The solution of the tasks assigned to the National Guard of the state implies the presence of certain forces and means with the appropriate technical equipment. A well-known place among such tasks is security of important state facilities. Various physical effects and methods, including radar, are used to create security systems. The development of radar technology and technology made it possible to increase both the quantity and quality of the received information, as well as the use of radar stations for observing living objects. The industry today produces bioradioradars for detecting people and controlling their movements. All samples are made in a single-position version and have a relatively high cost, the fact of their work is easily detected, which facilitates their suppression, including force. In order to increase the secrecy of work, it is proposed to use the methods of separated, more precisely, bistatic location to control the area in front of particularly important objects. The defining detection index is the effective reflective surface (ERS), which is about 1 m2 for a person. Equipment, weapons and protective equipment contributes to the increase in the ERS. Given the small reflective surface of biological objects, it is proposed to limit the area of responsibility to the sector form in which, at a certain bistatic angle, the effect of a significant increase in the signal/(interference+noise) ratio is manifested. For a specific definition of the gain, it is necessary to choose the operating frequency of the bistatic system and its geometry. For greater secrecy, it is advisable to use the transmitters of radio and television broadcasting, mobile communications, etc. The estimates found, for example, when using digital television transmitters (T2), indicate that the creation of a secretive bistatic system is quite possible – at least in a geometric interpretation.

<div><p><em>The article presents the dynamics of the main factors for the development of modern television, the transition from traditional technologies of television broadcasting to the latest technologies. The process of developing digital television and broadband has been technically determined to address the challenge of integrating new technologies into traditional TV content. Ways of expanding the possibilities of interaction between the viewer and the television producer in the context of overcoming the crisis of traditional technologies are analyzed. It is determined that integration, development of mobile communications and Internet technologies are a hallmark of the modern world media space and have a significant influence on the formation of public opinion. The analysis of actual media researches concerning problems of the theory of mass communication is carried out. The phenomenon of «social television», which combines watching TV with simultaneous communication in social networks, is considered. The author draws attention to the disclosure of the determining factors of media communication, the study of the process of feedback from viewers on television. It is stated that the development of modern technologies, namely digital broadcasting and introduction of broadband Internet access to create a multimedia platform that combines Internet communication services and television content, contributes to improving the mechanism of interaction between the TV and the viewer. The theory of the conceptualization of journalism based on identity construction is examined: journalists understand their audience and, as members of that audience, connect with their communities. An analysis of integrated journalistic activity is conducted, which consists of three stages: gathering, editing and disseminating information. It is determined that the influence of the Internet allows the consumer to play his or her role at each stage, thus helping the journalist determine the degree of relevance of the story to himself and to the potential audience. The common features of modern telecontent were singled out and a comparative analysis of the trend of development of interactive TV programs of the USA, UK and Ukraine was made.</em></p></div><p><strong><em>Key words:</em></strong><em> public opinion, two-vector communication, feedback, communication methods, television audience, country telephony.</em></p>

This paper discusses the implementation of digital technologies in the production sector and business processes of agricultural enterprises in Russia. Implementation of digitalization into the economic entities’ business activity is necessary in order not only to increase the speed of their functioning several times, but also to open up new, broader opportunities for their development in the future. Currently, in the Russian Federation, the main leaders in the development of digital technologies are, first of all, IT companies, as well as organizations operating in the field of media, finance and insurance. The level of digitalization in the real sector of the economy is significantly lower, while the agricultural sector is in last place for this indicator. This article reflects the prerequisites for the development of the digital economy in the world, which include the automation of production technologies and business processes, as well as penetration into the social sphere of the countries of the global Internet and mobile communications. The author considered a number of interpretations of the concept of “digital economy”, of which, in her opinion, the most rational version of the definition of the term under consideration was selected. Within the framework of the study, the prerequisites for the effective implementation of innovative technologies in the economic and social spheres of enterprises’ activities were determined, and the main factors and conditions for the developing digital system of a particular country were established. In the presented work, the author identified a number of modern key problems that significantly impede the introduction of digital technologies in the production and economic activities of economic entities of Russia, especially in the field of agriculture. At the same time, quite popular and widespread advanced technologies are indicated, which are currently being successfully implemented in promising agricultural organizations of the country. With regard to the branches of agriculture in Russia, namely crop and livestock breeding, the most expedient areas for the introduction of advanced digital technologies into the business processes of agricultural enterprises are presented.

