Geographic information systems can be defined as a intelligent tool, to which it relates techniques for the implementation of processes such as the introduction, recording, storage, handling, processing and generation of spatial data. Use of GIS in urban planning helps and guides planners for an orderly development of settlements and infrastructure facilities within and outside urban areas. Continued growth of the population in urban centers generates the need for expansion of urban space, for its planning in terms of physical and social infrastructures in the service of the community, based on the principles of sustainable development. In addition urbanization is accompanied with numerous structural transformations and functional cities, which should be evaluated in spatial context, to be managed and planned according to the principles of sustainable development. Urban planning connects directly with land use and design of the urban environment, including physical and social infrastructure in service of the urban community, constituting a challenge to global levels. Use of GIS in this field is a different approach regarding the space, its development and design, analysis and modeling of various processes occurring in it, as well as interconnections between these processes or developments in space.

The article considers the issues of social infrastructure planning. The purpose of the study is to draw up the list of social infrastructure facilities that provide favorable and secure conditions of living, differentiation of placement of these facilities in the territory and interpretation of priorities in planning sustainable development of the city. The authors have analyzed the researches of global cities development problems, the characteristics of life quality of population and the characteristics of the most demanded facilities of social infrastructure. On the base of a general methodological approach, random decomposition and induction methods, taxonomic analysis and expert evaluation, the authors constructed models for planning the placement of social infrastructure facilities. Comparative analysis of the models allowed describing three levels of social facilities placement that provide favorable living conditions and life quality for population. The authors have systemized the indicators of social infrastructure that is significant for the sustainable urban development, largely ensuring the good quality of the urban environment, secure and favorable living conditions. The results of the research can be used as a methodological basis for studying problems of sustainable development of global cities, good quality of urban environment. The authorities can use the results of the research to develop standards for urban planning.

The article presents analysis of resources provision of social sphere of the rural territories of Chelyabinsk region; there are analyzed the main components of creature comforts of a rural population.  There is given an assessment of a program implementation of sustainable development of the rural territories of Chelyabinsk region and the country in general. There are the numerical data characterizing the delivery of Program in regions of the Russian Federation and amounts of financing for realization the actions contributing to sustainable development of the rural territories. The main directions of the Program are connected with providing the rural territories with a necessary social infrastructure sufficient for maintenance of worthy level of living of a rural population and also to promoting growth of appeal of shape of the rural territories to inflow of the human and investment equities. There is shown an international experience of achievement of high level and quality of life in the rural territories. There are determined the main priorities of development of the rural territories of the European countries: innovation in the structuring of farming; providing a continuous line of production of producing agricultural products; rational use of natural resources; improvement of social and economic conditions of life sustenance in the rural territories. There is revealed the direct dependence between ensuring growth of sustainable development level of the rural territories on degree of a scope and efficiency of use of own resources and the available potentials in the territories. Here are allocated types of the rural territories on the level of sustainable development: the territories of the advancing development; the developing territories; survival territories. There are established the reasons of decrease in life level in the rural territories and great lagging from the level of sustainable development of urban localities. The main reasons are: the concentration of production and conversion of agricultural products in certain settlements promoting desolation and irrational use of potentials of other territories; insufficient financing of the social sphere; a lack of support from the state of small-scale farmer and personal subsidiary farms. There are made recommendations about enhancement of organizational, economic and ecological opportunities of use of the available resource providing the rural territories; production organizations of agricultural products; development of a social infrastructure.

The current strategy of sustainable development of Ukraine should include the development of a nationally consolidated, spiritual-intellectual, open-democratic, cultural-diverse, creative and informational society where the main dominant is the harmonization of the social environment with active horizontal and vertical ties, which are based on a well-grounded institutional provision. The objective of this strategy, given the loss of much of the economic potential, tragic victims and forcible migration from Crimea and East Ukraine, is to ensure the national identity, historical catholicity, comprehensive self-realization, socialization and a decent standard of living, security, formation of an innovatively dynamic economy and the system of national education, science, culture, medicine, physical culture and sports, recreation, and information integration of Ukrainian nation into a civilized world. The purpose of this article is to study the peculiarities of the manifestation of the socio-humanitarian space for the sustainable development of the regions of Ukraine and to develop a spatial model for the organization of social infrastructure under conditions of decentralized management based on the experience of the Republic of Poland. Structural-functional and space-regulating components of the socio-humanitarian space are determined. It is determined that institutions of social infrastructure are characterized by diversified properties, which are the basis for determining the spatial model of the organization of social infrastructure. This model depends on the interconnection of infrastructure facilities with the service space, as well as the number and structure of the population of this space. Based on Poland’s experience, a spatial model for the organization of the social infrastructure of the socio-humanitarian space of Ukraine is developed; the model grounds on a clear delineation of tasks and responsibilities between central and local authorities. The vectors of modernization of social infrastructure of the socio-humanitarian space of regions of Ukraine are determined.

