The present paper is devoted to investigation of English and Uzbek phraseological units which contain place names in their structure. An attempt is made to find out the sources of origin as well as to analyze them from linguocultural point of view. Toponymic phraseological units in both languages are classified into five main groups according to the emergence sources and particular attention is given to the historically associated phraseological units. Here the phraseological units that are based on the exact historical events and facts are discovered and explained. The author proposes two major groups of phraseological units concerning the existence of real place names in their structure. There are also revealed properties of real toponyms that stimulated the connection in the meaning of a proper name and a phraseological unit. Additional connotation of toponyms which influenced on the meaning of phraseological units are also discovered. The examples are taken from several  English and Uzbek phraseological and paremiological dictionaries. The examples are analyzed by descriptive and comparative methods. Similarities and differences are found out due to national-cultural specifics of both languages.

The article is devoted to the study of personal names from a cognitive point of view. The study is based on the cognitive concept that speech actually exists not in the speech, not in linguistic writings and dictionaries, but in consciousness, in the mental lexicon, in the language of the brain. The conditions for identifying personal names can encompass not only the context, encyclopedias, and reference books, but also the sound form of the word. In the communicative process, during a free associative experiment, which included a name and a recipient’s mental lexicon. The recipient was assigned a task to quickly give some association to the name. The aggregate of a certain number of reactions of different recipients forms the associative field of a proper name. The associative experiment creates the best conditions for identifying the lexeme. The definition of a monosemantic personal name primarily includes the search of what it denotes, while during the process of identifying a polysemantic personal name recipients tend have different reactions. Scientific value is posed by the effect of the choice of letters for the name, sound symbolism, etc. The following belong to the generalized forms of identification: usage of a hyperonym; synonyms and periphrases or simple descriptions; associations denoting the whole (name stimulus) by reference to its part (associatives); cognitive structures such as “stimulus — association” and “whole (stimulus) — part (associative)”; lack of adjacency; mysterious associations. The topicality of the study is determined by its perspective to identify the directions of associative identification of proper names, which is one of the branches of cognitive onomastics. The purpose of the study is to identify, review, and highlight the directions of associative identification of proper names; the object of the research is the names in their entirety and variety; its subject is the existence of names in the mental lexicon, which determines the need for singling out the directions for the associative identification of the personal names.

AbstractOld Rus’ literature and art reflected the capture of Constantinople by the Crusaders, in particular, in the Tale on the taking of Tsargrad by the Crusaders.The most likely author of this work, the oldest version of which has survived as part of the Older Version of the First Novgorod Chronicle, is the Novgorod Boyar Dobrynya Yadreykovich (later Archbishop Anthony). A close associate of the Galician-Volhynian prince RomanMstislavich, Dobrynya spent several years in Constantinople on his behalf and witnessed the devastation of the Byzantine capital by the Latins in April 1204. The close relationship with the Galician-Volhynian prince explains why Dobrynya paid attention to the prince’s brother-in-law - the German king Philip of Swabia - and his role in organizing the Fourth Crusade.The author of the Tale expressed the „Ibellin“ point of view, i.e. he attempted to take off the German king the responsibility for the devastation of Constantinople. He was familiar with the details of the escape of Prince Alexios (the future emperor Alexios IV) from the Byzantine capital to King Philip and used characteristic German vocabulary (place names and personal names). All this suggests that the Russian scribe used informations from a well-informed German source. Dobrynya’s informer could be one of King Philip’s supporters, Bishop of Halberstadt Konrad von Krosigk, who participated in the siege of Constantinople in 1203-1204.

This contribution deals with the evolution of public finance in two selected European countries. France and Germany were selected as countries to compare their evolution of public finance. The reason why the two countries were chosen is their general proximity to each other in many respects. From a professional point of view, i.e. from the point of view of the discipline of public finance, however, these are countries with different concepts of public finance disciplines. The contribution presents the historical background, context and consequences of this evolution. The relevant public finance evolution is divided into several historical stages in each country. The contribution focuses on each stage separately and points out solutions and effect of each stage. The main aim of the contribution is to confirm or disprove the hypothesis that the evolution of the public finance discipline was different in each of the selected countries. The scientific methods used in the article are analysis and synthesis, description and comparative methods.

