The development strategy of the engineering industry in Russia: technological aspect

Актуальность исследования обусловлена необходимостью анализа перспектив машиностроительной отрасли России в контексте развертывания «цифровой экономики». Сегодня российская отрасль машиностроения находится в сильной зависимости от импортных технологий. Кроме этого, существует огромная внутренняя потребность в оборудовании, вызванная моральным и физическим устареванием основных фондов. Для выявления особенностей структуры и показателей российской отрасли машиностроения автором проводится статистический анализ, в том числе в сравнении со структурой экспорта других стран. В числе драйверов технологического развития были выявлены: стандартизация систем и платформ, внедрение инновационных бизнес-моделей, развитие инвестиционных возможностей и создание системы переобучения кадров. The relevance of the study is due to the need to analyze the prospects of the engineering industry in Russia in the context of the deployment of the “digital economy”. At present, the Russian machine-building industry is heavily dependent on imported technologies. In addition, there is a huge internal need for equipment, caused by the moral and physical obsolescence of fixed assets. To identify the features of the structure and indicators of the Russian machine-building industry, the author carries out a statistical analysis, including in comparison with the export structure of other countries. Among the drivers of technological development were identified: standardization of systems and platforms, the introduction of innovative business models, the development of investment opportunities and the creation of a retraining system.

The purpose of the article is to analyse the current state of development of Ukraine’s mechanical engineering, looking at export trends of mechanical engineering products across product groups and the main importing countries. The analysis indicates that Ukrainian exports of engineering products have declined significantly in recent years. The low export orientation of machine-building production is mainly due to the low level of innovation investment, as a result of which the technological development of Ukraine’s machine building industry not aligned with the requirements of the global market. The author indicates directions of machine-building production that can make the Ukrainian industry more competitive in the future arguing that thanks to the current production capacity and technological skills, availability of the labour force, research institutions, opportunities for international cooperation, Ukraine is well-positioned to increase the export potential of the mechanical engineering industry.

The article analyzes the structural guidelines for the modernization of the domestic agricultural machinery industry, which are formed in the aspect of a new development model; some types of machine-building products that are innovative in nature. Separate tasks of digitalization for the development of production of unmanned vehicles are considered. It is concluded that in order to seriously promote the structural modernization of agricultural machinery enterprises, it is necessary to give priority to the development strategy of enterprises, which should be based on clear development guidelines for the long-term period.

A study of statistical data reflecting the current state of development of the engineering industry has been carried out. A conceptual model of the promising development of the machine-building industry in the conditions of the neo-industrial development of the Russian economy has been developed.

The possibilities of creating cluster associations of enterprises in the sub-branches of the Machine Building Industry in the Zaporizhzhia region by determining the clustering potential are considered. The potential of clustering of the engineering industry enterprises of the Zaporizhzhia region was assessed by using the localization coefficients, production per person and specialization of the industries. According to the results of the assessment of the clustering potential of the machine-building industry in Zaporizhzhia there are such five sub-sectors were identified in which the creation of clusters is possible: the production of computers, electronic and optical products, the production of electrical equipment, the production of machinery and equipment that are not assigned to other groupings, the production of motor vehicles, trailers and semi-trailers and other vehicles, the production of furniture and other products; repair and installation of machinery and equipment. It is proved the need to create a еlectric equipment production cluster in Zaporizhzhia region.

Topicality. In the conditions of ambiguity of the situation that has developed over the past years in the economy, each enterprise needs to focus on developing measures to minimize the impact of adverse factors of the external and internal environment, which can be achieved through system monitoring of changes in the situation, as well as the effective management of economic activity Actual increase of the economic potential of the machine-building industry, which will provide good management, will create conditions for timely response to threats and hazards, strengthen the system of economic security of enterprises in accordance with changing environmental conditions. Aim and tasks. The goal of the paper is to investigate and identify the problems of building up economic potential, their impact on the economic safety of the machine-building enterprise, in particular, and on the industry as a whole. In this regard, the task of carrying out a comprehensive analysis of the main indicators of economic capacity building at the enterprises of the machine-building industry, which will be able to identify the main problems and threats to the industry, identify the strengths and opportunities to understand the main problems of building capacity of the machine-building complex to ensure economic security. Research results. The share of industrial innovation and active enterprises according to the types of implemented innovations has been analyzed. The development of economic potential of machine-building enterprises has been researched. The main problems and threats have been outlined for ensuring economic security and development of the industry. It has been established that the investigated branch has a number of strengths and opportunities, which, taking into account the condition of limiting the impact of weaknesses and threats, gives grounds for specific strategies for the development of machine-building enterprises. In the circumstances in the industry there is practically no development potential. Leading companies are working out the development programs that include expansion of production facilities, updating of production equipment, development of scientific base, increasing of consumer properties of released products and also of the one being produced. It must be admitted that this is the only possible way out of the crisis and the transition to the development of the industry. However, the implementation of these programs is complicated by the lack of adequate funding, as most enterprises carry out technological innovations mainly at their own expense. Conclusions. The main problems of increasing the economic potential of machine-building enterprises are as follows: relative non-competitiveness of products in comparison with products of developed countries; unpopularity of products of the domestic machine-building complex in world markets and the absence of world brands; imperfection of investment activity in most enterprises: insignificant level of implementation of development of scientific and technological progress in comparison with potential opportunities in the production of innovative products; significant level of depreciation of fixed assets, a significant lag of the state of fixed assets from the technological level of developed countries; use of outdated technological developments.

