and its components, as well as to study the impact on it of the relevant administrative and legal principles. As a result, it is concluded that finance, as well as the financial system as a whole, is crucial for the development of the state. They serve as the economic basis for the existence of even the state itself. The notion of “finance” is applied not only to the sphere of state property but also to the sphere of the effect of private relations, because in Ukraine the market relations develop. In this regard, finance is regarded as a public-law and private-law category, which is the very foundation of Ukraine’s financial system. Nowadays in Ukraine, there is a tendency of scientific research of peculiarities of legal regulation of a certain type of activity, including financial, because the latter has state-defined elements. Given that the main elements of the financial system include finance: state, local, economic entities of all forms of ownership, the non-productive sphere of activity, the population of the financial market, as well as financial infrastructure, it is possible to improve the definition of the content of the financial system as a set regulated by financial and legal norms individual units of financial relations and financial institutions through which the state creates, distributes and uses centralized and decentralized funds. This definition directly indicates that there is a specific model of legal influence created by a special combination of legal regulation of financial relations in Ukraine. The aforementioned allows convincingly to assert that in Ukraine there is an administrative-legal regime of the financial system, which is functionally oriented to the performance of functions and actions of the authorized state bodies in the implementation and provision of all elements of the financial system. BACKGROUND Research on the use of the Internet in the medical field is experiencing many advances, including mobile applications, social networks, telemedicine. Its implementation in medical care and comprehensive patient management is a much discussed topic at present. OBJECTIVE This narrative review aims to understand the impact of the internet and social networks on the management of diabetes, both for patients and medical staff. METHODS The bibliographic search was carried out in the databases Pubmed, Virtual Health Library (VHL) and Lilacs between 2018 to 2020. RESULTS Multiple mobile applications have been created for the help and control of diabetic patients, as well as the implementation of online courses, improving the knowledge of health personnel applying them in the field of telemedicine. CONCLUSIONS The use of the Internet and social networks brings many benefits for both the diabetic patient and the health personnel, offering advantages for both.

Society is historically associated with the state, which plays the role of an institution of power and government. The main task of the state is life support, survival, development of society and the sovereignty of the country. The main mechanism that the state uses to implement these functions is natural social networks. They permeate every cell of society, all elements of the country and its territory. However, they can have a control center, or act on the principle of self-organization (network centrism). The web is a universal natural technology with a category status in science. The work describes five basic factors of any social network, in particular the state, as well as what distinguishes the social network from other organizational models of society. Social networks of the state rely on communication, transport and other networks of the country, being a mechanism for the implementation of a single strategy and plan. However, the emergence of other strong network centers of competition for state power inevitably leads to problems — social conflicts and even catastrophes in society due to the destruction of existing social institutions. The paper identifies the main pitfalls using alternative social networks that destroy the foundations of the state and other social institutions, which leads to the loss of sovereignty, and even to the complete collapse of the country.

Nowadays it is easy to find public statements about the situation of freedom of expression in different democracies questioning the exercise of this right, perhaps as a result of the political tensions to which democratic states have been subjected in recent years. In this sense, Spain does not escape from these diagnoses. Both international indicators that try to measure the situation and evolution of freedom of expression in different States and academic scholars highlight the excessive criminalization of certain speeches that end up in criminal proceedings that sentence people who make offensive expressions, mainly through social networks. However, in order to reach this diagnosis it is necessary to put together all the symptoms that would lead us to that conclusion. Therefore, in this paper I analyze two main indicators that could shed more light on the state of freedom of expression in Spain and the impact that social networks have had on it. Firstly, I analyze the legislative evolution of expression offences since 1995, to evaluate the limits of certain expressions in order to reach the conclusion that, effectively, over the years the punitive scope of what cannot be expressed has been extended, thus limiting, at least in abstract, freedom of expression. Secondly, I analyze the jurisprudential evolution of all these crimes since 1995 to show that, indeed, the proliferation of sentences from 2015 to the present shows the increase in the criminalization of expressions that are made eminently through social networks such as Twitter and Facebook. To conclude, I reflect on the possibility that the latest absolutory sentence by the Constitutional Court of the singer of the band Def con Dos César Strawberry will increase the feeling that, from now on, all expression is admissible and, therefore, will increase free expression in general and, in particular, in social networks, since, it does not seem that our legislator is willing to rectify in its steps the excessive criminalization of certain offenses. I also reflect on the need to approach freedom of expression in a more empirical way and the need to evaluate not only the limitations that the law and judicial processes impose on freedom of expression, but also the extent to which citizens in general and, in particular, users of social networks, without the need to have gone through any criminal proceedings, have stopped expressing their opinions because only in this way will it be possible to determine the state of health of our right to freedom of expression.