A global imperative that is especially relevant for Ukraine in view of the social, environmental and economic challenges of sustainable development is to ensure sustainable development. Therefore, addressing the topic of prospects for the development of infrastructure in the country's regions, given the fact that Ukraine is currently moving towards the implementation of a wide range of reforms aimed at improving the welfare of the population is a very important topic. First, because the components of the infrastructure are the main principles of quality of life, which affect the level of satisfaction of citizens. Secondly, a highly developed infrastructure complex is able to bring the country to a whole new European level of development. In terms of infrastructure development, the following priority areas are: housing and communal services, transport and communications, medicine, education, recreation system, ecology, social security, culture, as the most important systems that ensure the gradual sustainable development of each region, and the country as a whole. Despite the sufficient attention of state and regional authorities to the development of infrastructure in many regions of the country, there are still problems of existing infrastructure facilities, such as - educational, cultural, sports, medical, preschool educational institutions and schools, hospitals, etc. The degree of wear of which sometimes reaches 60%. In addition, there are problems with the provision of urban and regional transport to meet the existing needs of residents of the city and its remote areas, which provokes significant time to travel, and so on. In general, the quality of most social infrastructure facilities leaves much to be desired, which determines the high degree of relevance of the topic of this article. The article analyzes the current state of educational institutions, health care and transport infrastructure of the Dnipropetrovsk region, identifies urgent problems. In addition, the problems of the development of transport infrastructure (insufficient number of transport units, its unsatisfactory technical condition, frequent breakdowns, high level of wear, etc.) are highlighted, which requires taking measures to increase the level of accessibility and comfort of transport in the region.

Relevant theoretical and methodological, methodical, and practical issues of the role of education in ensuring sustainable development and achieving social stability under the transformation processes in Ukraine and the world are considered. It seems essential, as nowadays there are many new threats in our country, which require the identification of factors that may affect them, and primarily in terms of mitigation. In this regard, studying the problems associated with identifying and disclosing the factors that positively and negatively affect the growth of social stability and sustainable development, in particular factors of social and production, innovation and technological, natural and technogenic character under the deep transformation processes, is carried out. Among the factors that characterize and determine a socially stable environment, the factors of the population size, the level of urbanization, and the state of the industrial and social infrastructure development are of great importance. At the same time, the interaction of various factors plays an important role. Their dynamism, efficiency, and harmonization facilitate this. This should be the goal of state policy to achieve interaction between the processes of public consumption and the restoration of natural resources at a harmonious balance of economic, social, and environmental goals and needs, ensuring the overcome of both external and internal threats. In achieving sustainable development, special importance belongs to the educational sphere, which is an important factor in ensuring social stability. At the same time, special attention in the context of the educational sphere as a factor exerting a critical influence is paid to innovative technologies, human and other types of capital. Within the framework of studying various aspects of the educational sphere, practical approaches to the development of the social policy directed on the successful decision of modern problems of development of civilization are also considered.