In 2004, Pachter and Speyer introduced the higher dissimilarity maps for phylogenetic trees and asked two important questions about their relation to the tropical Grassmannian. Multiple authors, using independent methods, answered affirmatively the first of these questions, showing that dissimilarity vectors lie on the tropical Grassmannian, but the second question, whether the set of dissimilarity vectors forms a tropical subvariety, remained opened. We resolve this question by showing that the tropical balancing condition fails. However, by replacing the definition of the dissimilarity map with a weighted variant, we show that weighted dissimilarity vectors form a tropical subvariety of the tropical Grassmannian in exactly the way that Pachter and Speyer envisioned. Moreover, we provide a geometric interpretation in terms of configurations of points on rational normal curves and construct a finite tropical basis that yields an explicit characterization of weighted dissimilarity vectors.

Let $M$ be a regular matroid. The Jacobian group $\text{Jac}(M)$ of $M$ is a finite abelian group whose cardinality is equal to the number of bases of $M$ . This group generalizes the definition of the Jacobian group (also known as the critical group or sandpile group) $\operatorname{Jac}(G)$ of a graph $G$ (in which case bases of the corresponding regular matroid are spanning trees of $G$ ). There are many explicit combinatorial bijections in the literature between the Jacobian group of a graph $\text{Jac}(G)$ and spanning trees. However, most of the known bijections use vertices of $G$ in some essential way and are inherently ‘nonmatroidal’. In this paper, we construct a family of explicit and easy-to-describe bijections between the Jacobian group of a regular matroid $M$ and bases of $M$ , many instances of which are new even in the case of graphs. We first describe our family of bijections in a purely combinatorial way in terms of orientations; more specifically, we prove that the Jacobian group of $M$ admits a canonical simply transitive action on the set ${\mathcal{G}}(M)$ of circuit–cocircuit reversal classes of $M$ , and then define a family of combinatorial bijections $\unicode[STIX]{x1D6FD}_{\unicode[STIX]{x1D70E},\unicode[STIX]{x1D70E}^{\ast }}$ between ${\mathcal{G}}(M)$ and bases of $M$ . (Here $\unicode[STIX]{x1D70E}$ (respectively $\unicode[STIX]{x1D70E}^{\ast }$ ) is an acyclic signature of the set of circuits (respectively cocircuits) of $M$ .) We then give a geometric interpretation of each such map $\unicode[STIX]{x1D6FD}=\unicode[STIX]{x1D6FD}_{\unicode[STIX]{x1D70E},\unicode[STIX]{x1D70E}^{\ast }}$ in terms of zonotopal subdivisions which is used to verify that $\unicode[STIX]{x1D6FD}$ is indeed a bijection. Finally, we give a combinatorial interpretation of lattice points in the zonotope $Z$ ; by passing to dilations we obtain a new derivation of Stanley’s formula linking the Ehrhart polynomial of $Z$ to the Tutte polynomial of $M$ .

For a Legendrian knot L ⊂ ℝ3, with a chosen Morse complex sequence (MCS), we construct a differential graded algebra (DGA) whose differential counts "chord paths" in the front projection of L. The definition of the DGA is motivated by considering Morse-theoretic data from generating families. In particular, when the MCS arises from a generating family F, we give a geometric interpretation of our chord paths as certain broken gradient trajectories which we call "gradient staircases". Given two equivalent MCS's we prove the corresponding linearized complexes of the DGA are isomorphic. If the MCS has a standard form, then we show that our DGA agrees with the Chekanov–Eliashberg DGA after changing coordinates by an augmentation.

