The Decentralized Autonomous Government of the province of Chimborazo promotes the agricultural productive development of the province by promoting entrepreneurship, and improving the capacities of producers, access to production factors, and integration of actors and subjects of agriculture and management on the basis to strategic planning. The construction of the Chimborazo Competitiveness Agenda was a participatory process that identified opportunities to improve the agricultural sector, where agricultural production at the primary level was recognized as a vocation and strength of the province; however, a strategic necessity was to establish possibilities of adding value and diversifying agricultural production. The definition of a set of agricultural products with high potential at the primary level and/or in agroindustrial processes that are not deeply explored required determining market signals to identify new medium- and long-term commercial possibilities for Chimborazo farmers. Additionally, it was recognized that the management of the province of Chimborazo was based on its management of the Millennium Development Goals, the Constitution of the Republic, the National Plan for Development in a Supra-Provincial Framework, as well as the Plan Development of Chimborazo, the Territorial Planning Plan and others that promoted planning with a focus on territorial and solidarity sustainable development. Resumen El Gobierno Autónomo Descentralizado de la Provincia de Chimborazo impulsa el fomento productivo agrícola de la provincia mediante la promoción del emprendimiento, el mejoramiento de las capacidades de los productores, acceso a factores de producción, integración de los actores y sujetos del agro y gestión en base a una planificación estratégica. Como parte de dicho accionar, la construcción de la Agenda de Competitividad Chimborazo fue un proceso participativo que identificó oportunidades para mejorar el sector agrícola, donde se reconoció la producción agrícola a nivel primario como una vocación y fortaleza de la provincia, no obstante, una necesidad estratégica fue el establecer posibilidades de agregación de valor y de diversificar la producción agrícola. La definición de un conjunto de productos agrícolas con alto potencial a nivel primario y/o en procesos agroindustriales que no están profundamente explorados requirió determinar señales de mercado para identificar posibilidades comerciales nuevas a mediano y largo plazo para los agricultores de Chimborazo. Adicionalmente, se reconoció que la gestión de la provincia de Chimborazo tuvo como base los Objetivos del Milenio, la Constitución de la República, el Plan Nacional de Desarrollo en un marco supra-provincial, así como el Plan de Desarrollo de Chimborazo, el Plan de Ordenamiento Territorial y otros en su conjunto que promovieron una planificación con un enfoque de desarrollo sostenible territorial y solidario. The problems of agricultural production management, the prospects for its development in a crisis (the resource one and pandemic), creation of necessary conditions for the effective activity of commodity producers are considered. The results of the main trade relations for the Republic of Kazakhstan in 2015-2019 and the priorities of the state internal agricultural policy are analyzed within the framework of the geostrategic goals of developing the market for agricultural products, raw materials and food, as well as creating favorable conditions for the activity of an agricultural producer. Basing on the analysis, the main reasons for the existing production problems in the agro-industrial complex of the republic were revealed: production technical and technological ones, underdeveloped production infrastructure, segmental approach to financing agricultural producers and their associations in the absence of comprehensive measures for the development of the agro-industrial sector, low prestige of labor in agriculture, insufficient investment attractiveness and the significant influence of external factors on the production efficiency. The article provides statistical data showing trends in foreign trade in the context of the main types of agricultural products and partner countries. The role of the Chinese agri-food market on the development of Kazakh agricultural production and the consumer market is shown. The role of the One Belt and One Road initiative in the formation of commodity flows, including transit of goods and the economic effect of developing other fields. The features of agricultural production in the crisis are highlighted, which allow the use of digital tools and other economic measures to activate processes in the agricultural sector. The need for active application of republican sustainable development goals that contribute to solving the problems of hunger, poverty and caring for future generations is indicated.

Agriculture in Kazakhstan can be described as the main resource, but it is far from being fully used. One of the priorities of agro-industrial complex of the Republic is the development of processing of agricultural products.This is confirmed by the implementation of the objectives of the State program on the development of agro-industrial complex of the Republic of Kazakhstan for 2017–2021. The article gives a picture of the development of agricultural production in Kazakhstan, explores the current state and problems of the agricultural sector of the republic in the context of the financial crisis, including in the Aktobe region.

