Abstract This review paper on groundwater protection measures in South Africa focuses on the actual implementation of groundwater protection measures, in particular, the resource-directed measures (RDM) as described in Chapter 3 of the National Water Act (NWA). Significant catchment-wide implementation of RDM has taken place in a phased manner throughout various catchments since 2012. By 2015, approximately R380 million had been expended on the catchment-wide implementation of the water resource protection measures over a period of 15 years. Considerable effort went into refining the RDM methodology, taking into account the groundwater component of the overall resource. In this paper, we contend that RDM, in its present form, will not make a significant contribution to groundwater resource protection and security in the country. This is a major concern because the Groundwater Strategy of the Department of Human Settlements, Water and Sanitation (DHSWS) had declared the protection of groundwater as a national priority. This paper also examines institutional and governance arrangements (or lack thereof) as well as providing recommendations to support the effective implementation of groundwater protection provisions as prescribed by South Africa's water legislation.

Siyabonga Kunene’s athletic build and confident stance belie his humble roots. Born in an impoverished area of South Africa, he soon learnt the benefits of an education. He is now a PhD-qualified sports physiotherapist making a significant contribution in both academic and clinical realms. Remaining true to his origins and the inspirational words of Nelson Mandela, Siyabonga has created a framework for managing patellofemoral pain in under-resourced athletes. He has established himself as a physiotherapy lecturer at his university and has been appointed to national teams in his professional capacity. However, his focus primary remains on treating those with a passion for sport who would not normally be able to access high-level athletic care.

The majority of COVID-19 cases in sub-Saharan Africa are found in South Africa, where one third of young people are not in employment, education or training. As the world continues to fight the COVID-19 virus spread, an increasing volume of studies are analysing and trying to predict the consequences of the pandemic on the economy and on physical and mental health. This article describes the economic and psychological impact of COVID-19 in South Africa’s youth specifically, the efforts made to tackle these issues, and the opportunities to integrate mental health into the country’s social protection measures, such as the Child Support Grant.

The language of instruction in South Africa is currently an extremely controversial issue. As a result of South Africa’s political history, English is almost always chosen as the language of instruction. However, in many cases, students have not been adequately exposed to English when they enter the Foundation Phase. This study reports on research conducted at an Ex-Model C (formerly privileged) primary school in South Africa where an immersion-type model is followed with English as the instructional language. The aim of the study was to explore the practices implemented by Foundation Phase teachers to teach students through the medium of English, and to ascertain how the school has managed to maintain a consistently high academic standard, despite the language difficulties of their students. The findings of the study can make a significant contribution when similar strategies are implemented in schools which are faced by challenges similar to those of the sample school.

Background: With 17 babies born with hearing loss every day in South Africa, there is a pressing need for systematic Early Hearing Detection and Intervention (EHDI) services. Progress is being made in offering newborn hearing screening and studies have been conducted to document these processes within South Africa. However, due to the lack of a national and holistic overview of EHDI services to date, an accurate picture of the current status of EHDI within the South African context is required. Objective: To document and profile what has been published within the field of EHDI in South Africa over the last two decades (Jan 1995–Sept 2014) in order to gain a comprehensive overview of the current status and practice of screening and diagnosis in the field of paediatric hearing loss. Method: A narrative review of peer-reviewed articles related to EHDI in South Africa was conducted by searching the EBSCOHOST, SCOPUS and JSTOR databases for the period January 1995 to September 2014. Results: Results indicate that over the last two decades research and publications in the field of EHDI have increased considerably. These publications have revealed extensive knowledge related to paediatric hearing screening and intervention services in South Africa; however, this knowledge seems to be limited primarily to the provinces of Gauteng and the Western Cape. Furthermore, studies pertaining to diagnosis have revealed that, although much has been written on the scientific aspects on tools for diagnosis of hearing loss, there is a lack of comprehensive information on diagnostic protocols and procedures. Conclusion: Despite the clear progress being made in South Africa in the field of early hearing detection and intervention, there is a need for comprehensive studies on protocols and procedures in diagnosing paediatric hearing loss. Finally, the narrative review revealed a clear need to ensure that development and growth in the field of EHDI is a national priority and extends beyond the two provinces currently showing growth.

