The paper features the personnel and the social company policies and their interdependence. It contains classical definitions, as well as basic directions of staff management and personnel policy. In addition, the paper introduces an authentic definition of personnel policy. Social policy is interpreted from the point of view of "narrow" and "broad" approaches. Formation and implementation of personnel and social policies are regarded as key conditions for the effective functioning of business under the influence of market relations, competition and social orientation of companies. The author's vision of the correlation and interrelation between the personnel and social policies is revealed through their general characteristics. Personnel and social policies are inextricably linked. Their aim is to increase productivity by narrowing the gap between the interests of the employees and the interests of the organization.

Abstract This essay contributes to the development of an analytical political sociology examination of postcommunist policy pathways and applies such an analysis in a reinterpretation of the social policy pathways taken by Hungary and Poland. During the critical historical juncture of the early 1990s, governments in these new democracies used social policies to proactively create new labor market outsiders (rather than merely accommodate or deal with existing outsiders) in an effort to stifle disruptive repertoires of political voice. Microcollective action theory helps to elucidate how the break-up of hitherto relatively homogeneous clusters of threatened workers into newly competing interest groups shaped the nature of distributive conflict in the formative first decade of these new democracies. In this light, we see how the analytical political sociology of postcommunist social policy can advance and modify current, predominantly Western-oriented theories of insider/outsider conflict and welfare retrenchment policy, and can inform future debates about emerging social policy biases in Eastern Europe.

El título que posee este escrito se vincula al contexto de la pandemia y los desafíos de avizorar y/o de ocluir problemas sociales. Este artículo ha sido elaborado con la intención de compartir un ejercicio de problematización en relación a las políticas sociales. El objetivo es analizar una serie de políticas sociales que se han implementado en el contexto de la pandemia por COVID-19 en Argentina y que serán abordadas aquí en tanto grafías. Es decir, en tanto símbolos que nos permiten tensionar algunos aspectos respecto a las sociedades donde se implementan. Se trabaja a partir del análisis documental explorando algunas intervenciones sociales que se han dado desde marzo a agosto de 2020. Se concluye que estas intervenciones estatales operan como indicios acerca de un capítulo no menor de los problemas expresión de la cuestión social. Junto con ello, que en tanto disputa de sentidos, recorte y delimitación, participan de la definición de algunos problemas incluyendo otros. The title of this writing is linked to the context of the pandemic and the challenges of envisioning and / or occluding social problems. This article has been prepared with the intention of sharing an exercise of problematization in relation to social policies. The objective of this writing is to analyze a series of social policies that have been implemented in the context of the COVID-19 pandemic in Argentina and that will be addressed here as spellings. That is, as symbols that allow us to stress some aspects regarding the societies where they are implemented. It works from the documentary analysis exploring some social interventions that have taken place from March to August 2020. It is concluded that these state interventions operate as indications about a not minor chapter of the problems expressing the social question. Along with this, as a dispute of meanings, clipping and delimitation, they participate in the definition of some problems, occluding others.

Power is a heavy, but great cross, which not every person is capable of carrying. It is both the right to decide the fate of the country and people, and a great responsibility. This is the choice to serve one’s people, accompanied by numerous trials and overcoming of considerable life challenges. With the words «power» or «ruler», we see the image of a person endowed with a life grasp and willpower, who always retains a fi rmness of mind and is not afraid to oppose anyone. If he is gifted with the talents of a commander, strategist, politician and diplomat, the power is often able to shift all spiritual values to the background, and to put forward material desires and the possibilities of their realization. That is why, with all the fullness of one’s power, it is important to remain a virtuous, merciful and humane person. However, history shows that even in our Orthodox land such statesmen are very rare. Alexander Nevsky is a striking example of a great, humane and just ruler. A great number of works of both church and secular nature have been written about the noble knyaz. Meanwhile, his outstanding personality will not cease to attract attention, and after hundreds of years, this topic will always be relevant to us, especially from the point of view of the social orientation of his activities.

The common legal and economic framework of the European Union (EU) has turned the vast socio-economic differences within Europe into virulent problems of social inequality – issues that it attempts to tackle within its limited resources. The article takes the EU’s self-expressed social commitment as a starting point and analyses its approaches to social policy from a social-rights perspective. It first discusses why Marshall’s social-citizenship concept provides a useful analytical tool to assess the social policies enacted so far at the European level and then presents an institutional analysis of the EU’s four major social-policy activities: harmonising, funding, coordination and cooperation. This analysis focuses on the horizontal and vertical relationships and the addressees of these policies to determine how these policies measure up against social-rights standards. The findings point to the poor development of transnational social citizenship given the special nature of EU social policies. The only social rights that exist at the European level are in the field of social-security coordination. And even those are marked by a double selectivity that excludes citizens who are not transnationally active and those who are but lack the necessary means to provide for themselves.

The author of the article focuses attention on the important functions of social work: development of social communication, prevention of interpersonal tensions, conflicts and strengthening of family ties In recent decades, the dramatic changes in socio-political and economic conditions of life of Russia’s society, the a turn to market relations have produced a negative impact on the development of the modern family. Along with the deepening of the spiritual world of the modern individual, one can observe degradation of the demographic situation, new challenges in educational process and a higher than ever before percentage of children with deviant behavior. That entails the necessity to prepare specialists with a well-developed communicative competence which lets them interact with risk-group families. The article provides a definition of the essence and contents of underprivileged family and risk-group family in modern conditions of society: a category of families which, owing to certain circumstances, is subject to negative external influence from society and its criminal elements. The author underlines the important role of the social worker in rendering assistance to such family.