Fundamental documents regarding military leadership and strategic communications of the Armed Forces of Ukraine and the USA were analysed in the article. It refers to the Development of Military Leadership in the Armed Forces of Ukraine Doctrine, Project of Strategic Communications Doctrine in NGU, Strategic Communications Doctrine (AFU), Army Leadership and the Profession: Army Doctrine Publication No. 6-22, Army Leadership: Competent, Confident, and Agile Field Manual No. 6-22. Based on the analysis that was carried out, it is clarified how military leadership is viewed in the sources mentioned. Thus, Field Manual No. 6-22 �Army Leadership: Competent, Confident, and Agile� defines, that an Army leader is anyone who by virtue of assumed role or assigned responsibility inspires and influences people to accomplish organizational goals. Army Doctrine Publication No. 6-22 �Army Leadership and the Profession� specifies leadership as the activity of influencing people by providing purpose, direction, and motivation to accomplish the mission and improve the organization. In the Doctrine of development of military leadership of the Armed Forces of Ukraine approved in December, 2020 leadership is considered as deliberate influence of the personnel of different ranks during everyday, official, learning and combat activities, �nd irregular (unusual, emergency) situations on the personnel by means of maintaining trust and respect, giving purpose, directing towards achieving it, providing discipline and motivation for performing tasks as intended and improving the Armed Forces as a social establishment. It is found out that in all above mentioned documents leadership is intertwined with influence and communication that define competencies of a modern military leader. The connection of leadership with strategic communications is considered in the article. The role of command in the creation of military leadership is defined. In particular, since one of the tasks of command within strategic communications is providing leadership of the military, and leadership reveals itself in the process of using effective methods of internal communications, it has been concluded that command is simultaneously a source of creation and tool for leadership . The article states that it seems urgent to raise the question of the definition of the notion of leadership for the National Guard of Ukraine, which would make it possible to define competencies required for the NGU officers. The suggestions regarding viable definition of the notion of leadership for the further validation of the military leadership framework within the National Guard of Ukraine activity are made.

AbstractHere we have proposed a new biological definition of life based on the function and reproduction of existing genes and creation of new ones, which is applicable to both unicellular and multicellular organisms. First, we coined a new term “genetic information metabolism” comprising functioning, reproduction, and creation of genes and their distribution among living and non-living carriers of genetic information. Encompassing this concept, life is defined as organized matter that provides genetic information metabolism. Additionally, we have articulated the general biological function of life as Tetz biological law: “General biological function of life is to provide genetic information metabolism” and formulated novel definition of life: “Life is an organized matter that provides genetic information metabolism”. New definition of life and Tetz biological law allow to distinguish in a new way living and non-living objects on Earth and other planets based on providing genetic information metabolism.

Introduction. The article considers a systematic approach to assessing the effectiveness of the preparation and use of fire-fighting vessels. Using the Pattern method, a study of the use of a fire-fighting boat for solving problems of extinguishing fires on water transport was conducted. Goal and objectives. The purpose of the study is to improve the methodology for determining the effectiveness of the preparation and use of fire-fighting vessels according to the selected evaluation criteria, with the determination of the impact of each criterion on the overall effectiveness of fire extinguishing. Methods. In the article, the process of evaluating the effectiveness of the preparation and use of fire-fighting vessels can be divided into two stages. At the first stage, a verbal presentation of the research task is carried out with the identification of the most "weak" training measures and during the application of fire-fighting vessels using the Pattern Method. At the second stage of the study, an assessment of the state of the identified "weak" measures is carried out with the definition of measures to improve the technical readiness of the material part or organizational and technical measures during the operation of fire-fighting vessels. Results and discussion. The author obtained a particular analytical solution for improving the efficiency of operation of fire-fighting vessels for the case of using a fire-fighting boat. A method for calculating the evaluation criteria is proposed. Conclusions. Thus, the proposed modification of the model of preparation and application of fire-fighting vessels consists in the representation of organizational and technical processes in the form of a logical "tree of goals". The directions of further research in terms of the development of the results obtained in the analysis of the operation of fire-technical equipment on fire-fighting vessels and fire-fighting vessels themselves are determined. From 1870 through 1900, the National Guard attracted tens of thousands of new members by offering men the opportunity to demonstrate that they were manly men who held dramatic civic roles that put them at the center of community social and patriotic life. Time, modernization, strike service, changes in technology, and warfare all worked to alter the environment in which Guardsmen made themselves men. Guardsmen of the early twentieth century no longer found their definition of manhood and citizenship in performances for the local community. By 1917, the elements of manhood National Guardsmen shared had evolved from the focus on style and sociability they celebrated the 1880s and 1890s into an individual focus on a concept of self-discipline, self-improvement, and national patriotism. The National Guard offers historians the opportunity to see how an organization that emphasized making men manly was able to shift what that meant as definitions of manhood evolved and as the Guard worked to keep its appeal current and fresh to each new batch of recruits.