Nowadays, social networks play a crucial role in human everyday life and no longer purely associated with spare time spending. In fact, instant communication with friends and colleagues has become an essential component of our daily interaction giving a raise of multiple new social network types emergence. By participating in such networks, individuals generate a multitude of data points that describe their activities from different perspectives and, for example, can be further used for applications such as personalized recommendation or user profiling. However, the impact of the different social media networks on machine learning model performance has not been studied comprehensively yet. Particularly, the literature on modeling multi-modal data from multiple social networks is relatively sparse, which had inspired us to take a deeper dive into the topic in this preliminary study. Specifically, in this work, we will study the performance of different machine learning models when being learned on multi-modal data from different social networks. Our initial experimental results reveal that social network choice impacts the performance and the proper selection of data source is crucial.

Celebrities are famous people who often belong to entertainment industry. They are known to have a strong influence on people’s behavior. In the digital age this impact has expanded to include the online arena. Celebrities increasingly utilize Instagram, an online social network, to promote commercial products. It is important to learn to what extent people are influenced by this type of promotion and what sort of people are likely to be swayed by it. Research has demonstrated that people’s personalities have a strong impact on their behaviors online. However, until now, these investigations have not included the relationship between personality and the degree of celebrity influence through social networks. This study examines how much the personality of a user is related to the degree to which he or she is influenced by these Celebrity Instagram messages. Participants comprised 121 students (34 males, 87 females). They answered questionnaires which focused on their personality and were asked about the degree of influence celebrities exerted upon them through Instagram. Results showed that people who are characterized as being open and having an internal locus of control are more resistant to such celebrity influences. This paper demonstrates that the personality of a recipient is likely to influence the degree of impact that a celebrity endorsement is likely to produce. The implications of these results are discussed.

Purpose – the purpose of the article is to analyze the impact effect of Influencers marketing on consumer buying behavior by determining which partnership opportunities are most relevant. Research methodology – the theoretical analysis of scientific literature and quantitative statistical analysis of empirical research results. Findings – the research in Lithuania has shown that before making a decision to purchase a product or a service, most respondents are actively seeking information in social networks by reading other costumers feedback. Moreover, the survey reveals that recommendations, comments, shared information about certain brands by Influencers are the most important factors in changing buying behavior. Research limitations – the main limitations of research may be the geographical research area – Lithuania and social networks (Facebook). Practical implications – understanding of Influencers impact on consumer buying behavior. Originality/Value – this scientific topic is rather new. Scientists, like Matsumura, Yamamoto, & Tomozawa (2008), investigated Influencers and Consumer Insights impact in the Blogosphere; Thakur, Srivastava (2015) presented a Conceptual research model of Influencers impact of Customer Satisfaction and Loyalty and etc. However, there is a lack of research investigating the impact of Influencer marketing on consumer buying behavior. This research aims to fill this gap in the Lithuanian case

Social network is a hot topic of interest for researchers in the field of computer science in recent years. These social networks such as Facebook, Twitter, Instagram play an important role in information diffusion. Social network data are created by its users. Users’ online activities and behavior have been studied in various past research efforts in order to get a better understanding on how information is diffused on social networks. In this study, we focus on Twitter and we explore the impact of user behavior on their retweet activity. To represent a user’s behavior for predicting their retweet decision, we introduce 10-dimentional emotion and 35-dimensional personality related features. We consider the difference of a user being an author and a retweeter in terms of their behaviors, and propose a machine learning based retweet prediction model considering this difference. We also propose two approaches for matrix factorization retweet prediction model which learns the latent relation between users and tweets to predict the user’s retweet decision. In the experiment, we have tested our proposed models. We find that models based on user behavior related features provide good improvement (3% - 6% in terms of F1- score) over baseline models. By only considering user’s behavior as a retweeter, the data processing time is reduced while the prediction accuracy is comparable to the case when both retweeting and posting behaviors are considered. In the proposed matrix factorization models, we include tweet features into the basic factorization model through newly defined regularization terms and improve the performance by 3% - 4% in terms of F1-score. Finally, we compare the performance of machine learning and matrix factorization models for retweet prediction and find that none of the models is superior to the other in all occasions. Therefore, different models should be used depending on how prediction results will be used. Machine learning model is preferable when a model’s performance quality is important such as for tweet re-ranking and tweet recommendation. Matrix factorization is a preferred option when model’s positive retweet prediction capability is more important such as for marketing campaign and finding potential retweeters.