Introduction. Sustainable development of agricultural production in Ukraine involves taking into account social, economic and environmental aspects, which is implemented in many specific directions and measures. The purpose of the study is to assess the social effectiveness of sustainable development of agricultural production in the conditions of the national economy openness. Results. The dynamic of the share of Ukrainian households expenditures on food, non-alcoholic and alcoholic beverages, and tobacco products in the structure of their total expenditures is analyzed. The expenditure share of Ukrainian households on alcohol and tobacco is considered. The analysis of the expenditure share on alcoholic beverages and tobacco in the structure of total household expenditures by age groups, depending on the size of average cash equivalent total income in 2016-2018 has been done. The results of the consumption analysis of meat and meat products, milk and dairy products, fruits, berries and grapes (without wine processing) for 1 person in the population from 2000 to 2018 are presented. The trends of rising consumption in studied groups of products other than milk and milk products has been identified. The difference between search and regulatory types of forecasts is considered. These forecasts are calculated to consider product groups. The inability to reach the target consumption values within the planned period of time is determined. The dynamics of the Consumer Price Index for food and non-alcoholic beverages in individual EU countries and USA are examined and downward trends are identified. The reasons for the galloping rise in food prices in Ukraine are given. The dynamics of rural and urban population in Ukraine is analyzed. The dynamics of the average monthly wage by types of economic activity is analyzed. The results of the analysis of highways of Ukraine with hard cover by categories are given. The volume of passenger transportation by bus is considered. The analysis results of the housing equipment of rural households by water supply, sewerage and modern sanitary facilities are presented. The analysis results of the receipt lack of certain types of medical aid by rural and urban residents (deprivation) are presented. Conclusions. The dynamics of the expenditure share of Ukrainian households on food, non-alcoholic and alcoholic beverages, tobacco in the structure of their total expenditures confirms the poverty of the Ukrainian population. There is a low consumer culture of the population in Ukraine. The structure of consumption expenditures is explained by the considerable level of differentiation of population different segments incomes. The dynamics of rural and urban populations in Ukraine confirms the steady decline of rural residents. The main reasons for the decrease in rural population are identified. The unsatisfactory level of social component of sustainable development of agricultural production in Ukraine has been proved. The paper concerns the issue of infrastructure formation in research and technology development centers. It is established that the key point in the design and construction of such centers is providing the effective functioning of social infrastructure, which is a connecting link for the main structural elements of modern research and technology development centers. The grounds for the necessity of working out a unified pattern for designing research and technology development centers in compliance with the urban planning regulations and research and technology development priorities are given. An integrated model for working out a unified pattern of designing research and technology development centers is suggested. This model envisages creating a harmonized international standard that describes the basic principles of sustainable infrastructure formation in research and technology development centers construction. Based on the research results, the principles of sustainable infrastructure formation in research and technology development centers are set out and worded according to the goals of sustainable development. The authors also give grounds for the applicability of the principles formulated in this paper for the infrastructure assessment of research and technology development centers, both operating and under construction, which will make it possible to target the less-developed elements and draw up the plan of their improvement for further sustainable development. The authors also list emerging technologies to be developed and implemented for the efficient accomplishment of the research objectives.

Attention to the problems of socio-economic development of rural areas by the official authorities, economists and the scientific community was mainly theoretical, sometimes point-practical. At the same time, rural poverty and high unemployment, the deterioration of the demographic situation, the reduction of the network of social infrastructure institutions in rural areas, which in combination has a negative impact on the reproduction of labor resources, a decrease in production, a high level of migration, have always been the problems of rural development in the country. In general, the sustainable development of rural areas is characterized, on the one hand, by external, the most important natural resource constraints that form a long-term perspective, and on the other — determine the possibility of socio-economic development of rural communities, economic entities, diversification of the economy of the territory, the formation of new activities, environmental management. This is a very wide range of problems, which in Russia and in a number of countries around the world is currently being considered from different positions. The article deals with the problems of economic development of rural areas as the main factor of their sustainable development in the agricultural regions of Russia. The main resources of development of rural areas of the region are defined. The characteristic of clusters of agribusiness and tourism industry is given. It shows their points of growth, the channels of products realization of the cluster, the development of tourism and recreation.

This paper contributes to providing an understanding of the dynamics of infrastructure development planning in sustainable development. First, this paper will explain the concept of development from the beginning. The idea is used in a scientific context. Then it will also be described development planning and, in more detail about infrastructure development planning. The research method used is a qualitative approach with systematic literature review (SLR) from various sources of the best journals in googlescholar.com, sciencedirect.com and other relevant sources. The result of this article review is to explain the development of development planning concepts from different periods; development planning context (Developed and Developing countries); categories of physical or social infrastructure development planning; then the sustainability impact of infrastructure development planning, both positive and negative effects of economic, environmental and social aspects, the last about the relationship of development planning with political decision making Based on this paper it is known that the dynamics of infrastructure development planning related to the sustainability of development. Then development planning cannot stand autonomous as an idea or concept that is normative because political decision-making determines the success of the planning. Furthermore, it is necessary to collaborate and synergize development actors in realizing infrastructure development planning. The novelty in this paper is to raise some research questions that can be researched for the future about the dynamics of infrastructure development planning in sustainable development.