The article draws a parallel between P. Kulish’s and I. Franko’s disposition to the age-related ideological autorevision. It is argued that, experiencing evolution of the worldview and creative work, revising his own early radical social impulses caused by the ‘national radical stage’ (Franko’s definition) of liberation movement in Halychyna, mature Franko in 1896 – 1907 got closer to the views of P. Kulish, especially those of the late period of his life (1874 – 1897). Like the latter, Franko defended the right to worldview evolution and changing views. These typological coincidences consisted also in the movement from the center-left forces to the right-centered ones; the transition to the primacy of the national idea over the social one; the drastic national self-criticism and simultaneous emphasis on the nation-building and state-building; gradual reorientation from the idea of social revolutionary development of society to evolutionary progress and moderate “means and ways of acting and speaking” (as Franko called it); the warnings against admiring communist illusion, against ochlocracy; and, finally, in the focus on the leading role of the nationally conscious Ukrainian intellectuals in the liberation struggle. Ideological and formal parallels between Franko and Kulish were revealed not only in the letters and journalism, but also in Franko’s practice of grounding his works on the materials of the national, biblical and Christian history and mythology (i. e. literary historicism and mythologism, focused on the present, the future and the author’s personality; symbolic autobiography). Introduction. At present, the priority of social policy in Ukraine is to ensure a fair standard of living for all categories of the population who find themselves in difficult life circumstances, including families raising children with disabilities. Over the past 5 years, the number of Ukrainian families raising children with disabilities has increased by 20% according to the State Statistics Service of Ukraine. This is due to various environmental, social, economic, and other factors that harm the general health of the population. In the research circle, scholars consider the family as a center for the upbringing and development of a child with a disability, because for this child, the family is primarily the main environment for rehabilitation. However, the family cannot be considered solely from the point of view of rehabilitation, because the family is a social group that carries out its activities based on a common economic, domestic, moral, and psychological way of life. Families with children with disabilities face many difficulties and problems, from medical to social, but the most pressing and common problems of such families are financial. Given the economic situation in Ukraine and the economic opportunities of Ukrainian families, it is safe to say that the social security system in Ukraine is not able to fully help families raising children with disabilities financially, as benefits are insignificant and the variability of such benefits is negligible. This actualizes the study of social protection of families with children with disabilities, in particular the study of international innovative methods of social welfare provision to this category of the population. The aim of the article is a theoretical analysis of global innovation mechanisms and approaches to social welfare provision to families raising children with disabilities for their further implementation in Ukraine. Methodology. The theoretical foundation of this article is based on world socio-economic theories, scientific approaches to solving problems of social welfare, and the social work theories. General scientific research methods were used, in particular, structural-functional to reveal the types of social assistance and existing technologies and methods of calculating social benefits for families raising children with disabilities in Ukraine; comparison – to study the world's innovative social welfare technologies. Results. It has been confirmed that the social welfare provision to families raising children with disabilities is one of the priority tasks of social policy both in Ukraine and in the world. An analysis of international innovative mechanisms and approaches of social welfare provision to families, who raise children with disabilities has been carried out. Improvement of the Ukrainian social welfare system has been suggested by introducing world tendencies of social protection of families raising children with disabilities.

The social component of the personnel policy of Huawei Technologies is considered. As the largest international, multinational telecommunications corporation, Huawei successfully solves the problem of forming corporate unity. The directions of its effective social strategy are of scientific and practical interest. In the article, based on official data on the personnel structure, it is revealed that the principle of personality psychotypes is used in the practice of creating a stable structure, which determines the novelty of the material. One of the directions of this research is to clarify the special social rhetoric used in verbal and nonverbal communication. Since Huawei has many educational centers on the territory of Russia based on domestic universities, the authors of the article see their task to acquaint today’s students – potential employees of the company with the social policy of their future employers.

Este artigo busca analisar como o processo de criação e desenvolvimento de assentamentos de reforma agrária representa também um processo de produção do espaço humano. Cada assentamento se constitui numa unidade territorial da reforma agrária, sendo resultado da intervenção estatal no que concerne à modificação do uso e da propriedade da terra no Brasil. O objetivo da pesquisa centrou-se na análise dos resultados, do ponto de vista espacial, da criação de um assentamento rural – o Projeto de Assentamento Almas, localizado no município de Itaguaçu da Bahia/BA – que teve seu processo de implantação antecedido de um planejamento, o qual consistiu, basicamente, em estudos que subsidiaram a definição de um modelo diferente de planejamento. A análise do PA Almas a partir das categorias do espaço – forma, função, estrutura e processo – permitiu-nos apreender a evolução do assentamento na perspectiva das modificações ocorridas em sua configuração territorial. O ritmo de produção espacial do assentamento foi se acelerando à proporção que a dinâmica social estabelecida, ao longo do tempo, foi moldando um novo espaço, a partir do espaço pré-existente, e as novas demandas do grupo social foram sendo materializadas em novas formas-conteúdo e/ ou refuncionalizando formas pretéritas, que participam da dialética espaço-sociedade dentro do assentamento. Abstract This paper analyzes as the agrarian reform establishment creation process and development would also represents a process of production of human space Each establishment is a territorial unit of the agrarian reform as a result of state intervention in the modification of use and earth property in Brazil. The objective of the research was centered in analyses the results on the space point of view of the creation of one rural establishment, called Assentamento Almas’ Project, located in the municipal district of Itaguaçu da Bahia/ BA. It had its implantation process preceded of a planning, which consisted, basically, in studies that subsidized the definition of a different planning model. The analysis of the rural establishment of Almas from the categories of the space - form, function, structure and process - allowed to apprehend the evolution of the establishment in the perspective of the modifications that taken place in its territorial configuration. The rhythm of production of the space of this establishment was accelerated as the established social dynamics along the time went molding a new space from the pre existent one and the new demands of the social group materialized in new form content and / or reoperating former forms which participate in the dialectics space-society inside the rural establishment.