The Ukrainian transport engineering industry has a deep historical tradition that goes back to the activities of the Odesa railway workshops and the establishment of specialized locomotives in Kharkiv and Lugansk. The electric locomotives industry in Ukraine is represented by the products of the Dnipro plant, which for a long time produced electric locomotives of a purely industrial purpose. In the early 1990s, to upgrade the locomotive fleet of Ukrainian railways in the absence of foreign exchange funds for the purchase of traction rolling stock abroad, the management of Ukrzaliznytsia, together with the line ministries, decided to provide the organization of the main-line electric locomotives based on the Dnipro plant. During the implementation of the state program of mainline electric locomotives construction, the Dnepropetrovsk plant developed, and subsequently implemented, projects of a freight DC electric locomotive DE1, an AC cargo and passenger electric locomotive DS3, and also based on DS3 began technical research on a two-system electric locomotive with an asynchronous drive DS4. The Dnipro electric locomotive engineering plant, with its powerful scientific and production potential and clear development strategy, carried out the development and created the next generation's main electric locomotives to meet the needs of Ukrainian railways with modern electric transport. Unfortunately, due to the traditional lack of funding and lobbying on the part of Russian machine-building enterprises, the Dnieper electric locomotives have not become the main locomotives of Ukrainian railways. Unfortunately, due to the economic-financial crisis of 2008, all the prospective achievements of the said enterprise were virtually offset and the plant itself was in a difficult position. However, it is clear that the historical experience of becoming a Ukrainian scientific and production base of railway engineering needs to be properly considered. The proposed study does not deplete the raised problem in the field of the Dnipro electric locomotive plant`s activities, but only provides a general analysis and factual basis for further, more detailed review of the maintenance and development of national railway engineering in independent Ukraine, leaving considerable space for further scientific research.

Subject. This article focuses on the development strategy of the agro-industrial complex and innovative development of agricultural organizations in the Republic of Mordovia. Objectives. The article aims to analyze the innovative development of the agro-industrial complex of the Republic of Mordovia. Methods. For the study, reviewing fundamental and applied research works of domestic scientists, I used general scientific and special methods. Results. Having analyzed the main trends of technological development of the agro-industrial complex of the Republic of Mordovia, the article identifies the priorities of innovative development of agricultural organizations and presents methodological approaches to the formation of a strategy for innovative development of agro-industrial complex industries. Conclusions. The identified positive developments in technological development are not sufficient for the comprehensive innovation of the agricultural organizations of the Republic of Mordovia.

The purpose of this article is to assess the results captation machine-building enterprises of Ukraine, determination of their causal relationships, as well as recommendations for ensuring growth of capitalization. In Ukraine, mechanical engineering has traditionally been described as the locomotive of domestic economy development, the dynamics that determine performance aspects of functioning of enterprises of engineering industry are descending. The features research of engineering enterprises development is a topical area in the aspect capitation, as it allows to determine the core list of issues that lead to negative dynamics of the economic results and allows you to define the priority focuses of managerial influence to ensure that the increasing trends of engineering business capitalization. Mechanical engineering is the most sensitive area of the industry to strategic technological innovations. Undoubtedly, the main focus on the development of innovative machine-building business should be made by the companies’ management. However, government support is essential in the situation, which is characteristic of the domestic business environment. While engineering companies have to fundamentally change their business models, target orientation which should be aimed at ensuring the intellectual parameters of modern engineering production. In this aspect, you cannot rely on short-term financial results, and perhaps within a certain time interval, there will be a process of decapitalization. Such methods were used in the course of writing the article: estimation of the fundamental value of capital, the VBM analysis, the factor analysis results in accordance with the ReOI model. The results of the factor evaluation of the capital fundamental value of domestic machine-building enterprises determined the causes decapitalization and formed the principles of the national strategy for the development of modern machine-building production according to the content of the concept “Industry 4.0”. Of practical value are the results of the methodological approach testing to assessing the enterprise management efficiency based on the method of fundamental capitalization. Key words. The development of entrepreneurship in any country is inextricably linked with the participation of the state, without the intervention and support of which it is impossible to create a friendly institutional environment conducive to the development of entrepreneurial initiatives and entrepreneurial activity of the population. Small and medium entrepreneurship is the main driving force of the country's economic development throughout the world. The development strategy of the Russian Federation for 2018-2024 includes seven strategic priorities, some of which relate to the development of entrepreneurship and support for civic entrepreneurial initiative, the creation of a competitive economy in which government policy will be aimed at partnership with private business and reducing the direct participation of the state in the economy, and support of such socially important areas as health, education, social sphere, etc. In this connection, there is a need for s forms of the partnership of state and business structures in socially important sectors in order to attract small and medium-sized businesses. At the same time, a mechanism is needed to implement such a partnership, which should be based on a business model that will allow you to clearly understand the logical links and relationships. This paper describes the author's version of the configuration (template) of the business model of state franchising as a form of partnership between business and government. The basis is the canvas of the classic business models of Osterwalder-Pigneur and Ash Maurya. Special attention is paid to unfair (non-market) competitive advantage, which business receives. The described business model makes it possible to cover the partnership in general, concentrate on the main things, discover bottlenecks and interdependencies, contradictions and alternatives. Work within the framework of this business model gives a chance to significantly increase the efficiency of partners and to support socially significant areas of business.
