The article analyzes the main indicators of the evolution of the domestic economy and its industrial complex in the past year (in January — November 2019). It Identifies trends in this evolution, including negative trends that determine the preservation of reproductive threats in 2020: sluggishness, instability and low quality of economic growth. The main reasons for the fact that the objective resource capabilities of the macro level were clearly not used enough to effectively solve the urgent problems of technological modernization of the economy and increase people’s welfare are established. The main reason is the poor quality of public administration, including imperfect strategic planning and industrial policy; there is still no modern national innovation system in the country. Accordingly, recommendations for improving the quality of state regulation in its specified components are justified. The recommended measures, according to the author, will help the economy to move to a trajectory of rapid, sustainable and high-quality growth.

It is proved that for effective state regulation of industry it is necessary to pursue a clear, high-quality and purposeful state industrial policy. To do this, we should use the full range of available mechanisms and tools. In the course of the research it was established that industrial policy means a set of measures of state regulation of economic processes at the sectoral and corporate levels, aimed at stimulating innovation activity, structural adjustment of the economy and economic growth. The necessity of pursuing the new industrial policy, which can be defined as a policy of maintaining competitiveness, is substantiated. It is determined that the process of state regulation of industry is a set of actions of the state as an institution used to influence the activities of economic entities (enterprises, corporations, entrepreneurs, etc.), as well as certain aspects of this activity related to acquisition of factors of production, organization of production, distribution and sale of goods and services in all phases of the life cycle of the business entity and the life cycle of its products. State regulation based on industrial policy has both positive and critical statements, the essence of which depends on the subject under discussion, namely, policy as a set of state measures and policy as a means to achieve political goals. It is proposed to allocate a list of new conditions for the implementation of effective state regulation of industry on the basis of state industrial policy, which form the conceptual basis of the new industrial policy. The main (basic) characteristics of state regulation of industry on the basis of traditional and new industrial policy are given, where the scenarios of traditional (vertical) policy and new (horizontal) policy are based. Based on the analysis of the practice of state regulation of industry in the European Union, priority areas of regulation have been identified, namely: increasing competitiveness through the development of new markets; strengthening of innovative activity, development of knowledge-intensive businesses; accelerating the process of restructuring companies and industries; improving the institutional and legislative environment; protection of intellectual and property rights; improving the quality and skills of the workforce.

This paper presents the study multiplier effects of government regulation of industrial development of the macro-region by the example of the Russian Arctic (Russian Arctic), made in the process of writing a doctoral dissertation Lapochkin LV on «Industrial policy of the Arctic zone of Russia: theoretical and methodological basis» and its discussion in the St. Petersburg State University of Economics. The novelty of the study is: first, in the view of the Russian Arctic as a macro-region; secondly, forming a conceptual model of a multiplier based on the criterion of national economic efficiency and system constraints, reflecting the direction of the structural industrial policy with regard to the development of non-oil economy; in the third, the formulation of multiplier effects in the fields and methods of exposure. The purpose of this article is to analyze the multiplier effects of government regulation of industrial development of the macro-region of the Arctic, as a basis for the construction of the multiplier model.

The article describes the main trends in the implementation of the state industrial policy abroad. Examples of the USA and China are given. The increasing role of state regulation in industrial development is noted. The US experience in improving strategic state planning is considered. The priority directions of China's industrial policy are characterized. The necessity of improving the principles of formation and implementation of the domestic industrial policy in the conditions of its continuing raw materials orientation is emphasized. The issues of improving the quality of institutional regulation of industry are described in detail. The necessity of linking the development of the industrial sphere with demand forecasts and national security strategies is justified. The problems of choosing the priorities of industrial development, as well as the requirements for participants in the formation and implementation of industrial state programs are considered. Recommendations on the formation of an active and balanced industrial policy are given. The key aspects of industrial policy that need to be taken into account in the formation of the public administration system are described.

The article assesses the results of activity of enterprises of cities and districts of Zakarpattya region with the use of the Saati method.The conducted studies on this method allowed to obtain an assessment of the activities of enterprises by integrating several indicators, by quantifying the level of industrial activity, to identify those criteria, which will allow for the adoption of the right managerial decisions to improve the efficiency of industrial policy in the region, to identify depressed areas that need investment and state regulation .The scientific novelty consists in the construction of a hierarchical model for evaluating industrial policy using fully matched matrices of pairwise comparisons obtained through the transformation of economic activity indices into dimensionless criteria of Thomas Saati's hierarchical model.

The research aims at the establishment of main principles, priorities and directions of the environmental industrial policy development in the Russian Federation. Environmental industrial policy is considered as a part of the industrial policy aimed at the formation of highly technological competitive national industry providing for the transfer of the economy from the export of raw materials to the innovation type of development. The international experience of the implementation of industrial policies is analysed; it is shown that re-industrialisation leads to strengthening the role of the state regulation and planning both in developed and developing countries. Peculiarities of the international approaches to forming “green” industrial policy are considered. Main principles of the environmental industrial policy development in the Russian Federation are formulated as follows: (1) industrial modernisation providing for the resource efficiency enhancement and the reduction of the negative environmental impact and (2) recycling of waste (its return to the economic cycle). It is emphasised that the environmental industrial policy priorities reflect foremost national purposes and strategic objectives of the Russian Federation development.

The article examines the main trends of industrial activity in Russia in the post-Soviet period, including trends in the dynamics of industrial output and the movement of indicators of efficiency and innovation of production. The problems of ensuring rapid, sustainable and high-quality industrial growth are systematized. The article describes the practice of implementing industrial policy in a number of modern nation-states; it draws on materials related to the United States, Western European countries and Japan, China and India. The critical importance of issues of state regulation of industry in the context of the presence and expansion of a complex of global financial and non-financial threats is emphasized. The directions of modernization of the industrial policy of Russia at the federal level are outlined, together with the lines of improvement of the regulatory framework on this issue. The issues of interaction between industrial corporations and government structures in the aspect of implementing an active industrial policy are covered in detail. The existing shortcomings of the existing documents of strategic planning of industrial development are identified and recommendations for their improvement are justified.
