Relationship and features of functioning of agricultural production and agricultural engineering at the regional level in the conditions of the covid-19 pandemic

В статье рассматриваются проблемы развития рынка сельскохозяйственной продукции и сельскохозяйственной техники в условиях экономического кризиса вызванного пандемии covid-19. Рынок характеризуется, как со стороны спроса, так и предложения. Глобальное закрытие границ и приостановка бизнеса по многим направлениям, вносит значительные изменения в устоявшиеся движения товарных ресурсов. Производится необходимый анализ мер влияния данных проблем на отрасль сельского хозяйства, проводится оценка перспектив и возможностей выхода из затруднительных внешних условий. Рассматриваются меры поддержки Российских производителей сельскохозяйственной техники. The article examines the development of the market for agricultural products and agricultural machinery in the economic crisis caused by the covid-19 pandemic. The market is characterized by both supply and demand. Global border closures and business suspensions in many areas are making significant changes to established movements of commodity resources. The necessary analysis of the measures of impact of these problems on the agricultural sector is carried out, the prospects and opportunities for getting out of difficult external conditions are being evaluated. Measures to support Russian agricultural equipment manufacturers are being considered.

In this paper, the authors analyse the trend of agricultural production, at the agricultural holdings and enterprises active within the mentioned sector, in the period after the economic crisis in 2008., based on the submitted financial reports. The fact is that Serbia has favourable natural resources, but the achieved results are significantly below the average of EU member states. This indicates low labour productivity, as well as low competitiveness of legal entities involved in the agricultural sector. The analysis points out to the basic factors that influenced this state of the sector, but also to the possibilities of its dynamic and sustainable development. There is believe that participants in the production and trade of agricultural products can make a significantly greater contribution to overall economic growth, employment, exports and the creation of new value, but they need an adequate business environment and support of agricultural policy.

To date, scientists have formulated the structure of the agro-industrial complex (APC) of Russia, which is adhered to by most researchers. This structure is interpreted as a model of four spheres. The fi rst is a collection of industries specializing in agricultural production. This also includes construction in the agricultural sector and its logistics. The second area is agricultural production itself, and the third is the industries associated with the storage, sale, processing, etc. The Russian APC also includes activities that have not entered any of the spheres. This is, for example, special agricultural science, management, training, etc. Determining the trend of the development of the engineering and technical system of the Russian APC, both in the pre-perestroika period, and at present, considering the domestic and foreign experience. Agricultural machinery is the locomotive of the agricultural sector, the improvement of which determines the structure of agricultural producers. Its constant development and application for agricultural work ultimately determines not only the technology of agricultural work, but also the social way of the rural population. It was the improvement of agricultural machinery that served to stratify the social situation of the peasantry, which was originally the owners of small plots of land. In recent years, the main direction of the development of technology is to increase its capacity and productivity, in the calculation of processing large areas, which does not always coincide with the needs of farmers. Despite the progress, a large part of agricultural producers works in very limited areas, which often aff ects the priority demand for the equipment of the previous generation. As a result of the research, the following basic principles of the key areas of the Agricultural Sector can be formulated: agriculture is an economic sector aimed at providing food (food, raw materials) and is a donor for other sectors of the economy, a source of replenishment of national income for solving the urgent problems of the country. At present, the eff ectiveness of Russia’s APC is signifi cantly lower than in the leading countries and it is important not only to analyze the existing problems, but also to consider options for changing the current situation; the main engine of agricultural development is agricultural machinery, which forms the potential of agricultural production. This capacity depends on the level of technical support for the industry with machines and equipment for agricultural work of a wide range. Consideration and analysis of the possibility of raising this level considering the national specifi cs of Russia and international experience of industrial development, including agricultural engineering, is also a very important task (Conclusions) according to the authors, TST is an integral and important element of agricultural engineering, and, therefore, the core element of the Agricultural Sector. Analysis of this element, considering past experience, as well as new domestic and foreign developments, will justify the direction of modernization of the TST taking into account the national mentality.

