The beginning of the third millennium was marked by the desire of the leader countries (USA, China, and Russia) to geopolitical, geostrategic and geo-economic redistribution of spheres of influence. The collapse of the USSR, the dissolution of the Warsaw Pact Organization, the end of the Cold War did not bring the world closer to stability and security. Military force capabilities continue to be considered as one of the most powerful factors in world politics. Proof of this is the intensification of the struggle of the world›s superpowers for regional and global leadership, control over oil, gas and energy flows. It is worth mentioning the Transnistrian conflict, Russia-Led wars in South Ossetia and Abkhazia, the Russian-Georgian war in August 2008, the civil war in Syria, the intensification of Islamic extremism within the ISIS, Russia›s annexation of Crimea, the hybrid war unleashed and continues to wage by the Russian Federation against Ukraine. In this connection, it is becoming increasingly important to provide corresponding levels for the defense budget funding. Thus, the study of the peculiarities of defense financing in Ukraine and powerful military superpowers is of considerable scientific, practical and political interest. Comparing the defense expenditures of different countries makes it possible to identify key problem issues in the defense financing of Ukraine and bring the corresponding costs to international standards. This indicator is one of the most important criteria that characterize the state›s desire for development, relevant combat readiness of the armed forces and other military forces in the face of new challenges. The last years of the previous century were characterized by global geopolitical changes and growing contradictions, which resulted in: the transformation of the bipolar model (USA - USSR) into a multipolar (powerful military superpowers - the USA, Russia, China, Saudi Arabia, France, Japan, Germany, India, Brazil)); globalization of world economic processes; erosion through «hybrid wars», which are a new kind of global confrontation in today›s destabilized international security environment, the facets of the division between war and peace. The availability of weapons of mass destruction and high-precision weapons in the third millennium, the growth of their capacity, the complexity of military equipment and combat assets, the use of new methods and means of warfare have led to significant changes in the functions and tasks of the armed forces, increasing their number and government spending on defense purposes. Today there are about 200 armies in the world with a total number of 24-25 million people (about 0.4% of the world›s population) (Military..., 2002). The state of the troops of any state must correspond to its economic capabilities and at the same time ensure the implementation of national security tasks.

The rapid development of informatization worldwide, specifically in the USA, China and Russia, and its penetration into all spheres of the vital interests of an individual, society and the state, have caused, besides doubtless advantages, the emergence of a number of significant problems. The urgent necessity to protect the information along with being protected from it has become one of them. The geopolitical confrontation and information warfare between the United States and China will be a major factor in world politics in the twenty-first century. This increasing tendency is pushing Russia towards further increasing the development of information warfare along with ensuring national security; the formation of an open dialogue between civilizations; and resistance to the threat of conflict in the field of information. Exhaustion of natural resources of the planet, their consumption and growth of the population do not contribute to the reduction of information warfare. Therefore, the positions of Russia, the United States and China will be strengthened due to deeper integration into the world information space. This paper has highlighted the quintessence of what causes the great thirst towards reaching information comfort and leadership, along with information warfare terrifying serious threats and modern global geopolitical tendencies.


The best propaganda is not propaganda; instead, superpowers should provide resources to developing countries during this information age to enable economic growth. A country may obtain the outcomes it wants in the world politics because other countries—admiring its values, emulating its example, aspiring to its level of prosperity and openness—want to follow it. In this sense, it is also important to set the agenda and attract others in world politics and not only to force them to change by threatening military force or economic sanctions. This soft power—getting others to want the outcomes that you want—co-opts people rather than coercing them.

The number of classical banks in the world has reduced. In the majority of countries the number of banks does not exceed 200. The uniqueness of the Russian banking sector is that in this respect it takes the third place in the world after the USA and Germany. The paper reviews the conclusions of the economic theory about the optimum structure of the banking market. The empirical analysis shows that the number of banks in a country is influenced by the size of its territory, population number and GDP per capita. Our econometric estimate is that the equilibrium number of banks in Russia should be in a range of 180-220 units.

The authors point out that the local market crisis - on the USA substandard loan market - has led to the uncertainty of the world financial market. It has caused the growing demand for liquidity in the framework of the world financial system. The Russian banking sector seems to be more stable under negative changes than banking systems of other emerging markets. At the same time one can assume that the crisis will become the factor of qualitative shift in the character of the Russian banking sector development - the shift from impetuous to more balanced growth.