The scientific article presents the first results of the study of the English parable in the diachronic aspect from the synergetic point of view. The research started from the Middle Ages, illustrated and analyzed the first English texts with parable elements, dating from the XIII-XIV centuries. The scientific work is based on historical events, specific writers and their individual style; the development of a parable as an independent type of text and discourse took place under the influence the mentioned above. It is determined that during this period it is difficult to distinguish the English parable in a separate genre of literature of that time, but the authentic English parable confidently functioned as metatext in the great texts of the Middle Ages. Several parable contexts were observed in one text. The article outlines the results of the study and gives examples of texts of a certain era. The general stylistic and synergetic characteristics of the investigated texts are singled out and their classification according to thematic groups is presented: condemnation of negative human traits, relations of God and mankind, interpretation of spiritual truth and moral values. From the synergetic point of view, thematic groups are thematic attractors that contribute to the development and existence with its functional meta-texts with parable elements. The study of English parable texts allowed us to identify of a number of stylistic devices and stylistic features. It is noted that stylistic attractors of the Middle Ages parables are as follows: prose and poetic form, rhetorical and logical-expressive style. The results of scientific work determine the broad perspectives of further research, in particular the study of the English parable in diachrony from the synergetic point of view, as well as the analysis and comparison of the texts of the following centuries with the systematization of their general and specific features

Latvia joined the Schengen area in 2007 and has already passed three Schengen evaluations. The novelty of the article is aimed at analysis of Schengen Acquis implementation in Latvia and offer suggestions on its further implementation development. The aim of the study is to develop and propose suggestions on Schengen Acquis content improvement and its judicial systematisation development. The research tasks are to investigate the current EU and national normative regulations, legal practices, the conclusions of Latvian and foreign law researchers by using analytical, historical and comparative methods. The improvement of the national normative regulation was started long before Latvia's accession to the Schengen area. The further development of the Schengen acquis is important from the point of view of the right to free movement of persons and from the point of view of ensuring public security in the face of today's challenges related to terrorism, international crime, uncontrolled migration and the spread of disease. The main achievement of the research is that the author has defined the main areas of Schengen Acquis development.

Introduction. The article compares the methods of researching political discourse with special attention to linguistic methods, in particular, to discourse analysis and cognitive and rhetorical approaches. These methods are widely used to study political speeches, statements, texts. Increasingly, political discourse is seen as a social phenomenon, not only at the discursive but also on the cognitive and rhetorical levels. The object of this study is methods of analysis of political discourse allowing to study the position of a politician in the discursive sphere and to identify the character of his audience. The subject of the analysis are examples from Joe Biden's political speeches, seen as an instrument of influence, persuasion in the process of speaking to the electorate. The relevance of the work is determined by the need to develop arguments to choose a particular approach to political discourse, especially cognitive and rhetorical, as well as discourse analysis, which allow to reveal veiled meanings of political statements and consider the methods of persuasion of the electorate.Methodology and data sources. The subject of the analysis are examples of Joe Biden’s political speeches, seen as an instrument of influence, persuasion in the process of speaking to the electorate. To compare approaches the study of political discourse, descriptive and comparative methods are used, the effectiveness of different approaches and methods is illustrated by specific examples of linguistic interpretation of discursive features of publications and speeches, revealing the ambitions of the politician most fully. A method of quantitative counting is also used.Results and discussion. The use of descriptive and comparative methods makes it possible to compare different approaches to the study of political texts and speeches, to discuss the relationship of heterogeneous methods, to identify the most effective methods of studying discourse. The result of the article was the conclusions about the effectiveness of different approaches to the study of the language of politicians at discursive, cognitive and rhetorical levels. Comparison of methods of research of political discourse distinguishes discourse-analysis among other methods of analysis. The use of discourse analysis to study political discourse reveals the functions of discourse, for example, manipulative, selective and combined functions related to political goals. The use of critical discourse analysis allows you to identify these functions most fully.Conclusion. The study of political discourse can be carried out at different levels, but the discursive level compared to cognitive and rhetorical levels is the most effective from a linguistic point of view. Discourse analysis allows to explore political discourse at more qualitative different level than rhetorical and other linguistic methods of research. Discourse analysis is presented as a method of researching hidden meanings in politics in this article.

