The Potential of Desa Pakraman Jasri as Rural Tourism in the Alternative Tourism Development at Karangasem Regency

Desa Pakraman Jasri was established by the government of Karangasem regency as tourist village that had a complex potential as nature and culture tourism destination, therefore, in accordance with the concept of 4H and 4A on tourism developing. The way of life of society who still looked after the custom and tradition their ancestors were a major modal development it, and the beautiful views towards Jasri beach. The tourist who visited and stayed in the village will feel the atmosphere of rural life with a variety of society activities that are still traditional. However, the fact, the alternative tourism that was developed in Desa Pakraman Jasri did not develop based on society’s expectation and local government. In term of this, it needed to be studied, found and resolved the problems with the best possibility. The study result was to show that the alternative tourism development in Desa Pakraman Jasri was not through a deep and comprehensive assessment; therefore, there was a gap between society expectations and the happening reality.

Community based Tourism paradigm as a concept of alternative tourism has been able to provide distribution to community either in welfare or empowerment towards sustainable tourism. In relation to this paradigm, this study was conducted to analyze the impacts of rural tourism development in Pinge village. Pinge is one of the village in Tabanan- Bali which has been developed to be rural tourism destination.The approach used in this research was qualitative descriptive. Technique of collecting data was through interviewing with community leader and conducting field observations in order to find out positive and negative impacts to economy, socio cultural and environment to this village. The researcher found that the development of rural tourism provides positive and negative impacts to society in Pinge. From the result of data collection, there were found that economy of society was improved, the culture was preserved, and the environment was arranged well. The result of this study is expected to be a reference study in rural tourism development in Pinge village through controlling the negative impacts from this tourism destination development.

One of development strategyin an effort to encourage ruraleconomic growth is to make it as a tourist village, especially for villageswhich have valuable in tourism potential. In accelerate the development of a village into a tourism village it desperately needed the cooperation and support of many parties, because it pertains to the resources needed in that development. One of the concepts developed are sharing grants.That is a concept to encourage as many parties that have to be involved to develop the idea of understanding the village with herding resources owned by the parties.So that all the stakeholders involved will jointly engage independen tly. The purpose of development of rural tourism with the concept of sharing grants is to encourage the community to be involved in accordance with their desire and ability, so that the existence of these stakeholders will be an umbrella which can be placed the society. To make the changes beneficial in the implementation, it is necessary to make a guideline that would be the corridor of the village tourism development.

The consequence of tourist village is the community's psychology and environmental carrying capacity. Good strategy will be able to realize the welfare of the village community. The purpose of this study is to make a tourism development strategy in the Namu Village. Methods of data collection using sampling techniques through interviews and questionnaires with a total samples of 70 respondents. Characteristics of tourism conditions and potential are analyzed by supply-demand. While demand analysis is used to recognize the pattern of visitor demand. Both of these analyzes are used as reference materials for development strategies by strengths, weaknesses, opportunities, and threats SWOT analyzed. Furthermore, based on the Internal Factor Analysis Summary (IFAS), the beauty of Namu and the waterfall become the main attraction for tourist destination. On the other side the disadvantage is the unpreparedness of the Namu village community make them not enough in economically. External Factor Analysis Summary (EFAS), partisanship of the government enable for Namu to be developing in marine tourism. However the threats was come from outside investor which can reduce the role of the community to improve their economy. Based on the analysis of IFAS and EFAS, the Namu Village's tourism development strategy is to improve the quality of tourism objects, increasing the role of the government, looking for investors especially in the transportation sector, improve community capacity. For instance manufacture of fishery products, souvenirs, and culinary. Finally safeguard ecosystems through waste management

Tourism has begun to develop in the village of Tablanusu. The community as a major component in tourism development plays an important role to develop the local potentialities of nature and culture. The purpose of this study is to identify the forms of community participation in tourism development in Tablanusu village. This study uses descriptive qualitative method, the technique of collecting data through observations, interviews and documents study. This study was conducted at the Tablanusu village. Informants in this study were 17 people selected by purposive sampling. This research uses the theory of participation. The results of the study reveal the form of participation in planning, implementation, and monitoring. The research results suggest the government to support the community to improve the quality of human resources, building infrastructures which are still lacking, and make good cooperation between tourism stakeholders including the local community in Tablanusu village.

Tista village has a very diverse potential to be developed into a tourist attraction, namely the potential of nature, cultural potential, culinary potential, spiritual potential, and of course the potential of Human Resources. These potentials are the capital of Tista Village to be a tourist village, where Tista Village is designated as a tourist village by the Regent of Tabanan Number: 180/319/03 / HK & HAM / 2016, 26th October 2016. Tista villagers strongly support the village to be a rural tourism, this can be proven by the enthusiasm of the community held Tista Festival held on 6-8 January 2017, where in the festival was introduced various tourism potentials owned Tista Village and socialize the Village Tista Stipulation as a rural tourism, so the whole Tista village community and the surrounding villages know that Tista Village is officially a rural tourism. For the community there must be a change of attitude in maintaining the status of the rural tourism, such as preserving the village environment, maintaining cleanliness, maintaining cultural and spiritual sustainability, growing creativity and innovation to cultivate and manage resources owned, and the most important is to increase knowledge and understanding related to tourism (hospitality). The tourist attraction of rural tourism certainly requires some concept of development and management that will be able to withstand longer tourist visits staying in Tista Rural Tourism. To provide a more diverse alternative tourism again, it is necessary to plan a package/local tourism products that can be packaged by the village community Tista a choice of attraction to tourists who visit. These local potentials that are part of life and daily activities of Tista Village community need to be introduced to tourists so that tourism development in Tista Rural Tourism can show something different, where potency which have chance to be developed is local culinary potency, where in Tista Village can be found in various local culinary communities that are very diverse from various preparations and flavors. In addition, to maintain a positive image of tourism in Tista Rural Tourism required something that is remembered and a characteristic that is obtained from the village Tista. Something that is a local souvenir, so that the Tista community need to be creative, both individually and in groups to prepare and produce local souvenirs whose nuance is the uniqueness and local wisdom of Tista. Because in tourism, what we "sell" is service accompanied by souvenir/hand brought by tourists to the area of origin and also as a promotional event to lure other tourists to come even more to the Tista Rural Tourism. For that reason, the Team of Community Service of the Faculty of Tourism, Udayana University implementing service in the Tista Rural Tourism with the topic "Packaging Local Culinary and Local Souvenirs in Support Tista Rural Tourism Development, Kerambitan District, Tabanan Regency".

