Based on the retrospective analysis, the necessity of state regulation of the grain market in the conditions of sustainable development is proved in the article. The priority directions of improvement of organizational and economic regulation of sustainable development of agricultural production are offered and the degree of development of each element of the infrastructure of the agrarian market, their mutual influence on the development of the agrarian sector is determined.

Abstract The complex analysis of the main stages of Ukraine’s agricultural sector development for the independence period has been done in the paper. It was established, that institutional changes in the agricultural sector of economy occurred concerning following institutions: private property, state regulation, pricing, social capital, competition. The peculiarities of land and property private ownership forming as agri-reforms basis have been determined. Post-Soviet institutions destruction caused rapid decrease of economic development and rural population welfare at the first stage of transformations. The main tendencies of agrarian sector functioning under market conditions, providing growth of the agricultural production and export potential of Ukraine have been identified. It was proved, that progressive economic changes did not provide similar results in rural areas development. As a result, the necessity of focusing on humancentric model of rural development was grounded.

The article analyzes the effectiveness of the application of the main financial instruments of state regulation of the agrarian sector. The analysis showed that the system of state regulation, which is the main factor of sustainable development of agriculture in our country, has certain drawbacks. In this connection, the authors made suggestions on the improvement of such financial mechanisms of state regulation of the agrarian sector as a system for lending to agricultural producers, tax regulation, budget financing, state support for agricultural insurance, stimulation of innovative development of agricultural enterprises. The implementation of the proposed directions will contribute to improving the efficiency of agricultural production and the competitiveness of domestic products, as well as the investment attractiveness of Russia’s agriculture.


The grain market of Ukraine plays the leading role in the processes of ensuring the food security, integration the Ukraine into the World and European economic systems. And institutional legislative environment of the grain market provides a framework for its development. To do this, it is necessary to adapt the institutional and legal environment to modern realities by forming appropriate economic and legal conditions for state regulation of the production and sale of grain on the domestic and world markets. At the same time, the balance of interests of agricultural producers and the state should be observed. The subject of research is represented by legislative framework and its impact on development of the entrepreneurship in agrarian sector of Ukraine. The goal is to substantiate the directions for further improvements of the legislative environment. The objective is to research the development of situation in the institutional legislative environment and reveal the points, which hinder the development of efficient entrepreneurship in agrarian sector. General scientific methods are used: system analysis – for determining important markers of legislative environment development, monographic – for researching the legislative environment dynamics, induction and deduction – for developing and substantiating the conclusions. The following results were obtained: main problems which have to be solved is the absence of complex approach, lagging with implementing needed legislative improvements, lack of financing the goals envisioned by adopted legislation. Conclusions: activities aimed to solving the aforementioned problem improve the legislative institutional environment in the direction of forming efficient entrepreneurship in agrarian sector, balancing its needs with the goals of local communities, regions and country as a whole.

The conditions for ecological safety and economic growth of Ukrainian agrarian complex are analyzed, as well as the factors effecting on present-day state of agrarian sector are considered and ecological components in a system of Ukrainian agriculture are assessed. Effects of state regulation on ecological and economic development of domestic agrarian sector are characterized. Perspective ways to help solve strategic agrarian tasks include involvement of organizational and economic levers to be the mechanisms for uniform development of various sub-sectors of agrarian economy; introduction of modern integrative logistic-type agrarian associations; betterment of agricultural products’ sales conditions; expansion of sales network on the basis of agrarian market’s improved infrastructure, etc; indisputable support of innovative technologies in the process of production; consideration of ecological and economic factors in conditions of increased use of renewable resources; re-utilization of wastes of agricultural production.

In the modern economic conditions, called by domestic and foreign economists a new economic reality, there is a change in the development paradigm of the country’s economy key sector - the agricultural production. The article presents fundamentally new directions for the development of global economy and individual national economies, as well as the agricultural sector. The main features of the new economic reality manifestation in the agricultural sector of the Russian economy are established and substantiated. The digital transformation of the industry is considered as the basis for increasing the competitiveness of agricultural production, the vector of which is aimed at its large-scale transformation. Particular attention is paid to the structural changes in the development of the Russian agricultural sector in the framework of the national priorities implementation. In particular, the implementation of an export-oriented strategy in the agricultural sector, together with the processes of its digital transformation, is presented as tools that determine a qualitatively new model of economic growth in agriculture. It has been substantiated that the strategic vector of development of the agrarian structure in rural areas of Russia will be determined by the regularities of the functioning of small forms of farming in the countryside, their integration through the system of agricultural cooperation. The practical significance of the article is due to the fact that it presents the institutional environment for the functioning of the agrarian sector of the Russian economy in the new Russian reality, which includes directions of state regulation of the industry, contributing to the adaptation of agricultural producers to the prevailing economic conditions. Special attention is paid to the export potential of the agrarian sector, which determines the basic characteristics of agricultural development in the context of a new economic (post-pandemic) reality.