The Decentralized Autonomous Government of the province of Chimborazo promotes the agricultural productive development of the province by promoting entrepreneurship, and improving the capacities of producers, access to production factors, and integration of actors and subjects of agriculture and management on the basis to strategic planning. The construction of the Chimborazo Competitiveness Agenda was a participatory process that identified opportunities to improve the agricultural sector, where agricultural production at the primary level was recognized as a vocation and strength of the province; however, a strategic necessity was to establish possibilities of adding value and diversifying agricultural production. The definition of a set of agricultural products with high potential at the primary level and/or in agroindustrial processes that are not deeply explored required determining market signals to identify new medium- and long-term commercial possibilities for Chimborazo farmers. Additionally, it was recognized that the management of the province of Chimborazo was based on its management of the Millennium Development Goals, the Constitution of the Republic, the National Plan for Development in a Supra-Provincial Framework, as well as the Plan Development of Chimborazo, the Territorial Planning Plan and others that promoted planning with a focus on territorial and solidarity sustainable development. Resumen El Gobierno Autónomo Descentralizado de la Provincia de Chimborazo impulsa el fomento productivo agrícola de la provincia mediante la promoción del emprendimiento, el mejoramiento de las capacidades de los productores, acceso a factores de producción, integración de los actores y sujetos del agro y gestión en base a una planificación estratégica. Como parte de dicho accionar, la construcción de la Agenda de Competitividad Chimborazo fue un proceso participativo que identificó oportunidades para mejorar el sector agrícola, donde se reconoció la producción agrícola a nivel primario como una vocación y fortaleza de la provincia, no obstante, una necesidad estratégica fue el establecer posibilidades de agregación de valor y de diversificar la producción agrícola. La definición de un conjunto de productos agrícolas con alto potencial a nivel primario y/o en procesos agroindustriales que no están profundamente explorados requirió determinar señales de mercado para identificar posibilidades comerciales nuevas a mediano y largo plazo para los agricultores de Chimborazo. Adicionalmente, se reconoció que la gestión de la provincia de Chimborazo tuvo como base los Objetivos del Milenio, la Constitución de la República, el Plan Nacional de Desarrollo en un marco supra-provincial, así como el Plan de Desarrollo de Chimborazo, el Plan de Ordenamiento Territorial y otros en su conjunto que promovieron una planificación con un enfoque de desarrollo sostenible territorial y solidario. The objective of the article is to study the possibilities of agricultural production and agricultural processing and search for the prospects of development of the industry of Ukraine. Methodology. The following analyses are carried out: profitability and cost-effectiveness (rate of return) of the agricultural products, the level of consumption of basic food products in Ukraine, availability of agricultural machinery at agricultural enterprises, the structure and growth rate of purchase of agricultural machinery at agricultural enterprises of Ukraine. Results. It is proved that a low level of profitability in the agricultural sector is a significant violation of price parity – there is a deterioration in the ratio of the prices of agriculture producers for sold products, and prices for acquired industrial goods, and for the services of commercial and technical purpose, i.e. there is a situation of non-conformity of revenues and costs of agricultural production. It should be noted that the level of the development of the agricultural complex, first of all, is determined by the quality and volume of food consumed by the population. Practical implications. During the country's independence, the profitability of production of all major products has decreased significantly and negative trends are observed. Comparing the data of 2019 with 1990, we can see that part of the profitable production has transferred to the unprofitable. The analysis of the dynamics of consumption of major food groups over the past two decades shows that for the period from 2000 to 2014 there was an increase in consumption of milk and dairy products by 12%; meat and meat products by 65%; eggs by 86.7%; potatoes by 4%, vegetables and melons by 60.5%; fruits, berries and grapes by 78.5%; fish and fish products by 32.1%; oils by 39.4%. During this period, there was a decrease in the positions of bread and bread products by 13% and sugar by 1.4%. Value/originality. The low intensity of the agricultural sector of Ukraine is largely due to the neglect of the requirements of agricultural machinery and production technology. It is important to apply the required amount of mineral fertilizers, which is one of the important technological requirements for growing crops. Therefore, the effective development of this industry requires a modern, effective and scientifically sound financing program by attracting investment and soft loans.