Development of the primary agricultural production sector in the Republic of Serbia is predominantly restricted by a disorganized and inefficient market of purchase of primary agricultural products. The government should be held responsible for this, because its existing legislation and law-implementing instruments and institutions are failing to secure a healthy market economy. In the future the country will have to demonstrate systematic activity towards regulating and developing the agricultural commodity market, and provide an input for agricultural production. This only represents the first step, yet nevertheless it is the essential prerequisite for developing a competitive agricultural sector in Serbia.

The analysis of the agricultural sector of the Republic of Mordovia, the analysis of the activities of agricultural organizations of the republic for the period from 2005 to 2020, the dynamics of agricultural production for the period under study in monetary terms, the analysis of the structure of acreage, gross harvest, crop yields and changes in the number of livestock in the livestock industry of the republic for the period 2010 to 2020, the place of the region in the rating of the Volga Federal District for the export of agricultural products by the results of 2020 is determined. Further prerequisites for regional development are identified.

The article presents a comprehensive analysis of the export potential of agricultural production in the Russian regions. The definition of the concept of “export potential” in relation to the agricultural sector is presented. The discrepancy between the value indicators of the export of agro-food products from the regions and the real contribution of the regions to the production of export goods was revealed. The reasons for the distortion of statistical data on the export of products are determined. The analysis of the contribution of the export of agricultural products to the total regional export is carried out. The regional structure of exports by main product groups is considered. A method is proposed for calculating the export potential of regions for individual goods based on a comparison of their production and the balance of import-export, which made it possible to rank regions on three levels, depending on their export potential.

The article deals with the topical issues of the institutional reforms in the agricultural sector, taking into account Russia’s accession to the World Trade Organization. The The paper substantiates the necessity of rapid modernization of agricultural production in order to increase the competitiveness of Russian agricultural products in domestic and foreign markets due to the country’s accession to the WTO, a significant increase the size of the state support of agriculture in the early years of the state program. The tendencies were revealed, the forecast of the development of various forms of economic activity in Russia and the Republic of Tatarstan for the period until 2017 was given.

For 2005-2014 years, the decline of all indicators are observed, including a reduction in the number of workers, employed in agricultural production, is 51.9%. An analysis of main result indicators of the sub-sectors of agriculture – crops and livestock carried out. The average grain productivity for the study period declined to 18.5%. In animal husbandry the productivity of cows in 2005-2014 increased to 40.2%, an index of offspring improved, which reflects the possibility of increasing the cattle population in the future. The article discusses the main problems, hindering the further development of agriculture. It is necessary to develop the State program “Development of agriculture and regulation of markets of agricultural products, raw materials and food in the Republic of Tatarstan for 2013-2020”. Taking into account current situation in the agricultural sector, the major priorities of its development in different spheres are given.

The scientific novelty of the study is the formation of a complex for assessing the development of small forms of agricultural production, which allows us to develop priority strategic directions of development, including aspects of modernization of agricultural production and innovative development. The indicators of the development of small and medium-sized businesses in the agricultural sector are studied. A new type of classification feature of small and medium-sized businesses in the agricultural sector is proposed.

The article considers the current trends in the organization of agricultural production. The directions of evaluation of efficiency of use of production resources are revealed. The prospects for the development of agricultural business in the Republic of Tatarstan are determined. It is noted that in modern conditions, the importance of agriculture in ensuring food security is significantly increasing. The results of regulation of agricultural production and state support of various organizational forms of agricultural business are shown on the example of agricultural formations of the Republic of Tatarstan. They ensured the sustainable development of rural areas and the agricultural sector of the republic, increasing labor productivity and the efficiency of using the production resources of agricultural enterprises on the basis of innovations.

Some basic directions in the global development of agricultural machinery and global trends in the dig-ital transformation of agriculture are reviewed and identified based on analysis of reports and articles by well-known expert organizations in this field. The analysis of the technical re-equipment of the Belarusian crop production over the past decade has been carried out, the directions of digitalization of agricultural production of the republic identified by the current State programs in the agricultural sector and Decree of the President of the Republic of Belarus No. 8 "On the Development of the Digital Economy" have been determined.
