Indonesian business environment heavily influenced by small-medium enterprise (SME). In embracing Industry 4.0, Indonesian SME must be able to adapt the changing environment and competitive landscape. However, the concept of competitive advantages of SMEs, especially when concerning digital transformation, yet to be clearly defined and evaluated within the industry. Several factors, directly or indirectly, affect and jointly determine the competitive strength of an individual firm. The challenge is to properly identify the specific factors, and how and to what extent they affect firm SME competitiveness. Thus, emerge the necessity to study, understand, and then identify those factors. This research seeks to answer the challenge by using a qualitative approach and the resource-based framework. Six variables discovered through studying state-of-the-art literature, namely Digital Capability, Digital Orientation, Digital Innovation, Resistance, and Government Support that connected with SME Competitiveness. The link between variables were clarified. Resulting in proposal of how those variables entwined with each other. All variables were found to be directly related to Competitiveness, with some of the relations were moderated by Digital Innovation.

In the era of digital transformation, following the emergence of disruptive technologies that guided and facilitated the shift towards sharing economy, change is imperative. Imagine the very nice-looking carriages that you see in the royal weddings and compare them to the latest generation of Tesla cars. Or compare the set of skills required to fly Yakovlev Air-5 model 1931 vis-a-vis the Dassault Rafale or the F16 Fighting Falcon (Top 10 fighters, 2017). Before embarking on driving/flying the latter, regardless how competent with the former, the driver/pilot needs to acquire relevant knowledge and master a new set of skills and techniques, and learn different methods in order to be able to deal with the state-of-the-art technology. The vibrant business environment that has become even turbulent amid the digital transformation is analogous to the rough sea with unfavourable conditions. Those who are not ahead of the game, vigilant, and aware of what they need to do in order to sail safe will have an unpleasant ending, regardless of how successful they are at present. The Titanic is just one example.

The paper is devoted to the comparative analysis of the essence of the concept of "competitiveness" in relation to human resources and other similar categories, identification of their advantages, disadvantages and scope in terms of digitalization of the economy and society. It was determined that in the context of digitalization it is expedient to apply the approach to studying the process of forming the competitive advantages of human resources, as allows to consider the competitive advantages in relation to all age groups and at all stages of forming and development of competitiveness. Today, such qualitative advantages as the ability of intensive using of the modern information and communication technologies, digital literacy, interpersonal skills, ability to work in a team, focus on achieving the end result are becoming very important. The characteristics of the levels of forming of the competitiveness of human resources (personal, microeconomic, sectoral, territorial, macroeconomic and global) were given. The urgency of forming and development of global competitiveness of human resources in the conditions of modern realities was emphasized. It was emphasized that along with the traditional forms of employment on a permanent basis, temporary, remote, non-standard employment is becoming more widespread, providing greater freedom of choice for both employers and employees (the best performer or place of work). The directions of improving the competitiveness of human resources in the context of digital transformation of the economy lying in the plane of development of their personal and business qualities, improvement of measures of the state regulatory influence, maintenance of quality of workplaces, consideration of specifics and the features of employment with application of information and communication technologies were offered.

Globalisation era is surely passed on and to lead the people of the world into social interactive one another and also economical competitiveness. How far is DKI Jakarta Government preparing to be up against the global competitiveness in the frame-work to manifest improving the standard of living like advanced of society. There are some of indicators to be used as well as criterion to measure an achievement level of effort to be advanced of society, i.e infrastructure which needed by entrepreneur like : permission, taxation, laboract, traffic road, customs and harbor, publics infrastructure servicing, landuse, security condition, business financial access, and business environment condition. It was the research analysis be done by using data gathering from entrepreneur opinion at the operational area. The aim of research analysis is to measure how level of each indicator value has DKI Jakarta Government prepared to be up against the global competitiveness ? The research conclusion says that : DKI Jakarta Government has well enough prepared to be up against the global competitiveness. The weakness indicator is just taxation because its category included in bad (goodless) while the other indicators are well enough. The measuring parameters due to weakness taxationare time necessity for servicing to arrange tax, amount and various of region retribution, amount and various of region tax, and clarity of tax arrangement prucedure.

This paper aims at finding the most dominant ideas about the marketing of healthcare systems highlighted in the mainstream literature, with a focus on Russia and Romania. To reach this goal, a systematic analysis of literature was conducted and various competitive advantages and disadvantages of the medical models that require special attention from the governments are considered. In this respect we examined 106 papers published during 2006 to 2020 found on four scientific databases. They were selected using inclusion and exclusion criteria according to PRISMA methodology. The main findings of the research consist of the opportunity to use marketing tools in order to improve the quality of healthcare systems in the named countries. Thus, using market orientation, the managers of healthcare systems could stimulate the innovation, the efficiency of funds allocation and the quality of medical services. The results will lead to a better quality of population life and to an increasing of life expectancy. As this paper reviews some articles from Russian literature, it can add a new perspective to the topic. These outcomes have implications for government, business environment, and academia, which should cooperate in order to develop the healthcare system using marketing strategies.

