In this article the research of theoretical and methodological approaches to ensuring the sustainable development of the agrarian sector within the region based on the methods of state regulation was conducted. Regulatory and legal measures of the agrarian sectors sustainable development within the regions in crisis where conditions have been developed. The structural scheme of the system of state regulation for pricing of the products in the agrarian sector has been developed. The algorithm for the state regulation of prices for the agrarian market is proposed. It is proposed to construct of an effective management system of sustainability agrarian sector development of the region to combine all actions of management subjects of agrarian relations by the following elements: state regulation, market self-organization, management of agrarian sector. Currently the most optimal agrarian sectors of the region have an innovative development scenario in which innovative resources are used, shifting resource-technological equilibrium in the direction of production growth through more efficient use of natural, financial and other resources as an additional source of sustainable development of the regional agrarian systems. A targeted model of sustainable development of the Vinnitsa region agrarian sector has been developed on the basis of an innovative scenario that envisages achieving this by giving the agrarian sector of the region the main and basic guidelines of development by means of organizational and rational interaction of agroindustrial regional system with the external environment, ensuring its ability to self-development, efficiency of functioning, flexibility and adaptability.

The purpose of the study was to assess the efficiency and accessibility of microcredits for small Ukrainian enterprises and to justify the feasibility of strengthening government contributions in lending to ensure the sustainable development of small businesses. Indicators for evaluating the efficiency and accessibility of microcredits are systematized. Methodological approaches to assessing the efficiency of lending for the creation and development of microenterprises have been improved. A model for evaluating the efficiency of microcredits aimed at the survival of microenterprises in a deteriorating environment was developed. It has been revealed that the level of efficiency of microcredit creation for firms in some time intervals depends quadratically on the share of microcredits in the total amount of funds directed to the creation of firms. A linear relationship between the relative amount of credit received and the growth rate of firms’ assets has also been established. However, there is no significant impact of the microcredit’s amount on labor productivity. A method has been developed for evaluating the budgetary efficiency of microcredits when such a lending is carried out using funds from state or local budgets. It was found that improving these lending conditions through budget financing can significantly increase its attractiveness for microenterprises without significantly reducing the budgetary efficiency of microcredits. This article substantiates the need to strengthen state support for microcrediting of small Ukrainian enterprises in the context of the COVID-19 pandemic.

The agro-industrial complex of Ukraine with its basic component – agrarian sector is a system-forming element of the national economy. The Ukrainian agrarian sector has a production potential, which far exceeds the needs of the internal market. It is a link that can become the engine of development of the national economy and its effective integration into the world economic space. The purpose of this research is to determine the approaches to ensure sustainable development of the agrarian sector of Ukraine in the context of globalization and integration processes strengthening. The main task is to determine the problems of ensuring the sustainable development of the agrarian sector of Ukraine in the process of its integration into the world economic space. The category of “sustainability of agrarian sector development” has been considered and improved. It has been suggested to include in the classification of “sustainability of the agrarian sector” an element of the description of global integration processes. It has been proved that the sustainability of the agrarian sector development lies in the balanced combination of industrial, economic, social, environmental, intellectual and globalization processes.

Based on the retrospective analysis, the necessity of state regulation of the grain market in the conditions of sustainable development is proved in the article. The priority directions of improvement of organizational and economic regulation of sustainable development of agricultural production are offered and the degree of development of each element of the infrastructure of the agrarian market, their mutual influence on the development of the agrarian sector is determined.

The formation of methodological tools for the sustainable development of regions, the formation of an integrated system of strategic planning of socio-economic development at the municipal level is among the least developed topics. On the example of a municipality, the practice of developing strategic planning documents, their compliance with the requirements of the existing regulatory framework, the mechanism for implementing the strategy and ensuring its implementation with financial resources is studied. The factors influencing the formalization of the developed strategic landmarks of the territory are established. The article substantiates the need to supplement the algorithm of strategic planning of socio-economic development of municipalities of the regions with new methods of analyzing the construction of vertical and horizontal economic relations, in order to select options for structural transformations, as well as to determine the resource potential, including labor. Establishment of indicators of goal-setting in the social sphere and its direction.

The problem of the formation of innovative resources in the context of sustainable development of the Russian Federation regions is an actual area of research, since the scientific discussion has determined that it is advisable to include innovative and institutional factors in the sustainable development triad. The key components of sustainable development, ensuring economic growth in the era of the sixth technological order are clarified and described. It has been established that modern innovative transformation in the context of sustainable development implies the introduction of IT technologies with a high degree of robotization of the production process, as well as the enhancement of information transfer procedures and the use of a large flow of information. Pursuant to the results of the study of the theory of innovative development, as well as the analysis and assessment of the Russian experience of innovation activity and the formation of innovation policy, the architecture of the strategy for the region innovative development has been substantiated. The concept of sustainable development and the concept of market-oriented management of the enterprise (marketing management) are continuing to develop. Sustainable development of the enterprise is presented as one of the priority functional strategies of marketing management. The incompleteness of the substantiation of conceptual provisions, as well as the development of scientific and methodological framework for the assessment and management of the sustainable development of an enterprise, was the basis for conducting a scientific search in this direction. The main objectives of the study have been defined as evaluating the achieved level of sustainable development of the enterprise on the basis of the improved methods; working out a project for sustainable development of the enterprise; integrating a sustainable development strategy into the system of marketing management of an enterprise to harmonize interests with internal and external stakeholder key groups. It has been substantiated that sustainable development of an enterprise is the process of a conscious choice by a subject of marketing management of the enterprise activities to ensure economic, social and environmental performance by means of preparation and adoption of management decisions through a reflexive influence on the interests of stakeholder key groups and increasing market orientation. Using the method of scientific generalization there have been given methodological approaches to understanding the sustainable development, as well as methodological approaches to assessing the generalized factor of sustainable development of the enterprise and their main contradictions. This fact allowed to improve the methods for assessing the sustainable development of the enterprise, approbation of which established the level of sustainable development of a number of enterprises. There have been presented the main stages and expected results of the approved sustainable development project of NPO Donventilyator LLC. Implementation of the developed functional strategy of sustainable development was carried out on the basis of “Balanced Scorecard” toolkit and controlling for harmonization of marketing management purposes and the interests of key stakeholders.

Education is a core element of the Sustainable Development Concept. It is not only because of the declaration of SDG 4 within the 2030 Agenda but also its embeddedness in other goals, targets, and indicators. Thus, the study aims to generalize approaches to define the relationship between the efficiency of the strategy of sustainable development of the national economy and state regulation of education. The research is accomplished for 14 Central and Eastern European countries (2006–2016) using the combination of principal components method and parametric method of stochastic frontier analysis in the software package STATA 11 and FRONTIER 4.1. As a result, the empirical proofs of the strong and adequate link between the efficiency of the sustainable development strategy of the national economy and state regulation of education are identified. The technical efficiency indexes were also calculated that allowed forming three clusters for Central and Eastern European countries distributed by the level of state regulation of education and efficiency of sustainable development strategy implementation. It helps to distinguish the main measures to reform the state regulation of education in Ukraine considering the experience of Slovenia, Poland, the Czech Republic, countries that proved to be the leaders in a sphere of sustainable development strategy implementation. The recommendations for further improvements in educational policies were defined.