В данной статье анализируются высказывания из национальных лингвистических корпусов татарского и английского языков с точки зрения возможности их номинализации посредством наименований лица, включенных в состав данных высказываний. Рассмотрены как традиционно выделяемые типы номинализации - события, факта, пропозиции, так и номинализация посредством наименования лица как периферийный тип. Установлено, что как английское, так и татарское номинативное предложение не выполняет по отношению к называемому одушевленному лицу функции субституции и конкретное наименование лица, выражая признак, обладает лишь предикативной референцией. Выявлены сходства и различия в функционировании наименований лица как средства номинализации в английских и татарских высказываниях. Сделаны выводы о том, что в английском языке автономное функционирование наименования лица как отдельного предложения возможно только в разговорной речи. В стилистически нейтральных высказываниях английского языка всегда имеет место глагол. В татарском языке оценка может выражаться как наименованием лица, так и прилагательным. В обоих языках достаточно частотными являются наименования лица, образованные от имен прилагательных путем инверсии. И в английском, и в татарском языках исследуемые примеры довольно часто содержат сопровождающее местоимение второго лица. This article analyzes the statements from the national linguistic corpus of the Tatar and English languages from the point of view of their nominalization potential by means of the person names in these above-mentioned statements. The author considered both the traditionally distinguished types of nominalization (events, facts, propositions) and nominalization by the person name as a peripheral type. It has been established that both the English and Tatar nominative sentences do not fulfill the function of substitution in relation to the named animate person, and the specific person name expressing the feature has only a predicative reference. The similarities and differences in the functioning of the person names as the means of nominalization in English and Tatar expressions have been revealed. The author concluded that in English the autonomous functioning of the person name as a separate sentence is possible only in colloquial speech. In stylistically neutral expressions of the English language, a verb always occurs. In the Tatar language, the assessment can be expressed both by the person name and by the adjective. In both languages, the person names formed from adjectives by means of inversion are quite frequent. In both the English and Tatar languages, the studied examples quite often contain an accompanying second person pronoun

The article considers the similarities between the methods and principles of Kyrgyz folk pedagogy and scientific pedagogy. The author explains these categories from a scientific and popular point of view. A number of similarities and differences were described and compared in the article. Public education does not exclude the basic principles of modern traditional pedagogy. On the contrary, scientific pedagogy does exclude the principles of folk pedagogy. In other words, scientific pedagogy is enriched by the procedures of national pedagogy. Folk methods explain scenes from fairy tales and their plots. The effectiveness of public education is determined by its advantages in educating the younger generation.

In multi-ethnic societies, one way in which ethnicity manifests itself is in classifying people according to their ethnic origin. Such classification is based on stereotyping and is typically achieved by emphasizing certain common characteristics rather than individual particularities. Both lived experience and folklore corroborate the fact that ethnic stereotypes, ethnic self-awareness, and identity are also influenced by historical circumstances. This article focuses on Lithuanians’ and Latvians’ attitudes towards Poles and Germans, and towards one another during the period between the eighteenth and the first half of the twentieth centuries. The aim of this article is to reveal how the folklore of the two neighbouring nations, Lithuanians and Latvians, depicts the aforementioned ethnic groups; what historical events, cultural and social factors determined the similarities and differences in their portrayal in Lithuanian and Latvian folklore.