One of the most important assets of a modern enterprise is human capital and its development opportunities. The need to maintain intellectual capital is due to the introduction of new technological solutions and changes in industrial relations. There is a transformation of the management environment, which focuses on intangible assets and thereby moves to competitive advantages. Within the framework of this article, the peculiarities of regulation and methods of human resources management at the enterprise in the conditions of digitalization are studied. Nowadays, there is no consensus that digitalization is a threat to business security or an opportunity to comprehensively manage the entire chain of business processes in real time, taking into account incoming data from all assets. However, political and economic instability, demand volatility, and competition are all a set of global challenges that digital transformation has responded to. In industry, the competitive advantage has become not the ownership of the enterprise, the firm, but access to digital technology, on which the efficiency of work with specific resources depends. The processes of forming individual business segments related to production management based on modern digital technology have already been launched and most companies are focused on this direction. The article reveals the features of the evolutionary stage of digital economy development, presents the relationship of this process with the formation of the conceptual framework from the theoretical foundations, substantiated in the 1990s by foreign and domestic scientists to modern approaches in the interpretation of digital economy definitions. The article proposes the structural dynamics of the digital economy in today's realities, revealing internal problems, opportunities for economic growth, maturity and readiness of the state to new ways of doing business in the digital economy and digital transformation, to form the country's national strategy. In addition, the conditions under which digital transformation opens up new opportunities for the business environment, the public sector and society as a whole are presented. Changes in business strategy, organizational forms, business process capabilities, new approaches in working with clients, competitive advantages, increase in profit sources are analyzed. As a result, the efficiency of the whole system increases, which allows to reach a fundamentally new level of production efficiency in a short time.

One of the main concerns in companies is quality management and its relationship to firm performance. Recently a growing interest in research is the important role of the business environment in the competitive strategy choices of companies. By proposing a conceptual framework for a general model that explains the quality management practices-firm performance link and the business environment-firm performance link, we test the moderating role of competitive strategy in the two links empirically. A survey was conducted of 229 pork-processing firms in the emerging economy of China. We find that specific quality management practices contributing to higher performance include in-company quality management, supplier quality management, employee involvement in quality management and process management, while quality design and customer quality management are not included. Findings also indicate that the business environment (government support in our research) has a positive relationship to firm performance. Competitive strategy only strengthens the relationship between firm performance and quality design, process management, supplier quality management and customer quality management.

Technological readiness is an important determinant of the economic and social development in recent decades. Therefore, technological readiness has a substantial impact on the global competitiveness of national economies in the contemporary business environment. The purpose of this paper is to evaluate the level of Serbian economy competitiveness in terms of technological readiness and to identify the critical factors for its further development. The analysis is based on the data published by World Economic Forum in annual The Global Competitiveness Reports in the period from 2013 to 2017. The research is conducted through comparative analysis and benchmarking method. The results show significant deviations and negative trend of technological readiness of Serbia in comparison not only with European countries but even with Balkan countries. The conclusions of this research may serve as the directions for technological readiness policy makers in Serbia and other Balkan countries.

Introduction and Objective of the Research. According to the modern economic theory, compliance in the global business and its support occupy a certain, moreover, indefinite place among the heaviest burdens for global business entities. The objective of the article is to cover the issue of smart contractual relationships (SCR) as a way to increase the business activity of global business entities by minimizing compliance risks (CR).Hypothesis of Research Studies. With current technology solutions available today, it is expected that SCR will allow minimizing the burden of global business entities by widespread CR. The most important role among such solutions is played by the latest distributed ledger technologies (DLT). In the medium term, these technologies will reach such a level of development, at which the transition of contractual relationships from ordinary to intelligent ones will not only lead to the decrease in business activity in world markets, but will also contribute to its substantial increase.Objective. To prove that CR substantially overburden global business processes; to substantiate the urgency of the issue of the transition of the global business to SCR, as a way to a possible lack of CR in the global business environment.Research Methods:- theoretical substantiation for proving the significance of CR as factors of the global business environment and the necessity of using DLT in SCR;- statistical analysis for conducting a normative monetary valuation of CR and representing the degree of awareness by global business entities (GBE) of the competitive advantages of SCR over ordinary ones.Results: the significance of compliance risks in the global business is defined; the importance of smart contractual relationships in the way of eliminating compliance risks essential for entrepreneurship is theoretically grounded. The existence of advantages of the activities of global business entities within one or more sectors according to the cluster principle has been proved:- the cluster economy is a set of solely smart contractual relationships with the use of blockchain technologies;- using these technologies, entrepreneurship in the cluster is accompanied by minimal compliance risks.Conclusions. The article outlines the economic essence of SCR using DLT. Accordingly, theoretically, DLT will promote the spread of SCR to the entire global business environment, since business processes that are not accompanied by CR are possible then. Further research will cover the essence of DLT, due to which all the main advantages, as well as all existing deficiencies of the technology and defects for their active introduction in SCR in the world.

Extractive industries (mining and quarrying, in particular) is a strategically important part of the primary sector of Ukraine. The current state of the extractive industries is characterized by a certain revival, however only in a few sectors. The purpose of this paper is to provide insights to the extractive industry performance and identify the main factors of change that will ensure growth in the primary sector. The analysis showed that as of today the extractive industry companies demonstrate low performance efficiency (a slowdown in production growth rate, fluctuations in cost effectiveness and profits, a significant share of unprofitable businesses), their technical and production capacity fail to meet the global trends which is underpinned by ineffective opportunity management in the given sector. For extractive industries, change management gains critical importance subject to their high environmental dynamism. Changes in the business environment in the mining and quarrying sectors are generated by the factors of space, time, consumer, safety, products, price – all of which initiate external changes; reduce (curtail) lag changes; trigger changes in the market infrastructure and the range of related services; promote government support extension; yet again prove the need for changes in extraction engineering and technology, raw materials processing and enrichment; assign changes in approaches to cost control and pricing methods. The key messages that make companies move forward to change should be: increasing difficulties in confronting the entropic effects of the external environment; crisis phenomena within companies; deterioration of market environment; company management or any stakeholders’ (their groups) initiatives of changes; contact group information on certain requirements for products, prices, resources cost, etc. The research findings have revealed the following headwinds that hamper changes: the lack of effective management and professional managers capable of implementing the entire cycle of changes; inefficient organizational structure, the presence of conflicts in the organization; resistance to change; undeveloped corporate culture of the enterprise.