Introduction. Against the backdrop of increased government participation in the economic development of the country, support for agricultural engineering was seen as one of the tools for transformation in the agricultural sector, as well as a way to increase public welfare. In addition, the government was interested in the growth of agricultural production and exports, which became one of the most important sources of foreign exchange funds. This article will attempt to explore the position of the state and the forms of its participation in the development of agricultural engineering in Russia. Special attention will be paid to the process of folding the corporate organization of manufacturers of agricultural machinery and implements, against the backdrop of the strengthening of monopolistic trends in the Russian economy in the late XIX – early XX centuries. Materials and Methods. In solving the research problems, archival materials, published data of official statistics, and also scientific literature were used. The study was conducted on the basis of the principles of historicism, objectivity and system approach. The need to process quantitative data necessitated the use of a statistical method. The use of modernization theory made it possible to include the development processes of the production of agricultural machinery and implements in the trend of industrial modernization. Results. Based on a study of archival and published sources, as well as available scientific literature, the main development problems were identified, and the evolution of government policy in the field of agricultural engineering in the late XIX – early XX centuries was examined. Against the backdrop of increased government participation, the processes of capital self-organization are shown, the forms and results of interaction between government structures and corporate-monopoly organizations in the development of this industry are studied. Discussion and Conclusion. At the end of the XIX and beginning of the XX centuries, state participation in the development of the industry took place in two directions. Firstly, the customs regulation of imports of agricultural machinery, which was protectionist in nature. Secondly, direct support to manufacturers of machinery and complex technical devices for agriculture (bonuses and soft loans to owners of specialized enterprises, assistance in the transportation and marketing of products, etc.). In parallel, there was a consolidation of domestic manufacturers of agricultural machinery and implements in order to exchange experience, jointly solve the most pressing problems and lobby their interests in government circles. Since 1907, congresses of Russian manufacturers of agricultural machinery and implements began to be regularly held. In fact, this corporate organization has transformed into a monopolistic type of association. The study showed that the interaction of government structures and corporate-monopoly associations of manufacturers of agricultural machinery and implements, despite some differences, was generally cooperative in nature and had a very positive effect on the development of the industry.

Предложены шаги, способные повысить эффективность государственной поддержки импортозамещения в сельхозмашиностроении Российской Феде-рации. Effective development of domestic agricultural engineering ensures the achievement of high production volumes of agri-food products. To improve the national production of agricultural machinery, the leading countries of the world provide state support to their pro-ducers. At the same time, these countries stimulate the development of the industry in order to dominate their producers in the domestic market, and to expand into the markets of foreign countries. For a long time, Russia has been the object of widespread expansion by foreign manufacturers of agricultural equipment. At the same time, under the conditions of economic sanctions, dependence on im-ported agricultural equipment limits the development of the domes-tic agro-industrial complex. Significantly reduce dependence on foreign supplies of agricultural equipment and ensure the competi-tiveness of domes- tic products should be implemented in the indus-try's current policy of import substitution. The purpose of the article is to analyze the implementation of the policy of import substitution in domes-tic agricultural machinery and assess its impact on the development of the industry. Government sup-port has a significant impact on the development of the industry, which is confirmed by statistical data and materials of market participants. Analysis of the literature and regulatory acts showed that the state financial support for the industry is carried out in 4 areas: industrial, technological, marketing and personnel. The effectiveness of state support is determined by the state of the industry, the situation on the domestic market of agricultural equipment and the achievement of support goals. To date, govern-ment support measures for import substitution in the industry have not ensured its stable development and increased competitiveness of the products produced. The authors analyzed the implementation of the state policy of import substitution in the domestic agricultural machinery in the framework of the relevant sectoral plan. Based on the analysis, a conclusion was made about the need to improve measures of state support for the industry.

Accurate prediction of agricultural prices is beneficial to correctly guide the circulation of agricultural products and agricultural production and realize the equilibrium of supply and demand of agricultural area. On the basis of wavelet neural network, this paper, choosing tomato prices as study object, tomato retail price data from ten collection sites in Hebei province from January, 1st, 2013 to December, 30th, 2013 as samples, builds the tomato price time series prediction model to test price model. As the results show, model prediction error rate is less than 0.01, and the correlation (R2) of predicted value and actual value is 0.908, showing that the model could accurately predict tomatoes price movements. The establishment of the model will provide technical support for tomato market monitoring and early warning and references for related policies.