The article deals with an optimisation of the relation between production and non-production functions of agriculture. In the model, a two-product production process is presupposed, the result of which is agricultural production and a complex of other effects arising in agriculture. To obtain them, two aggregated inputs – capital and labour – are used. To maximise the summary economic result, the procedure of derivation of the optimal extent of both production processes proceeding as well as non-production effects in minimisation of both inputs in their summary is worked out in the article. In the article, the knowledge of the research gained in framework of solution of the institutional research intention MSM: 411100013 “Efficient integration of the Czech agrarian sector into the frame of the European structures – presumption of sustainable development” is included.

One of the goals of national development can be the preservation of Russian soils and their ecological functions, and a unified plan for achieving these goals must necessarily include programs for implementing measures to ensure the expanded reproduction of soil fertility used in agricultural production. It is necessary to amend Federal Law No. 101-FZ of 16.07.1998 "On State Regulation of ensuring the fertility of agricultural land" in terms of defining the concepts of soil, soil fertility, rational use of soils and agrochemicals. The system of state monitoring of agricultural land should be complete, have information about the past and current state of soil fertility and the necessary measures for its reproduction. Sustainable development involves "climate-neutral" agriculture, which necessarily ensures the reproduction of soil fertility (preferably expanded); maximum use of organic matter resources, including animal waste (or rather secondary resources); there is no reduction in humus reserves in arable soils (decarbonization); their degradation, including all types of erosion, is completely excluded; uncontrolled circulation and entry of carbon, phosphorus and nitrogen-containing compounds into the environment is not allowed. "Green agrochemistry" is the inadmissibility of uncontrolled entry of chemical elements and substances into the environment, reducing the number of stages of the full cycle of obtaining marketable products, including the production of applied agrochemicals, as well as the utilization and useful use of waste and by-products of agricultural production. The article is devoted to the development of methodological tools for budget financing of the agricultural sector of the economy of Ukraine. It is substantiated that the agricultural sector is a basic component of sustainable development of the national economy, a multiplier of general economic growth. The low quality of budget planning was diagnosed, which negatively affected the formation of the system of budget financing of the agricultural sector of the Ukrainian economy. Systemic shortcomings of the financial support of the agricultural sector of the economy from the State Budget of Ukraine identified: repeated adjustment of planned expenditures for the general and especially for the special fund, due to non-fulfillment of planned volumes and untimely budget allocations for the needs of the agricultural sector, lack of continuity the amount of funding for government programs, etc. It is established that agriculture of Ukraine is financed by 2/3 from the general fund of the State budget, from the special - by a third; the main source of funding for other sectors of the agricultural sector is the general fund. The types of models of state regulation of the agricultural sector of the economy in terms of basic features are identified - the type of financial policy, the level of state intervention, targeting, consequences for the market environment, and countries that apply the relevant models. According to this set of features, American and European types of models are distinguished. The type of capital reproduction model in the agrarian sector of Ukraine's economy is diagnosed as an intermediate type (between American and European) with a specific mechanism of financial regulation, in which direct methods of state regulation with appropriate levers and tools are preferred. It is emphasized that the target vector of state support should be positive dynamics in creating added value in the agricultural sector of the economy and stabilizing the financial stability of agricultural enterprises, which will form the basis of expanded capital reproduction and encourage accelerated sustainable development of the agricultural sector. The main directions of budget financing of the agrarian sector of the economy of Ukraine are formed: increase of absolute volume and specific weight in the general expenses of the Consolidated budget of Ukraine at the level of the contribution of the branch to the GDP of the country; improving the quality of budget planning of expenditures, limiting the possibility of adjusting their volumes for the general and special fund; expenditures to support food security and export potential of the agricultural sector of the economy under protected items; ensuring structural changes in favor of the development budget and its formation on a medium-term basis; prohibition of discretion in the financing of state and regional target programs in accordance with the approved passports, specification of these expenditures in accordance with the departmental and program classification, to ensure the transparency of the budget process.

In this article the research of theoretical and methodological approaches to ensuring the sustainable development of the agrarian sector within the region based on the methods of state regulation was conducted. Regulatory and legal measures of the agrarian sectors sustainable development within the regions in crisis where conditions have been developed. The structural scheme of the system of state regulation for pricing of the products in the agrarian sector has been developed. The algorithm for the state regulation of prices for the agrarian market is proposed. It is proposed to construct of an effective management system of sustainability agrarian sector development of the region to combine all actions of management subjects of agrarian relations by the following elements: state regulation, market self-organization, management of agrarian sector. Currently the most optimal agrarian sectors of the region have an innovative development scenario in which innovative resources are used, shifting resource-technological equilibrium in the direction of production growth through more efficient use of natural, financial and other resources as an additional source of sustainable development of the regional agrarian systems. A targeted model of sustainable development of the Vinnitsa region agrarian sector has been developed on the basis of an innovative scenario that envisages achieving this by giving the agrarian sector of the region the main and basic guidelines of development by means of organizational and rational interaction of agroindustrial regional system with the external environment, ensuring its ability to self-development, efficiency of functioning, flexibility and adaptability.