Authors from the Christian Right in the USA situate the September 11 attack on New York and Washington within God's intentions to bring America into the divine schedule for the end of the world. This is true of Pat Robertson and Jerry Falwell, and other leading figures in the ‘Christian Coalition’. This article analyses how Christian fundamentalists assess the roles of the USA, the State of Israel, Islam, Iraq, the European Union and Russia within what they perceive to be the divine plan for the future of the world, especially against the background of ‘9/11’. It argues that the ideas of the Christian Right and of President George W. Bush coalesce to a high degree. Whereas before 9/11 many American mega-church preachers had aspirations to direct political life, after the events of that day the President assumes some of the roles of a mega-religious leader.

Sandra Ramos (b. 1969) is one of the few artists to reflect critically on both sides of the Cuban di-lemma, fully embodying the etymological origins of the word in ancient Greek: di-, meaning twice, and lemma, denoting a form of argument involving a choice between equally unfavorable alternatives. Throughout her works she shines a light on the dilemmas faced by Cubans whether in Cuba or the United States, underlining the bad personal and political choices people face in both countries. During the hard 1990s, while still in Havana, the artist focused on the traumatic one-way journey into exile by thousands, as well as the experience of profound abandonment experienced by those who were left behind on the island. Today she lives in Miami and operates a studio there as well as one in Havana. Her initial disorientation in the USA has morphed into an acerbic representation and critique of the current administration and a deep concern with the environmental collapse we face. A buffoonlike Trumpito has joined el Bobo de Abela and Liborio in her gallery of comic characters derived from the rich Cuban graphic arts tradition where she was formed. While Cuba is now represented as a rotten cake with menacing flies hovering over it ready to pounce, a bombastic Trumpito marches across the world stage, trampling everything underfoot, a dollar sign for a face.

From ancient times till nowadays information plays a key role in the political processes. The beginning of XXI century demonstrated the transformation of global security from military to information, social etc. aspects. The widening of pandemic demonstrated the weaknesses of contemporary authoritarian states and the power of human-oriented states. During the World War I the theoretical and practical interest toward political manipulation and political propaganda grew definitely. After 1918 the situation developed very fast and political propaganda became the part of political influence. XX century entered into the political history as the millennium of propaganda. The collapse of the USSR and socialist system brought power to new political actors. The global architecture of the world has changed. Former Soviet republic got independence and tried to separate from Russia. And Ukraine was between them. The Revolution of Dignity in Ukraine was the start point for a number of processes in world politics. But the most important was the fact that the role and the place of information as the challenge to world security was reevaluated. The further annexation of Crimea, the attempt to legitimize it by the comparing with the referendums in Scotland and Catalonia demonstrated the willingness of Russian Federation to keep its domination in the world. The main difference between the referendums in Scotland and in Catalonia was the way of Russian interference. In 2014 (Scotland) tried to delegitimised the results of Scottish referendum because they were unacceptable for it. But in 2017 we witness the huge interference of Russian powers in Spain internal affairs, first of all in spreading the independence moods in Catalonia. The main conclusion is that the world has to learn some lessons from Scottish and Catalonia cases and to be ready to new challenges in world politics in a format of information threats.

Аннотация. В статье очерчено геополитическое и геостратегическое положение ЦА. Охарактеризована внешнеполитическая ситуация в ЦА в контексте новых тенденций в мировой политике. Показаны основные интересы и политические тренды РФ, США, КНР по отношения к государствам ЦА. Отмечено, что современная Центральная Азия, притягивает к себе все большее внимание внешних игроков. Объяснение кроется в том, что Центральная Азия обладает не только удобным геополитическим и выгодным геостратегическим положением, но и большим количеством природных ресурсов. Анализируя современные российско-китайские отношения приходим к мысли, что не все так безоблачно во взаимоотношениях двух государств, ведь еще никто не опроверг постулат о постоянных интересах государств и о непостоянстве друзей. В недалеком будущем конкуренция за энергоресурсы (газ, нефть) ЦА приведет к обострению отношений, к конфликту интересов России и Китая, практически это политическая аксиома. The article describes the foreign policy situation in Central Asia in the context of new trends in world politics. The main interests and political trends of the Russian Federation, the USA, China in relation to the Central Asian States are shown. It is noted that modern Central Asia attracts more and more attention of external players. The explanation lies in the fact that Central Asia has not only a convenient geopolitical and advantageous geostrategic position, but also a large number of natural resources. Analyzing the current Russian-Chinese relations, we come to the conclusion that not everything is so cloudless in the relations between the two States, because no one has yet refuted the postulate about the permanent interests of States and the impermanence of friends. In the near future, competition for energy resources (gas, oil) in Central Asia will lead to an aggravation of relations, to a conflict of interests between Russia and China, this is practically a political axiom.