The study was backed by the existence of equitable development and the acceleration efforts around countryside, has done several programs/activities at the village level -based community empowerment as well as optimize the local potential in the village such as tourist village. With the participation of the community directly in the tourist village development, then it can also be used for local community empowerment efforts. This research aim is to find the community participation in the legislation implementation through the Village tourism development Tanjungsari County of Rowosari Sub district Kendal. This research type is qualitative, descriptive research was carried out in the village in Kendal. Focus of the study was excavation of the tourism potential village, forms management in the development of tourism and other forms of activities upon community participation through the development of village tourism. Data collection methods used is interviews, observation, documentations. Technique of data analysis applies qualitative approach. The results shows that the Tanjungsari Village developed into a decent Education about how to cultivate fish and make crafts calligraphy that has tourism potential among other industrial centers household processing and marketing Fish Boiled & smoked fish, as well as the calligraphy craft. Tanjungsari Village Development model geared at empowering communities by involving the community in the development of tourist villages ranging from socialization and decision making in order to prepare the tourism components and the Pokdarwis formation. The research conclusion indicates that public participation can be rated high enough and enthusiastic but there has been no support program from the Government to prioritize the village tourism development. While the obstacles faced that there isn’t law regulation because the tourist village development program is not yet contained in the RPJMDES and RKP village then be followed up with SK (Circulating Letter) Regent Tanjungsari assignment as rural education. It suggests that socialization program in order to disseminate the existence in Tanjungsari Village with invites schools to learn to cultivate fish, creating crafts calligraphy through website and social media.

As a consequence of the pandemia of coronavirus 19, in 2020-21, there is an increasing demand for the internal tourism, and among the alternative touristic products, the village- and agrotourism gaining higher popularity, as the other rural lifestyle touristic products. Thus, as a result of this fact, the Hungarian Touristic Agency, and The National Union of Rural-and Agrotourism (FATOSZ), togeather with the Government, decided to increase the quality of the touristic products. The aim of the ammendment of the National Strategy of Development of Tourism 2.0, is to establish sustainable, quality, rural tourism, and taking working people in agriculture into tourism. It benefits supplementary income for local people working in agriculture, and thus helps to implement integral rural development. Within the rural tourism, the agrotourism connected directly to the agricultural production, to the produced products, the realization of them, and running of the accomodation. To implement sustainable tourism, the responsible tourist aim to do the less impact on the environment and culture of the visited countryside. The caused harm is minimized by a responsible tourist, and interested in active way of life, and get acquanted with the local folk art.

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. Troso is a village that was developed by the government of the district of Jepara to be a tourist village. It has the potential of home-based crafts such as weaving which could be developed into industrial centers. However, not all community members realize the potential. The community members don?t recognize that Troso is going to be developed as a tourist village. On the other hand, the way the community member doing their business is very ineffective. There is no coordination with other businessmen to accommodate and to control the business. Each entrepreneur is working on their tradition to enrich their own business. One entrepreneur to another is a competitor. For these reasons, the village needs to be developed in order to be efficient for the welfare of all people in Troso. Purpose of this research is to understand the existence of Tenun Ikat Troso industrial center and to evaluate development strategy of Tenun Ikat Troso industrial center as a tourist village in the district of Jepara. SWOT. The results show that (i) Strength – Opportunity strategy was focusing on digging deeper of the potency and then wrap them up in a specific brand which will impact on economic sector, (ii) Strength – Threat strategy was focusing on offering the potency of the village to investor to create added value of the village to attract tourists, (iii) Weakness – Opportunity strategy was focusing on building the community awareness of a tourist village plan and the importance of Troso weaving industry association, and (iv). Weakness – Threat strategy was focusing on identifying existing weaknesses of the Troso tourist village and then inviting other stakeholders to get involved in developing the village. The increasing number of tourist visits to Bali is not an irrational expectation considering that Bali has been known as a world tourist destination through various awards attributed to the island. In fact, some of the achievements that have been nominated to Bali are because of the unity of the implementation of Tri Hita Karana (THK) and Sad Kertih (SK) values as local wisdom in maintaining Balinese balance. However, the lack of consistency of tourism actors in supporting cultural tourism, especially in maintaining and increasing appreciation of Balinese culture can make Bali gradually will be left by tourists. Therefore, the hegemonic capitalist that commodify Bali for tourism-business interests needs to be countered for a reinvention of the loss of Bali.   This study aims at investigating the revitalization of THK and SK values in the development of Belimbing tourist village. The method used is descriptive qualitative with techniques for collecting data on participatory observation, in-depth interviews, and document studies. While the theory used is hegemony and counter-hegemony. The results of the study show that the need for revitalization, transformation, conservation, and actualization of the values of THK and SK local wisdom, as an effort to realize the multiplier effects of developing community-based tourism villages and based on local wisdom values which ultimately leads.