South Africa has one of the highest rates of unemployment in the world. Job creation is a national priority, yet labor-intensive options are derided by the trade union movement as an unacceptable throwback to the “cheap labor” policies of apartheid, and effectively ruled out by the government in its recent National Development Plan (NDP). Instead, minimum-wage setting in South Africa continues to contribute to job destruction (as evidenced most recently in the clothing industry). Policy-makers hope that support for high-productivity firms and rapid economic growth will make up for job losses and solve the unemployment problem. Unfortunately, South Africa’s economic performance has been comparatively disappointing and constrained by negative investor sentiment, especially with regard to the labor market. The NDP has called for a social accord between labor and capital. But the prospects are not promising, and unemployment is likely to remain a significant feature of the South African economic landscape.

Background: People with disabilities are at increased risk of poverty, particularly in low-and middle-income countries. However, recent evidence suggests that this association is more nuanced than previously anticipated and that we need better data to understand the opportunity and out-of-pocket costs that diverse groups of people with disabilities may experience.Objective: This paper discusses if disability is associated with opportunity cost and loss of income both on the individual and household level in South Africa, and if these costs differ depending on disability type and severity.Methods: For this purpose, the paper analyses General Household Survey 2011 data (people between 15 and 59) using descriptive statistics disaggregated via disability type and severity. The paper also assesses if social grants counteract these costs and reduce economic vulnerability.Results: The analysis of the data reveals that people with disabilities are affected by issues relating to multidimensional poverty such as lower educational attainment and fewer employment opportunities. In addition, households of people with disabilities (with the exception of milder visual problems) earn significantly less than households without people with disabilities, and this particularly applies to households with people with severe disabilities. This vulnerability also varies by disability type. The country’s social protection mechanisms, in terms of social grants, counteract economic vulnerability to some extent but do not consider the nuanced economic impact of diverse conditions nor the increased out-of-pocket costs related to disability.Conclusions: This calls for more equitable social protection mechanisms that include accessible services, livelihood programmes and disability benefits.

AbstractInfection levels of Polystoma marmorati (Polystomatidae: Monogenea) in the painted reed frog, Hyperolius marmoratus, and P. umthakathi in the kloof frog, Natalobatrachus bonebergi, were studied under natural conditions. The recorded prevalence for P. marmorati was generally high in adult frogs and low in tadpoles. In the case of P. umthakathi, the opposite was found with a low prevalence in adult frogs and a very high prevalence in tadpoles. Based on these findings, the hypothesis is presented that for P. marmorati the neotenic stage does not play a determining role and the population is maintained by bladder parasites. For P. umthakathi the neotenic stage appears to be more important than the bladder parasite and the population can probably survive without any significant contribution from bladder parasites.

There is a consensus amongst social scientists and public administration practitioners about the importance of decolonising the education system in Africa and South Africa. Decolonising the education system is viewed as a catalyst to create human capital that will promote economic development to end the scourge of poverty. This study was undertaken to evaluate the effectiveness of the implementation of Curriculum and Assessment Policy Statement (CAPS) as a tool of decolonising from 2014 to 2016. This is a qualitative and descriptive study based on literature, and key informant interviews (KIIs) were used to gather data. This study has, however, found that implementation of CAPS in Limpopo Province is in a state of crisis. While there are many factors that contribute to this crisis, non-delivery of textbooks to schools remains a crucial factor. Civil society and media have been found to be key in playing oversight role in forcing the state to be accountable by taking it to court to deliver textbooks. However, this study recommends that Vhembe district should be used as a model for the province for effective implementation of CAPS.
